And they can meet me down by the podium. The first one's going to be presentation or proclamation for Shanna Romanchuk for Gastroparalysis Awareness Month. Is she here? First of all, I want to thank you for being here. A lot of times we do these presentations and people can't make it, so thank you for being here. And on behalf of the Roseville City Council and the city of Roseville, I'm going to read this out. This is pretty drawn out, but I'm going to make sure it's read out, okay? It's Gastro Paralysis Awareness Month, August 2026. Whereas gastro paralysis is a chronic debilitating illness that affects the normal movement of muscles in the stomach, preventing it from emptying property and leading to this severe pain, nausea, vomiting, malnutrition, and significant reduced quality of life. Whereas this condition affects millions of individuals across the United States including residents within the city of Roseville Yet, it remains widely under misunderstood frequently misdiagnosed and lacks a known care cure Whereas the exact cure cause of gastroparalysis is often unknown Though it frequently arises as a severe complication of diabetes post viral syndrome or neuro neurological disorders Whereas increased public awareness, education, medical research are critical to promoting early diagnosis, improving patient care, and ultimately finding effective treatment and a cure for this life-altering disease. And whereas organizations like the Internal Foundation of Gastrointestinal Disorders, the IFFGD, dedicate the month of August to uniting patients, families, and health care providers to raise vital awareness and support for gastroparalysis community. Now, therefore, the Mayor and the City Council of the City of Roseville do hereby proclaim August 26th august 2026 as gastroparalysis awareness month in the city of roseville and urge all residents to learn more about this condition support those living with it and join in the efforts to advance medical research and education presented this day the 11th of august 2026 and it's signed by all of our council members thank you thank you thank you so much now you get to talk

Hello, my name is Shana Roman check. I'm a resident of Roseville. Um, I have several chronic illnesses, including gastroparesis, which paralyzes your stomach. I've had feeding tubes. I've have a pick line here for hydration. I have a gastric neurostimulator, um, I have lost people I've known to this illness. And for the longest time, I felt alone in my battle because nobody had ever heard of it. I had no support until social media came around. And once I learned how to do a hashtag, I met somebody else who happened to be in Michigan. states and um we were able to you know meet and you know everybody's different in their journey with gastroparesis but a lot of people don't know about it and we get full really fast i either when i don't eat gain a lot of weight because my body's trying to hold on or i lose a whole bunch of weight so there's that and um i was in the hospital all the time because i couldn't even keep water down at one point for weeks and I just thank you for your support and spreading awareness that hopefully one day that there'll be a cure for this awful illness that I would not wish on anyone. And thank you all for doing this. It means so much to me and the community. Thank you.

Our next presentation is going to be a certificate to Clara Wheeler from Steele and Elementary for National Night Out. And I believe we have someone here from National Night Out that's going to present.

Thank you, Mayor. Thank you, Council. My name is Matt with Neighborhood Watch. Carolyn from Neighborhood Watch is here as well tonight over here. As some of you may know, last Tuesday was National Night Out. It was a huge success. We want to thank all the sponsors and the organizations who donated to the event. Very quickly want to shout out Roseville DPS for their setup and assistance the Caponi family for taking charge of the raffle and assisting in food prep and I wanted everyone to know that Carolyn and Joe from the admin team a neighborhood watch Carolyn over here did the heavy lifting for the event as we were setting up and Getting it done. So I'd like a round of applause for Carolyn and Joe. I Now the reason we're here tonight is because there is a poster winner this year. So the National Night Out poster contest was held prior to the end of the school year. It was open to students in K through five in the Roseville Community Schools. These students were asked to create original art for National Night Out. We had 119 entries this year. 119, that's a new record. All entries were put to a vote of the public, and our winner is Claire. Claire, a then fourth grader at Steeland Elementary, now fifth. We are pleased to present Claire with her art that is now framed. This is what Claire put together, you guys. Claire, this is for you. Also, we have a certificate of recognition from Roseville Neighborhood Watch for what she did, and a $50 Visa gift card. Claire, you're awesome, and we really appreciate your effort. Congratulations.

Next, I'm going to call the chief up here, and we're going to do the badging ceremony. Chief Berlin, you have the floor, sir. Good evening, everybody. Mayor, council, welcome.

Thanks for coming. It's a great night at the Roseville Police Department tonight. When you look in this room and see these young officers and new command officers, you'll know why it's so easy for me to leave. So we'll get right to it. You've got some great young officers. The future is bright. We'll start with our patrol officers. First, we have Officer Zachary Widerhold. He's gonna be pinned by his father, Scott. Zach came to us from the city of East Point after doing four years there. Zach hit the ground running as he's a seasoned veteran. Medal of Valor winner. And his father Scott will be pinning him. As soon as he figures it out. Stay right up there with him, Scott. Next we have Officer Zachary Benefield. Officer Zachary Benefield came to us from the Michigan State Police, also hit the ground running as a seasoned veteran, and has proved to be a great asset to our department in his short time with us. And he asked the current chief to pin him, and I'm very honored to do so. Next, we have Genevieve Kimber. Genevieve will be pinned by her mother, Melissa. Genevieve has been with our department for a year and a half now. Genevieve is an integral part of our community outreach unit. She has grasped that role and has taken it to the new level with our sergeant that's in charge of that team. So thank you, Genevieve. Give Officer Scholes, Emma Scholes, will be pinned by her father, Paul. Emma's a graduate of McDonough College with a bachelor's degree. She's been with us approximately a year and a half also, and she's on our midnight shift, and she does a great job for us out there protecting all of us so we can sleep at night.

Officer Malasinski, Lukas Malasinski, will be pinned by his wife, Carmen. Lukas is a United States Marine, sniper, and a defensive tactics master instructor. He has taken our defensive tactics program to a new level, and it's making all of our officers better on the streets with better skills. Thank you, Lukas. Officer Gary Downing, being pinned by his friend and neighbor, Matt. Officer Downing was a cadet with us for a few years at the front desk, proved what he could do, went to the police academy where he excelled. He's now been on the street with us approximately a year and a half. He's a phenomenal officer. We're very proud to have him. Officer Alyssa Sturgeon, being pinned by her brother Colin. Officer Sturgeon has approximately two years with us. She's assigned to our day shift, where she is doing a great job protecting and serving, and also an integral part of our community outreach program, willing to volunteer her time to help others. Thank you, Officer Sturgeon. Officer Christopher Sexton being pinned by his sister Jennifer. Officer Sexton came to us from the Shelby Township Police Department where he was a cadet, joined our cadet ranks, proved himself to the officers and the command officers in the Roseville Police Department. He has been on the road for approximately two years on our midnight shift and does a phenomenal job partnering up with Officer Downing. Thank you. We got our up-and-coming command officers. First will be Sergeant Salvatore Manafo, being pinned by his wife Rosalie and daughter Sophia. Sal has been promoted as sergeant, was a patrolman with us for eight years. Come to us from the Oakland County Sheriff's Office. He's now a sergeant on the night platoon. He's learning. He's learned far faster than I ever did. So thanks for doing a great job, Salvatore. Sergeant Jason Grillo being pinned by his wife, Margaret. Jason was promoted on August 4th, 2025. Jason is returning to us after suffering an injury off duty. He will complete his field training supervisor program, hit the ground running, and his troops are waiting for him to come back because they miss him. Thank you. Matthew Lesperance, Sergeant Matthew Lesperance, being pinned by his wife Krista. Sergeant Lesperance does a great job as a police officer, but he's more known for his outgoing, energetic personality. He's probably the happiest guy in that building besides myself. But he's a great officer, excelling as a sergeant, and he just epitomizes what we're all about. Lieutenant Eric Sadler, being pinned by his mother, Suzanne. Lieutenant Sadler obviously was promoted from Sergeant. Eric has spent a lot of time in our Detective Bureau. He's a highly skilled investigator. He is now taking the skills he learned, like you should, to his new role as a platoon lieutenant. He's doing an excellent job mentoring the young, providing good guidance throughout the night, and making it safe for us out there. Thank you, Lieutenant Sadler. Lieutenant Thomas Wetisha, being pinned by his wife, Lauren. Tommy's a skilled police officer, came to us from the Arizona State Police. He is now our commander of our accident crash team. More importantly, he took our honor guard almost from extinction to where it is today. You see these officers how well they do their job, know their job. Tommy is one of the primary reasons that that unit is up and running as well as it is. Thank you. That's all we have for tonight, but as you can see, the future is bright. You can sleep well tonight with these officers out there. I tell you, I couldn't be prouder. So thank you.

Folks, before you sit down, there's a couple of presentations here for Chief Berlin. So if you could stay up here for a minute, I think it'd be an honor for him to see you guys up here. First of all, we're going to have our county commissioner, Mr. Harold Hall. He's got a proclamation here. He wants to present to Chief Berlin. When you get done.

I guess Jennifer's going to help. Congratulations again to all of you, all of the proud parents, spouses that are with you. Like I said, I've known Mitch before he became a Roseville police officer. I've had the honor and privilege of knowing six Roseville police chiefs, five chief of the fire department, to all of them. The words honor and protect and serve have always been the epitome of what they have done for Roseville. With this guy, short of Mark Hackle, you can't go anywhere with him that somebody doesn't know him. Try walking anywhere in the Roseville party store. Well, I can't say some of the places we've been, but everybody in them. These rainy snow snowmode real well. And Mitch immediately has 10, 15 people coming to him. So unlike the mayor, I'm not going to read this entire proclamation because it would take way too long. But I did want to read a few attributes. A tribute celebrating Mitchell J. Berlin upon his retirement from the Roseville Police Department. Whereas on October 15, 1994, Mitchell began his career with the City of Roseville as a patrol officer. Over the years, he served in a wide range of roles, including sergeant, detective sergeant, lieutenant, deputy chief, acting chief of police, and ultimately chief of police, a position he accepted on April 26, 2023. Now, therefore, be it proclaimed by the Board of Commissioners, speaking for and on behalf of all county citizens as follows, that by this presentation, the Macomb County Board of Commissioners hereby publicly honors Mitchell J. Berlin upon his retirement from the Roseville Police Department. Be it further proclaimed that a suitable copy of this tribute will be presented to Mitchell J. Berlin in testimony of the pride held by the Montcalm County Board of Commissioners. Signed this day by Board Chairman Joe Sabatini and myself, Vice Chair. Mitchell, to you, Kelly, the family, you've always been family to us.

Well, unfortunately, Harold, I'm going to read this one, okay? And for me, I've had a chance to know Mitch a little bit longer than you because back when we were in high school, his brother John over here selected his brother to be our bat boy. So when we played high school baseball, big Mitch here with little Mitch at the time, he definitely was a hell of a bat boy. And I'll tell you what, he did a great job. And I'll tell you what, our team loved the guy. So with that, I'm going to read this proclamation. Congratulations on his retirement. And if I get my glasses out of here before I drop everything, I want to break this glass. It says, whereas Mitch Berlin was raised in Roseville, and to him, this will always be considered home. He graduated from Roseville Community Schools, Carl Bravelick. settled down and married his wonderful wife, Kelly, and they are later blessed with three children, Stephanie, Carson, and Megan. And whereas Mitch began his career with the city of Roseville on August 15th, 1994, as a patrol officer. Mitch has maintained various positions throughout the years, including sergeant, detective, sergeant, lieutenant, deputy chief, acting chief of police, and lastly as chief of police, which he proudly accepted on April 26th of 2023. Whereas through his hard work and dedication, Mitch has proven time and time again that he can get the job done and in a professional and courteous manner. These qualities that he possesses will lead him to serve on various task force special assignments during his tenure. Whereas Mitch has dedicated his long career to the citizens of Roseville and upon his well-deserved retirement, will now have more time to spend with his loving and supporting family. Now, therefore, the mayor and the city council thank Chief Mitch Berlin for his 32 years of service to the residents and administration and his fellow officers and congratulate him on retirement from the Roseville Police Department and wish him and his family many years of health and happiness. Presented the 11th day of August 2026. I worked in law enforcement for 31 years. This guy is probably one of the best cops I ever met in my whole entire life. And that's honest to God truth. Folks, these guys up here are a good example of Mitch Berlin and the Roseville Police Department. We've got the best police department in the state of Michigan, probably anywhere in the country. You know, I retired from Macomb County Sheriff's Department, and my loyalties were always there. But I'll tell you what, I've lived in Roseville my whole life, and these guys right here are five times better than every cop that I've ever met. So when you see a police officer out there, please wave to them, say something nice to them. They're doing a hell of a job, and they're keeping us safe. And I'll tell you what, we couldn't live without them. So thank you, all you new guys up here, promoted new lieutenants, sergeants. You guys are very fortunate to work for this city. You're very fortunate to be able to work for this chief right here. He's such a great guy. And I wish you guys all the best. And please be safe. Please be safe. Thank you. Lieutenant Leticia.

For over three decades, you've led this department with honor, courage, and integrity. Your willingness to give the ultimate sacrifice for the various streets you were born and raised on exemplifies your unmatched passion for this department. We are in the hour, and the man is in danger. The answer is call instead of ready. You've lost a good fight, all while being a devoted husband, loving father, and reliable friend. Your steady guidance and constant professionalism will be missed, but know your legacy remains forever imprinted on the walls of this department. You leave this department far safer and smarter than you found it. While your watch is complete and you hang your boots for the final time, your daughter, Lisa Kerr, buried a prideful name you created. Thank you for being our greatest advocate, our greatest mentor, and devoted leader. Chase, your watch is complete. You have carried the burden of the city for 32 years. Retire easy. So life is good, the future is bright, and I want to thank everybody for 32 years of putting up with me and love. So thank you.

Point your finger Good evening welcome good evening mayor and council We're here tonight talking about the fire facade upgrade project This project is updating the exterior to the three fire buildings in the city which is fire station number one fire station number two and And the newly created fire station administration building most of the upgrades For the other projects that we've done so far for the fire station have been focused on the interior and now this one is addressing all of the outside, giving them a cohesive, updated look. So for any of those buildings, if you look at them, you should be able to know that that's Roseville Fire Department building. I can take any questions about their project.

It is a budgeted, but it will be paid with the bond funding that we've been doing all the facility upgrades with.

Mr. Tomlinson.

Thank you, Mayor. As Council's aware, we've had a moratorium in place with regard to our automobile washes for some time. The Planning Commission has worked diligently on this matter. They have provided this as the recommendation for the regulations governing car washes, automobile washes, whatever the case may be. So we would have said June. you adopted as presented after the necessary period of time the the moratorium would then cease to exist happy to answer any questions you may have okay questions for mr. Thank you, Mayor. I, too, want to congratulate the chief on his retirement and wish him well. I also want to congratulate all the officers and their promotions as well as their hirings. And as indicated, a number of them have been around for over a year already, so it's been enjoyable trying to learn new faces, which can be difficult because they're not in court as much as they used to in the old days. So other than that, I have nothing else to report on.

Yes, Mayor and Council. I'd just like to say congratulations to Clark and her staff. I know she doesn't like to toot her own horn, but they were first up at the county again with the election results. I mean, it's an accomplishment. It's a lot of work. I don't know how she does it. And to everybody else at the police department, congratulations on all the promotions and their career starting. I know personally what that's like and how exciting it is. And congratulations to Chief Perlin on his retirement. Other than that, happy to answer any questions you might have to answer.

Mr. Monroe, I appreciate the conversation on 13-mile. Do you have an update on the paving project?

Yeah, so I know a lot of people are frustrated with 13-mile. It seems like the work is never-ending or not occurring. They are well within the scope of the bid and accepted contract. They have a completion date of August 28th, and I spoke to our engineer today. They are expected to be done before that date. I do understand everybody is very inconvenienced with how much of that area is shut down right now. But it is a good thing, I guess, moving forward. We'll have hopefully a little better constraints or restraints in our contracts when we bid these things out with better timelines and a little bit more control over the contractors. So hang in there. We're almost done. It should be done here very shortly. It's getting close within a couple weeks.

About 40 years ago, my first encounter with him in law enforcement, we have a mutual friend, Bob Lipka. He had a 21st birthday party at Bird Creek at Metro Beach. It was a bunch of soccer players. They were a little rowdy, playing loud music. They were in a big, large boat. They were jumping off the top of the boat, and the harbor people called the law enforcement. That was probably Mitch's first law enforcement job. He rode up in his golf cart, and right behind him, many people know John Comet. So that was my first encounter with Mitch. Mitch acted tough, but then gave Bobby a hug. Everything was good. But that was 40 years ago. I want to tell Mitch he's done a great job of Roseville, known him for a long time, and thank you for your service. That's all I have, Mayor. Thank you. Thank you. Councilwoman McCartney.

I'm going to ditto a lot. To Shen, I want to thank you for making us aware of that gastroparesis. So I want to thank you for making that speech. To Claire Wheeler, congratulations on your National Night Out poster. um also all the police officers um badging for our command um congratulations to you and to mitch uh on your retirement um i've known since i was in high school and actually bobby was in my class also there and uh i'm gonna miss you buddy and and i'm glad to call you a friend and that's all i have

Thank you, Mayor. Santa, thank you for coming out and filling us in on that kind of stuff. I really appreciate that. Thank you much. Also, Claire, I believe, was the one and one for National Night Out. Thank you very much. Great job that you did for that also. And for all our police that were badged tonight, thank you very much and welcome to the city. And I know our commanders will do a great job in following on with Mitch. Thank you, Mayor. I also would like to congratulate Shanna on your Gas Stroke Awareness Month. Very informative, we do appreciate that. Also to Claire on her poster, being the winner, it was a great job. To all our police officers on their badgings and promotions. we really have the best police department anywhere and they all do a great job i also want to congratulate mitch i've known mitch for many years and he's a great guy and i hope he has great time in his retirement he will truly be missed that's all i have

Once again, I want to congratulate all of our new officers. Of course, we're really not new because they've been here for a few years, but the badging ceremony, I think, was exceptional. I mean, probably one of the bigger ones that we've ever had. And real quick, Lieutenant Burley, you could pass this on to Chief Berlin, but I have a little story real quick about Chief Berlin. One night they were chasing a B&E suspect over in Hazelwood and Broll area, and Apparently, he jumped the fence and didn't make it over the fence and landed right next to my bedroom window. I thought someone was breaking into my house. And he asked me the next day if I heard that he was out there. And I said, well, absolutely. I heard something out there. And I was wondering why. He was trying to jump the fence. He said, well, you got a fence there? I said, Mitch, there's a gate there. All you had to do was open it. And he didn't have to jump the fence at all. But when he hit, I could definitely tell there was something outside my window. I can tell you that. They ended up catching the bad guy. That was a plus. But I want to congratulate Mitch on his retirement. Well-deserved. I'm sure his family will be glad to see more of him than they have because he He really didn't take much time off, that's for sure. So congratulations to Mitch and his family and all of our promoted officers and our new officers. And on a different note, I'd just like to thank everyone for their thoughts and prayers on the passing of my wife. It's a very difficult time for me and my family, but we'll get through it. But the thoughts and prayers make a big difference. I got a big family. I got a big Roseville family. And I got a lot of friends. So I want to thank everybody for all that. Thanks for your prayers. She's looking over us. She's looking over Roseville. She always did. So also get well with Glenn Sexton. I know Glenn may be watching our show tonight. Glenn's our assistant city manager. He just got out of the hospital. And Glenn, get better soon. City of Roseville needs you. I think Mr. Monroe could definitely use a little bit of your support too. So get well soon, Glenn.

we could do that now thank you also the clerk's office you did a great job thank you everybody for coming out tonight remember roseville is a great place to live a great place to work and we got great we got great police officers we got great administration we got great employees Just keep that in mind if you see any of them anywhere in the city of Roseville and just thank them for what they do because they're all doing a great job. And one last note, I've lived in Roseville my whole life and today I got my first warning letter ever from code enforcement. They're out there doing their job. I had some wood that was stacked up. I had a branch that broke off and hit my house and had it all stacked up and the code enforcement officer was walking the streets and put a letter on my door and I go, what the heck? I've never seen these before. And I moved it, obviously, right away because I didn't want to be in violation of anything. But this young man was going through the neighborhood, walking the streets and writing down violations. And I can appreciate the hard work that those guys do because it's not an easy job. They get confronted by a lot of disgruntled residents. But if we want to keep Roseville moving in the right direction, code enforcement has to do their job. And I can tell you right now, they're doing their job. They got me. So with that, I have nothing else. Next item on the agenda would be adjournment. So moved.
