Thank you for giving me the opportunity to express myself tonight. My remarks concern financial responsibility, transparency and conformity of the city to the requirements of state declarations. I'm going to ask the council if it will accept that what I present to you be added to the formal trial.

I am deeply concerned by the fact that the city still does not respect the requirements of state financial declarations.

The Utah law requires that annual financial reports be submitted in 180 days following the end of the fiscal year. Based on the information provided by the Utah Audit Office, the December 1st reports are still a little late, and the revenues distributed by the state have been retained since April.

Using information accessible to the public, I estimate that more than $1.7 million of the city's income is currently retained while waiting for compliance. These funds are intended for public safety, roads, essential services and the functioning of the city. The auditor's application process provides for opinions and opportunities to correct gaps before sanctions are imposed. This did not happen overnight. The fact that the city of Roosevelt is facing this consequence for the second consecutive year should concern the elected officials as well as the residents. The audit results in themselves are not unusual. What is worrying is when similar findings appear year after year without significant resolution. According to the audits of the city, the 2020 exercise was the last year in which the city of Roosevelt received a virgin audit without any observations. Since then, observations on financial information, internal controls and budget compliance have been repeated. At a certain stage, recurring observations are no longer isolated problems. They become the proof of a systemic problem that requires the attention of leaders. The question asked to the Council is not to know if these problems exist. Statement delays are documented. Audit observations are documented.

Income retention is documented. The question is to know what the Council is going to do about it.

I respectfully urge the Council to demand a public corrective action plan, to establish clear deadlines for the return of the city to conformity and to provide regular updates until all the required reports have been deposited and the revenues held free.

I also encourage the Council to improve transparency by making public documents available at the same time as the orders of the day, including budgetary documents, call tables, proposal requests, contracts and staff reports.

In addition, I encourage the Council to consider implementing an internal audit function or periodic internal controls in the context of the management of fraud risks and the governance framework of the City.

Identify the effects proactively. 10 seconds.

I urge, apparently the point has been made, I simply ask the council to report any discussion concerning the selection of the auditor of the city until the audit of the exercise 2025 is completed. The residents of Roosevelt deserve to have the assurance that corrective measures are taken and that these problems will not continue to repeat themselves.
