I'm thankful that we did gather this evening with members of the council and staff Roseville City and members of the community as please pass with the spirit of discernment that we can make appropriate judgment calls and decisions that benefit our community make a better place to live and work as we pray for humble son Jesus Christ in the pledge officer I aliance to the flag of the United States of America and to the republic for which it stands. Ah, lamb year. And first of all, I wanted to thank Roosevelt City for your support with the lamb of God, which we will put on this Sunday. We had a wonderful um participation in our basin. We have about 150 people that will be performing um some from Burmel even and some from Shane Elim. So, we are grateful for that and for your support. It's the only way we could do it and it's going to be wonderful. Second of all, just recently I have been seeing some things on the news about communities celebrating the 250th um anniversary of our country. And it made me ask the question, what are we doing in Roosevelt City for this wonderful event? And I reached out to mayor and he said, well, let's think about that. So, I didn't know if there was anything in the works thus far or um

I can kind of speak to that. If you want to come um Thursday at 6 at the innovation hub, that's when the arts park and rec committee meets and that's who kind of spearheads the Fourth of July stuff that's happening. Um and I'm sure they debut input on ideas and stuff, but this Thursday at 6 is when they meet. Okay. My thoughts were instead of reinventing the wheel of if we could use either the 4th of July or our UDIC celebration to to make make it extra special and maybe do some things centered on that. So, and Interfaith is also doing the concert in the park and they're doing one June last Sunday in June.

Last Sunday in June focused on patriotic 7 o'clock. So, and that one will probably go a little longer because of the 250th. So, that sounds really good. And I've heard a few things happening like in the elementary schools and the library. So, it'd be fun to have maybe something that we can advertise to the whole city once we have some events in place so that everybody knows what's happening.

You can subscribe on your phone to these and get them right on your phone. So you can see them kind of live by my calendar. But when events for the city, even this meeting is not listed on that calendar, it makes it hard. We shouldn't have to go to Facebook or external websites to get city information like this. It's right on that calendar, but it's not there. It's not updated. Edwin listens to me about this calendar. All the swinging calendar this calendar all they need to be maintained or they should be through the site.

Um so everybody can participate in their local caucus meetings. So the golf course we did send out an RFP for the cafe there. The tapping was there last year and they did a terrible job. Just kidding. Stephanie's here. They did a phenomenal job. Um, we did send a new RFP. They were the only person to submit for that. We went and met with them. We're very excited to recommend that the tap in come back. And you do know I was joking, right? They are phenomenal. Well, Josh, I'm I'm I'm waiting for you to come up and get a hamburger.

They have some incredible ideas up there. We're very excited. We do not have the agreement here. One thing we want to do is to modify the agreement. made sure everything was encompassed in there. I have tons of notes I'll get with Grant. So, what I'd like to recommend with the golf course being open, hungry golfers ready to eat, wonderful captain, they're up there. I've been up there all night. So, yep. So, I'd like to recommend the council approve awarding the RFP to the captain with essentially the same parameters, same rent, same everything. We will have some final um legal ease that Grant will put into the agreement, but we would like to allow them to get going, get back out there and get get

I would recommend we sign it. I'm still in negotiations. He's definitely a prior conversation and we'll follow in the near future about that. We'll have to sign that this year.

Uh I also need approval from the council to approve Dagot County being um added. So if I can get any motions from the council or it can be all this agreement is addressing that. Okay. The reason that Tommy's asking for that is there was a strike force meeting October 19th I think and this would just be ratifying proto and then to approve. So that's what we're approving because we had also talked about maybe getting out of it.

Okay, let's move to the Trans West Express transmission lane access. Good evening, mayor and council. Uh, tonight we bring to you an amendment to an already previously approved right of way acquisition for Trans West uh power line running through our sewer farm facility. On the map that's coming your way shortly, it's basically their access road getting into their construction site with our shooting range. They went right through basically the the shooting range that's currently constructed. So to remedy that in the purple, if you'll scroll up just a little bit right there, the purple was the existing right of way. The red would be our existing road right now. Currently the proposal is to just adjust and the language in the contract to have the red as their permanent access and not the purple there. We've already been paid for that act that right of way in the past. It was agreed upon. We just need to realize due to the fact of our construction.

um, so we are recommending to um, I guess Edwin Butterfield, Roosevelt city director. Um, we are recommending to approve a lease contract with Wells Fargo for a 5-year lease um, for uh, different vehicles that will be for the greens maintenance. This is not the cart. This is Green's maintenance equipment. This includes the fairway mower, the utility tractor, gas utility vehicle, and two triplex mowers. Um, we originally had uh the the amount approved as well as the vendor approved back in September, which is what something Aaron set up. This is looking for approval for the lease um and getting that all signed off on the lease agreement as well. Um, if you noticed in the memo too, it does mention that this year's a 5-year lease, if we go through this, would be $46,493.36 paid annually. Um, which previously it was $43,644.7. Um, the equipment is also John Deere equipment, which is what our greens uh staff are familiar with, so they're able to upkeep them. they know it well enough where they know the parts, how to get things running, get things moving. Um, yeah. Am I again recommending for approval for this lease unless there's other questions at this point?

So, that's my I play with this. the hard ones. Little harder ones, smaller golf balls.

So, tonight I'd like to present um something a little different than we discussed last time. I do want to sit down with boys baseball with Rowdy, Cody, anybody else that's interested. We have all the data that we've assembled from other communities, what it takes, what our staff does, time commitment, everything. However, tonight what I'd like to recommend is that council unofficially, we're not going to make a motion tonight, but have grant continue to write up the agreement based off what was discussed in the work session. I should back up. Boys baseball did get the information to Grant. It was just not in time to get the agreement drafted. So, he's got all the information. So, what I'd like to request is that council just gives him the thumbs up to continue to draft that essentially doing what we did last year. no real modifications, no changes, but formalizing it into an agreement. And then what I'm going to do on the back end is come up with all the criteria. So when organizations come to council, you'll have parameters. So you'll kind of know, okay, here's the questions we'll ask just so it's uniform for anybody that comes. With boys baseball, we're kind of behind the the curve. We want to make sure we're not delaying them. I believe you start practice in April. Is that correct?

Uh yeah. We want to make sure they're ready to go. They can get concessions open and then going forward we'll be able to have those parameters. But right now we do not want to impede that anyway. Grant has got the information. So as long as council's okay, we'll just have him draft up the agreement. We'll be ready to approve it next meeting. And essentially it's going to be just what was discussed just like last year, the year before, just formalized into an agreement so we know whose responsibility, who has liability. But none of the others changing. Sounds good.

But again, this is not about anything negative, right? I just want to make sure you have all the information. We want boys baseball to be able to move forward itself. Okay. Does that make sense? So we had multiple discussions with Cedar V wells about three different agreements we're working on with them. Um there's a willing fee discussion, a water exchange agreement, and Charmeal Acres. Um we had a great meeting with him. Started a little rough, ended really well. Um a lot of good information. Um I'm meeting with Grant going to get him all the notes. There's some minor modifications that they'd like to discuss in the agreement. Again, we will bring everything back to council for final approval, but with this point, we just wanted to give you kind of an update of some of the things we discussed with them, some of the concerns. Again, there's three separate agreements. Um, we're working on two of them could be approved very soon. The third one, they're still discussing. So, we just need to discuss. It's something we want to do all three at the same time. First two, the third one later. But, we did end up having a great meeting with CB Mwells. Mayor was there and Councilman Booenbar. Um, at this point I just if there's any questions or if council or mayor have anything they'd like to add on this one.

How how did you feel about that meeting?

I agree with Josh. Start off rough, but but uh I I wasn't aware that this has been kicked down the road for about 12 years or more. I thought this was a recent thing. Um I I I think I emphasized our concern is we have a grant that we need to spend and if we don't get that spend we could lose that and then we're done because we can't do what they need done and so we we need it done quickly. Um one of the concerns they had that wasn't brought up in our contracts was the tank. I guess they have some water that they store in a tank and they were just worried about maintenance on that tank and stuff that they have and they felt like a 15 cent. Uh so the they they asked the negotiated 35 cent was fine. They were hoping for another 15 cents for the the wheeling fee for the tank to help cover cost on that. And I felt like it I don't know. I think it's okay. 15 cents. It was 50 cents total then is what it would be and I think we felt like that was probably okay. Um but I didn't when nobody spoke for counsel or anybody. We just said we'll we'll take take a look at that. Um and so that was probably the the one thing that was kind of new that we hadn't thought about. Um, and then there was a concern about Charmeal because they're in a different they're in a service district so they pay property taxes that go towards Cedar View Mwell where if we take them in anyway there's some concern about what that looks like and and so they were going to do a little research on that. Um, I think that was about it. Yeah, I think one of their concerns too was opting to get out and then join Ros City.

Right. Well, and and the other thing was the reading of the meters, etc. There was a little discussion on when that would happen, etc. There's a little concern there. Uh especially because they're not in the office all the time, and they they they want a a time frame for reading. So, if it's within a day or two, the amount of water shouldn't matter. I mean it'll be negligible with the data. They just are afraid, you know, if you pick a day or whatever, they may not be available at that time because they don't have a designated person all the time available to do that. So anyway, one recommendation I have if council's okay is is we discussed this and some of the things that councilman Booenbar's talking about, some of the things did come up after this meeting. Um Grant has extensive notes from our previous meetings. This has been going on again 12 yearsish, but the past two three years quite intensely. And so Grant had some really good info. So what I'd like to recommend to council is that we have mayor and a couple council members be able to come sit down, go over the notes, discuss things as we enter into this to get some feedback. So we're getting some input from council before we bring the actual agreement back. One of the concerns I have which we haven't addressed with Cedar View Mount well is they're running some of their water through our lines but we're not charging them. And yet they want to charge us to run our water through their lines for for a portion. And I think that's something that we need to to address. Um because I don't think it's fair to us do that for free for them and then them charge us. And so I think that's something we need to to look at. That's probably my biggest concern.

I I had that concern as well. And it's um I think we've made a just in that meeting we made a lot of progress and now it's just a matter of some small even wording in some new phrases. But um

I think it's something that in the future we need to address as well. Is council okay if we set up kind of a not necessarily a committee, but we had Mayor Olsson and Councilman Boozenbark and ideally one other council member. We could sit down with Grant and kind of go over again. He has incredible notes. I have some notes, but just to kind of go over the parameters of the contract, some of those details like Councilman said.

Yeah, I think that would be fine. Uh just depends on when it is time frame for me. I have meetings during the day at times. So it could be challenging. So usually I'm open, but Fridays are usually better for me, but that probably may not be good for Grant. But anyway, just schedule it. If I can be there, I'll be there. If I have to zoom in, I'll zoom in or we'll figure something out. So I'm happy to help out. If no one else wants to take it, I'll send out some meeting. second or rewrite some others in there. But again, two of the agreements we could do fairly quickly.

Yeah, they were pretty close to being done. The one that they have to work on, that's going to take them a little time, but we said we need to have it done ASAP. So, I'm hoping they're getting that done like before our meet, last meeting in April or whatever. I'm hoping they'll have that ready for us. They seem to think they could do it quickly, but there was some concern there with the service district and the taxation and different things that could change depending upon when we take Sherman acres over. So, um, and just to clarify that, the first two agreements that are close to being done benefit Cedar V well much more than us. The third one benefits us. So, it is

Kirby, what was that? I'm sorry. Timeline on the grant. Yeah, timeline on the grant. were supposed to do it how many years ago, but where we at right now?

Okay, it's been 3 years on the grant and uh right now talking to drinking water, she's okay. We had signed because we've got most of the project where it's a combined project. The tanks finished, the water lines are installed. The last thing is the million dollars that I have earmarked for the purchase for the purchase of Cedarview Montwell this agreement. and she's fine with us still not she didn't give me a specific date but she said as soon as we can get it resolved the better right you know otherwise if we're not using that I we can use that money for trans site line throughout town okay so he does have a plan B so we don't lose the money but

essentially that's kind of a wrap you need to use this money or lose it we don't have a plan B but if but if we can't make an agreement then we we can't just we don't have the funds to pay them without this grant to to get get that from from CF Montwell, which is why I tried to make sure and make that point a couple of times that we need this they're kind of holding us up a little bit and we need this done ASAP. Um, and you know, I I felt for years I felt a little better after the meeting, but I felt for years that if they're not willing to work, we had to just go around them and and we actually had a plan for that, but it was going to cost, you know, it would have taken away opportunity to use the money elsewhere where this is the best option for us and them for the most part. I think it it benefits both groups and, you know, we want to be good neighbors. I actually jokingly said we ought to just put them all under Roosevelt water and call it good.

One, we have been given notice that our public defender has submitted a 60 days notice. Um, Grant is working with some options on there. how to replace them when it work through the county or hire a new public defender. So just put that on your radar. He it's through the end of April. So that has been given to the city there. Um secondly, just an update on the budget process. We are still working on our fiscal year budget updating our capitalists, our departments. I'm just happy to report staff has been amazing at everybody's taking ownership of their budgets, looking at ways we can improve, do things better. So, just hats off to all the staff. They're they've been phenomenal and being included part of the process. So, we're excited for all they're doing. Are there any questions for

We filled a 30yard dumpster to the brim. And how many dump trucks?

Two big dump trucks full of tumble weeds. But with that, I'm coming to request that we use some of our council money for uh storage conics for some of the things that we've built for this Holy Week. So, all of these things that have been being built have been people that are spending their own time and money or their churches are helping. And we'll have all of these things. We're hoping to do the Holy Week year after year, but because of that, we're hoping that we can help provide them a ConX trailer to store these things that they've built in. Because I I talked to you last year about we were going to put some sort of marker, you know, like we've done at the nature park and other and I requested we put some money cuz I know that they're working on it and I was planning that we would probably want to use council discretionary for that as well. And I'm not sure is that something you could look into, Zeke, if you said money.

But I I'm I'm wondering if we we'd be able to cover both or we have to use part of next year's Do you have estimates on how much you Yes. Uh if I could say one thing, my feeling after Uh Terry Roar took us my wife and I around because we're going to help at the beginning, but she went from station to station. I believe that this actually has potential to become an all day deal and then even potentially become like two days if it becomes really popular and becomes like a destination. And I that's my feeling just because of everything that they're doing. We have a lot of attention.

I one one thing I'd just like to look at in the future is I was here on Friday for a couple hours visiting with Sierra and and Maryanne and was doing a couple things and noticed that one there's not a lot of you know employees have meetings or were out doing stuff but there weren't wasn't anyone from the city that from Roosevelt city came in. I'd like to explore doing maybe 410s, even if we just did it on a trial for the summer, see how it goes, and then with people paying online, uh, with emergency opportunities for calling with people on call.
