And uh welcome everybody here. Thank you all for being here tonight. Um the support is greatly felt and it's sincerely felt. Thank you for being here. Um with that, I kind of got ahead of myself with roll call and we have Councilman Rowdy, Councilman Bil,

6:52 – 7:290

I don't get too technical. We [laughter] council woman. Good. Good. No. Okay. Okay. All right. With that, I um do we have um as far as Sorry, say that. [snorts] Okay. It's my turn to say the prayer. You can or you can do it.

With that, I will turn the time over Sierra for to Sierra for the approval of previous minutes.

9:15 – 9:410

[snorts] I didn't see anything in them. I didn't see any review. I would enter 16 and I'll second it. Second. Any other further discussion? All in favor? I always

9:38 – 10:360

friends. Thank you. Okay, at this time uh we'd like to open it up for um a maximum of 15 minutes, three minutes per person for any public comment. This is the opportunity for public commentary. Would anyone like to step up?

10:330

I will.

10:36 – 11:550

Hi everyone. Good afternoon. Uh my name is Ian Sha at the last meeting [clears throat] and first of all I want to congratulate the new mayor and council members hopefully a long way success here and continue with the good work. I just wanted to bring up the question of the seismic acquisition that we're trying to achieve here with TGS and just to reiterate the importance that it is to our company and to our clients. Uh we want to offer any assistance that we possibly can to expedite the process and limit any of the extra work that is required to get it completed. As far as the contracts concerned, bonds are concerned or anything of that nature. We know it's been taken some time to get to this point. We would just like the ability to try and expedite it to some extent and allow our crews to be able to start. I know we've had crews that are available and are having planned to start on this program, but we are delaying for your final resolution on this and we hope that we can somehow assist in expediting that process.

11:54 – 12:280

Thank you. Thank you. Appreciate it. I know I've I've been coming to the uh council meeting since July. I've seen you speak. When I say when I say you, I referring to Cougarland. So, correct. Yeah. So, I I feel like I'm kind of up to date as far as um some of the issues and what's been going on. So, but thank you for coming. Appreciate it. Thanks. Any others? You go. Now's your chance. [laughter]

12:30 – 12:520

Okay. With that, I am going to move on to committee appointments. Do we have any needed? Um, who did who fell off? What vacancies are out there on the street? We have a few like that report.

12:54 – 13:380

Mayor, if I can address that. So Sierra has a list that she'd love to give to council and then council will report to mayor what committees you would like to be a part of, who's on current committees, and then the mayor can appoint who he would like on those committees, whether they stay, whether it's new people. But this gives everybody a time to review that list, determine what you would like to be on, and then communicate that with mayor, and then in the following meeting, following meeting, he can make those appointments and have your approval. So, how's your chance to I like the territory. [clears throat] Okay. So, we'll we'll be waiting for that.

13:35 – 13:580

Yeah, I'll send it out. With that, we'll move along to public hearings. No public hearings. Okay. Making it easy. Uh action items. The annual meeting calendar. discussion on that meeting, correct? Yes.

13:56 – 14:310

So, that was part of your packet. It should have been It's not in the packet that is set up there, but it was the one that's emailed out. It is just the annual calendar with everything as was last year with meetings if you wanted to review that and decide if there was any necessary changes. Okay. And this this includes uh whether or not we keep meetings on the first and third Wednesday or Tuesday of the month. Correct. Yes. Was what was kind of your consensus on that? Sorry.

14:28 – 15:050

So, one thing staff is happy to do whatever is necessary for council. Tuesdays have historically worked wonderful for us. Um, there has been discussion about changing times earlier, but ultimately we want to support council and we can make work. If [snorts] we do move to other days, other meetings might need to get moved, but that's not necessarily a bad thing. We understand this is your meeting. We're happy to make work. We really prefer not a Friday night or Saturday night or Sunday night. But, but we are happy to accommodate what council's needs are. reinforce.

15:02 – 15:160

I I had a chance to review the proposed um annual meeting calendar. I didn't see any concerns from my perspective. We can make adjustments if necessary to move forward.

15:17 – 16:120

I'm I'm good with what we've done in the past. If there needs to be an adjustment, I can be flexible with that as well. Councilman uh had asked if we could change to either Wednesdays or Thursdays because he's also teaching on Tuesday nights. And I just my opinion as moving into this is if if we're going to change it for one person and accommodate two, three or four others, I'd rather have one person um rather than four. [snorts] Um you have any other do you have any opinions on the matter? Um, I mean two for me if Tuesday works the staff the best. I mean these guys have been doing this for a long time.

16:10 – 16:530

I'd rather stay with that disrupt schedule. My [clears throat] biggest concern was if it disrupts uh staff's schedule and then not only does that and then as far as like having to change other meetings that are already established, I'm worried about that as well. We do have committee meetings and stuff throughout the week that are on Wednesdays and Thursdays as well. And my preference would maintain meetings Tuesday. Do I do I need a vote on that or is it just Yes, we do need to formally adopt the meeting. Okay.

16:50 – 17:180

I would entertain if there's any unless there's any other discussion, I'd entertain a motion. I'll make that motion. I'll second it. We have a motion and a second. All in favor? I unanimous. Thank you. Um moving to the wax right away proposal for Drew.

17:24 – 17:410

[clears throat] Welcome new council members. Mayor old council woman. You call me old. [laughter] [laughter]

17:45 – 18:250

Sorry. Um, tonight I bring to you this would be the UN and a wax one, right? I didn't hear. Sorry, sir. Okay. UN Wax. We have with this Joe Garcia tonight with you and a wax. He'll pitch his proposal to you, but they're proposing to have a contract signed by Roosevelt City and approved by city council for a lay flat line on the red dotted line. It's on an existing road at our sewer farm location souththeast of town here. And with any questions, Joe can answer those. I believe it's for three months. Is that the proposal?

18:22 – 18:550

Yes, sir. And uh barring any um any other complications that would extend it, there is an option to extend for an additional 3 months, but we don't anticipate utilizing that option if the council is gracious enough to grant that. Perfect. Grant is in the process of reviewing the contract for this project. It does go through Duchan County as well and Grant can speak to that if you have any questions for him. I'm about halfway through it right now. I'm far enough through that if you

18:56 – 19:320

Yeah. If you wanted to go ahead and approve that subject to me finishing my review, I'm comfortable with that. If I run into any problems in what I've got left, I would just put it back on the agenda. Yeah. Can can you explain just a little bit as to is there a change? Is what's the rightway that's that we're looking to approve? So, currently it's just a a temporary lay flat pipeline right ofway that's following an existing roadway for the oil production. Okay. Are you moving production water through that or fresh water?

19:30 – 20:150

No, not at all. No, this is because it's lay flat. It will be fresh water and it's for completion of the Duncan pad that is just to the west of where that red dotted line ends. There were some wells that were recently drilled and uh we'd like to complete that and uh you know at that point production would just go into autopilot. Staff, no concerns. I'm I'm ready to make the motion. um subject to grants you final review and uh if there's any issues grant that you spot we'll table it through the next meeting we'll discuss but I approve on that condition second motion

20:11 – 20:420

yes we have a motion second any other discussion all in favor unanimous thank you thank you thank you thank you all very very much all right the 2026 tenative budget DCMA. We do not have anybody from Mosquito B. Correct. Thank you, [snorts] Mr. Mayor. Council, young council woman. [laughter]

20:43 – 21:270

So, [clears throat] tonight we have for approval the tenative budget for the mosquito abatement. They've already had their meeting. They've already approved it. At this point, we are showing support in that. And so it's more of a formality to show that we do support the mosquito bait. So again, it's already technically been approved by them. This is our opportunity to support the mosquito bait. Okay. So you're looking for a motion to accept the uh mosquito embaitment budget. Yes. I'll make that motion. I'll second it. So we have a motion and a second. Any other discussion? Any other questions, Josh? Okay. All in favor? I

21:240

approved unanimous. All right. Uh do we have any department updates?

21:30 – 22:150

So at this meeting we do not. So just so council with our new council members, every month we have a certain department that will prepare a presentation for council describing what's going on and we'll get that list to you so you'll know who's presenting. This month is finance and the recorders office. However, with the newly elected officials and you're swearing in, we countered that tonight for this one. But we will get you that list. But at any time that you are requesting a report from a different department, we're more than happy to accommodate and get that as well. We just want to make sure that every department has an assigned month where they will come report, answer any questions, and give progress on what they've been working on. So, that's what this part of the agenda is for. Okay.

22:14 – 22:280

Thank you. We'll put Drew on the hot spot again. [clears throat] All right. Expenditure approval. I didn't see it come through, was it? Oh, there. Okay.

22:36 – 23:050

Oh, he's lots better than me. Is there anything that we wanted to Is somebody presenting as far as this? [clears throat] This usually comes down the road and we look it over and sign it if we just so we know that we've seen it and then we will this need approval as well or Yes. And if you have any questions, now would be a good time to ask those as well. If

23:04 – 23:470

we're brand new and don't know what happened last, this is probably a good time to see this cotton creek trail on there. I actually did go walk that and very happy with it. I was personally impressed with the wood bridge over there the creek. That was really cool. Really cool. I would entertain a motion to accept and approve. First go ahead. Okay. I say that we approve the expenditure.

23:48 – 25:460

I'll second. Okay. I have a motion to approve the expenditures and a second. All in favor? Motion approved. Unanimous. City manager report. Thank you, Mayor. So, during the city manager report, I'd like to point out a couple things that are going on in the city. This is more of a general overview tonight, but I do want to recommend I know Councilman, you have served on the council before. Councilman Ditch, you've been here. Mayor Olson, you're new. But all of you, I want to make sure you know, you are more than welcome to go on tours of cities, city property, city projects. We have a lot of projects, a lot of things that we work on, everything the city does. Staff is more than happy to take you to all of those locations, answer any questions you have. We know as councils change, priorities change, policies change, council sets the direction. Staff, our job is to accomplish your goals. you're the elected officials and we want to make sure that we are supporting your vision as you are elected from the community. So, please do not hesitate to reach out and we are more than happy to take you out to show you some of those things. As Mayor Olsson said, the nature park, there's a lot of things in there that you might not have seen. For example, the the tree bridge that's going over the creek, that was a Ryan Clayburn project that he and his brother just did on their own and have done a phenomenal job. There are so many I'll call them Easter egg things like that that you might not have seen and the staff is very excited to take you around and show you those those wonderful things. So please don't hesitate to ask. I will tell you the staff here is phenomenal. These employees are incredible. Best there is in the entire world. No question in my mind. So they're happy to help in any way they can. So please do not hesitate to ask. What part of that tree bridge is that just kind of behind the hospital there off the hill?

25:45 – 26:300

Yeah. Yeah. The State Street immediate almost immediately to the west and then down there clean. Yeah. I thought that was supposed to He didn't put a handrail on it at first. He probably needed one. The only thing was the bathroom was closed, but you know. Yes. The bathroom is seasonally closed due to vandalism. Any questions for me or staff? No, we appreciate Josh and definitely appreciate the real city employees and all that you guys do for the community and thank the support of the community as well.

26:30 – 26:510

Thank you. Moving around along, committee reports. Do we have any reports? No, they wouldn't have assuming we don't have any committee reports. [clears throat] Okay. Um items for further discussion.

26:51 – 27:480

I probably have just one that I would like to see on the agenda for next our next meeting is we have a um a film crew that would like to come in. they would like to they're making a movie um about skateboarding on the reservation back in the 80s and Carlos anyway they want to be able to come in and film approximately a 4 hour span in Marian and he is going to give us some uh information and details on that on the 20th so just give you a heads up on that I'm personally my opinion is whatever we can do to help them. Um to me it just it's like the bowling alley in Dub and Dummer that was in Heber. You know, people want to come and they want to stop and take a picture and go inside and whatever. And I think that's good for Roosevelt.

27:46 – 28:300

Has city staff been approached by Barb yet on this project? Not yet, but I talked with the mayor about Yeah, Bart approached me and I told him I would talk with Josh. So, but he'll he's out of town, so he he'll um he's actually in Hollywood this week. So, yeah, he told me like you guys. And with that, I don't unless there's I know Cougar Land is another thing that will be coming up. Yeah, I was here last meeting and I've seen some letter recommendations things come through. Is there anything we're waiting on specifically for that?

28:28 – 29:130

It's in the final stage of legal review. So by the end of this week, we review should be done. We should be any other setbacks. We should be good to go. Thank you, Grant. Okay. Any others? All right. Um, we do have one item up for close session. So with that, I will committee excuse motion move into close session. You want a motion that we are adjourn the meeting when we're done or do we need to come back? It's not on the agenda. So we can close. Okay. Okay. So a motion. Did you motion to go to close? Yes.

29:11 – 29:560

With the also with adjourning afterwards. You'll get that. Okay. I'll second it. Okay, we have a motion in the second. Sorry, we do roll call for a close session. Oh, yeah. When you when we roll call it, we have to do individually. Oh, okay. So, I have a motion in a second and um [snorts] [laughter] I

29:540

unanimous will go into close session now. Thanks everybody.
