Recommendation: Approve the Minutes of the October 7, 2025 Planning Commission Meeting
Victory Lane Center / Barro Zone Design Review, BZ2024-0004; Conditional Use Permit, U2025-0005; and Environmental, ENV2024-0014
Recommendation: Staff recommends the Planning Commission approve the following: A. Resolution of the Planning Commission of the City of Rocklin Approving a Notice of Exemption (Victory Lane Center / ENV2024-0014). B. Resolution of the Planning Commission of the City of Rocklin Approving a Conditional Use Permit to Allow Operation of a Drive-Through Restaurant (Victory Lane Center / U2025-0005). C. Resolution of the Planning Commission of the City of Rocklin Approving a BARRO Zone Design Review (Victory Lane Center / BZ2024-0004).
Destiny Christian School / Environmental, ENV2025-0011; General Plan Amendment, GPA2025-0003; General Development Plan Amendment, PDG2025-0002; Conditional Use Permit, U2025-0003; and Design Review, DR2025-0007
Recommendation: Staff recommends that the Planning Commission review the following items and forward a recommendation to the City Council. Alternatively, the Planning Commission may recommend that the City Council not approve the project, as described in more detail at the conclusion of this report. A. Resolution of the Planning Commission of the City of Rocklin Recommending Approval of a Notice of Exemption (Destiny Christian School / ENV2025-0011); B. Resolution of the Planning Commission of the City of Rocklin Recommending Approval of a General Plan Amendment for a Level of Service Exception (Destiny Christian School / GPA2025-0003); C. Resolution of the Planning Commission of the City of Rocklin Recommending Approval of an Ordinance Amending the Five Star General Development Plan (Ordinance No. 579) to Allow School Uses Within Area 15a, Subject to the Review and Approval of a Conditional Use Permit (Destiny Christian School / GDP20250002); D. Resolution of the Planning Commission of the City of Rocklin Recommending Approval of a Conditional Use Permit to Allow a School Use (Destiny Christian School / U2025-0003); and E. Resolution of the Planning Commission of the City of Rocklin Recommending Approval of a Design Review (Destiny Christian School / DR2025-0007)
