All
right. That last part felt like I was reading off of eye chart. All right. All right. We are back from closed session.
We have nothing to report on CS1, and we are going to be taking up CS2 and three after the end of this regular meeting. Next, moving on, we are calling the general session to order, and I would ask everyone to rise as we do the Pledge of Allegiance. All right. And now we do have an agenda review. Anyone?
No? Okay. And then now we have citizens addressing, the City Council. We have this opportunity for citizens to address the council on anything that is not already on the agenda. We ask we give three minutes. It's a one way street, so we're not able to respond to anything other than to direct staff in order to help out. Otherwise, it's you telling us how you feel about something. And do we have any speaker cards?
We have two speaker cards. The first speaker will be Walter Moore followed by Kevin Shaw.
Walter? Hello, sir. Good evening. My name is Walter Moore,
and I'm here with the president of Tri City Little League, and we're here to give you all a personal invitation to come to our opening ceremonies.
Good evening. Good evening. Thank you everyone for giving us this time. We're here just to formally invite you to our opening ceremonies, March 6 at 04:45. We know that many of you have participated in the past, and we'd be more than gracious to have you all there for our opening night ceremonies.
We represent currently about 450 families. You probably know that. Many of you have been there before. We've seen your faces multiple times. But we wanted to make a personal address to you and invite you to this year's opening ceremonies so that you could see all of the work that's been done at Tri City over the last couple of months from an incredible amount of volunteers as well as small business owners that have given a lot of time and effort into making Tri City what I believe probably the best little league baseball field in Northern California. So a lot of work has been done and we would love for you guys to be there to support us and to show us to press to show you what we've done. Excellent. Thank you.
Thank you. If you are coming, please you have my number, so please let us know so we put you on the guest list. Also, we are looking for someone throughout the first pitch, And we look for volunteers. Let us know if you're interested. But if you do volunteer, please. There will be a number of young people there. So if you don't make it the ball to home plate, they will probably give you a little raising. Looking forward to someone volunteering and looking forward to seeing you at our opening
ceremonies. Thank you very much. Appreciate it. Do we have anyone else? Yes. Hello, sir.
Good evening, city council. And Ken, I saw your eyes light up at that first pitch. You're a
terrible thriller.
So don't I'm just kidding. Just kidding. Council, I, Kevin Shaw and, longtime Rockland resident. Been here plenty of times. Hey.
I wanna bring up, just a concern that I've, shared with the Rockland survey that's out recently for transportation, walking safety, bicycling, and what have you. Last year we filled out a survey similar to that and I received a call back from a gentleman, couldn't remember his name, Jeremy, Justin, I don't remember. But at any rate, I wanted to bring it up again this year. I did send a text over to to Ken at one point asking kind of the question of regarding Sierra College Boulevard from Rockland Road down to the commons. Right now, there are no sidewalks there.
It's a very small bike bike lane, very restricted to those that wanna walk between Rockland Road and the commons. Now I understand that there's new development coming in and on the East Side of Sierra College Boulevard, those developments will most likely be required to put in sidewalks. In the meantime, we see Sierra College, the actual campus, doing a lot of renovations, and I applaud them for finally after twenty plus years. It's starting to really look good. However, they're also not putting in any sidewalks on Sierra College Boulevard.
And I'm just curious of why they're not encouraged or maybe working a plan out with the city to do that. We're going to have a senior resident building being put across from Sierra College near the Havenhurst Circle neighborhood. Those residents are gonna be possibly walking between that residence and Safeway. There are sidewalks. They'll be walking between that residence and the commons, no sidewalks, at least on the Sierra Campus side.
I know there's a fire department that's been gonna go in, and I'm sure that that will have sidewalks, which will lead to basically nowhere on both sides of that that new new building. So I'm just pushing it out there that we've already had one death, unfortunately, and we've talked about it before in the past as well of Trevor who was hit by a hit and run driver and killed in that area. And I would just really like to see the city push to have more emphasis on trying to create some other kind of sidewalks on the Sierra College campus side of Sierra College Boulevard. That's a very, very busy road and I'd hate to see more deaths happen because of it or any injuries at all. So I just present that to you at this time and thank you for your time.
Thank you.
Mr. Shah, if I may, before you step away, and just for clarity's sake, so you mentioned both Rockland Road and Sierra College Boulevard, but your concern is relative to sidewalk availability on the Sierra College Boulevard
side That is correct.
From Rockland Road down to the connector of the retail?
Correct. And I I know there's some develop that part of the new development that's going in across from the football field is going to make some changes to the Rockland Road, Sierra College interchange or or, intersection. So I know something will be done there, but in the meantime, the whole rest of the Sierra College campus, there are no sidewalks all the way down to to the commons and then that merge where the lanes go from three to to two lanes on each side. There's nothing. I mean, there are people that are just basically between traffic and the, the guardrail for the creek down there closer to, quick whack car wash.
So those are just a lot of concerns that a lot of others have shared with me, and I've shared it through the survey and speaking with the gentleman last year. But, really, since then, nothing's happened or transpired and I know another survey is out and I've participated in that as well.
Okay. And, well, Kevin, we'll have staff follow-up with you. I think you'll be happy with the activity that's scheduled to take place on the easterly side of that with the current development as well as some proposed development. So we'll have those conversations. And as you know, you and I both being long term Rockland residents, these type of solutions don't happen overnight. Often take a little bit of time. I do appreciate you bringing this forward and sharing your concerns with us tonight.
Thank you. Thank you. All right. Do we have anyone else? Nothing further? Alright. We'll now move on to reports from city council and the city manager and I promise not to forget the city manager this time. We'll start with Councilmember Janda.
No reports tonight.
Councilmember Malden.
Just that one mention I had a chance to go to the Roseville Chamber's annual installation dinner and, was there for the installation of, Adrian Herrero as the new chair of the Roosevelt Chamber, a Rockland resident. This is our second year in a row to have a Rockland resident in charge. And also long time, very long time resident, Sharon Brown, Rockland resident, was given the Lifetime Achievement Award by the Roosevelt Chamber. So good to see both of
them there.
Councilmember Gilda? Thank
you. Just a couple of things. Last week, I spent several days in Washington DC on behalf of SACOG. We went out to meet with the national organization for COGs. And while we were there, we also had set up several appointments with some legislators. It went very, very well. I'm gonna share with you just so you'll have this. One of the the focuses we've been really working on is as a region, it's it's as you know, it's very challenging because everybody's there to represent your own your own jurisdiction, but we also had to say, we can't have 4,000 different projects that are on the list. Let's make a priority. And so I'm really pleased to share with you.
And also working with PCTPA has been a big help for doing that. But this is the prioritization list for 2026 for the region. As you'll see, the I Street Bridge is the first one, and the second one is the I-eighty Rocklin Road interchange, that has been submitted to the legislators as our priority. So really pleased to see that that, we were able to get support from the region for that project. We did meet with, a lot of staffers.
Interestingly, we met with, banking and finance, which is, they actually control housing, which seems very strange. And I but we also got to meet with congressman Kylie Ann Barra, gave us great amount of time. In fact, congressman Kylie literally came right from the vote because, like, he walked up the stairs and said, hey, we just got the $3,000,000 We just voted. It's open. So I really appreciated both of them with the time we came, and very, very positive and thrilled to have our project on our prioritization list for the six county region.
And then the only other thing is I did have opportunity to, on the mayor's behalf, hand a proclamation to Steve Taylor, our longtime basketball twenty eight years, I believe, he coached at Rockland High. I think thirty seven total years of coaching. And so I did, on the mayor's behalf, recognize, hiscom his contribution to our youth and our city as a whole.
Alright. Excellent. Thank you. Council member Broadway.
Yes. Thank you, mister mayor. Just two quick items. First of all, on Friday the sixth, I had an opportunity to participate in mock interviews with the students at Victory High School, preparing them for getting their first jobs and approaching that interview, creating a little bit more comfort for them. And I was very impressed with the students, their preparedness.
They put together resumes, and they did very well. We also had representatives from both police and fire there participating in the interviews as well as they did have a job fair. So it was nice to see our school working with our students as they prepare to enter the workforce. And then secondarily that day, I attended the ribbon cutting for the secret garden at the library. Our historical society did a fabulous job and kudos to staff.
The garden is beautiful. And it's located in the back of the library. I want to thank our park and recreation team for just a wonderful job they did assisting with them in the design and then implementing their solution. It's a nice place to go if you just wanna relax, but it also reflects the history of our community. So again, just a shout out to our historical society for another job well done, maintaining the
thought. I'm be be a city's attention. On that, we are going to now move forward. Nope. Almost did it.
Thank you.
City manager.
Extremely important update. Just a reminder that next Monday, city facilities will be closed in observance of Presidents' Day. Police and fire services will be running as normal, but all of our facilities will be closed for the day. And that completes my report.
Okay. All right. We are going to move on to the consent calendar. All items listed under the consent calendar are considered and acted upon by one motion of the city council. Anyone may request an item be removed for separate consideration. Do we have any items to be removed? Seeing none, can I, get a motion for the consent calendar?
I'll move approval of consent items C1 through C8.
Second.
Okay. We have a first and a second. And now I will ask for all in favor to say aye. Aye. Aye.
I will register an aye vote. I do want to also record a no vote on item c two. Okay.
And we will have that so reflected. Any nos on the consent calendar besides that? Seeing none, any abstentions? Seeing none.
Mayor.
I will abstain from the same exact one because I had to abstain at the last hearing. Aside from that thank you for reminding me on that. Aside from that, the motions pass for C1 through C8, and we have nothing else on the actual calendar except for future agenda items. Is there anything here for future agenda items? No, seeing none.
Okay. Then we will be able to adjourn at this time. And closed session. Thank return you. We are back from closed session.
There is nothing to report, and we will adjourn the full meeting at this point. Thank you.
