Consulting team reviewed the overall project and the group discussed the goals for the plan.

Timeline for the project is to complete the work by the end of January 2026. See meeting slides for more information.
Schedule of Advisory Group Meetings
Group agreed that the meeting time of 12:00 to 2:00 is preferred. TMG will follow up with scheduling remaining meetings. The next meeting will be in September.
Economic Conditions Discussion
Camoin reviewed economic data they have collected and the group paused several times to discuss and reflect on Rockland’s experiences. Housing, transportation, workforce, the challenging retail Market, and Rockland’s crosscutting economic sectors was discussed. See slides for background. Key themes and Questions: - The trends and tensions we see nationwide are generally applicable in Rockland. - Additional factors of particular importance in Rockland: - Housing affordability - Rockland/Midcoast faces additional demographic challenges - Transportation can be a challenge – both time and cost to transport - Energy costs can be challenging - Building age and adaptive reuse can be a particular challenge given older building stock - Cultural diversity is an attractor for workforce/residents as well as visitors - Some opportunities are in cross-cutting areas (e.g., blue economy). - Challenges can be opportunities. For example, does Rockland’s density provide opportunity for a transportation/distribution hub? (Composites distribution is already a positive example.) - Need to pull people from beyond Rockland – whether workforce that lives elsewhere in the county, or contractors from elsewhere in Maine. - Rockland has recognition that is part of a brand (e.g., lobster, arts) – how do we build on it?
Summer Engagement / Outreach
The consulting team is preparing a community and business survey which is planned for early summer release. The consulting team asked for ideas to be shared for possible targeted interview. They can be sent to Julie. As we build the community survey, key questions include: - Why are people choosing Rockland? - Where are our growth opportunities? As we look to targeted outreach: - Should we consider talking with people who aren't here yet, or who chose not to come? - A lot comes back to workforce housing. Should we talk with developers who can build it? To what extent is workforce housing within our scope?

Looking ahead, the group will start more regular meetings in the fall and the consultants will be organizing and facilitating round table discussions.
