Okay. The first name, Ron Lund. Thank you, Mayor, City Council. Uh, Ron Lund, chief operating officer for Project Now. Um, I don't have anything prepared for tonight, but I did want to provide some updates regarding the MLK shelter that just closed. [clears throat] Uh, total served 55 individuals, 94% of them Illinois residents. uh two veterans, 49% of those in the shelter had a physical or mental disability, 31% were fleeing domestic violence, and the most important number, zero fatalities due to the weather. Um, with that being said, I know Jerry is in the back. Um, I've thanked him at least four times today, probably. Uh, but I want to thank him publicly uh for allowing the use of the building as well as city council. I know that you guys were involved in allowing us to do so. That is greatly appreciated. Um, I hope in the future we can continue to work and provide services to the homeless individuals in the city. Thank you.
Thank you, Ron. Uh SA Uring, Miss Yuring, it's Saki. Um I just wanted to come talk about some things concerning the shelter and the needs of the homeless community.
Sorry. Um, bear with me because I got it on my notes. So, some of my key areas of focus are city planning, city funding, program sustainability, and citizen understanding. Um, I think one thing I'm really pushing for is the fact that if you can address the root causes of poverty, you can address homelessness. Um, and I think the focus should be more on creating programs that help people with poverty trauma find a safe and secure life, not just safe and secure housing. I also strongly feel like safe and secure housing needs to be redefined for the homeless community because it seems like a lot of programs assume as long as you're inside of a place with minimum variables, you're safe. But there's a lot of unsafe housings that you're exposed to just by being homeless. Um, and I'd also like to talk about the barter system that exists within the homeless community and the agencies that are supposed to help us. [snorts] And yeah, those are my main points. Um, I feel like when it comes to the homeless community, there is a push for everyone to find employment. And I think that that is from a place of ignorance. Um, employment alone does not stop someone from experiencing homelessness and you cannot save your way out of poverty. Um, I think a lot of the people who are in position at the agencies that are sent to help us have a certain area of ignorance and that is just simply privilege, not based off of race. Sometimes it's you're born into a certain level of wealth. Sometimes you have a knowledge gap. And I think that we have to start looking at more areas of wealth than financial wealth when we're evaluating the homeless community. um because a lot of us have transferable skills that we are not eligible for because of things we're facing with the system. But I feel like the ignorance towards the homeless community makes it seem as if only some of us are able to
get the jobs that we're eligible for, which is why I feel we should push for educating the community on what jobs are actually available and what the real barrier of entry is. Because if you've never heard about a job, you can't apply for a job. And I think we're all one successful friend away from finding our dream career. So I think we should be pushing for more ethical job fairs that take into account creative abilities and special interests. And then I also really strongly believe that we should allocate funding. Sorry, I'm super anxious. Um I strongly believe that we should allocate funding for educating the homeless about who they are outside of their circumstances because it seems as if the only time there's an emphasis on learning who you are as a homeless person is if you're an addict. And I think there's a lot of other things you can be addicted to besides drugs.

Um just wanted to say just on the record thank you guys for if you had to pass or allow or anything. Obviously they're here with their statistics. So um they gave us more food and shelter and they're absolutely amazing. We got three days of great quality rest, sleep. Um we you know we got to watch the NFL, we got fed and stuff. So basically uh my public comment is thank you guys so much. that we I know um that having a homeless community is something hard to deal with and it's not something you guys want to have to deal with, you know, but uh the way that people have responded towards us with all the love that we've gotten received giftwise and resources, it's it's it's incredible. So like it's really just a heartfelt thank you and uh I guess again moving forward like the the amount of help that we received has definitely changed my mentality to help with my mental health and stuff you know and like there's a lot of resources Robert Young all these things that we're all we're all receiving so like again it's just a huge thank you to you guys and to Martin Luther King Center project now Christian Care uh place on third everybody you know so like thank you again so hats off to you guys so thank you very much yeah appreciate it

Hi, my name is Latrice Williams and I feel that the shelters over here in Downport and Rock Island, I really really appreciate what you guys have done, but really exactly what we need is more women shelters and stuff, but we need them to be maintained and run regular. Not just because sometime certain certain situations people that's working run them a little different. They like some timing. What I mean by is that they switch. They don't go by the rules. You know what I'm saying? And when you're supposed to go by the rules with one, you supposed not just with one your favorite or anything like that. It's with everybody, not just the opposite. You feel one day you okay with them and then the next day you're out of there. You know what I'm saying? I know everybody has their faults and their wrongs, but right is right. And the reason I'm saying this and bringing this to you guys because I cannot get no help. My name is Latricia Williams. I've been here every day out here. I have kids. I have had excuse me, I had have problems with the law and the law has been some has been dirty. And what I'm saying is I appreciated everybody. I have not done no wrong in this town over there or anywhere to be treated like this. I have never ever been on the
streets never in my life and I have been treated like pure hell. I am out here right now right now and nothing I have nothing right now. My social security and everything has been taken from certain people and they sat back certain policemen have sat back here and did me dirty. They done harassed me. They done threatened me. They done locked me up. I never did time. I went to prison for no obscene reason. And I'm not a liar. I'm I tell the truth cuz you can put me under oath right now. All I ask for to be left alone and be help everybody cuz that's how I am. I feel that I have not did no wrong in this town or over there to be treated like this. And nothing has been done. I have been in shelters ever since and I have got done wrong. I know I know everybody has problems and everything suffer the consequences but I have been treated where the FBI should be in here and Bob I am so serious. I love the shelters and everything. Everything. Every time you go, I went to a shelter, I had to walk my way. People nicely, your people now help me, pick me up off the streets and gave me money and they took it and kicked me out for no upset reason. I had people put their hands on me, bump into me all this month, last month, and I got kicked out of shelter for no reason. I know I have an attitude of a temper, but I did not do nothing. I walked away from it and they put me out of the shelter the other night straight up. And it's been two or three years that this has been continued to go on. The police wouldn't help me. They talked to me when they brought me over here. They were supposed to put me in the shelter. They didn't put me in the shelter. What they did was they left me on the streets. Brought me over here
and left me on the streets and say, "Do it as you please because we're not going to help you." They talked to me like I was a piece of and everything. You know what I'm saying? I have a temper, but not like that. I do not deserve to be treated like that. And I pre I feel for people that's here that's doing so good can't get a decent enough home or apartment because other people has messed up and their favorites is getting what other people deserve that's willing to work for apartment and a place to live. That's all I have to say. Thank you.

Okay, update Rock Island. Update Rock Island. [clears throat and cough] As many people know, the city partnered with the Project Now this past weekend to host an emergency shelter at the Martin Luther King Jr. Community Center as temperatures dip below zero. I'd like to start off by reading a statement from Jerry Jones, executive director of the King Center. This past weekend, 55 individuals find found safe cha shelter at the MLK site made possible through the strong collaborations of the project now Christian care and the third place. The coordinated effort ran exceptionally smooth reflecting the dedication, preparation and teamwork of all partners involved. Volunteers ensured that guests were welcomed with dignity, warmth, and the resources they needed throughout their stay. The only significant challenge we encountered was a positive one. Finding adequate space to store the overwhelming value of donations contributed by deeply p compassionate and generous community. The outpouring of food supplies and essentials were a powerful testament of the community's commitment to supporting our most vulnerable neighbors, underscoring both the success of the operation and the strength of our collective care. We are proud and humbled by the generosity of our community and the care we have for those in dire need. Thank you, uh, Mr. Jones. Holiday hours. Holiday hours. City Hall and Rock Island Public Libraries will be closed Christmas Eve, December 24th, Christmas Day, December 25th, and New Year's Day, January 1st. Ordinances A through G. I can either read them individually if anybody wishes. It's all um property purchases from the Habitat for Humanity. Move to approve the purchases, authorize the city manager to execute the agreements, consider, suspend the rules, and pass ordinances A through G. Second. There's been a first and a second. There's a couple of different objectives with these sets of per uh purchases. Uh so there's seven parcels overall in two groups. Uh one group is along Third Avenue between 10th Street and 11th Street. uh those are surrounded by some other city-owned properties and may all be affected by uh future reconfigurations of infrastructure, namely uh the realignment of a new bridge. Uh the properties that are down on 10th Avenue, three of them. Uh these are properties which are near others in the area owned by the city which may have future redevelopment potential. Uh those properties are also significantly overgrown with nuisance vegetation which have been of concern to adjacent property owners. By purchasing the set to the north, we help to uh kind of set the stage for possible different scenarios of infrastructure change. With the properties to the south, we have an opportunity to do some site consolidation as well as clear some nuisance vegetation. Uh I'm a little alarmed to hear that we are taking steps on preparing for potential infrastructure change that has not been decided.
What we do I I assume we're talking about the Centennial Bridge.
Um you know what we do with the Centennial Bridge, it has not been decided that we're going to replace the Centennial Bridge with a new bridge further west, for example. And here we are buying a property to prepare to do so. Is there any way I mean do we have to make this purchase right now is Habitat these are properties owned by Habitat. Correct. And they're properties that Habitat no longer wishes to retain. Uh so something that may be a surprise to the general public is that Habitat is actually uh not able to get these properties to be taxexempt. Um what they are really trying to do is find ways to work with the city to consolidate some of their holdings, concentrate them in certain areas and basically over time realign where they have uh properties available. Their concerns around the event, you know, the eventual decisions around that bridge lead them not to want to retain these properties. Uh those properties are also highly visible and there have also been some concerns about different nuisances on those properties as well. Is there any way that we could delay purchasing those until a more finalized decision regarding the Centennial Bridge has been made? The that may well be one of the reasons and certainly it's top of mind because it's right up against the expressway as it's currently aligned. It's not the only reason to take these properties. Again, Habitat has indicated that they do not wish to retain them and we own the properties around them. It makes sense to consolidate them under single ownership and ensure that they're maintained to the same level.
All right. You've successfully persuaded me though I will note uh we have not decided whether we're going to relocate the Centennial Bridge. So let's not get ahead of ourselves. Thank you. I I would also note for the record, Alman Parker, that that's a decision for ID do to make with input from the city, but it's ultimately not the city which will be deciding uh the final alignment. So, important for the public to know that [clears throat] that is fair, but I want to make sure that my constituents who want the preservation of the Centennial Bridge are represented by what the city is communicating to ID do. Uh tangental, not related to this at all. I fully support this change and look forward on voting yes. However, on the subject of single containers and other uh actions that the city has taken to try to address some concerns, um quite a while ago, uh we discussed expanding the hours of being able to sell alcoholic beverages from affecting one business in our core to expanding that to affect more businesses around our downtown. Um, I'm not [clears throat] entirely sure where that went. Uh, I think it was even when Randy Tweet was the city manager, so it's been a while, but uh, you know, I still support limiting the hours in which alcoholic beverages can be sold to, uh, convenience stores and gas stations that surround our downtown. We we've done it for the ones in downtown, but surrounding it as well needs to be considered. Um I hope we can revive that conversation. Thanks.

Yeah, I've got a question for Mike on this one.
Um Mike had a couple people reach out to me about um why there were no competing bids on this particular one and is that allowable? I mean, because someone approaches the city to say, "Hey, we want to do it." And it was pointed out that um I mean we had a bidding process in the last goound but this looks like there was no there I don't know is that I guess I want to make sure we're following what I guess what the state outlines and then um I guess it states that all new public works you know program should be gone to for competing bids and I and then it was brought to my attention that so the price of oil and asphalt all stuff is going down. So, are we like doing ourselves a disservice by locking ourselves into a a price when it could be going down? I guess some I just some clarification because I've been asked that question a couple times today.
Yeah, typically we do see a cost increase per year just due to inflation of approximately 3%. Um we're we're stating 2% on the council memo, but this was put out um competitively previously. Uh we have typically had a a council has approved contract extensions um for one year. Uh and so that's why we're bringing it back again. We can certainly put it back out for bids to see if we get lower bids. Um that's the council's prerogative if you'd like to see that. Uh I I personally would, but I mean I'm only one person. So thank you. Yep.
But uh I do have a question. So the the bidding process if we put it back out for bid, is that something that we didn't do the first time or? No, it it was competitively bid the first time. I have a first and a second. Is there any discussion? Yeah, just a couple of questions. I had talked earlier to Todd and Jessica. I was thinking of thinking about the 2026 budget, but this is an adjustment to 2025, right? For an additional 50,000. That's correct. We didn't budget anything in the 2026 budget. So, we're planning to do the budget adjustment in 2025 and there will not be anything funded in 2026 unless we at the end of the year we decide to do the same procedure and council approves. Okay.
So, what going forward, since this is new, I'm trying to catch up with it. Going forward, how much will the annual amortization be? Will that vary or will it be like 50,000 per year? It'll probably most likely vary depending on how much we can afford in the general fund to put into the budget once it's once the general fund is balanced. Okay. So, are there on the memo it says that for upcoming building maintenance and capital needs? So, is there anything for next year? Any type of
There's nothing that's been budgeted in the 2026 budget that we would allocate these funds to. We're just trying to build the surplus in the budget amortization fund in case there is a big item that needs to be purchased like a roof replacement, boiler, HVAC system, that kind of thing. But we don't have anything anticipated in the 2026 budget. The intent is ultimately to create some kind of replacement plan that the uh you know the amount that we budget each year represents the payment into the sinking fund strategy. Oh, we we haven't done that yet, but we know it's more than 50,000. But why why it seems like we're a day behind or a year behind. Um, so to prevent this from happening a year from now, what will we need to do? Well, seeing as how I advocated strongly for the creation of the building and mortization fund and the funding going towards it, the reason that we are in the situation that we are in is because the city never budgeted for maintaining city-owned property.
Okay? And uh this is why as we discussed during the budget conversations, I've advocated for an entertainment tax, effectively taxing streaming services. Uh Mike, does 50 grand cover all of the uh asset management needs that the city of Rock Island has? No, it wouldn't even come close.
Right. I mean, we're already looking at what, a $300,000 roof at Hawberg. So, I mean, just because we are not necessarily budgeting for any expenses doesn't mean that we don't have anything to fix. It's actually the opposite. Our our our known building needs are so great that 50 grand ain't even going to cut it. Uh, and so I will repeat my call that we need to identify a sustainable revenue source to go into this fund to take care of the buildings that we have because right now we are not putting aside money to take care of our buildings. We're in crisis mode where we don't put him any money aside. A boiler goes out, a roof starts leaking and we bandaid it or rob Peter to pay Paul. We take money from other things that were budgeted to cover an emergency situation. We need to be more proactive. We need to identify sustainable funding for this fund. Thanks.

So you mentioned Harbor. So that's the parks fund and this is just general fund. So this would not cover parks or other like public works. So this would just cover buildings under general fund like city hall I think fire stations, police stations. And so my understanding we're not doing building amortization for the other other funds at this point. I just picked Aubrey because it's a glaring example of a city-owned property that we're not, you know, that we have needs to to repair that we don't have the money for. So, but yeah, I mean, pick any building. Uh, fire stations need roofs, police stations need maintenance.
It would be a similar uh strategy to what we do with vehicles. So, if you had a vehicle, you'd estimate it useful life, what it cost to replace, and then you pay that amount. each fund or each department would contribute to the fund. We're doing a lot better. We did some trainings uh with staff members that are kind of the overseeing uh the various commissions. Uh I haven't heard of any issues that have popped up, but that was something that um our former stud city clerk and myself uh did this past year, I believe it was.
