uh pointing out like a a very subtle shift in language from some Russian leaders. Not talking about our war so much anymore, but his in terms of Putin, it's his, not ours. Um I mean, is there anything to be read from that or do you think that people maybe are reading too much in that and we're not at a point where we can say that Putin is weakened? There've been a lot of wishful thinking over this past four and a half years. A lot of wishful thinking because uh many sources in the west do report this war the way they want to see it rather than the way it is. Uh Putin is weakened. I mean as I said Russia is weakened because economy is not doing as well. I actually economy is not doing well at all. Uh the GDP growth is is is stalling. uh it is really more concentrated on the military-industrial complex. Uh social services are down as you said internet is down and so on. he's weakened, but it doesn't mean that weakened Russia is not going to fight, not to be uh not to be defeated. And in fact, the more it feels weakened, the more it's going to the more it's going to fight. And let's forget it's a nuclear uh it's a nuclear power. And as for an anonymous sources, boohoo once again, I mean, who's that who is that anonymous source? I mean, and and also, by the way, at the beginning, nobody was talking about this as our war. In fact, many very few people were talking about our war. The Kremlin talks about our war, but I didn't hear that much from of our war. Certainly not from the people. It never became uh a national war the way Putin wanted it. It really is a war uh that he started and people for a long long time tried to ignore or uh pretend that it's going to be uh to be over soon. So once

but we can say that there is a weakness. We can possibly also agree that uh Ukraine is beginning to really transform right the the politics. Uh so how is Putin do you expect Putin will respond to this moment uh both domestically and internationally? Once again, I don't put too much into this just because he can change his mind or change his language, but it was interesting that he said that the war is close to be over. Uh whether he really meant it or not and what kind of a message he was sending. Um so potentially that's something there. I mean we already and he in fact interestingly enough for the first time offered um a negotiator from uh European Union from Europe Gad Schroer. I mean it is a very questionable choice. I mean obviously Putin's choice because he's Putin's friend uh chancellor of Germany in the early 2000s was Putin's friend. Putin suggested that he can meet with Vladimir Malilinski and for the first time once again I wouldn't make too much of it but I think it's still important. He didn't call him the the head of the criminal regime in Kiev but said um uh Mr. Zilinski. So I'm willing to talk to him if he comes to Moscow or somewhere else if we sign up a peace agreement. So there's some consolatory language coming from Russia. The fact is um and for now whether it's going to be taken as a consolatory message or it's going to be oh Russia didn't mean it. We're not going to talk to Putin. Uh then it will actually define uh further actions.

Hey, a real pleasure. You know, you do these classes here in Boston. Milkre does. And so this is a rare opportunity for people across the country. How does it work? Do they have to have ingredients laid out? How will that work? Uh, no. You can you can just watch you can uh comment and we'll hopefully answer your questions and watch us um do what we do best, I think, which is teach people how to cook. Uh, it's fun, though. Yeah. Well, and this is what I love about your radio show because no question is too small. Uh, speaking of which, we're going to have some of the tips from you. You're known for, you know, testing every ingredient, every technique, every recipe, and batting back what is the conventional wisdom. So, when I say nothing's too small, start with what you call the worst recipe directive ever, which is to use p-sized pieces of butter in your pie dough. What you blame Fanny Farmer? Well, I blame Fanny Farmer on lots of things. I I I once did a whole 12 course meal based on Fanny Farmer. But um And what it didn't turn out? No, I did it on a coal stove. Actually, we did it. Oh, wow.

Yeah, it was all the oldfashioned stuff. The gelatin desserts were amazing. Anyway, this is this is something that goes back at least to Finn a farmer in 1896. And when you make a paste, which in in her terms that was pi dough, you cut the butter in until you see p-sized pieces.

Sure. And that if you want a super flaky American pie dough, which is the hallmark of American pie dough, there is some truth to that because those pieces uh in the heat of the oven, you know, there's air, there's steam, it it creates long shards. The problem is it's very hard to roll out uh that dough because the fat has not coated the flour properly. You get big chunks of butter, they warm up, they get sticky, they stick to the counter. So regardless of flakiness, you can't roll it out. So, what do you s if not p-sized? What?

Well, just cut the butter all the way in. I mean, if you've ever spent time with a French pastry chef, for example, they don't use pe-sized pieces. They they cut the fat into the flour. So, cut it all the way in, like 12 pulses on a food processor. You add the ice water, mix it up, uh, and let it rest hopefully overnight or at least an hour, and then anybody can roll out the dough. And, you know, at Thanksgiving morning, everybody knows what the problem is rolling out the dough for the pie. Yeah. So, you you get a shorter crust. It's not as flaky, but as I said, a French pastry chef isn't going to worry about flaky. Yeah. You rocked my world here. How about the um you say don't preheat oil in a skillet.

Yeah. Well, here's what happens. You put oil in a skillet, you heat it up, then you add your onions for a soprito, for example, right? Well, it's hard to tell how hot the oil is. So very often, this actually happened to me recently, uh the oil's too hot and you put the onion or the garlic in and immediately starts to burn. So the best thing to do is to add cold oil, room temperature oil with the onions to skillet, heat them up together. People think that's going to make the onions oily. The onions are full of water, so there's no place for the the oil can't get in. There's no there's no place to go. So heat it up and and then you can control the heat. The other thing is use your ears. You can hear if you have any time in the kitchen if the onions are being sauteed at the right rate. Right. Sort of a pleasant sound. If it sounds angry, it's too hot.

And if you can barely hear it, it's too low. So, you know, cook with your ears. Some sizzle. Just some sizzle. Yeah. A modest a friendly sizzle. What about sticking with oil? You say never use a high quality olive oil for cooking. Why not? Well, I don't know if you enjoy getting opening your bedroom window and throwing $100 bills out. I guess that that would be a great idea. That's that's what you do on Saturday morning. It's just as good.

It's just as good. Now, the problem is really good olive oil is very fruity. It has a lot of aroma and as soon as you heat it, you lose all those advantages. So, there's those are drizzling oils, right? you you'd add that on the top of a pasta dish or you'd add that in a soup or even on a a steak because you're not going to heat it and you can actually taste and smell the wonderful aromomas. But once you heat up olive oil or any oil, you're going to lose all those additional flavors.

Okay. Uh by the way, I need to mention I think because of some blank stairs I was getting from certain people in the control room. Um, Fanny Farmer is the Boston cookbook author who died in 1915. And, you know, my grandmother passed down to her mother to my, you know, rather to my mother. You know, that's who Fanny Farmer was. But here you are, you know, cooking a science, you know, the testing that you do. But you say never trust a recipe, not even yours.

Oh, yeah. I mean, well, well, okay. The the pot you use is different than mine. The the top of the stove you have is different than mine. The BTUs it puts out is different than mine. The oven is different than mine. So the the point is these are just very generic things. Like cook for 50 minutes doesn't mean anything or bake for 45 minutes. Check halfway through and then keep checking. Yeah. Know your own uh kitchen. Milkre's Christopher Kimble, who by the way, Milkre is hosting this free cooking class tomorrow. This afternoon, city council will be considering uh several items for action in connection with the city's recommended 2627 fiscal year budget effective July 1st, 2026 and some other related items. Council conducted public hearings on April 23rd to receive public comments regarding the recommended fiscal year 2627 budget and proposed tax rate on real estate. And those public hearings were open and closed that evening. In addition, we held uh two community meetings which were very well attended uh over the course of April. We move now into our introduction and consideration of ordinances and resolutions. The first item is a certificate of the interim director of finance advising that funds required for the fisc year 2627 general storm water utility civic facilities parking risk management school general school food and grant fund budgets will be available for appropriation for the fiscal year July 1st 2026 and ending June 30th 2027. There is no action necessary on this item and without any objection by councel uh this communication will be received and filed. We'll move now to item one uh which is the reaffirmation of the real estate tax rate and we have one measure and ordinance and I'll entertain a motion

Thank you. Um I just have a few things that I want to um say about this budget. Um, after a lot of thought and consideration and discussions with colleagues and others, I've decided to vote to approve this budget. There has been a significant amount of effort put into balancing priorities in an incredible challenging financial environment. And I want to be clear though while I will be supporting the approval of this budget, my support comes with high and clear expectations that I expect city administration to active actively manage this budget. This budget should not be treated as a static a fixed budget but analyzed and actively managed as our fiscal reality evolves with a lot of cha changes. Constant oversight and departmental budgets along with thoughtful, deliberate, and disciplined control of expenditures must be maintained each and every day going forward. It's not only our role but our responsibility to deliver high quality and reliable services to each and every one of our taxpayers. This delivery of service has got to be efficient and city staff and elected officials should be held accountable for the quality of our services. We are not spending our money. we're spending your money. So, every tax dollar spent requires responsible stewardship and we have an obligation to our citizens to be transparent and deliberate in how we spend your money. I also expect and know that each of us up here want to make sure that we receive regular detailed financial reporting from city management so that city council can both monitor successes as well and understand where we are not when we are not um meeting our goals. So we must anticipate challenges early, avoid unexpected surprises and recognize that it's okay to course correct if

things are not going well. With all this said, I want to thank all of our city staff who has worked very, very hard on this. And I want people to know that this has not been an easy task for any of us. It's been very hard. And I hope that at the end of this, we will see a lot of changes in the coming months. But please, please, let's respect each other. Let's remember that we all do care about this city and we all do care about the education of our kids. um and what each and every one of you do. But when we can collectively sit down and work together and be respectful of each other, we will meet our goals. But if we're going to continue to combat each other, we won't meet our goals. So, um I I just want our city staff to know how much I do appreciate them. So, thank you.

I think that was well put, Miss Powers. Um, and I also want to thank the city staff for their hard work on this budget. It was not easy. Um, it has been a year plus and we've been, ever since Miss Turner got here, uh, she made it clear that we are doing budgeting that is year round. And so I appreciate that and look forward to uh next year's budget and keeping that um keeping it as you have this year's budget on track. Um I also would like to say that you might hear a few nays from over there on the other side of this dis. Um and I think that's unfortunate because we have all worked on this together. We're all aware of what's going on in our city and any vote in a is only a political expedience. Other comments? So, I'd like to just share some reflections. Uh, I appreciate uh Councilwoman Powers giving that really thorough overview. I think it's indicative of the challenges that we're facing particularly in such an uncertain time. Um, this adoption process culminates a thoughtful and thorough review of both our revenue projections and expenditures in crafting a balanced budget which we are required to do by law. And I do believe it reflects the commitment uh to our residents, our businesses, our workforce. And here are some things that this budget prioritizes. compensation for city employees, including a 2% pay increase, bringing all city employees to a living wage, and continuing our commitment to the step pay plan for public safety employees, prioritizing funding for Rono City Public Schools with a year-over-year increase in baseline funding and projected growth for next year, along with a commitment to working closely with our school board and RCPS administration to strengthen our

relation relationship. Just this last week, our city manager and I and our school board chair and the superintendent had a very good meeting together and we've scheduled upcoming meetings together and so that's a reflection of our commitment to this work together. Uh this budget um includes base budget reductions across every department while maintaining essential services including public safety, social services, road and transportation infrastructure. Includes a revised capital improvement program focused on paying down debt service while continuing to prioritize essential capital projects and sustaining a strong credit rating for our city. and reserve funds. It includes funding for external agencies through a new funding application process whose partnerships are essential in delivering quality of life programs for our citizens. All of this was done without raising taxes while adjusting to a significant slowing of revenue projections and a thoughtful reduction in expenditures. The steps taken in creating this budget position us for a healthier outlook in the short term while we continue to monitor departmental spending and navigate the uncertain state and federal funding landscapes. I want to say this too. As we look ahead to this new fiscal year, I believe this council and this administration are committed to strong fiscal management, creative and collaborative engagement with our educational, business, and regional partners to grow our city's economic vitality, especially through workforce development efforts. These efforts and the pathway that we are creating are absolutely essential to our continued economic growth.

We are also committed to enhancing our essential services and quality of life opportunities and overall continuing our focus on the long-term health and wholeness of our city. I too want to thank our city manager, our budget and management team and everyone who's participated in this process, the countless hours that you've put in.
