All oppose. Okay. Next on the agenda is settler from county DC. Uh so what we here is a whole new solar section of our UV. Our ordinance. It's been completely repealed and replaced. We had a moratorum in effect. Um, this is looking to lift the moratorum and add a whole new section to it here. Um, this is basically there's no other way to say it. It's a ban on solar. Uh, given the setbacks and that it cannot be on farm ground. Um, however, it does make it easier for the average private person to put panels on their roof or their ground. They're not limited by kilowatts. Um, as long as they are using it for their own personal use or net metering, they can do that. They just cannot sell it to a private outside company. So, and and where that's found is in the definitions. It's kind of sneaky how they got that in here, but under the definitions of ground mounted system and roof mounted system, that is where that allows that. So I don't know that you want me to go through every individual thing but the the majority the main thing is the high setbacks thousand feet 25 ft between panel rows and cannot be placed on prime farm ground basically eliminates the major companies

Yeah, absolutely. Sounds good. Yeah. You wanted to know about Dora. Yeah. How does that work with Dora? I'm just curious. So, there's two parts to it. Um, the first part is I need to get a temporary I need to get the temporary alcohol permit and then I need to get approval from the town on that temporary alcohol permit. Then I need to get a temporary door permit as well. So there's two permits that I have to fill out with the state. One is the temporary uh service and then the other is the door of temporary service as well. Um so if this is approved, I'll fill out all those forms, get the signatures required for that. Um one has to be Jim and the other has to be somebody from a representative from the town uh on that side of things. So um but once that happens, then the state takes it. They'll take their time to process it. Um there's no it doesn't have to go through committees or anything like that. This is just through their normal temporary permitting process. So the nice part is that a caterer if if you have your catering license already. It's a little bit easier because you don't have to get that temporary alcohol permit. You can just say hey town approve this please and then uh go to the state and get that. So are there signs up yet? Yes. I've seen mowed down. I think you know how you see something. Yeah, I've seen the cups at a couple events, too. So, I know some people have made purchases already. Yeah. So, the village has had a few and then Joseph just got their cups two weeks ago. So, um yeah, they've been a little bit so far. I'll make a motion that we condition approve application everything on

Just saying. Sorry. Um, so the the park wants to do a couple projects this year. Um, Sarah emailed you the information. Uh, what basically what they want to do is upgrade some of the lighting in the park and also uh upgrade the grading on the boat, the ball diamonds. Uh, so I'll just start with the B diamonds first. Um, as you saw with the quotes, the uh small field is uh going to cost roughly around $11,616 and then the big field is $19,800 for a total of $34,416 20. Uh the reason the board wants to do this um obviously those fields have been collected for a long time and obviously every time it rains the the water just on the field and then it's hard for the park employ. And then sometimes obviously they have to cancel games just because of the drainage issue that they have with that. So, uh, with your approval, uh, will like to, uh, get the fields to begin to get ready for next year's season. Did I close? Did I get close for one or three? Just the one. We tried to get another one from somebody else. I didn't realize you were talking about it tonight.

Oh, okay. Sorry, it wasn't on the agenda. Okay. Well, I saw the park, so I thought So, has the park board endorsed these favorable recommendation? Yes. And do we have minutes from their meeting? We meet quarterly. I mean, but we do not have that. The last time we met, uh, we talked about it and decided to proceed with it. Um but yeah, do we have does the park board have that they can provide and know publicly what the top five priorities are for the park board? Uh I thought I did that the first uh I don't know if I I can't remember exactly if I did that at the beginning of the season this year, but I posted on Facebook what the top five was when four started and I think we had three five. If if I could request on behalf of council budget if you could provide us the current top five and then the board can develop what the next top five are so that we can provide those to the public. Okay. Sure. For both fields it is $34,41620. I can try to get more close if you need them. Like I said, all the buckle just kind of got uh any response just one. Does the park have enough money in their budget? Depends on if you want to do the lights or you want to do the branch. And then that's my next next thing is for the lights. So we got quotes for three different areas. Um one is the basketball tennis, one is the small baseball field, and the other one is the large baseball field. uh with the budget if we could if we could get approved for the uh drainage and the basketball tennis and the small field uh lights there would be enough in this year's budget to do that. There's just not

enough budget to do the big fields that probably have to be something that would be looked at next year. Dave, I had one too. I made a call today to a just to make sure it was right. But my work recently replaced all of our fluorescent pictures and our high intensity bulbs in the warehouse with LEDs and AP has an incentive program for commercial properties that basically with the discounts and credits that they gave us all of our lighting was free. Now, we did the wiring ourselves and that wouldn't affect what you do here, but if you save those receipts and contact the business office at a there's a good chance you can get reimbured. Okay. But I talked to him today and that program is still the number. Yep. Okay. So, obviously the uh the board would love to do the basketball tennis courts and you got that incorrectly hopefully, right? That was the 97. Yeah. And then the small field would be $18,450 for a total of $27,920. Now with the lights for the uh the small field, there is obviously money left over in the budget roughly about $12,664. Um we would have to purchase the poles from RMC. Uh RMC said they would take the old poles down and then they put the new poles up to us. Uh so the small code has six poles. Uh so roughly that's about $5,000 for those pools. And uh after if you do the uh if you approve the excavating and the lights um that would roughly be with the budget about uh $7,664 left

correct I mean obviously we'd like to but obviously there's not enough so that like I said like to leave that kind of that budget right there around 7600 uh just from standoint I don't like using it all at once. are kind of roll over to next year. So in case there's a bigger project that could come up or needs any assistance question is the park board opposed to just doing the lighting project as a whole being done with it this year and doing the drainage next year um to get the lighting all done. It'd be close to the budget because with the the big field with it being 44,680. Yeah. I think the total is the 72600. Yeah. But that that doesn't include the polls yet either. Is that just 5,000 for PS or is there Well, there's total of 14. So, so it be roughly another five to 7,000. I don't know the exact number. Okay. About 5 to 7,000. That was more 7,400 left. If if the board or the Yeah. council wants to do it that way, that's fine. Um there is some money and other funds that we can take a few thousand dollars out of to help cover the cost of the pool. I know there's um roughly about $3,000 in donations. And then we have a parking fund. Yeah. And I forget that number. How much that is? $4,330. So, so the 27,920 was for the line item, the basketball court, and the excavating. No, that's just for the lights. Wait, can we But let's go back because we don't have everything. Yeah, I like you to have everything. Sorry. If you could do small ballpark, which is 18150. Yes. So, 18150 for that.

So Brian with that lighting program you've been talking about, do we run the risk we don't do the lights this year of that program not being in existence and possibly not getting some refunds of funds? That's a possibility. I can't answer that. I would say sorry. I want to be Rick Fisher for a second. Uh so genuinely though uh him and I have talked about uh adding stickers to the light poles as well at some point. Um, is that something that if we were able

to do the labor and uh get the equipment sourced to be part of the tennis and um balling side of things since it's since there's labor being done to those lights? Well, if we had more work to there was going to be more labor cost. Are you're saying you guys are Yeah, I'm saying like if Rick and I were able to get the stuff together for that side of it. just to verify who will be responsible for the system. I would say, but I mean once it's up, it's not that much. Probably should talk about that part later. Is there is there a way to figure out what we might be able to get back from the lights before we move forward with it? It's hard to tell from this quote, but when we did it, our own people did the wiring and they they wouldn't cover the rebates weren't for labor. And I can't tell from these quotes how much of that is actually the light. I don't I don't know how lightage and all that is what they just all I mean I can get it obviously what what type of lights they are what they use and stuff. So just program it might be in existence. Yeah. I was thinking maybe you should check up to see if that program was paid for so then you won't have to come ask

us for so much money. It's a lot of money budget a lot of money. Yes, it is a lot of money but you know park doesn't need it. So So two things uh regarding the lights and the a discounts. Yeah, it's it it's up to them to decide whether or not to renew that year to year. Um, I am in the process of dealing with the lighting in my factory and basically we went to the uh the contractor that we're working with and they did the math for us as far as what the a discount would be. So, if you can find a if you've already got a contractor selected, poke them about it and see if they can draw up the numbers. Might be easier because the a document's a nightmare. Yeah. So um second thing what's the purpose in putting the speakers on the tennis courts in that area the events so like fall festival car show um they they would utilize those for their events. Okay. All right. So I guess unless it was Oh sorry go ahead. To me it would be prudent not not a not something you would compromise not to get competitive with this. I guess I would say table give you time and the park board time discuss but then also investigate and then move forward in a direction next meeting. But I mean, do you want me to pursue just the lights or do you want me pursue part of the lights and then part of the drainage? Which way do you want me would think season over? I don't see a big push for the drainage this year.

We had Huntington down. They were doing some updates on our laptops and our laptops are not no longer supported come December 31st by Microsoft. And that being done, they'll end up cutting us off from using them for spillment and anything else while um I've got a quote back on my desk and I think I gave it to you guys for $2,29842 for three laptops. That was as of two days ago. Um, I'm asking to spend not to exceed 2,500 because I don't know if in the last 3 days those prices went up. They'll be Dells. They'll be just like the ones we have now. And it will support Huntington it will support all those and the money can come from the lower and the money can come from correct. Yes. The quote does say expires July 9th. Okay. So it should be Yeah. I'm just any questions?

I I will make a motion to approve um getting three new laptops in an amount not to exceed $2500. I'll second that. All those in favor say I. I. All opposed. And my second one I'm asking is their um flash cards. The um flash drives they called the size of a credit card. They're a flash drive. And what I like to do is preload um stuff for opiates um just all the drug related stuff instead of trying to rewrite the the reinvent the wheel is to put the websites there that all they have to do is click on them. The other thing I'd like to do is I put it on you guys's desk. It's a form that they can get in, fill out for their children, and that way they can put it in their wallet. No matter where they're at, um, if they're at Cedar Point, if they're down at the park and a child goes missing, they can pull this out of their wallet, they can hand it to the law enforcement officer, we stick it in our computers, and everything we can get to dispatch. And um I'm requesting the money to come out of restricted fund for the opiate. And I listed where um I went through all of that today. Um exhibit E part one, section G1, part two, section G1 and three is all falls within the opiate requirements for the opiate money. and getting 400 cards would be $895 for 400 cards and we're giving those away and they have the uh the flag on them and then on the back side be police department

I guess when I think about the opioid cutting money, I think of how can we use it to best equip our community to combat opioids and I just know if you ever ever consider doing maybe an outreach program where we do NARN training or we do partner with maybe the Red Cross and do CPR certification training um because it's more a lot more community engagement but it equipss our citizens with the ability to to combat crisis, right? If I look at our fireworks, most of our runs are on medical anyway, not necessarily overdoses, but training people to be able to do CPR. We we I again we'll get into that. You see, we have Sarah making our own about $90,000 in that account. I think we were down to $8,000 in that account. Yeah, there's no guarantee on any more coming in, but $395 a community outreach like a CPR would be like maybe an ongoing thing or you like a one thing. I think do it once and see what turnout is and what response is. I mean, we get a lot of people to get certified. You know, there's first responder and CPR which are good. I mean, I've done on my own and it's nice knowing your equipment, but I think especially with a good me, I don't know what to do with it. I have pretty simple. It's pretty simple. Take it out of the package, put it in the nose, and get it. I mean, that's that's in a nutshell. And the and the instructions are very apparent on the packages, too. But I agree with you. right? My other concern with this too is the like with technology changing um I mean we're using smartphones, we're using iPads, how many devices use flash drives anymore? All of our computer I mean I know our your computers too but as they as technology has been developing they have been not the flash drive is going I I mean maybe Kayla can touch on this but from my understanding is that flash drives are kind of going to the point where they're probably going to be non-existent like SD cards or they're going into USB drives into USB drives. Yeah USB drive. That's almost possible. I mean, most laptops now have the C charger and you have to kind of find an adapter to plug in and use a USB. Okay. I mean, a lot of them still, the only one that really doesn't is the Mac Apple products. They're the ones that really are USB, but there's a lot still that do have at least one USB port on still. So, will this contain personal information on these questions? That's it's yours. You put on there what you want. If it's got your children on it, you're in control of it. We're not in control of. It's in, right? But in that child would come. And would this fit in my wallet? It's a credit card. It's the size of a credit card. And the reason I looked at those is because you put them in your wall or your wherever where the sheets you fill them out and they stay at home. Well, scanners when you run through security scanners

It's a flash drive and it takes you the pre-loaded information takes you to Indiana's website for opiate or it takes you to the federal website for opiate. I I went through and pulled up a bunch. So as their websites increase or changes, when you click on it, it'll show the latest information that's there. Could this eventually turn into an app? I have no idea. I I was going down the same road. This feels like it might be an app process, but use it as emergency contact for my my kids on my game plan. I have access to all this stuff. But like I'm just concerned that we're supposed to be using this money for like outreach to the community. And I'm I can just see people I'm not saying that these aren't beneficial, but I can see people throwing them in the trash. I just it just seems like any brochure that I hand out within 20 minutes typically in the trash. this if it's got your child's picture in it or you got to throw it in the trash. That's where I come. But you can privately protect that. I mean, you can pass their password protected. You can put your own password. I I think it's a little bit more secure than what an app on my phone. understand what that bid was and why we wanted to reject it? The engineer estimate on that project was was 2.1 million and the bid came in at 56. We're looking at alternatives to see what we can do to bring it only only have one. So competition I just want to make sure. [Music] Okay. It has yet again was cancelled um due to the um there were certain people that are planning for the program for the review on the 28th. So the do or die date is now Wednesday, September 3rd at 5:30. So I'd like the council to extend that date um on the um already approved event application. I'll make a motion to move the date for the dedication to Wednesday September 3rd and all other things. Um but the other part of the general dora that we have done is we did not put a maximum amount how many members we want to allow at any particular event and rather than somebody say we just rejected that because I'd like for us to decide on maximum number say the car show [Music]

forward since we have extended band at 4 and a half%. So I asked council last meeting to um talk to the state bank here locally and uh another bank as well and see what kind of interest rate that they could give us. So they matched the 4.5%. So basically we're offsetting the cost that we have to pay for the ban on CDs that we took out. So in essence it's going to save us money that we did that was offset expense. Thank you sir.
