I'm here. To the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.
Call to order the [clears throat] meeting of the town council. Um, town council meeting minutes for January 6th, 2026 meeting. Any questions or changes for Sarah? I make a motion to approve the January 6, 2026 [snorts] county council meeting minutes as written. I'll second. All those in favor say I. And all opposed.
Okay. Next is the community crossing matching grant. We have a stack of bids here. That's a good [clears throat] first one is from Wayne Asphalt
J. Is it the show? This one right here. Yep. Right there. Perfect. Perfect. Thank you.
All right. Their bid is for $496,29 even. The next one is from Brooks Construction. There is theirs is for 654,15 $654.
Oh, you need it [clears throat] 6 $654,15. Next one is from E and B table.
Oh, there it is. All right. Theirs is That's probably supposed to be a comma. 520,73. [clears throat] And then the last one is from DC Construction Services.
[clears throat] And there's is $578,734.71. Um, do you need a motion to take him under adisement or we're just I'll make a motion to take him under adisement. I'll second that. All those in favor say I. I. And then we'll have um USI look at it. USI.
And um they will make sure everything's good and then make their recommendation. Can you just define what uh what it is? The crossing community crossing. It's the community crossing uh grants that we apply for every year. And basically it's to repave. We use it to repave um repave streets and do sidewalks. Okay. Thank you. I sorry I didn't did you want to know the streets or Okay. I was just curious.
All right. Um next on the agenda is the special event application for the Discover Rono 10K 5K one mile. Um Everyone got that application in email. Um I don't no I don't see a representative here from so but everything um was in order. They provide everything we needed. So is there any concerns from anyone? I'll make a motion motion to approve their application. I'll second that. All those in favor say I. I. All oppose. But Jim had a question. Oh, date.
Oh, I'm sorry. This is for the Discover Roto 10K 5K. It's on April 11th. Sorry about that. All right. Next, we need to um make the appointments for the Ronaldo pre-development commission. So, [clears throat] the three board members that I am appointing are Brian Humphre, [clears throat] Terry Evansson, and Nick Sheer. I'll make a motion. I'll second that. All those in favor say I. I. I. All opposed. Okay. For the non- voting school board member, it's will be Matt Melture. I'll make a motion. I'll second.
All those in favor say I. I. And I need to make a motion to appoint um two board members. Tanisha, Mandy Sans, and then Sarah Milton. I'll second that. All those in favor say I. I. All opposed. Citizen's comments.
Just wanted to um I turned in my application for rolling in Ron Oak. I turned it in late. So, but sorry, I think got it to you guys. It's for September 19th as we call. We just want to make everything official. Um, with the 26th of September as the rain date. So, if you have any questions or anything for me on that, it would be just business as usual, but just a new date, the 19th, [clears throat] the Saturday following fall festival as as planned on the 22nd or the 26th as the rain date. Yes, the Saturday after. And I just want to make sure And I know that you're good about this, but just make sure you get us an updated certificate of insurance because I know
Yeah, we talked about that in May is when your policy renews and I just talked to Metler about that. They got they got it on an automatic send now. Hopefully they I don't have to remember. So they'll send it hopefully as it gets renewed in May. Okay, perfect. Do you need to approve the application? I'll make a motion to approve application. I'll second that. All those in favor say I. All right. All those. Thank you. That's it. What? Still have two minutes. Don't give him a second chance. [laughter] Tell you what I want to do for you. [laughter]
All right. Um, any other concerns, questions, comments from the citizens? All right. Police department. We have nothing. Okay. Superintendent of Operations.
Uh, couple things. Um, first thing, so we have a 2013 pickup truck that it's falling apart. Um, looking for permission to replace it. I gave you guys couple vehicles I came across. Um, just kind of show you where the prices are. Um, see what you guys would like to expend or notend if you're okay with replace and you have money in your budget. I have it. Yeah, we do a third to third. So, from NVH, water and sewer.
Is there any particular towing package or anything like that you need specifically to it? No, actually the one we have with 3/4 tons. We don't even need something that big and then part beyond that you convert from the truck you have now like put tools in it and then we didn't put lights on it. Okay. What are you going to do with the truck you have now? So good deals for the other ones.
Um, is the other one usable right now or when do you need to have a new one in? It's usable now. We just spent two weeks ago $1,000 on it. It broke the valve spring. Um, having some electrical issues with fourwheel drive currently, too, but still usable. I'll give you 500 for it. 500. toward your new need tires this summer if we keep it. Are you looking for a specific dollar amount to spend or you I mean are you giving us some options here? These ones that are available that you're leaning toward is that
uh looking for a particular dollar amount. So, the options I gave you were just trying to see what was out there, you know, a couple years old. Um, if you're looking at brand new, we're looking at 50 to 60,000. So, used uh head looks around 40, maybe maybe 45. So, the 2020 Silverado, how many miles are on it? Zero. It's still still new. Wow. So, do you need a not to exceed amount? What do you need? Looking for a not to exceed amount.
I make a motion not to ex to purchase a new truck not to exceed $48,000 after everything's said and done. I'll second that. All those in favor say I. All oppose. I got a black truck out back. I'll tell you for 45. Sorry. [laughter]
[laughter] missed my opportunity. He said shut up. Uh the other thing I have is from SN. Um so they're ready to go to the next step. Uh digging some test holes and doing some sampling out there on the debris pile. Um per item. This is at the lagoon. Yep. Number two. Uh, so this would increase the fees 28,500. So the new food total will be $43,500. Um, permission to go ahead with that so they can start sampling.
Does anyone have any questions? I'll make that motion. I will second that. All those in favor say I. I. I. All opposed. [laughter] We got We don't We have to do that. I mean, we don't really see your eyes. [laughter]
The other thing I have, so la the beginning of last year, I uh updated our raw head protection survey. Um I then came back and they are requiring a new delination report because the weight are up from the previous five years. Um so fearless gave us their quote. Um reason being is our delineation never been done with seven being on board. So they are going to do a delineation out of all the other ones for 7,000 um incorporate wall 7 with that if Iden is not satisfied they will have to do a little more research and a little more studying in order to add $26,250 Um so the grand total I think was 33,000 something that um elimination for
37,000 also possibly 26 in a perfect world in a perfect world talked to them this morning this had so much change over not 100% sure that satisfying, but we're going to try the cheap routers and see if it's satisfactory, but if not, go after a little more intense.
Do you want to just deal with the seven first and reevaluate if we have to go back or would you rather just just approve both of them and they won't do the second one if we don't do it? That way they don't have to come back and get approval for it because it will have to do it regardless.
It'll put it'll put all all of them in compliance with the seven or with the original 7,000. Um but then they require a little more for all seven. I'm going to go ahead and make a motion to move forward with Peerless Midwest um for the full amount. What was the total? 3350. I'll second that motion. All those in favor say I. I. All oppos.
Uh lift station. We got the control panel up. All the electrical ring to it. Um we got a couple concrete pads to pour parking to do. Um then weather bricks looking at digging across the road to connect line. Uh will we close second street for a while to do that? [clears throat] Um so that's going well. Uh have a meeting with Miller on Wednesday to go over some for Councilwoman Tanisha.
Um I think you guys may have had a call with our financial advisor um related in part to Ready 2.0 in the presentation that we put together. Has is there any movement on the presentation? Uh I talked to Philip [clears throat] yesterday. Uh he said they touched on it but they haven't jumped full board onto it yet. Okay. On the financial point, did we ask our financial advisor to price like to do the analysis if we were to get the $3.9 million grant what impact that would have on the rate? And then at 2 million we talked about it but we didn't we weren't dead. So I think initially we did that rate study um I think but not based just on that
for this proposal for the presentation to get that funding for rain 2.0. We need to have two numbers to give them. One is the 20% of our project and lot Mueller can give you the numbers, but we need to find out if we were to get the full almost $4 million, would that bring the rate under what dollar amount that we'd have to increase? I don't think that would be difficult to figure out since they've already done the study.
Yep, that's right. I thought it'd be easy list, but I want to make sure we have good numbers for that presentation. So, um, just as a heads up, we're on a short list now. We've resuscitated our application. um and likely to do an interview with the RDA probably March or April. All funding decisions have to be made by June. So, which would line up with when we're bidding our project. Um and we're trying to show the board basically if we can get this amount of money, it saves our rateayers x amount of money per month and not having to do as much of an increase. So, very hopeful on that, but we need to get a presentation together. need to have those two numbers.
Okay. Thank you. Next, Councilwoman Terry Anderson. Nothing. Councilman Brian Humphre. I have a question kind of I think um related to the police department. We have a possible deputy that you guys would like to bring on board for after Jim retires. Um but we need to talk about wage and I'm not sure how we do that. Do we do that in an executive session with an interview with this person or how I would proceed because he if he's not if we can't satisfy what he needs, we need to keep looking. So, it' be good to get this kind of out of the way sooner rather than later, but I'm not 100% sure how we go ahead.
Well, with it being a personal issue, we did an interview executive session, do an interview. Okay. Um, I'll get with you guys and we'll set that up and go from there. That's all I have. Thank you, Vice President and Chair. I have an update this morning. Thank you.
Um I have two things. The first one is we received Aaron sent um park mowing bids yesterday. Um we got quite a few. Um I know I personally haven't had a chance to review all of them. So what I would like to suggest is taking time to review and then discussing and then making a decision in at the next meeting. So I don't know if anyone had any
Do you want to list like what I was going to do that sorry? So we got quotes from John is it diddier diddier landscapes lawn denomination domination sorry domination and Hermes um mowing service. Those are just the top three or because nine.
Yeah. And then we got one from Logan Swick, [clears throat] MD Land Management, Precision Lawn Maintenance, Yellowstone Landscaping, Young's Landscaping, um 20. Is that how you say that? That's it. I think is that nine? I think I said all of them. So, we got a lot. Okay. So, like I said, I personally didn't have time to look through all of them in detail. So, I don't think we'll need to vote before March anyways.
I hope not. Well, maybe I do. Maybe I shouldn't hope not. [laughter]
No jeopardy in waiting if we wait far as missing out on getting put on one of these individual schedules. You all right with that? So, we'll move that to the next meeting. Um, the next is uh the Ron Oaks Park Bridge. As we know, we've been um dem I don't know, I'm going to say demanded. I don't know if that's a proper word, demanded to remove the Roma Park Bridge. We did go to the meeting um with the drainage board. Um, we were given to February 19th to have a a plan or a decision on what we were going to do. Um, Aaron talked to Lock Mueller. Um, we tabled it to this meeting just because we kind of want to get an idea. I mean, we can hire an engineer and see how pay them to figure out how to raise it and pay for that or do we just go ahead and remove it? Um, I know Brian, you said you were going to talk to
I reached out to the DNR. I did not hear back and we never heard back. So, at this point, I mean, we have to make a decision because the 19th is a couple weeks away. Since we're being forced to remove the bridge, raising is really not an option. It's not fiscally responsible. So, I make a motion that we have the bridge removed by May of 2027. To just clarify too for the discussion. They you that last meeting you and Terry went to you got in writing from them that the cost would be $5,000 or No, it was in one of the initial um communications that they sent to us. There was no quote. They had no quote. They had quotes.
They said 5,000. They gave you a physical quote or they said it was They said there were quotes. There is no quote. So cuz he's until you get one in hand. So, I don't know. I mean, I I'm to save money. I'm for removing it. I just don't I don't honestly think they're going to give us till May of 2027. I don't They plan and I'll I'll also piggy back and have a conversation with one of the members, but they said a plan. Our plan is then we have a lot of other financial obligations between now and then and it gives us enough time to we know it has to move by then. It doesn't mean it can't happen before then, but preferably after fall festival this year. Yeah. I mean, that's my preference, too. I'm not
And you can bridge work over winter, so it's not right. But I just want to make sure that we all know the drainage board says you have to remove it by May of this year. It's going to have to be removed by May of this year. I want to see if we can walk them in at $5,000. Yeah. Yeah. I agree. They're not committing to pay it. They're telling us No, no, no. We'd have to pay it, but they're they're saying that they got a price. They got one price for 5,000, one for 96,000. Yeah. Yeah. So, we'll 5,000. It's a motion she made. moved by May 28. Is there a second? Second. All those in favor say I. All post.
Okay. Next question. So their meeting up. Is that the update is our plan is to have it removed by May of 2027. No later than they're going to have it done and we just have to pay for it. Correct. Oh, I think it's we have to do it. I understood it for 5,000 and we have to pay for it. 5,000. That sounds like a setup. Then maybe we change it, take it out and then send you an invoice that you're not prepared for between that's what I'm saying. We got a lot of November of 2026 and May of 2025.
Can't you set up your own? I want to I want to amend my motion. Well, the thing our plan, that's our plan. The drainage board basically can tell us to do whatever they want to tell us to do. We have no they have a lot of power. Let's just put it that way. So, if they tell us that they're going to do it and here's our quote for $5,000 and we'll they show us the bid and I mean, you sign off on it. They sign off on it. That's my understanding. So, I'd like to amend my motion to say our plan is to have we'd like the bridge removed between
October of 2026 in May of 2027 at their quoted amount of up to $5,000 for you have it on record. They said 5,000, right? I hold it to them. Yeah. Sign I'll second that. All those in favor say I. I all opposed. Yeah, it's in writing. Good. That's all I have. Treasure ceremony. What? Um any old business? Presentation of bills and utility adjustments. I will make a motion to uh pay the bills as presented.
Second. All those in favor say I. I. All opposed. I'll make a motion to adjourn the meeting. Second. All those in favor say I. I. All post.
