Hello. Like, in 2020, I had an interaction with Emilion. It I assume he's a good cop. You know? We got caught in a situation where bad cops that run the city, like Chad Bianco. I know it's kinda surprising. I've been arrested for an arrest warrant in 2020. I can't get internal affairs. Sergeant Needle, he ends up going for my pad, like, in January. And I don't know why to me and Joe he did, but then they had these nondisclosures where they can't talk about it. And he's a good guy. You know, he got caught in the situation. Then 02/2022, I get my butt kicked in a premeditated way by officer Rodriguez. And he tries to charge me for a felony resistant arrest and a jaywalking. How do I get resistant arrest so I can't be arrested?

As a GA reject, I can't get an investigation into not just crimes against me, homeless people in this area or being tortured. Literally, I can't get an investigation for anybody in the city. I believe the chief police chief is a

good guy, but someone in

the system, me, like, throwing out a complaint or a report, does not get an investigation at all. And internal affairs or whatever it is. You know, I know the sheriff's a corrupt. And if you call captain Salisbury, he's a sheriff, he's already retired right now. He'll admit to the illegal investigation in me. And and also inside city limits. But it's all like, you know, their task force or whatever it is. And like, I don't know to explain it. Pissed me off. I can't get an into homicide. I can't get a vested in case anything done to me in this city. I don't know how it breaks down at that Orange Street station, but it does. You know? And I and my kid's mom, she can't talk to me because they're doing a legal neuroscience stuff. Tied to UCR, Space Force, or whatever it is.

You know? I think it's, like, tied to the OJP thing. But I don't have the conviction, and I approved the court system, the public defenders, the Riverside Police Department, and the sheriff's records for one day when I got kidnapped by the feds and dropped off at that jail, their their records don't match at all. So I I just need an investigation. I believe this police chief's a good guy, but somewhere underneath that, somewhere in that system of me going to the window 25 times, I can't get an investigation of homicide. I can't get an investigation of being beat up by a cop. I can't get an investigation of anything. And I'm not the only victim. There's eight victims. I only know one lady I could talk to because everybody else is on non disclosure.

So, you know, I don't know what to do. Is is there any way you could force an investigation? Like I said, I only know one lady. She's 65 years old. She was homeless. She was targeted. They're doing some creepy crap out here, but no one's investigating. And I can't get a review if they wanna investigate. Like, all they do is like, hey. You weren't here this time. If you don't turn if there's no paperwork anymore, then they act like you didn't get in there. Alright.

We don't. This is just extending the term of the ad hoc agreement. And attached are your red line versions. But, it's not to be discussed. We're just talking about extending it until May 2026.

Okay. Thank you. Alrighty. Back to where we were. Do we have any motion with regards to the following? Do we have any comments from our commissioners on this matter or a motion to form an ad hoc committee?

Of the city attorney's office when you form an ad hoc committee what you want to do is be specific about the purpose and then to identify a time limit so in the in terms of your discussion over what that is, the scope and the link, I would strongly advise that you work that out in the discussion section of this meeting.

So, Okay. Do we have any comments from any of the commissioners? Any discussion?

The report, does it give the purpose?

So the recommendations is to approve the establishment of an ad hoc committee with the specific purpose of reviewing and providing input on proposed updates to the Riverside Police Department complaint policy and procedure. The second recommendation is to appoint three commissioners to serve on the ad hoc committee. And the third recommendation is direct that the ad hoc committee be of limited duration and dissolve automatically upon completion of its assigned purpose.

So, would advise that your purposes are sufficiently articulated in the recommendation that the components by asking for a certain number of commissioners is sufficient legally but you'll have to decide the length. You to set a timeline on that one.

So and this is to approve updates to the complaint procedure. Do you have anybody first and foremost who wants to comment or discuss the matter with regards to scope and length and a timeline?

I just had a question if this is a new ad hoc. I think I remembered it coming up at a previous meeting but can you refresh my memory as to why we are proposing to form this ad hoc?

I can't address the issue to why. What prompted the need for it? Perhaps our investigator consultant can help with that. What I can tell you is that you're allowed to do so and encouraged to do so It just allows to take outside of the scope of this meeting and still comply with all the Brown Act requirements a small subgroup to work through all the nuts and bolts of it so that it doesn't take up too much time here so that it can be presented in a more streamlined fashion to the whole committee when it finishes.

I could address that if you'd like. The Riverside Police Department is in a position now to make some changes to the complaint policy procedure and they were seeking input from an ad hoc as far as what it is that they want to do and have a discussion about it and the length of time would be three months. That during that period of time there would be a time where you would be able to meet, they would like to seek some input from an ad hoc committee. That's what it's for. It's specific to one particular policy within the policy manual.

Do we know the frequency of meetings during the course of those three months?

Likely would be one time.

Within the three months, one meeting?

Yes, it's just trying to make an adjustment. We could say three months, it could probably be done sooner than that, but I think no longer than that time period. This is something that the commission did once before and it was something that was done within a one or two hour meeting with the command staff at the police department. And so that's likely what we're gonna see here as well.

So, it's not an ad hoc committee for like what we're doing with the bylaws and the policies and procedures to change your own rules which you're allowed to do. This appears to be that the police department's asking for advice and an advisory role from an ad hoc committee of this group. So, would envision that you would have the ad hoc committee and then report back to the body as to what your thoughts were so that the body then could make a recommendation or an advisory.

The police department is seeking a recommendation as far as what it is that they want to change And so it would be reporting back that this is what they wanted to do and you could bring it to the the entire group if you choose which you likely should do and then get back with the police department.

Well, you would do a debate and then talk about what you wanna do or what your advice would be as a group and then vote on it. And then it would be conveyed back to them.

Correct.

Question. So are we looking to establish that subcommittee identify members today this evening? Yes.

Okay. That's precisely what's on the agenda.

And we're talking three what's the number?

It would likely just take one meeting with the

It doesn't have to be three it's just what they're recommending. Oh, it does? Okay. I'm gonna check that. We

Okay. So, at this time, are there any commissioners interested in being part of this ad hoc committee in which the police department will be discussing the revision of their complaint policy and procedures? I would be willing to be on that

seeing that it's the only minimal meet once one time.

Okay. So, we don't need three. You need two. Two is the minimum.

So we're voting on three things tonight. One establishing an ad hoc committee. Two voting on the members. And then three the duration.

The two commissions that have volunteered? We're going to go through it again. Tillman and Ferguson. Alrighty. So I would suggest that what I'm hearing is that you're motioning to take a set up an ad hoc committee for the purpose of advising the police department on their complaint process. Is that accurate?

Yeah, the police department is is looking at some changes and they wanted to discuss those changes with the members of the commission and seek any input they may have in regard to what change they want to make.

So that's the purpose and that's the setup of the committee. The motion is to set up that committee for that purpose.

And we did have a motion to approve and did have a second. So, at this time we can go ahead

and move forward with the vote.

I just have a question on I don't know what page number, but number four, community engagement, which is one of our roles. How is the process decided as to when we have a booth at a community event I was at one and saw a booth I can't remember was last year but how how is that process how is it decided what we outreach to so it's up to

this commission if they want to attend any events within the city and set up a booth or a table and have your business cards and speak to the community about what it is the does.

Does that include things like having a car and the black history parade that just took place? I'm sorry? There was a black black history parade in Riverside. Have we ever participated in things like that? CPRC, not that.

I don't know. But it's up to this commission if they want to go. But you would be going as a commissioner, and you can talk to the community and let them know what the CPRC does. And if you want to attend, we can give you little cards of what it is that CPRC does do and your business cards if you want to pass them out and encourage people to attend or participate in the meetings. before we go into closed session I want to give you some rules as a commission on something that I think you might want to you may or may not want to address in a situation where somebody has come to the Commission and given three minutes of comment, I want to tell you if one of the Commissioners wants to respond, what the scope of the are and how that's handled, whether you want to deal with it today or in the future just so that there's clarity. So a commissioner may provide brief responses such as factual information or clarifications directly related to any question the public might ask during a public comment. They may refer the matter to CPRC staff, the city manager or other appropriate resources for further handling. They can request that the topic be placed on a future agenda for discussion if it warrants. However, Commissioners cannot engage in debate, extended discussion, or deliberation among themselves as general public comment pertains to non agendized items.

No actions or decisions can be taken on such matters during the meeting. It is entirely up to the Chair if the chair wants to ask whether there are commissioners that want to comment on that.

So, pursuant to government code 54,957, the commission will discuss the following cases. PC two five zero nine zero three eight, PC two five one zero zero four five, and PC two six zero one zero zero one.

We will now resume from closed session. At this time we will have the city attorney report on closed session actions.

Chairperson Gutierrez there are no reportable actions but I do have to report on an error. It was my mistake and I apologize I won't let this happen again but when we reviewed the rules with the minimum committee members for the ad hoc committee is two but you also need a chair so essentially it's three so we did not validly form an ad hoc committee pursuant to the discussion earlier so the options at this point and my recommendation is that the chair recall the matter for reconsideration now that I've advised you of the air and before the end of the meeting and then take it up and validly form one if you can find the three minimum. Of the three you have to appoint the chair.

Okay, so we're gonna go ahead and recall that matter as it relates to three commissioners who might want to be participating in this ad hoc committee. With that being said, we now have Commissioner Lundy who volunteer. Well, first

we have to do a motion for the reconsideration.

Alrighty. With that, we're going to move to brief reports on conferences, seminars, and meetings attended by CPRC. Do any of the commissioners want to comment? Alrighty. So, we're moving to item 13, ad hoc committee update, bylaws, policies and procedures.

Sure. We've had several meetings actually to discuss this.

I'm not sure how many we've had. Three

or at least three meetings to discuss this. So we're getting very close and we look forward

to having it agendaized and discussed by the rest of the commission.

Yes. We've met at least twice. Myself, commissioners Lundy and Teichert. We do have recommendations, tentative recommendations and questions to bring back to the commission. So we'll need to get that agendized hopefully for the next meeting. And then, we can present and discuss the items that we've itemized.

Okay. Very good. Thank you. So, now we are at item 15, Riverside Police Department update.

Hello, everybody. I'll just make this really quick. There's considerable things going on in the police department over the last couple months because we haven't seen each other since just before Christmas. So, I cannot believe it's been that long already. But the department was awarded a $1,000,000 grant from the federal government to start standing up a real time crime center.

This is a movement in the right direction, what a lot of other larger agencies are doing in the state, to start trying to set up more camera systems, have people monitoring when crimes are occurring, to get on a camera and identify suspects and their directions of travel and things like that. We should be working towards that very soon. Starting next month, we're going to start testing different vendors for a potential startup of a drone as a first responder program. If any of you are aware of what that is, it's pretty cool. If you want me to explain a little bit.

Drone as a first responder program is if, say, an officer is dispatched to a certain call, like say a lady just her purse stolen downtown, the dispatcher can basically notify a drone team and they can send a drone right to the location of the call. And then the officers responding can get a real time live video of what's going on while they're responding to the call. They can follow suspect in cars and things like that, and it's pretty cool. It's something some of the other agencies in the in the immediate area and across the country are starting to look into. We were one of the first drone agencies in the state of California.

So, this is moving in the right direction. I think we'll be able to solve a lot of crimes once we get this stood up. If any of you haven't heard, it looks like our Orange PD is moving forward and is scheduled to be evacuated so they can tear it down in late spring, early summer. And the new station project should start construction in late summer, early fall if all goes as planned and is expected to last about two to three years. Our current station has been there since like 1962 and it leaks water, the air conditioning don't work and it floods. So, it'll be nice to have a place that we don't have all sorts of problems going on every day with what's going on in the building.

Can I ask you a

quick question?

You can ask me anything you want.

What are they have they found a place to put the current residence,

if you will?

Yeah. Yeah. So, if you go down to our mag station, there's a building there. It was a Jenny Craig. It's got a bunch of offices, a conference room, and things like that. It's owned by the city, so we're gonna move in there. It's been vacant for quite a quite a period of time. So we're gonna go in there and temporarily be housed some of our office staff in there. The rest of us are gonna double up in offices around the city and just kinda make it work for a couple years. But we know at the end, it'll be worth it. Thank you.

I have a question about the drones that are gonna be utilized. Is there like a framework with parameters as to where the drone should be expected to be seen by community members? Are there boundaries with residential parameters? Or should we expect to see them over our homes?

Yeah. So right now, the way we're gonna deploy the test is like in the downtown area and also the MAG Corridor over by the businesses over there. We don't foresee right now having anything in the residences and over homes. But I'm not saying that it couldn't happen if a violent crime or something were to occur in that area. We wouldn't send a drone, but it would be for the specific purpose of identifying suspects. We're not gonna be looking in people's windows or anything like that. That's not the purpose of it.

And are they identifiable black and white drones? Or how does one know whether or not they're affiliated with the police department?

They probably wouldn't know that but you could always call and ask.

And do you suppose they'll be over the riverbed at all?

At some point probably, yes. Alright.

In terms of the use of technology, because that's amazing. Congratulations for us.

Well, we haven't done it yet, but we're trying to get there.

Exploring it. Yes. Congratulations for being obviously so progressive. We're the first in the state I'm hearing.

Well, for our drone program, not for the drone as a first responder. We're trying to expand into that space right now.

Okay. And is there any artificial intelligence being implemented in terms of use in the department at all besides separate from the drones?

Yeah. So there is some AI technology that is coming out for our body cameras that we're testing. We haven't implemented it yet. But basically what it would allow officers to do is to summarize calls based on conversations that occurred during the conversations on calls. They could say, hey, summarize that or help me write my report.

And it's supposedly supposed to save us time and allow the officers to become editors rather than authors and make sure that the information they're putting in there is accurate. We haven't fully started testing it yet, so it's something that's coming. But there's also other benefits. I know we've had issues with translations and things like that on the blue tablets in the past. A lot of these body cameras now that we're testing are supposed to have the capability of translating 20 different languages, the most popular languages. And you can have a phone conversation with somebody through the body camera and you don't have to call for a translator. So that's a big piece that we wanna look into because sometimes as you know, there's a whole bunch of different dialects and languages and it could take quite a bit amount of time to get somebody there. And it also helps prevent miscommunication and issues that could arise from that as well.

Wow, these are very exciting moves in the right direction. So, I anticipate in the future we'll be hearing more about these.

Absolutely. Once we actually get them working, we would love to share them with you, yes.

Yeah, just one more question about the drone as first responder. Are they going to do the remote launch? In other words, they're gonna have their basically small sheds on top of buildings that the drone automatically launches from?

Yes.

Or will it require, you said yes.

Sorry, yes. Yeah, so it would be both. So the capabilities now are pretty impressive. Like they can be on a building or wherever you choose to put them and it looks almost like a large mail. Like remember an old mailbox when you were a kid and the door opened and that's kind of how it is and it goes in. It uses the same wireless charging technology your phone uses when you put it on a pad or something similar to charge it. The drone lands on this big pad and it charges the same way your cellphone does. And then when it's fully charged, it can open the lid and it'll fly back out and deploy from there. But yeah, it can go off dispatch CAD. Obviously we'll have somebody monitoring and make sure it's operating safely and stuff like that. We'll have an ASHA certified drone pilot at all times.

Right, Very interesting.

Yeah. So, it's something we're exploring. It's not finalized. It's not perfected but something we're trying to figure out.

I'd like to have an opportunity to observe if they ever do.

to a point where they're ready to explore it a little more.

Absolutely correct.

Right? It's interesting. I I happen to have some background in the in the drone world. You can actually do handoffs too from a person that's sitting in a building here to a person in the field can now take control if they have the right remote control. It's an amazing process then.

Are there any updates on new police officers that have been recruited and when the next experience with them, be it a graduation or something, is coming out?

Yeah. So, our next graduation is I can get you the specific details, but it's gonna be I think it's March. It's March 5, I think, or March 6. It's that Thursday, but it's in San Bernardino. Yes. I'd like to ask that we agendize the Tracy case for further action for March. There's additional information, so I want to agendize it so I can talk about it.

I'd like to add to the agenda for the RIPA follow-up with the commission.
