January 2st 202 meeting of the riv commission is now open yes chair Jan Stewart yes Vice chair tidy Zamora here commissioner John Dian here commissioner Michael Sid alterman here and commissioner Natasha boso absent and Steve alternate Steve link is filling in for boso and I'm here and commissioner alternate Ruben is absent conflict of interest any Planning Commission member or staff who has a direct conflict of interest on any scheduled agenda item to be considered is to De declare their Conflict at this time we'll move on to public comments at this time members of the public May comment on any item not appearing on the agenda and within the subject matter jurisdiction of the Planning Commission board individual comments will be limited to a maximum of three minutes or as stated by the presiding officer and time cannot be yielded to another person under state law matters presented during the public comment period cannot be discussed or acted upon for record purposes please St your name and city of residence and please make your comments directly to the Planning Commission members do we have any public comments hearing none we'll close topic comments and move on to the consent calendar all items listed on the consent calendar are to be acted upon by a single action of the plan Planning Commission board unless requested by an

approved so we will now switch that over to Zamora to be the chair thank you we move on to the Planning Commission public hearings uh the public notice for item 3.1 was published on November 6 2024 in the rake news and the item was continued until today January 21st 2025 item 4.1 is the exception request in tentative parcel map application 01223 it's a request to subdivide one parcel APN 132 048 053 totaling approximately 2076 ft into parcel a which will be 13324 ft and a designated remainder of 6,752 Ft good evening chair Zamora members of the Planning Commission Joshua man community development director and I'll be presenting our item tonight um as you mentioned the item is is an exception request in tentative parcel map number 2000 um I'm sorry 01-2020 just a quick little background on the site the site itself is located at the physical address of 3818 Sierra Street Assessor's parcel number is 13248 d53 the site includes 20,7 six square feet in size its General plan designation is medium density residential with the zoning District designation of single family residential which is R1 um in summary the applicants are seeking the planning commission's recommendation to the city council um to allow the exception request and parcel map which would create one parcel and a one parcel designated
remainder here's an Assessor's parcel map showing kind of the unique um configuration that it currently has almost like a lightning bolt notice the the northern part of the map that is Sierra Street and the southern portion you'll see a 20 foot um stretch of land that goes onto what would be Front Street a Front Street just so you're um kind of acclimated runs parallel with the railroad tracks along Patterson um aerial view shows a little bit better you can see how Front Street um towards the south is partially developed currently there are two houses to the East and one house right on the corner of front and that is 8th Street here's a layout of the parcel map notice how the the line is somewhat hard to see but it generally cuts off the existing single family dwelling and then leaves the flag lot which uh would be just kind of to the east to it it the flag pole portion is the part that stretches down onto Front Street um here's kind of a a better image that shows it kind of clearly delineated um the designated remainder as I said has kind of that flag lot configuration um basically the exception request tonight is particularly into that piece as a riverbank Municipal Code 15202 n states that the depth of the lot should not exceed the road Frontage by more than three times in this particular case the road Frontage is 20 feet wide here's kind of a chart that shows how the designated remainder um exceeds that um one to three ratio um the lot size itself will be fairly large it'll be 6,752 square feet but again that lot width at the street Frontage is only 20
feet and then you have a depth of 180 feet so that obviously exceeds that um by more than one to three ratio um also want to mention as we get into the remainder lot the lot um would be um somewhat conditioned that prior to obtaining a building permit for the designated remainder um the property would would need to come into the city a request from the city engineer for a conditional certificate compliance the C the conditional certificate of compliance will require certain Road improvements are installed to extend that 20 foot segment of Front Street in terms of General plan consistency this project or this application is consistent with um policy um 8.6 the city will encourage com compact development to achieve more efficient use of resources and provision of public facilities in this case approval DET tenative map would lead to the development of a single family dwelling unit um as the creation of one flag lot makes it possible for the development and sale of a residential glowing unit in terms of sqa environmental review the project is considered exempt under sqa guidelines 15332 this is the infil development exemption um public notice was done a multiple times on this particular project we had originally scheduled this project for believe it was the um October or November meeting um we subsequently continued it to the current meeting of January 21st 2025 um in addition the applicants also did post signage at their house and um with an updated date as well um with that staff recommends the
Planning Commission adopt resolution number 2025-the 2023 and exception request based on the findings listed in the staff report that concludes uh my presentation if you have any questions I'd be happy to answer thank you I have a question you know what the dimensions are of that flag portion of that lot not counting the 20 foot extension let me um refer to the map real quick I believe that's in there actually I believe it's 180 feet um from Front Street to the back of that property so then it looks like that that pole section is about just over half of that distance go back to that map see a little better to where the home site is yeah that one there so the the striped portion the the length of that any idea what that what that length is because that portion probably would not be buildable I was wondering what the build and pull yeah so in terms of development what you would see on this particular piece so that flag pull part would just basically be a driveway right and yeah you're right it would not be buildable to to meet the the side yard setbacks you don't have a lot of land left so really for development you're just looking at kind of that area where designated remainder is listed right that would kind of be your building pad area it almost looks like it's 65 feet across that front it's like 45 plus the 20 65 and then I think it's 110 is that Dimension right there right that's my question thank
you I had impression for you as well um with the approval of this that means they can move forward with the the P map application or the going for to the parcel map divide it would it allow the current owners to sell that remainder to someone else for development if they so chose yeah so so in this particular case they could sell the remainder um the conditional certificate Appliance would only be required once they come in for a building that would require whoever the owner is at that time whoever the current owner is to to bond or or put up forth the improvements as necessary so they can do the building okay have you had any negative feedback from any neighbors or other community members yeah you know this this project it's been fairly kind of uncontroversial I have not heard any comments one way or another commiss di have any public comments sir and I just want to say this is an excellent use of infill land this is exactly what we'd like to try to do so it's just looks so good I really like it any other comments okay then I would entertain an a motion to approve and adopt resolution number 2025 d00 one uh I'll move to approve the item as stated s ready for roll call okay um
chair Zamora yes Vice chair alterman yes commissioner Dinan yes commissioner Stewart and commissioner link yes their projects approve moving on to item five Planning Commission comments any planning Commissioners have any comments okay any correspondence seeing none moving on to item seven staff comments yeah thank you chair Zamora um just a couple of comments I want to draw attention to item 7.1 this is just a reminder for the planning Commissioners to fill out their annual 700 forms um item 7.2 another reminder that the Planning Commission Academy is to be held March 5th through the 7th of this year in Santa Ros of California um Ju Just wanted to put this out there in case any of the Commissioners are interested um if so we need to register by February 26 um I believe we could reach out to Janet um or myself if there's any interest in attending um lastly just item 7.3 just wanted to update Commission on um some of the projects kind of coming in the future we still we we're currently working through a couple of applications one of them is for an a small Triplex apartment in the downtown area of course we have Riverwalk that's the big project that's out there we're still working through some environmental stuff finishing the eir so once that's wrapped up I would imagine this commission will see this project um and then we have a tiny home Village we're also kind of working through that's um a true tiny home Village for our ordinance so we're still kind of working through some design issues um we once we work through those we'll we'll see that
project in front of this commission as well other than that there's there's various other little architectural site plan reviews that we're working on and um should be a busy spring and and summer um with that that's all the comments I had tonight okay awesome with that uh this meeting is adjourned
