Present.

1:022

All present to vacancies.

1:050

Okay. Do we have any requests to speak on anything not on the agenda?

1:082

No, sir.

1:090

Okay. Did everyone get a chance to review the planning commission meeting minutes from June 4?

1:131

Move to approve the minutes of the 06/04/2025 Planning Commission minute meeting. Second. All in favor?

1:20 – 1:400

Aye. Any opposed? No opposed. Going to our first item, PC dash 25 dash zero four two one. Master, case number, 202. This is the one we're gonna continue? Sorry. Are we gonna continue the

1:403

first one,

1:400

you said?

1:454

Yes. My date uncertain, I'm a additional work to the project they want completed first.

1:500

So we don't need to make a motion or anything like that. You're do we need to make a motion to continue to date uncertain? How do we do that?

1:56 – 2:075

Because it's a public hearing item, I would recommend that the commission open for public comment. And then once that's all done, then make a motion to continue to date uncertain. Okay.

2:070

Let's go and open public comment. Do we have any requests to speak on this item?

2:112

No, sir.

2:120

I make a motion to continue this item to a date uncertain since the applicant has requested to continue it.

2:191

Second. Second.

2:200

All in favor? Aye. No opposed? Okay. Next item, please.

2:30 – 2:513

Good evening, chair and commissioners. Daniel Casey, principal planner. I'll be making the presentation here on item number two tonight. The application number for reference is tentative parcel map number 2024Dash0003, and the applicant is Pilot Travel Centers LLC. Here on this slide, you could see the project site.

2:52 – 3:173

It's comprised of one parcel of land that is 13.22 acres in size. It's located in Southwest Corner of Alder Avenue and Sierra Lakes Parkway. This is within the Renaissance specific plan. The property has a land use designation of freeway incubator within the Renaissance specific plan. As you could see from the image here, the project site is within the red boundary there shown on the map.

3:17 – 3:290

Are you gonna put the image up? Are you referring to the presentation? Go ahead. Sorry. Thanks, Gabe. Thanks.

3:31 – 3:493

You need me to go go back at all or just okay. Alright. So as you could see here on the the map here, I've highlighted the project site in the red boundary. That is currently the pilot travel center that is developed on the site. And you could see the west about an acre and a half of the site is currently undeveloped.

3:50 – 4:173

Earlier this year, the community development director approved a precise plan of design for the development of a hydrogen fueling facility on that site. That's just kind of for reference. So there is an entitled development for that remaining portion of the site you see there. And then to the north of the site, we have the Mid Valley Landfill. To the east across Alder Avenue, there's a Shell Jackson's gas station.

4:17 – 4:463

Immediately to the south is the 210 Freeway. And then the west, there's some vacant land. So what the applicant is proposing to do here is to subdivide the property into two parcels of land. Parcel one would be the I've shown here on the map here that kind of indicated the parcel boundaries, made it a little clearer with the red lines. So the parcel on the right side, that larger one is parcel one, and that would be 11.63 acres in size.

4:47 – 5:143

And then on the left side there, that smaller portion will be Parcel 2. It should be a little over an acre and a half. That is this the Parcel 2 is where the hydrogen fueling facility is going to be built. The minimum required lot size in the freeway incubator land use district is just over half an acre. So both of the parcels that are before the commission tonight exceed the the minimum requirements of the Renaissance specific plan.

5:16 – 5:553

As I just said that. And this project is categorically exempt from the California Environmental Quality Act pursuant to it's a class 15 minor land divisions exemption. Public hearing notices were mailed for tonight's meeting to all property owners within 660 feet of the project site and the notice was published published in the San Bernardino Sun newspaper. With that, staff recommends that the Planning Commission determine the project exempt. Class 15,315 minuteor land divisions of the California Environmental Quality Act and then adopt the attached resolution approving the tentative parcel map.

5:550

So we think it's going be hydrogen filling?

5:57 – 6:123

That is what's entitled, proposed and entitled. It already is approved. The state of California requires that those alternative fueling facilities like a hydrogen fueling, they have to be processed approved administratively.

6:120

I see.

6:13 – 6:293

They processed an application for that hydrogen fueling facility last year that got approved. And then at some point thereafter, the applicant decided they wanted to also subdivide the site. Uh-huh. It kinda yeah. Two parcels. One for the travel center, one for the hydrant facility.

6:29 – 6:420

Okay. And that concludes my presentation. Thank you. We'll go and open the public comment and then at that time ask questions of staff if there are any. And also see if there's any members of the public who would like to Do we have any members of the public writing this wishing to speak?

6:422

No sir.

6:430

No sir? The applicant here is more than welcome to

6:453

speak. Applicant's representative is here.

6:470

Okay, go ahead.

6:482

Hello, I'm just here to represent the applicant. My name is Xochitl Ortega. I'm with Kim Lee Horn acting as a civil engineer for the site.

6:56 – 7:090

Okay. Cool. Thank you. Do we have any members of the app any questions for the applicant or staff? Okay. Thank you so much, ma'am. Yeah. Dale?

7:091

Moved. Moved to determine that the project is categorically

7:130

We got closed public hearing. You're close public hearing? Usually quick to say close public hearing.

7:171

Close public hearing.

7:180

Okay. Do I have a second? Second. All in favor? No opposed. Okay. Now, Dale.

7:24 – 7:481

Determine that the project is categorically exempt pursuant to sequence section one five three one five minor land division and to adopt the attached resolution exhibit d, thereby approving tentative parcel map number 2024 Dash 0003 subject to the findings and conditions therein.

7:48 – 7:590

Second. All in favor? Aye. No opposed? Okay, motion carries. Thank you so much. Good luck with that. And community development comments.

8:016

Everybody. First want to welcome our new assistant city attorney Robert Ku. He will be joining us now at our meetings here for Planning Commission.

8:13 – 8:346

And then two things, we have no items for the first meeting in July, which I think is July 2. Right? So we will probably cancel that meeting considering the holiday and everything coming up. Right? And then lastly, City Hall will be closed tomorrow, Thursday, June 19, in celebration of Juneteenth. And that's it.

8:340

So the next July meeting is the third? Yeah. What no. What date does that make it then if if we cancel the first one? I think it's third.

8:426

July 16 would be the other meeting.

8:452

Right? Yeah.

8:460

Okay. So let me see. Sixteenth. Let me put it in my calendar or

8:531

Yeah. You can't go to PISSVUE.

8:540

Actually, I'm gonna be at PISSVUE. I'm gonna be out that week if I won't be here. Okay. I probably won't

8:596

be here. I do anticipate we'll have some items for that meeting, but we'll keep it all posted.

9:050

Yeah. No problem. Okay. Okay. Planning commissioner reports or comments?

9:111

9:17 – 9:550

And thank you guys for putting he's not here for the thank. Oh, there he is. He got here. Okay. It the striping looks great. I appreciate it. The three way stop was awesome. The only thing to pass is maybe pass on the PD. It may be good to enforce an hour or two whenever they want because everybody's running it until they hopefully, we'll get stopped. They'll probably calm it down. But everybody just blows through the stop sign still. That's the only thing I pass on, but I appreciate it.

9:55 – 10:150

It looks great. And I can't wait for it to open up all the way to Sierra Avenue so all the Target employees can go the other direction instead of plowing through the whole city right there. It'd be great. Thank you. Thank you, brother. Thanks, Vince. And, counselor, do you have anything for us at all? No, sir. No? Okay. Welcome. Welcome. Welcome. Welcome. Thank thank you.

10:341

10:350

10:436

Yeah. Council started that.

10:451

You're gonna have to he he's taken almost ten minutes for a meeting now.
