26-130 C-26-09, 128 Towing & Recovery, LLC, 885 North Shore Road, Revere, MA 02151 requesting a special permit to enable the appellant to conduct a towing and roadside assistance operations business at 885 North Shore Road, Revere, MA 02151 (TED District).

26-152 C-26-10, Eastern Equity Partners, LLC, 1040 North Shore Road, Unit B2, Revere, MA 02151 requesting a special permit from the Revere City Council to allow a residential apartment use within the Central Business District at 29, 35, and 43 Foster Street, Revere, MA 02151.

26-153 C-26-11, Eastern Equity Partners, LLC, 1040 North Shore Road, Unit B2, Revere, MA 02151 requesting a special permit from the Revere City Council to allow a residential apartment use within the Central Business District, and to alter and extend a non-conforming structure to enable the appellant to construct an 85-unit residential apartment building at 40 Foster Street and 310 Broadway, Revere, MA 02151.

26-162 Motion presented by Councillor Argenzio: That the City Council order to a public hearing, An Ordinance Establishing a Unified Rental Registry and Inspection Program, and Amending and Restating the Regulation of Short-Term Rentals.

26-163 Motion presented by Councillor Mercurio: That the Mayor request the Chief of Police and the Commander of the Traffic Division, to appear before the City Council to provide an overview of the operations of the Traffic Division to assist the Council in better understanding its enforcement efforts throughout the City. The presentation should include, but not be limited to, the following information.

1.) The number of officers currently assigned to the Traffic Division and their respective roles and responsibilities. 2.) The total number of traffic citations issued since January 1, 2026, including, if available, a breakdown by type of violation. 3.)The locations or areas within the City where the greatest number of traffic citations have been issued. 4.) Whether the Department has an officer with specialized training or expertise in commercial motor vehicle and heavy truck enforcement, and how such violations are addressed. 5.) An explanation of the Traffic Division's enforcement strategy, including how patrol locations are selected, the factors considered when conducting speed enforcement, and the general approach used in deploying traffic enforcement resources throughout the City.

26-164 Motion presented by Councillor McKenna: That the Mayor request the DPW to paint "Keep Revere Clean" on roadways throughout the City to encourage the proper disposal of litter, which has been lacking.

26-165 Motion presented by Councillor McKenna: That the Mayor request MassDOT to address the ongoing issues with the "right-turn only" lane on Winthrop Avenue intended for Tomasello Drive. The "right-turn only" signage is actively being ignored and as a result, causing accidents by blocking operators who are obeying the signage from merging into the right lane after Tomasello Drive to stay on Winthrop Avenue heading towards Beachmont Square.

26-166 Motion presented by Councillor Silvestri: That the Mayor be requested to assess the feasibility of authorizing a staff member of the Economic Development Office to attend a class to enable the City to administer its own affordable housing lottery. In doing so, the City could potentially ensure 80% of the affordable project can be held for qualifying Revere residents.

26-167 Motion presented by Councillor Guarino-Sawaya: That the Mayor be requested to establish a Municipal Innovation Pilot Program to solicit innovative ideas from residents, businesses, city employees, and students for improving municipal services, reducing costs, enhancing public safety, and improving quality of life, with selected proposals implemented on a pilot basis and reported back to the City Council annually.

26-168 Motion presented by Councillor Guarino-Sawaya: That the Mayor request the Fire Department, the Department of Public Health, and any appropriate community partners or volunteer organizations to develop a Senior Home Safety Visit Program to provide free home safety assessments for elderly residents. The program should explore offering services such as replacing smoke detector batteries, changing furnace filters, identifying trip hazards, installing grab bars where available, providing emergency contact forms, and offering additional fall-prevention and fire-safety education. The appropriate departments are further requested to report back to the City Council on the feasibility, potential partnerships, funding opportunities, and implementation of such a program.
