So subject 6.1 2643 Mercantile Drive tentative parcel map exempt pursuant to section 15315 minor land division of the California Environmental Quality Act CEQA guidelines project number PLND-1225-0145 located southeast of Trade Center Drive and east of Mercantile Drive.

Hello, good evening, Chair, Vice Chair, and members of the Planning Commission. My name is Eileen Lee, Assistant Planner in the Community Development Department. And this evening, I will be presenting the Mercantile Drive Tentative Parcel Map. Sorry. Oh, thank you. For some context, the site is located east of Mercantile Drive and west of the Folsom South Canal. The property is zoned M1 Light Industrial and currently the site consists of three one-story buildings with existing industrial uses. As part of this evening's request, the applicant is seeking a tentative parcel map to subdivide an existing 3.44-acre parcel into three separate parcels. The parcels would range from approximately 0.82 acres in size to 1.8 acres in size. Here on the screen is the proposed parcel map with the red lines identifying where the proposed parcel lines would take place. As part of the project application, the applicant has provided a reciprocal access and parking agreement as well as the maintenance agreement to ensure that there's adequate parking and access to each proposed parcel. As part of the project review process, staff evaluates projects for compliance with CEQA, otherwise known as the California Environmental Quality Act. And in reviewing this project, this project has been determined to be exempt from CEQA, pursuant to Section 15.315, Minor Land Division, as this tentative parcel map consists of the division of property in an urbanized area, zoned industrial, and is proposed to be split into four or fewer parcels. With this, staff is recommending that the Planning Commission 1 determines that the project is in compliance with the California Environmental Quality Act, CEQA, as per Section 15315, Minor Land Division, as well as adopt the resolution approving the tentative parcel map for 2643 Mercantile Drive, subject to findings, tentative subdivision map, and conditions of approval. This concludes my presentation. I do want to note that the applicant team here, Javi, the engineer for the project, as well as Beth, are here for any other questions as well. Thank you.

Yeah, well, I only had one comment slash concern, but it was addressed in the presentation and it was regarding parking. It looked like the larger building didn't have adequate parking, but if there is a shared parking agreement, then I have no comment.

I just had one question. So I'm sorry, I wrote this down. But can staff like elaborate or clarify how the reciprocal parking and access agreement will be enforced long term if the parcels end up with like, separate ownership?

Yes, thank you for that question. So as part of the project, they have provided a draft agreement for staff to review and items that we looked for in the report include like how the maintenance will be agreed upon between property owners and when the project, if the project is approved, the applicant would work with future property owners on ensuring that they are Signing to be responsible for those reciprocal access agreements and shared parking and ensure that future property owners, if they were to sell this separate parcels would adhere to that. However, if the applicant team would like to say anything else regarding the agreements, they are here as well.

No, I just was looking for more clarification on how that would work, and I'm good with that answer.

Yeah, I can add a little bit more to what Eileen said. And so if an application came in, they would be subject to that agreement as well, and that runs with the property. And the property owners that are signing that agreement and anything that has conditions on it, they would be subject to what the rules and regulations are. And, you know, normally when we see tenants coming into parcels that are, you know, we can see that there's some parking kind of challenges potentially, then we always do ask about parking agreements, especially when we can see that there's shared access and shared driveways between buildings. I'd start with Cindy, but she's losing it over there. You would think I'm new. I don't know how to make a motion. That's what we're laughing about is I just totally like brain. Yeah. I have nothing.

I just want to thank everybody who participated in IFES last weekend. it's an ever evolving and changing event looks different every year. And this year was no different than that was, uh, uh, great success. Uh, also, uh, uh, for those of you who aren't aware, uh, right now, the spring play is in progress out at the mine shaft, um, hummingbird theater, which is a, uh, a measure H or a community enhancement, uh, recipient, uh, as the, uh, local community theater group putting on the production. And for those of you who don't necessarily enjoy Shakespeare, this is Shakespeare with a twist. Romeo and Juliet, but they're pirates. An excellent production, so I encourage people to check that out. It'll be running Thursday, Friday, Saturday, Sunday for the next couple of weeks. And then I look forward to seeing everybody at Spring Service Day on Saturday. That's it.

I don't have much, but I wanted to extend an invitation to fellow commissioners and city staff. But our elementary school, McGarvey Elementary, is having a big Springapalooza carnival. It's actually we're having a new elementary school in our neighborhood that's going to open up. And so we're doing a kind of a big carnival to the. The PFO, which is like a version of a PTA, but it's a parent faculty organization, and we're throwing a big carnival, so I wanted to invite you guys. If you're free this Friday from 5 to 8.30 p.m., we have a dunk tank, and I'm unfortunately going to be in the dunk tank. We have a lot of food trucks, you know, just the usual carnival fun, but it's like we're trying to highlight this and kind of amplify it as like a community event for Rancho Cordova. So if you guys are free, we'd love to extend the invitation out for you guys to come.

I know it's a little bit early to start talking about this, but 4th of July parade. Is the planning commission going to do a float or something of that nature or just a truck or whatever? Or if it's just one or two of us, I know you're out. I get it. But I'm a little busy. Yeah, yeah, I understand. But the rest of you just trying to get a feel for it, because we have to put in an application, I'd be happy to do that on behalf of the Planning Commission. Just if we're all going to participate, or if most of us will. Pretty sure he will. You're in? Yeah. Elliot, Tegan, maybe?

Maybe because my kids also participate with the swim team, the Cordova and Blue Marlins swim team too, so.

I do not have anything other than the spring service day. I saw Lorianne in the lobby and she said to make sure that I put a plug in. So if you know anybody who has not signed up, I think there are opportunities still. I think they get walk-ups on the day of. Last year, I believe she said they had like 50 volunteers just come and just see where they could help so if you know you know anyone who is still on defense about it I think they're still looking for a few people but there'll be a big event here and breakfast for all the volunteers so I unfortunately will be out of town so I won't be able to be there but there'll be a lot of city staff there joining in so thank you great well with that we'll adjourn at 5 45 tonight thanks y'all
