Requesting approval of draft minutes from September 8, 2026, Planning Commission Meeting

Text Change TC-5-26: Daycare Amendments

At the August 18, 2026 City Council meeting, the Raleigh City Council authorized staff to prepare a draft ordinance to reduce regulatory barriers to childcare facilities. The text change considers potential amendments to increase enrollment limits and allow non-resident employees for home daycares, as well as streamline the approval process for daycare centers in residential districts by replacing the Special Use Permit requirement with clear, objective use standards. On September 16, 2026, the Planning Commission Text Change Committee discussed this item and recommended approval.

Rezoning Z-28-26 — 1900 Wimbish Lane, West Side of Lead Mine Road, Between Wimbish Lane and Valley Estates Drive (District A)

This request would allow increased residential entitlement and additional housing choices by increasing the maximum number of dwelling units on the site to fourteen (14), while also attempting to maintain residential character by prohibiting the apartment building type. The proposed zoning conditions would prohibit the Apartment building type, as defined in UDO Section 1.4.1.D, and limit the number of principal dwelling units on the site to fourteen (14). The deadline for Planning Commission action is November 21, 2026.

Rezoning Z-30-26: 2402, 2404, 2408 Clark Avenue & 300 Horne Street, located at the intersection of Clark Avenue, Horne Street, & Chamberlain Street (District D)

This request would remove the Oberlin Village Neighborhood Conservation Overlay District (NCOD), increase building height, increase residential entitlement, and permit limited commercial entitlement on the site. The site is within the West Raleigh National Register Historic District and will appear at Raleigh Historic Development Commission (RHDC) on October 14, 2026. The deadline for Planning Commission action is November 21, 2026

Rezoning Z-13-26 606 Dorothea Drive (FKA 767 South Saunders Street), at the northwest corner of the intersection of South Saunders Street and Dorothea Drive (District D)

This request would increase the permitted height and residential entitlement. The deadline for Planning Commission action is November 21, 2026

Rezoning Z-04-26: 5750 Louisburg Road, at the northeast corner of Spring Forest Road and Louisburg Road (District B)

This request increase permitted commercial uses and residential entitlement on the site. The deadline for Planning Commission action is November 21, 2026.
