Good morning. I want to welcome you to the December 11th, 2025 public hearing of the City of Prescat Planning Commission. if you could check your phones to make sure they're on either silent or off. Would appreciate it. Would like to welcome council member Garing to our meeting on here. This is an open public hearing and is being videotaped by the city. The proceedings are being televised by representatives of the public media, the public, local cable, and/or radio stations and may also be rebroadcast. The number of commissioners present is five. It will require a majority vote of those present to pass a motion. Members of the public when called upon are required to state their name and address for the record so that we may know who is speaking and able to contact them at a later date if necessary. The first item on the agenda is the approval of the November 13, 2025 planning and zoning commission meeting minutes. Are there any corrections to the minutes? If no correction, is there a motion?

Next is CSP25-00002, proposed comprehensive sign for Emmy Riddle Aeronautical University to upgrade two existing monument signs and add one new monument sign along Willow Creek Road. Location is 3700 Willow Creek Road. Property owner/applicant is E R AU. Tammy,
thank you. Thank you. And good morning, chairman, members of the commission. Uh Tammy Dit, community planner. Um so we have before you a comprehensive sign plan. Um this is to um upgrade two existing monument signs and then to put up a new one. So these are the locations. This is uh Willow Creek Road along here. And these are the three entrances into Embry Riddle. So, we'll have two new just monument signs at either end. And then at the center, the main entrance will be a new uh digital reader sign. Here's the existing reader sign at Dan Carroll Drive. That will be upgraded to a bigger new reader sign. And this is the location. Um they're going to move this uh existing monument sign over to this island, the planter right here along Hos Boulevard. And then along at the Reml Road entrance, there'll be a new sign. So the proposed monument signs will be located at the three entrances into the camp campus. At the main entrance on Dan Carroll Drive, an updated digital monument sign is being proposed up to 25 ft in height. The changeable copy digital sign area is proposed to be 127.5 square ft. At the entrances located at M Rumble Road and Hos Boulevard, the proposed monument signs are approximately 48.21 square ft and 5t in height, which is appropriate due to the speed limits along Will Creek Road in this area. Here's the proposed new electronic reader sign that's being proposed. Um, per our code, um, they're allowed they would be allowed one freestanding sign that is 48 square feet and a maximum height of 12 feet. Um, and also for dig changeable copy signs, they can have up
to 50 square feet and shall encompass no more than 50% of the allowed freestanding sign area. So, this is an increase in size and what's allowed. And like I said, due to the speed limits along Willow Creek Road, it is appropriate to have a bigger reader signed. It's easier to see for I think the public coming back and forth. And they are not allowed to advertise anything offsite. So, they can't sell uh space for others to advertise on their reader signs. That's a violation of our land code. So, but you did I did provide you an email from a fellow commissioner with his concerns about distraction of drivers due to the speed limit, but like I said with the bigger sign, you can read it from further away. So, it might not distract as much as we think. And then, uh they cannot advertise off um anyone no one can rent space on it to advertise on the reader sign. And then here's a rendering of the sign that's being proposed. And then at the two entrances, we have the other sign that's being proposed, which is just bigger than the existing one. And then one new sign. And that concludes my presentation, and I'm free to answer any questions you may have.

Okay. Now, all the existing signs along there are going to be taken down. Yes. Okay. On the digital sign, in the past, we've when we've looked at these, we've asked that there be a I think like a sixse second thing, not be a flashing thing to be distracted, but be up there, be up there for a while, but then be taken down.
