Do you agree with the approval? We will give you an approval for the approval. Agree. Request. Those who agree. Agree. Agree. Those who disagree. Good. The case has been passed. Next, let's move on to the BH-P26006 case.
Hello, members. I am Presco C Community Planner Assistant Kerinkom Peeun. Today, we will review the H.P. 26006, which is located in Ulta update limit HP 26006, located at Mount Vernon Avenue South, 240. To briefly explain the historical background of the area, Mount Vernon is a place where the Victorian architecture of the late 19th and early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of the early 20th centuries, the Victorian architecture of In particular, this area is famous for being crowded with houses from the Victorian era. This building is located within the Prescott-Namdongbu Historic Preservation Area, and is evaluated by the Prescott-Namdongbu Historic Preservation Area Regulation No. 3433, adopted by the Senate in 1995. Also, this building belongs to the Fresco East History Area and is designated as a building contributed to the local society. The applicant recommends the following changes to the current front yard. Remove the wooden fence at a height of 3 feet and replace it with a metal fence at a height of 3 feet with decorative top decoration. Also, we request that the fence be painted in the same color as the current wooden fence and the border color of the house be painted in the same color. It will extend about 15.6 meters and will be parallel to the south Monteverde Avenue, about 63 feet to the east, about 19.8 meters, and will be completed about 51 feet to the west from the south and about 15.6 meters from the west. The applicant submitted a sub-plan with a new fence that was limited. The plan shows the location where the current fence is installed. As you can see, the fence starts from the north and extends to the east by 51 feet, about 15.6 meters, and then to the south by 61 feet, about 18.6 meters, and then to the west by 51 feet, about 15.6 meters. This house was built in the early 1900s. The picture on the left is from 1989, according to the list of historical buildings. The current photo is very similar to the one at the time of construction. The applicant has managed the footbridge well. She maintained the park footbridge as stated in Chapter 10. And these photos show what her fence looks like now, that is, from the front and side. She will remove this part and replace it with a new one. We will not expand the fence further. As you can see, it is a plan to replace the metal fence. In addition, she provided detailed information on fence top decoration and finish from the fence construction company, and this is what she suggested. She also provided a paint color sample to be used. This color is the same as the outer wall color of the current fence color and the outer wall color of the house. Therefore, she will maintain the same color to match the outer wall color of the house. Now, let me tell you about her request. She is requesting a steel fence, a metal fence, and a steel fence compared to the steel fence described in Chapter 10. To be clear, most of the modern metal fence is made of iron, while iron is mass produced by carbon and iron. On the other hand, this fence is not made by hand. In addition, this fence is mass produced and coated thickly for wood. In the East Prescott History Preservation Master Plan, the East Prescott Historical Area is an appropriate review of the work, suggesting that it does not recommend a chain-link fence or open wood fence in front of the house, and that it does not recommend a chain-link fence. In addition, she has to maintain the height of the front yard fence as low as 3 feet and about 90 cm, and maintain the same image of the park through consistent and harmonious horizontal and vertical road, construction line retreat, footbridge and building placement. In addition, we have to emphasize the street atmosphere of the residential area, maintain the design, maintain the historical construction line retreat at all locations, and preserve the mature street number. Our review results. The project was reviewed according to the 3,433-digit guidelines, the standard of the Ministry of Internal Affairs, and the Master Plan 10.1 of the History Preservation Master Plan that can be applied. Projects meet all applicable historical and geographical guidelines. Projects that have been proposed do not have a negative impact on the circle of the earth and abide by the city's land development regulations. However, we will only make an exception to the request for the self-change proposed by the applicant, that is, to match the current trip and the front fence. Therefore, we will decide whether to approve or reject the H.P.26006 case of removing the existing fence and replacing it with a 3-feet high vinyl-made metal fence. Mr. Casper, the applicant, has attended, so if you have any questions, please ask. Do you have any questions?
Please tell me. I think this fence is really beautiful and will fit perfectly here. I've been waiting for a long time. I know how hard it is to install a wooden fence. Thank you for doing it. You're maintaining the same area as the existing fence, aren't you? Yes, that's right.
All right. Do you have anything more to say or any questions? I suggest HP 26006SIN. Next, let's take a look at HP 26007.
This building is also located on Mount Vernon Avenue, but it is located a little further south, on Mount Vernon 23. Today, we are going to review the HP26007, but the applicant suggested that a 3-feet high metal fence and a 6-feet high wooden fence should be installed. This site belongs to the Prescott-Namdongbu Historic Preservation Area, just like the previous site. Therefore, it will be evaluated according to Article 3433 of the Historic Preservation Standard Act adopted by the Prescott-Namdongbu Historic Preservation Area in 1995. The property is located within the East Prescott Historic Area and is designated as a cultural heritage. The fence, which is scheduled to be installed on South Mount Vernon Avenue 223, has been reviewed for approval of the History Preservation Master Plan HPMP 10.1. The review that applies the health standards of the Minister of the Interior does not apply. The applicant suggests the following changes to the current front yard. Remove the south and east fence of the unauthorized vinyl material, and install a 3ft high metal fence on the front, north, and west sides, and install a 6ft high wooden fence and gate parallel to the South Mount Vernon Avenue on the east side of the front yard. The fence will be painted black according to the history preservation master plan. The applicant submitted a plan to mark the area where the fence will be installed. The light orange dotted line represents the newly installed fence, and the pink part represents the area to be removed from the currently unauthorized fence. She bought the property with the unauthorized fence and wants us to approve the request. So she is planning to remove the fence and install a 6-feet-tall wooden fence considering the distance to win. As I said in the previous presentation, the house in the picture was built in the 1990s or 1981. This house was built in the early 1900s, and as you can see, it hasn't changed much when you look at it from the front for almost 40 years. What you see at the top left is the vinyl fence that was not allowed when she bought the house. I don't know what happened before, but she wants to follow the rules. This fence will be removed and a wooden fence gate will be installed, and a metal fence of 3 feet high will be installed in the rest of the area. She also provided wood types and iron fences to use. Here you can see how the fence will be installed. It's not an open wood fence, it's a closed fence. She's wondering if she's going to use a tree on the fence or a wet wood. You can compare the colors of the two fences side by side. For your information, the fence is going to be painted black like the iron fence on the front. Also, according to the compatibility review section of the East Prescott History Preservation Master Plan's East Prescott History Area Chapter, she says that she does not recommend installing a single iron fence or an open wood fence in front of the house and installing a chain link fence. The height of the front yard fence should be maintained below 3 feet, about 91 centimeters. This is a 10.3.1 element, preservation. It is allowed to be about 183cm high. Also, in all locations, maintain a historical architectural retreat, maintain a historical direction, create a main road, reflect the characteristics of the residential area street in the design, and maintain the same image as a park through consistent and harmonious crosswalk, architectural retreat, footbridge and building placement, and preserve the mature crosswalk. Therefore, according to our survey results, the project was reviewed on the basis of the 3,433-digit guidelines of the City Council, the standards of the Ministry of Internal Affairs, and the historical preservation master plan 10.1, which can be applied. The project meets all applicable historical land guidelines. The proposed project does not have a negative impact on the indifference of the earth and complies with the city's land development regulations. Therefore, we will decide whether to approve or reject the HPE 6007 application for the 3-feet high black metal fence and the 6-feet high winged closed wooden fence installation. Mr. Eagleston will attend on behalf of the applicant, Mr. Jo. If you have any questions as a homeowner, I will answer them. Please upload a picture of how the metal fence looks like.
음, 반상으로 나와주시겠어요? My name is Chris Eggleston. As the name of our CNJ investment company, we own South Mount Vernon 223. Well, that black fence was there from the beginning. If the picture is not clear, I'll have to check it again, but it's surrounded by grass and connected to a dune, and there was a black fence on the other side. It was the fence that was originally in that house, and it was probably from the 1940s to 1975 or 1980. Do you have any other questions or opinions at the committee? I have one question. It's not about the fence, but should the wooden fence be black? Because It's because the background looks too heavy or it looks like there's a big black lump in the back of the white fence. So, if possible, it is recommended to use a different color that matches the color of the tree or the color of the back of the tree. There is no change in the design itself. According to 10.1, it is recommended to use black or white. Therefore, the applicant suggested a black color that fits the regulations. How well do you see the fence on the street? I'll show you the picture again.
This is the front and that is the main gate. I'm standing right in front of the main gate. Because of the trees, you can hardly see the white part. The all-grown trees are almost covering it. In order to see the currently installed vinyl fence, I had to approach it from a similar angle in the middle of the southeast. A 6-feet tall black wooden fence will be installed there. It will be a door. Do you have any more questions? Would you like to agree?
I suggest approval. I agree. I agree. I agree. I agree. I agree. I agree. I agree. I agree. Now, let's move on to the next part of the presentation.
Alex Yes, thank you. I'm Alex Bramnett, a project manager. Today, Dave Rainey from Stentec Consulting came as a consultant. Mr. Rainey will explain in more detail, but now I'm telling you in an educational level. There is a subsidy support system for buildings with historical value, and we are supporting funds from Stentec Consulting. Mr. Rainey came to this place to educate and provide information so that the local community can inform resources. This data is used for this purpose. Mr. Rainey, would you like to take it? Thank you for coming. Yes. All right. Let's see. Something seems to be wrong. Yes. IT Manager, please upload the 3D item. Presentation 2. There was a technical problem. It's okay. Here it is. Yes, I'll check again. Yes, good. Um, this is not my subsidy.
Unlike what I just said, this subsidy was granted to the NACOG of the Northern Arizona Regional Government Association. All towns, cities, and all real estate owners in Yavapai County, including Yavapai County, can use it. This subsidy is a $1.5 million subsidy supported by the U.S. Environmental Protection Agency . NACOG is very lucky to receive this kind of subsidy because it is not received in every state. In the year when NACOG received the Gai subsidy, only 31 places in the country were awarded. Next year, it will be reduced to 20 places. This subsidy has been supported for 4 years and is valid until September 2028. Navao, Coconino, Yabapai, Mojave County In addition to NACOG, it is a joint fund that can be used. You can use public-owned real estate and buildings, as well as private real estate and buildings, as a fund. The most important thing is that the program is not a forced implementation program. Funds are paid by the EPA, but even if the real estate owner is evaluated as a fund, There is no obligation to take additional measures or spend money. Even if there is a problem with the real estate, there is no obligation to take correctional work or adjustment measures. Basically, this program provides real estate owners with information on the status of the real estate, and helps them make decisions such as re-development, restoration, and restoration depending on the needs of the owner. If you look at the union members, in Yabba Pi County, Prescott's Trish Lewis supports real estate owners to receive such subsidies. Generally, The subsidy helps to re-use or redevelop real estate or to find out the necessary information for the owner to redevelop, establish a plan, and provide technical support and funds. Real estate, which is currently under business, can also be included, but it can be empty, abandoned, low-use, or abandoned, or sometimes focused on contaminated real estate. Ideally, EPA prefers real estate that promotes economic and human resources development and acts as an asset for growth. These subsidies are called Brownfield subsidies. Yes, some people know what Brownfield is, but many people are mistaken. According to the U.S. Environmental Protection Agency, Brownfield refers to real estate that is a problem because there is a possibility that there are harmful substances or dangerous substances. What we emphasize is that most of the real estate that is evaluated can simply be a problem. It is difficult for banks, investors, and developers to raise funds because there is no documented data on the previous use. In this situation, subsidies are very useful. Traditional brownfields have gas stations, laundries, manufacturing facilities, etc., but we also support old schools, hotels, hospitals, health centers, mountains, and historical buildings. Oh, these are some of the historical buildings that have recently received benefits of subsidies or similar subsidies. There are about four or five similar financial aid agencies in Arizona. However, this subsidy is for the owners of real estate in Arizona's northern region, especially Yavapai County, Fresco City, and this region. One of the reasons why real estate owners prefer to use subsidies in the local community is that on average, about $20 of additional investment is made per $1 subsidy used in buildings or real estate evaluations. In addition, there are research results that evaluate contaminated land and research that if it is reused or redeveloped, the real estate value will rise by 5 to 15%. This affects not only the land to be evaluated, but also the real estate in the region with the largest 4-block drop. And of course, if you acquire an old real estate that is abandoned or empty, new imports are not created and jobs are not created. However, when these contaminated areas are redeveloped, research results show that new jobs are created every time $100,000 of subsidies are invested. Therefore, there is definitely an economic advantage in the local community that uses these subsidies. The procedure for a real estate owner to apply for a subsidy is very simple. There is a sub-recommendation on the second page, and it is about whether the address, owner, current use, previous asset tax evaluation, and the period of use of real estate. Well, if people are re-developing real estate or planning to renovate or restore a building, or if a sales contract has been signed, we need to know that fact. Because we need to notify the EPA. The EPA needs to quickly review and identify non-registered applications, and we've already done that in many cases. So, It is indicated how the owner will use the property in the sub-registered application. If a sub-registered application is written, if it is an oil-related sub-register, for example, if it is a place like an old gas station, the Arizona Environment Agency will receive a review and approval of the Arizona Department of Environmental Quality. For example, if it is an old building with plastic or lead-based paint, the EPA will review and approve the application form. The review process after the EPA is very quick. We generally get approval for 95% of the land submitted within 1 to 2 weeks after submitting the land selection information. After that, we proceed with the evaluation. There are three main types of evaluation that we conduct. The first stage, the environmental waste evaluation, usually takes about a month to complete, with an average cost of $5,000 to the waste owner. However, if you use this subsidy, the waste owner can receive the evaluation for free without additional costs. The first stage of the environmental sub-assessment examines the past use history of a certain sub-area to determine activities that may have caused oil or harmful substances to leak into the past. In the first stage evaluation, if such an environmental problem is found, the owner will be entitled to receive the second stage evaluation. In this stage evaluation, we go to the site, collect samples, and send them to the laboratory. This evaluation is very expensive, and costs up to $10,000 to $20,000. We are currently using this subsidy to run a project in Winslow, and the cost can be about $100,000. However, thanks to this subsidy, the building owner does not have to pay any cost. All costs are supported. The third is the damage material survey, that is, the self-reporting survey. In general, it is possible to go into an old building built before 1980 and find a self-reporting that may contain plastic or plastic paint. sample and send it to the laboratory. This survey starts at $7,000. We conducted one or two buildings that conducted a self-investigation of regulated construction using this subsidy, and the general survey cost is about $35,000 to $40,000, and if the building is large, it can be much more than that. However, if you use this subsidy, the building owner does not have to pay any cost. And the good thing is that you can submit a request for a sub-selection and receive a self-investigation report within a month. Because the approval is very quick at EPA, you can go to the site in about a week after the approval. In the lab, we analyze samples and get results within a week, and we write reports. Therefore, building owners can get information very quickly. You don't have to wait a few months to find out what's in the building. We also emphasized that we must persuade EPA to support historical building restoration through this subsidy. Therefore, a subsidy of up to $20,000 is supported for these three items. If the owner of the building uses annual funds to carry out work on the building, it must negotiate with the SHPO, the main history conservation agency, according to Article 106. We are the history, architecture, and construction scientists. To investigate potential adverse effects and to submit a brief opinion on whether such effects actually occur or are likely to occur, the EPA submits it to the SHPO and supports the SHPO's consent. Since there is no general problem, remodeling can continue. Most of these subsidies It is used for advice on face and nape paint removal, but other advice can also be provided depending on the case. In addition, this subsidy is supported by the National Land Registration License Evaluation Fee, and if the owner of the building wants it, it supports the registration application. Thirdly, We, the architects, can help you evaluate the historical building's construction tax liability. And, if you want to confirm your qualification or potential qualification, we can help you apply for tax liability. Yes, and sometimes it can make a big difference between someone actually renovating a building or just leaving a historical building and actually renovating it. Let me introduce you to some of the historical buildings we worked on. This is the Orpheum Theater in Flagstaff. I was going to rent a building in Flagstaff, but I wanted to know what the life-and-life component paint problem was. Historically, there have been many old gas stations around this building. So there was a concern that the gas leaked from the gas station could penetrate into the building. So, we conducted a first-stage environmental site evaluation and self-regulation survey on this building. Both surveys were completed this year. Oh, there is a hotel bill, one of the oldest buildings in Kingman. We conducted a construction self-reporting survey here. This building is owned by an individual, and one family is planning to remodel it, but we did not know the possibility that the paint containing the surface of the building was used. Now, Since I learned that information, I cooperated with the Main Street program to start external remodeling. We are also discussing how to cooperate with the Arizona Environment Agency to support the cost of face removal. Currently, there is no capacity to personally burden the cost of face removal. In Bisbee, there is a hospital built by a company called Freeport McMoran. It was built from 1980 to 1988, and at one time it was renovated into an apartment. Eventually, the non-profit organization acquired ownership and later donated to Bisbee. Yes, we received the same subsidy as we just mentioned, conducted a self-investigation on the subject of regulation, and received a settlement subsidy from EPA. And now it's out of stock. Yes, we are getting attention from low-cost housing developers. Well, there was a claim that they would buy a building for $700,000 before, but the developer was not able to receive historical building tax credit or low-income housing tax credit. But they are very optimistic that they will be able to find someone to redevelop the building as a cheap house. Um, this building is the oldest building in Holbrook. Mr. Holbrook wants to restore the building and make it a tourist attraction. The reason why this building is called the Pied Yangdong Salon Bucket of Blood Salon is because a famous shock battle took place here. Um, the condition is not very good, but we carried out a regulation survey on building materials and made it so that we could know what to do for reconstruction in the future. And this is my personal favorite place. It's not in Arizona, but it's a hotel in Canyon City, Colorado. Last week, I talked to Newt about the building. This building was purchased from the hotel chain. This building, St. Cloud Hotel, was built in another city in 1880, but it was not maintained well, so it was moved to Canyon City after disassembly. And In 2012, I think it was around 2020, the hotel chain bought a $80,000 building for auction. And I started remodeling, but I found out that there is a high possibility that there will be a lot of plastic in the building. So we used one of these subsidies to conduct a self-investigation on the subject of regulation. As you can see, we invested 17 million dollars in building restoration at the bottom. And last year, we had a grand reopening event. This is a very successful case. The total cost of $35,000 to $40,000 included in the sex test is only three feet, but it is important to note that he even thought about giving up before starting the health care business because he did not know the amount of sex at all as soon as he bought the building. I didn't even know where, how much, and if I had to remove it all, or if I could leave some. Therefore, this subsidy was very useful in promoting the health care business. And before I finish, I would like to say one last thing. This subsidy means that people who actually need help can succeed when they know and use the subsidy. That's one of the reasons why I'm here today. I'd like to ask everyone who's here today. If you have a real estate that needs funding or you have an old building and you want to use the building somehow. If there are people who hesitate because they don't know what's in the building, please let us know about this funding. Not only field research, but also consulting is provided. If the condition is good even if there is paint with sex or sex component, it is recommended to leave it as it is at school and manage it. Of course, it should be processed in the right way, but it is much more cost-effective than removing and discarding if it is definitely possible and not necessarily necessary. So, um, Please let everyone know that there is a support fund. As I said, the support fund is until September 30, 2028. I've used about half of it now, and I think it's only about a year left. Do you have any questions? Yes, based on the conversation we just had, anyone can apply for the evaluation support fund. Yes, that's right. However, if the non-profit organization owns the building, it can receive additional support and additional material removal benefits. That's right. Yes, that's right. Do you know the United Catholic Church in Prescott? I had to show you a picture, but we conducted a construction-related survey for the church. The church has a sacred and naturopathic paint. Yes, as soon as we finished our work, we introduced the Arizona Department of Environmental Quality, Arizona Department of Environmental Quality. This section is supported by EPA, from government and non-profit group-owned buildings, by the government and non-profit group-owned buildings. Therefore, the Arizona Environmental Quality Department cooperates with the church to support the construction of the building 100% with the cost of cleaning and cleaning paint removal. This is to help the church's remodeling. Yes, that's a good question. Thank you.
Yes, I would like to ask if the business can apply for a subsidy elsewhere even if they have a loan.
네, 물론입니다. 네, 맞습니다. 사실, 이 보조금을 활용하면 다른 곳에서 자금을 확보하는 데 도움이 되는 경우도 있습니다. It's not a business, but it's not a business, but it's not a business, but it's not a business, but it's not a business, but it's not a business, but it's not a business, but it's not a business. I realized that it wasn't good to drill holes in the wall every day and change this and that. So I asked for an investigation under the regulation of self-determination, and not many faces were found in the building. However, through this investigation, I was able to receive a large subsidy from the federal government, and I also collected private donations. If you couldn't prove that the condition of the building was quite good through the subsidy, you wouldn't have received this kind of support. Yes. Companies can apply for other fund support after receiving the subsidy. There is one question.
There is a specific question about the first item at this stage of the oil-related non-optimistic approval process. There are four conditions that need to be met, and the first one is relatively low risk. Is there a standard to define low-risk units in your department?
Yes, in Arizona Environmental Quality Administration, ADQ, it is considered relatively low-risk for fuel tanks that have already been evaluated or closed and are not currently used. However, the gas station where the current leak is taking place is not classified as a low-risk unit. The term low-risk unit means that. And most cases If EPA or ADQ is not approved, it is only the case that the owner of the property is responsible for causing pollution. Therefore, major oil companies will not ask us to evaluate the old gas station because we have an old gas station. Such requests will not be approved. However, if a retail company finds an old gas station and wants to open a coffee shop or bookstore a few years ago, they will meet the requirements because they have never owned or operated it. And how many of those facilities are there? I don't know how to operate the waste disposal plant. I know that non-discriminatory waste is thrown into a general waste disposal plant, but is there a place where the adult waste disposal plant has been approved separately? Yes, there is a place approved by the ADQ, Arizona State Environmental Quality Agency, and the NACOG, the U.S. Adult Regulatory Commission. Yes, I understand. NACOG does not approve, but ADQ approves. Yes, thank you. 다른 질문 있으신가요? 감사합니다. 시간 내주셔서 감사합니다. 알겠습니다. Alex, do you have anything to say before the meeting? Yes, I do. Thank you.
First of all, I would like to say hello to Mr. Rick Spray. Today is the last day of PPC. I don't know exactly how many years you've been working, but it's already been 8 years. It's a really short 8 years. I sincerely thank all of you for your dedication to PPC for 8 years. Thank you deeply for your hard work for 8 years, and your role in leading PPC successfully is very big. Thank you for your guidance and help, and I hope that all the processes such as moving, storage, truck driving, etc. will proceed smoothly. I will continue to think of you in the future. Please let me know if you visit again. Thank you. And to tell you another simple news, We are currently updating the history preservation master plan. We have issued the RS-OKYO Residential Service Offering Qualification and received 9 proposals. 7 evaluators reviewed the proposal and ranked it. We have accumulated all the points and are now contacting you to sign the contract in order of ranking. We are still at that stage and are in the process. The next PPC meeting is definitely expected to be scheduled, but we will continue to inform you of the progress. I think the meeting will be held. We would like to inform you of more detailed information and the project completion schedule for the consultant who will help the project at that time. This is because all of you will participate in this project. when you will participate, and we will prepare a schedule for the overall progress. Until the next meeting, we hope to provide this information. If not, we will continue to inform you. This is my news on this case. I will tell you more in the future. This is the update so far. Other opinions
Is there anyone? Good. Thank you, Fresco, for allowing me to work in the committee for the past eight years. It was a great time. I'm just a small part of this huge organization, and this organization has been going on for 40 years. And it's going to last much longer. Please take good care of this city. I'm going to miss this place. I really love this place. Alex and the staff, and Cat Moody, you're all really great. Thank you. Thank you.
Thank you. Thank you.
