A few reminders before we get going. Please state your name and title when you first begin speaking. The public comment will be allowed to the extent that it's on topic. If persons participating via Zoom are currently muted, if you have a comment, then please let Mark know via the chat function. Mark will then inform Chairman Trinkle who can take up the comment in a manner that doesn't disrupt the agenda. And if an executive session is needed, then we'll mute and turn off the video. Okay, I just have a really short but important update today. I've been working with Workforce One, which is the workforce services provider for the state of Kansas for the Pratt area. Tucky Allen is the workforce services specialist who will be working with us on trying to provide assistance for the hospital employees who have been laid off. Tucky will be coming to the hospital every Thursday for the foreseeable future to meet with people who have been laid off, but also workers who might want to take advantage of some of what they call dislocated worker services through the state. Haley Myers Dillon, M.D. : dislocated worker services through the state can help someone who's been dislocated or potentially could be dislocated. Haley Myers Dillon, M.D. : Essentially pay for their schooling to upskill to the next position so, for example, if there was a cna who said hey I really want to get my lpn and if I get my lp and I could work. um at a place in our community then those funds can help that person do that in order to get to access any of the dislocated worker funds they really need to come to the meeting at the hospital to fill out the paperwork to be to do an intake with the kansas workforce board so that's going to be happening every thursday If there are employers who want to hire folks who have been dislocated, there is also a different program through Workforce One that can help those employers offset the cost of onboarding new people. It's kind of a double-edged process. Both the worker has to be registered as dislocated through Workforce One. The employer also needs to be registered and have met with a business specialist with Workforce One prior to the person starting work. That is very important. the services and benefits that the employer can get is essentially offsetting some of their salary for their training period while they're upskilling to get to be 100% productive employee. There is a cap, I believe $6,000 per employee through per employee. But if there are employers interested in this program, they can reach out to me or reach out to Tucky with Workforce One. We want to be sure to get them connected. I've already talked with two employers who are interested in hiring dislocated employees from the hospital, and we want to make sure that they are able to take advantage of any of the state benefits that are available. I'll be in continuous contact with Tucky, passing the employer's information to him. And specifically, if people are looking to hire any specific position, if he knows what specific positions people are looking to hire, as he's talking with the dislocated workers, he can sort of serve as the matchmaker to say, hey, you have these skills, this employer is looking, let's see if we can get you guys together. for interviews and potentially placement. Our goal is to retain 100% of the people who are being laid off in the Pratt community, continuing to be members of our community. That has taken a lot of work to get all of that said and done. But with that, I'm happy to stand for questions.

Do you know time and place yet on Thursdays?

I believe it is going to be 10 to four or five. The hospital is supposed to be promoting those I asked about location and that was TBD. If anyone needs more specifics, they should reach out to me and I can forward your information to Tucky so we can make sure that nobody misses out on this opportunity. But it'll be at the hospital sometime, mid morning to he'll stay throughout the after over the lunch hour and afternoon to make sure we service all employees.

Good afternoon. So today I'm bringing you a hearing on the cell tower. This will be in the northern part of the county in the A1 district. I'll be just east of Byers. The STC LLC. Yeah, STC LLC. It's Verizon Tower. They brought this to the board. We had to do a variance on it because of the height of the tower. The variance was approved. We have a resolution for that. And then the, did you guys get the emails I sent you on the resolution checklist?

I call agenda item number four, which is on case number SU 2026-03. is for an application to establish a communication tire as special use in the a1 agricultural district and before i proceed is any of the board members need to disqualify themselves from voting or from discussing or voting on this case i don't either let the record show that nobody disqualified themselves so we have a quorum of all three of us present for this consideration of this case as a county attorney received any county clerk excuse me received any protest petitions on this case and has not proceeded to the next item did the planning board receive any comments from a city or anything on this case nope i ask the board members if they have received any copies we all received copies of the unapproved minutes of the planning board for july 20th 2026 which summarizes the hearing on the case i do yep we all did i'm going to call on the zoning administrator for a report and then ask applicant and any members of the public who wish to speak on this case they can find their presentation to new information not otherwise presented at the hearing and the board may also want to direct questions to the applicant staff or other persons present call on bj haynes to lead us in newport please okay

Okay. The applicant is STC Towers LLC. The request is for a communications tower and equipment. The application was received on 5-8-2026. The location would be Northwest 30th Avenue and Northwest 100th Street, Pratt County. The lot size is a 100 by 100 leased area for the tower, the fencing in the tower. And the purpose is for communications tower. For the adjacent zoning and existing land use, north, A1 agriculture industrial residential within 1,000 feet. South, A1 agriculture industrial residence within 1,000 feet. East is A1 agriculture industrial residence within 1,000 feet. And then west is A1 agriculture industrial residence within 1,000 feet. The background information, it's the applications for a communication tower, which is a Verizon tower. For factors and findings, what are the existing uses of their character and conditions of the subject property and in the surrounding neighborhood? Current use of subject property and surrounding area is primarily agriculture. What is the current zoning of the subject property and the surrounding neighborhood in relationship to the request? It's currently zoned A1 agriculture. In the length of time that the subject property has remained undeveloped or vacant as zoned a factor in the consideration? No. Would the request correct an error in the application of the regulations? No. Is the request caused by change or changing conditions in the area of subject property? And if so, what is the nature of the significance of such change or changing conditions? No, not within the area of the project. Do adequate sewage disposal and water supply and all necessary public facilities include streets access, and they'd be provided to serve to the use that would be permitted to the subject property? Yes. Will the subject property need to be plotted or replotted in lieu of the dedication made of the right of the way easements or access control or building setback lines? No, the property is not divided. Would a screening plan be necessary for existing or potential use of the subject property that's not feasible? Is the suitable vacant land or building available or not available for development that currently has the same zoning as it is requested? Yes, there's other land available. However, applicant would have to purchase the land or building not currently on the application site. If the request is for business or industrial use or of such use needed to provide more service or employment opportunities, there'll be more employment opportunities. Is the subject property suitable for the current zoning to which it has been restricted? Yes. To what extent would the removal of the restrictions, the approval of the zoning request, detrimental affect the property in the neighborhood? I feel removal of the restrictions would not affect the property in the neighborhood. Would the request be consistent with the purpose of the zoning district classification and intent of the purpose of these regulations? Yes. Such structures are permitted as for special use in the A1 agriculture district. In the request of the conformance with the comprehensive plan and does it further enhance the implementation of the plan? Currently, we do not have a comprehensive plan. What is the nature of the support of the opposition of the request? My office hasn't received any correspondence either from support or opposition against the request. This may be determined at the public hearing. Is there any information or there are recommendations on the request available from a professional person or persons with related experts which be helpful to this evaluation? We've received guidance from the Adam Jones law form on this case. By comparison, does the relative gain to the public health, safety, and general welfare outweigh the loss in property value or hardships imposed upon the application by not approving the request? Loss in property value and hardships imposed upon the applicant would outweigh the related gain to the public by not approving the request. And for the conditions, the applicant shall coordinate with Pratt County Road Supervisor for any exits, entrance, foliage screening to ensure to meet the right requirements. And any further construction will need to coordinate through the Pratt County Zoning Department and additional special use application will be requested.

Just so you know too, the resolution Again, that's all from Adam Jones. It contains several conditions in there. So if you do approve, the resolution is going to have additional conditions in it.

Okay. So I came here today to announce that Leanne Tilley is being promoted to our ISO 2 position. And so she's going to receive direct training on K2C's rules when it comes to the fiscal and procedural part of that, along with our comprehensive plan procedures and policies. And so she, what day was that? She received that on August 3rd, and it comes with a raise. So we follow the OJA pay scale. So it's like grade 40 step A, which is $31.77 per hour. And so I'm asking that she be moved to that pay scale at that starting wage. Effective, I guess it would have been during this payroll. Is it too late to do that during this payroll? No, no. No, we're good. It'll be on this upcoming chat. Okay. Yeah. So basically effective today for this whole payroll period. So I guess do you guys have any questions about that? So we're literally going to be training probably about two days per week and from now until whenever, until she eventually picks it up. So I know she'll do a great job. She's been really instrumental when it comes to our IT department and working with KDOC because of the Athena program. And at some point, I hope that she'll be ready to take on like an even larger position in the agency. And we'll just have to wait and see.

I was wanting to speak to you all today. I understand there was a proposal prior about adding some security to the courthouse, specifically the district court offices up on the third and fourth floor. I understand there's going to be some panic buttons installed. And originally the district court asked for four on the fourth floor and four on the third floor. I'm asking to see if we can either change the order to portable buttons as opposed to fixed buttons or add an additional two buttons. Currently, the CSO and I that work on the fourth floor, I go back to the jury room, which if you've never been called on the jury, there's a room back there. And I go back there a lot to conduct domestic mediations. And in the past we had a portable button and I brought it with me to show you guys what it looked like. And I would just take that with me in case something, if something escalated and I needed to contact the sheriff's department, these no longer work. But if we have the fixed ones at our desks, we would, I wouldn't have access to that when I'm in the jury room. We also have a station. in one of our outer offices where we conduct drug testing and we would like to have access to a button there as well just because sometimes that time gets heated um when we're speaking with our clients so that's why i came down to speak with you today i'm just kind of maybe a proposal change to what's already been approved as far well we've already approved it an email was sent out

I read it in. I want to make a motion for an amendment to the consulting service agreement addendum. This is with Beeler Consulting. It's doing the consulting at PRMC for us. This amendment to the addendum executed by the Pratt County Board of Commissioners to the consulting service agreement dated July 1st, 2026 by and between Beeler Consulting and Pratt Regional Medical Center is executed by the Pratt County Board of Commissioners as the party responsible for payment under the terms and conditions set forth below. all capitalized terms shall have the meaning set forth in the agreement and the July 27th, 2026 addendum and statement of work unless otherwise defined period. I'm just going to read it over. Number one, client and consultant have agreed to an addendum dated July 27th, 2026 for an interim CEO concerning the retention of an interim chief executive officer, by consultant for client. County supports the retention of the individual identified and recommended by consultant for the interim CEO position. County agrees to pay for the professional fees of the CEO pursuant to paragraph 7 and the expenses set forth in paragraph 9 of the interim CEO statement of work. Such expenses not to exceed $2,000 per month. County anticipates that a portion of these professional fees and expenses will eventually be paid by the client, that's BRMC, as other expenditures are reduced due to the placement of the interim CEO and consistent with other implemented recommendations of consultant. County may terminate its obligation to pay for the professional fees and expenses upon not less than 10 days written notice to consultant and client. Nothing in this amendment shall modify the terms of the original addendum. What we are doing is we are hiring an interim CEO for the hospital. We've agreed to pay for it until PRMC can. If you're going to ask us why we are paying for it and not PRMC, basically they don't have money. but we need to get somebody in there that knows what's going on that can get feet on the ground and try to figure this situation out because our only other option here folks is closing the door not having health care here in brad county and that's just not an option right now for us that's my motion to sign this is the second promotion it moved and seconded to approve the

And we also had 81 ballot styles. that they had to go. We needed more coworkers for a primary. So I would say we did really, really well.
