I'd like to call the meeting to order. We'll do the flag salute, and Tyson to have a few words.

3:10 – 3:22Speaker 5

I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.

3:23 – 3:47Speaker 2

A few reminders before we get going. Please state your name and title when you first begin speaking. Public comment was allowed to the extent that it's on topic. Persons participating via Zoom are currently muted. If you have a comment, please let Mark know via the chat function. Mark will then inform Chairman Trinkle who can take up the comment in a manner that doesn't disrupt the agenda. And if an executive session is needed, then we'll mute and turn off the video. And when we're done, we'll turn everything back on.

3:49Speaker 6

Heather, are you there?

3:49 – 5:48Speaker 1

I am. Can you hear me? Sure can. Okay, I have a couple things today. The first is the good news is the Sawyer pipeline is 100% installed. We met this morning with KGS and so the only part of the project left to be connect is the actual connection of the pipeline to the gas service provision. We believe that all of the ARPA funds that were funding the project have pretty much been spent. They're going to send me some accounting and I'm going to work with the KCC to try to get the project closed out. So that's good news. They didn't run into any kind of trouble there. Also, the city of Sawyer has requested that I attend their meeting tonight to talk about the neighborhood revitalization program. So I will be Zooming with the Sawyer City Commission tonight at their meeting. This is a special call meeting just to decide about neighborhood revitalization. So we'll get that taken care of. The last thing is you may be aware that there is a new owner of the Country Club Estates mobile home park. They are aggressively trying to make improvements to the existing housing that is there as well as bring in about two units a week to expand the amount of housing that's available there. I had a long conversation with the new owner who is out of state but does have some connections to Pratt as well as with DJ related to any incentives that they might be eligible for. The PADC met last week. I was not able to attend, but they will be meeting in a small group for the first sort of unveiling of the housing incentive grant here in the next few weeks with the goal of having everything ready to go as soon as neighborhood revitalization goes into effect after July 1st. With that, I'm happy to stand for any questions.

5:50Speaker 6

Heather, I talked to Preston's mayor, and they're not interested in it.

5:55Speaker 1

Okay, good. We can check them off.

5:58Speaker 6

I was called by you today, and Marcia never has got back with me yet.

6:04Speaker 1

And I also sent the email to the large buck and have not received an email back either.

6:12 – 6:32Speaker 2

Heather, I don't know if you're on the string that has the data, but if Sawyer's interested in their data, I sent that 2023-2024 data. It's fairly small. It's actually really small. I don't know if that matters to them. I can resend it, though, or let me know if you don't have it and I can provide it.

6:33 – 6:51Speaker 1

Sorry. Go ahead. I was going to say, I think that there is a particular property that they are interested in making sure is available for that, that would be more of a business-type property that is currently vacant in their community that they'd like to get filled, so they want to have all the tools in their toolbox for that.

6:51 – 7:16Speaker 2

Okay. And then on the mobile home part down there, I did talk to DJ about that too. So the way that Revite has always worked, I mean, so unless the mobile home is on a permanent foundation, it's taxes personal property, which is not under Revite. And so to the extent that the gentleman wants to take advantage of Revite, whatever is being placed down there needs to be put on permanent foundations for it to qualify for Revite.

7:17Speaker 1

That was my understanding as well. I think they're also going to probably be seeking something through PADC.

7:24Speaker 2

Just make sure we're on the same page. I've encouraged TJ to, if that guy wants to chat about accessing Rebite, to have that conversation.

7:34Speaker 5

Are the cottonwood trees affecting you?

7:41Speaker 5

You sound kind of under the weather a little bit.

7:44 – 8:02Speaker 1

Not coming to your neck of the woods with the cotton. Heather, have you heard from Township 12? No, has Tyson? I did hear from the airport authority and Dee had all the information that she needed for their board meeting last week. I've not heard how that meeting went. I think it was last week or today. Tyson, do you remember?

8:04 – 8:15Speaker 5

I think it was last week. It was last Monday. Last Wednesday, I think. Because I reached out to Mark McManaman and he said he was going to bring it up to the board.

8:16 – 8:28Speaker 2

I have it. HEARD MORE FROM THEN. I DON'T KNOW WHEN THEY WERE MEETING TO DISCUSS IT. THEY WERE GOING TO DISCUSS IT GENERALLY AND THEN IF THEY WERE GOING TO TAKE ACTION, PUT IT ON THE CALENDAR. AS FAR AS 12, I HAVEN'T HEARD ANYTHING MORE THAN WHEN I SENT YOU DATA.

8:29 – 8:43Speaker 4

I RESPONDED BACK TO HER ALSO IN JUST SAYING THAT, YOU KNOW, IF THEY WERE GOING TO PARTICIPATE, IT WOULDN'T, YOU KNOW, NEED TO BE QUICKLY. I MIGHT JUST SEND A FOLLOW-UP EMAIL BECAUSE THAT WAS THE ONLY TOWNSHIP THAT REACHED BACK OUT TO ME. SO I'LL SEND IT OUT.

8:43 – 8:57Speaker 2

JUST SO THE PUBLIC IS AWARE, AS FAR AS THE DATA, I mean, 12 was the biggest to get on board. I think everybody else is substantially under 10,000 a year, but they want to participate, welcome participation, obviously.

9:00Speaker 1

I suspect the airport voted to go forward because Dee was asking about some publishing dates.

9:10Speaker 4

And it The June 1 deadline, is that what you guys decided?

9:14 – 9:36Speaker 2

We just want to try to have everybody having their meetings where we can potentially at least get it mailed off before July 1. So I know some of the meetings that have been scheduled are the second and maybe even the third week of June, which I don't do what we can do. So I'll get it up there as soon as I can get it up there.

9:39Speaker 1

Thank you. Thanks, Eric. Thanks, Eric.

9:45Speaker 6

Doug, you ready?

9:46 – 10:00Speaker 3

Or are we ready? Ready is up. Oh, I don't have anything. Little rock the boat today. Here's a road crossing for SC Telcom.

10:04 – 10:21Speaker 5

Take a motion to approve a road crossing for SC. SC Telecom for Southwest 50th Avenue. Looks like it's running to a residence. 40010 Southwest 50th Avenue.

10:21 – 10:48Speaker 6

Second the motion. We're moving in second. We approve a road crossing for South Central Telephone in Southwest 50th Avenue. All in favor say aye. Aye. Opposed, same sign. Motion carried. They can dig across your room.

10:49Speaker 3

No, they'll bore.

10:54 – 11:07Speaker 5

Well, who knows what's laying around. Somebody told me about that this morning. Yeah, yeah.

11:07 – 11:23Speaker 3

Yeah, really? Yeah, I don't know why you can't notify somebody when you see him working. Yeah, I know.

11:23Speaker 5

He's going to keep my mouth shut.

11:25Speaker 3

Yep. Oh, you want to take a copy of that?

11:27Speaker 4

You don't mind?

11:28 – 11:44Speaker 3

I don't. Also, I, Tanner. Tyson. Got this last week. Contract for Scope Engineering Services with us and Kirkham and Michael for the bridge.

11:45 – 11:56Speaker 5

I'll make a motion. We sign the agreement with Kirkham and Michael for the bridge just west of Turkey Creek.

11:58Speaker 3

I think there's only one spot to sign on the last

12:06 – 12:19Speaker 6

Been moved and seconded to sign the contract for engineering with Kirk and Michael on the bridge west of Turkey Creek. All in favor say aye. Aye. Opposed, same sign. Motion carried.

12:21Speaker 5

We're not starting.

12:25Speaker 5

After fall harvest and everything.

12:27Speaker 3

I thought it was going to be earlier, but in true fashion, something that always gets pushed back.

12:34Speaker 5

Well, I just... To go around that is a long, long.

12:39 – 12:51Speaker 3

Yes. Well, I was fighting with being done for a test. You want a copy of that, too?

12:51Speaker 4

Yes, please.

12:52 – 13:35Speaker 3

I'll just let you. I'll find you later. Where was I at? Oh, driving around it. Yes. Yes, I did think they were going to try to fit it in between wheat and fall, but that somewhat concerned me because everything takes longer, it seems like, and I figured, oh, they'll get into fall, just wait. And then due to their own circumstances and obviously KDOT's involved in this and that, and they thought they would get better bids to push it out a little further. I think that's happened a few times with

13:36 – 14:09Speaker 5

things so it ended up being like December possibly so and that's fine I need to get a hold of them on the sewer pond and see where we're at on that I thought we were ready to go for it I don't know who you're working with or I'll remember his name you have to go back to my emails We work with them on so many things.

14:09Speaker 3

That's why I just about called Tyson Tanner for a minute, because I just got off the phone with him about 90th Avenue. So we're progressing with that.

14:20 – 14:44Speaker 2

I did respond to the fellow Chrome UP and let him know that he needs to look at the statute. So we might be coming back here at some point about vacating County Road. If I hear back, I'll have you come in and let the commissioner know what we're talking about. If I don't, then we'll see.

14:45 – 15:11Speaker 3

Yeah, it's 20th Avenue, east of the plant. So, well, got those signed. Yeah, 90th and what else? Started summer hours today, so the guys will be gone at 3.30pm. 7 to 3.30. That's about it. Got anything for me?

15:12Speaker 6

No, I don't. I don't.

15:17 – 15:58Speaker 3

I do want to bring up, I guess, quickly. I'm having some issues with the money box drop box at the lake. so it broke into or well not broke into it stays locked but there's i believe there's a way to fish it out oh okay envelopes and stuff because there's no divider like a mailbox or it's homemade been that way for a hundred years but that don't mean it's foolproof so i think somebody's but anyway i got with amy we're going to order kind of more of a lock mailbox thing that

15:59Speaker 6

is designed to flip.

16:02 – 16:14Speaker 3

We hope, yes. I swear if somebody comes up with another way of doing something, but we're going to try this and see if we can eliminate some sticky fingers, maybe.

16:16Speaker 5

He said he had every spot was taken over the weekend. I only had four payments, so that's not just somebody camping without paying.

16:25Speaker 3

No, no, no. I mean, I'm used to maybe missing one or two, you know, just the way, but not that.

16:34 – 16:47Speaker 3

Not that much, so. It is, if you look the way it's designed, and like I said, it's just homemade, but you can see through the saw and the envelopes, I think they're, what they say, I think they're fishing them. So.

16:48 – 17:02Speaker 5

Nice, if you just had Like at the state park, you pay and then you get a sticker. You have to put it in your window that faces the road of your campus.

17:02 – 18:05Speaker 3

We've got a duplicate sheet. They can pull that off and put it in their window. It's just a fact of... I don't think it's there anyway. They might have their piece of paper, but... Yeah, so I think I mean, there's, I've been brainstorming with a few people, but there's no, there's no internet out there. So, and there's no, as far as a camera system, there's no, it's a long ways from the building. There's no power right there close. I'd have to put, get power if I had it, or if I went with a solar camera, but then you're talking about checking it. And I really think just a simple camera, somebody just spray paint the lens. I mean, it is just, Yeah, there's so many things that can happen out there. I think I'm just going to try to update the box and go from there and hope we can leave.

18:06Speaker 6

Good starting point.

18:07Speaker 3

Yeah, because the rest of it's to get power. It's just all going to be, I think, more money than trying a different box. Yeah.

18:18Speaker 3

But if you have any questions, give me a holler. But that's what we're going to try first.

18:27Speaker 6

Sounds good.

18:28Speaker 3

So I'll let you guys go.

18:30 – 18:41Speaker 6

Thank you, Doug. Tessie, you got anything? Besides what you talked about earlier?

18:41 – 19:03Speaker 4

Nope. Nope. That's it. Oh, um. The sprinkler stuff. I don't know if you guys want to do anything about that today or not, but it's in there. I think it's on the green map.

19:03 – 19:18Speaker 6

Yeah, I didn't know. In a dream, you wanted to read big stuff. Why is the tide? It's been out of time.

19:19 – 20:00Speaker 5

Bet it's not going to change. No. The score in 3,000 CR services is 24.4. We need 23,370. That's for both. Well, one of them was 15, 180, and the other one was 15, 562.

20:01Speaker 4

Oh, is it? Oh, yep. The courthouse is one.

20:06Speaker 4

The sheriff's is another. So that grand total, he's right, that grand total is on the back.

20:10Speaker 6

But that was for spraying over the walks.

20:15Speaker 4

One of them was spray over walks.

20:18Speaker 5

One of them was just for spraying over the walkway.

20:21 – 20:34Speaker 4

Right. They have it separated out. So like that 15-180 is just for the courthouse. And if you look on the backside, the sheriff says 8-191-25 for a grand total of 23-370. Yeah, yeah, yeah, yeah.

20:35Speaker 6

And then the other one, it's 26-something. Yeah, yeah. I don't know what matters if it sprays over the sidewalk.

20:45 – 21:06Speaker 5

No, because we're not going to water during the day. Yeah, no. So you mean 23, 372 is the cheapest? Would you like to use it? Not for a couple months. You want to look them up?

21:07Speaker 2

I mean, are you guys going to go something other than the lowest bid? I don't I don't see any sense in it. Do you Tom?

21:15Speaker 6

Yeah. I'll make a motion to have any lawn scapes

21:39 – 21:52Speaker 5

being the irrigation system for the courthouse and the sheriff's office for $23,372.13. I'll second the motion.

21:53 – 22:13Speaker 6

I move and seconded it. Do we have any non-stakes? The sprinkler system in for the courthouse in LAC for 23,372.13. All in favor say aye. Aye. Opposed, same sign. Motion carried.

22:17Speaker 4

Level improvement in courthouse.

22:21Speaker 5

Probably capital improvement. It'd be a pretty big hit to the courthouse, wouldn't it?

22:28Speaker 4

Yeah, well, depending on what the rest of the year looks like.

22:32 – 22:43Speaker 5

That's what I'm worried about. Something else may really happen.

22:50Speaker 6

Anybody have anything else? Hudson?

22:53 – 23:13Speaker 2

I'd request approval to hire First American Title to do this Title work on the tax foreclosure at $200 a track. And right now, I think we have 23 tracks. That number might change, but that dropped significantly from when she sent out the letters, which means that people came in and got at least up through 21 paid.

23:14 – 23:35Speaker 6

I'll make that motion. I'll second it. We move and second. We hire First American Title to do title work for the next tax sale. All in favor, say aye. Aye. Aye. Oh, same sign motion, Jerry. That's all. Susan, you got anything?

23:36Speaker 7

Thank you for asking.

23:37 – 24:06Speaker 6

We pay the minutes or pay the minutes. We approve the minutes. I'll make a motion we approve the minutes from May 18, 2026. All second. We're moving seconded. We approve the minutes from May 18th. All in favor say aye. Aye. Opposed, same sign. Motion carried.

24:14Speaker 5

You can pay then. I mean, that's, I don't know, that'd be awful expensive. Well, that's fair.

24:26Speaker 6

And we can waive it to do the vouchers because Tom's going to sign all of them.

24:30Speaker 5

Yeah, I know. You weren't here last week.

24:32Speaker 6

You weren't here last week. We had a ton of them.

24:37Speaker 6

We said we'd get back at you.

24:41Speaker 4

He's probably thinking it was worth it. Thank you.

24:49Speaker 5

I'll make a motion we approve the vouchers. Second that motion.

24:54Speaker 6

Been moved and seconded. We approve the voucher. All in favor, say aye. Aye. Opposed, same sign. Motion carried.

25:16Speaker 5

Have you heard that the state changed their health insurance from Blue Cross? That was a big blow-up.

25:27Speaker 6

But you had it where you could take either one.

25:33Speaker 5

Well, Blue Cross had such a big increase that that's a billion-dollar policy. The state was going to.

25:42Speaker 4

14% on that is.

25:43Speaker 5

And they were looking at some other company. So I don't know.

25:50Speaker 4

I haven't heard.

25:54Speaker 6

Let's see why they're in America.

26:02Speaker 5

Well, that's a little big enough. You probably didn't overuse it, did you? Sure. That's probably why.

26:20Speaker 6

We're crossing it, making up money off of it.

26:40Speaker 5

Good insurance, but if it keeps going up, you're going to start losing some people.

26:48Speaker 6

I can understand that.

27:15Speaker 5

We lost files from the city. We don't have to ever reclaim or whatever.

27:21 – 27:32Speaker 4

We have six right now. If another person files in, that question will be in the front.

27:36Speaker 6

Let's see where the city is going from the 1%.

27:40Speaker 4

They have not submitted that to me yet.

27:43Speaker 5

The deadline's coming up. Put it on the ballot. Now, is that on the November or is it on the August?

27:49 – 28:02Speaker 6

August. Maybe they'll miss the deadline.

28:03Speaker 4

I'll reach out.

28:06Speaker 6

No, you don't need to.

28:12Speaker 6

Yeah, we can't vote on it. We're living out in the country.

28:18Speaker 5

It's the city people.

28:25Speaker 4

I know. I'm going to go back at Mary here.

28:32Speaker 7

You need to do a lot of educating.

28:34Speaker 7

There you go.

28:42Speaker 5

My thoughts. Sorry.

29:04Speaker 6

I'll just put it right there.

29:07Speaker 4

Yep, yep, that works.

29:08Speaker 6

I'll get this extra piece of paper out of the way.

29:17Speaker 5

Do you think your puppy's a miniature?

29:19Speaker 7

Supposed to be. We have to get a bigger dog door down. That's what I thought was a miniature. Yes, I saw the parents.

29:28Speaker 5

When you posted pictures of it, I was like, oh, that's a mini one now. Maybe he missed that gene.

29:38Speaker 7

Something went wrong.

29:39Speaker 5

Got big paws?

30:10Speaker 6

Very many. There wasn't a whole bunch there. No. Yeah.

30:30 – 30:42Speaker 5

Sit down and take Mark's test. Told me I had six days. I don't want him knocking on my door. Anybody have anything else? Can't hear you over such as drilling. I'm telling you.

31:09Speaker 6

He was probably hoping for a longer meeting today.

31:11Speaker 4

It's actually not been too bad.

31:15Speaker 5

At least they have ACF. It's a good thing to hang out down here. Yeah.

31:18Speaker 4

Very cool. That helps.

31:21Speaker 5

I'll take it. Move in second, move in third.
