Okay. I have just really three things today. The first thing is the PADC met uh week and reviewed an incentive application. The applicant did not actually qualify. So, they are being informed of that. The housing incentive grant is going to be rolled out as a soft launch in June with some local contractor meetings to coincide with the neighborhood revitalization um timeline of July 1. also reached out to Tyson and said I will be happy to assist with some of the smaller entities getting them um on board or offboard making a decision on if they're going to be part of the neighborhood revitalization program going forward and participate in whatever meetings we have. The last thing is because I've been getting a lot of questions um about House Bill 2043. Uh the governor just received the bill today. So, while it's been 10 calendar days since the bill has actually been passed, she just received the bill today. So, now her this is when her time frame to make a decision begins. So, with that, I'm happy to stand for any questions.
That was my question, Heather. She got it today. Okay. Does she have 10 days? Yes. That include weekends? Um, it does include weekends. Technically, I don't believe it actually includes the day that she receives the bill. So, it actually the 10 days may start tomorrow. There's some debate about that, but she got it today. Worst case scenario, 10 days would start tomorrow. Uh on the housing development thing, we're trying to set up a meeting, but I don't know if we'll make that June 1st date. July or July?
Yeah. Is it July 1st now? Okay. I mean, so I've you've been in the email chain, sent out multiple emails. I sent out a deal. I'm still not getting a response, but I do see they want a joint meeting.
Yeah. So on that note, Heather, it looks like the city has requested a joint meeting and so if we can get that scheduled in pretty short order, then hopefully we can start moving the ball. But if you want to go ahead and start reaching out to the smaller taxing entities to gauge their interest or see if they want to participate, nothing's prohibiting you from doing that. I will uh reach out to the folks that I worked with on the ARPA funding at the at the smaller cities, those clerks to see if they are interested. And just for my for my memory purposes, I believe Sawyer did not participate last time, but the but IA and Preston did. Is that accurate? Do you know?

Hello. Good afternoon. I'm Britney Noatne, the executive director at the Vernon Philly Art Museum. I'm Emily Stefan Smith. I'm the grants coordinator museum.
We have a short presentation for you. First of all, we really just want to appear before you today to say thank you. Your $5,000 donation in form of the membership each year. Uh that's extremely helpful to us. Um 75% of our funding, 50% comes from membership. The other 25% is our annual fundraiser and donations and the remaining 25% comes from earned income. Um and so really this community is just so important to us and the way that um you support us really helps us a lot. Uh we'd like to kind of give you a quick presentation on some of the impact data that your funding enables. Um and then we'd like to respectfully request that you consider to renew your membership again this year. And if you if it's possible to consider a 5% increase to that $250 to kind of help offset our rising costs in terms of our staff and our technology that are um I think like everybody costs are rising. Um, and so we have just some we've provided a packet with kind of the different programs that we host. And in the past couple of years, we've really expanded our free and open to the public programs and our second Saturdays. We're reaching a lot of families through that program. We also have a senior day that's been really popular that we do quarterly and we see all three communities kind of turn up for that as well as a lot of seniors from throughout the community that come and really enjoy that time in the art museum. And let's see. Do you want to kind of go through some of the programs and then Sure. If they have questions, we can put that as well.
As Britney said, um this is our second full year of the second Saturday, which is free to families. I think we've gotten a lot of people come into the museum that um probably maybe haven't come in before, but they've come in do a craft together as a family. They get to tour the exhibit. That's been really successful. We reach so many area students. We reach about 12 over,200 students every year from the schools, Skyline, Pratt. Um we've even started going to the Punningham schools and other area school districts and um one of our goals is to expand keep expanding to the area other area schools. Um we also work with the homeschool cooperative as well and the library to help um do both in-classroom education and bringing the kids to the museum itself.
Mostly work. Yeah. Yeah. Yeah. And uh we've also worked with Pratt Community College some to kind of partner and bring um some different strengths to those educational programs. We there's a photo here of the ceramic quilt they did last year with Tyler Dallas at with the high school students. Um and one thing we did new last year was actually with um the rec department. We partnered with them to offer a summer youth camp which we had never done before. And we had 40 students. It filled up right away. We're we just advertised it. I don't know if you guys get the flyers from the rec department, but it's on there again this year. So, we're already almost full. Yeah, they're already almost at old. Um, what am I forgetting?
That's excellent. Yeah, I think um as Britney said, our costs are kind of rising, but we do have a extremely wonderful group of volunteers in the community that help sustain us and there's we've tried to feature them here like all the different committees that they do that they serve on and the ways that they help support our mission. Yeah, we have a a board member serves as a chair of each of the subcommittees that we run. And so it's just a really neat way. There's so much ownership in what we do at the museum. It's always a team and every committee, it's a team across every event. Um there's different I mean all the way from the crouches through the KURS, I mean there's just folks from every age demographic involved in doing what we do. So it's it's very much owned and operated by the community, which I think makes it really fun and successful for everybody.
Yeah. And um there's some pictures here of our Phillyfest. So when they used to we do the art walk downtown, we've sort of taken that over and provide and continue to provide that for the community and um having free street fair for families to come see different performing artists. We've had Mark here before. You're great musically fest, great musicians. Um, so yeah, we just keep trying to expand our programming and reach new folks and um, a lot of that is free or lowcost programming so that nobody feels like there's a barrier to the arts. And so
yeah, and that that impact number about 8,000 overall visitors went up a little over 200 people in this past year. So we continue to see that grow. We continue to see those numbers be on top of 30% from outside of the region. So we know we're bringing a lot. Um we continue to do a lot of tourism efforts with Visit Pratt and with um all the museums. So we have kind of a collaborative group, the four museums. We meet monthly. Right now we're working on a float for the Miss Kansas parade. They're bringing the Declaration of Independence um exhibit coming up in September, October with the America 250. So we're all kind of partnering to put together a float about that and been doing a lot of cross promotion of the four museums together and that seems to have worked really well. and we'll be doing a collaborative show um of B29 airplane nose art. Um we're producing some really neat um aluminum images, reproductions of the nose art and then that'll be on display at the Philly. We'll have a public lunch and learn. Mark Martin has done a great amount of research. It's been really fun to work with them. And so yeah, anything we can do to, you know, bring the doc population from Witchaw to here to see those things has just been a really a really neat partnership. So um just kind of let you know of a couple events we have coming up. This Saturday, the 25th, we're open 10 to 4. We actually have Wendy Row, who's a one of the gravel racers. Um, and so she's got a really great photography exhibit. You know, we worked a couple years in advance to schedule that so that when the gravel racers come to town, they can come through and see a fellow photographer in the museum that day. That's been a neat way for us to kind of work together. And on that same day, we have the Pratt High pop-up exhibit, and they're going to have their closing reception. So, you can come meet the students this Saturday at 2 p.m. And we'll also be out at Sixth Street Park at the same time doing the kids fair. So, we'll be in three places at once that day. That's pretty typical. We love to do that.
Um, and then coming up on May 1st, I'd love to invite you guys. I brought some postcards. We have an opening reception. This will be bringing artists from as far as Hayes and Nebraska and a lot of local artists. And these are just fun opportunities to hear right from the artists and hear what they're doing. At the same time, you could see our young artist display. Um, I guess we could pass those down the line. And so you can see each month there's a different young artist in the museum giving a student an opportunity. And let's see, we also have May 2nd we'll be working with the Bixler's Art Barn out at Mayfest. We'll have a booth. And then our annual meeting is on Tuesday, May 5th at 5:00 PM. So if any of you can attend that, I'd love to the opportunity to report out some more of this impact data about the past year and what our members have made possible for the community. And love to invite you. The the board has also uh had a task force that's working with an architect named Anderson Knight and they've hired them to work on some long range planning about facility expansion because as you can see we've kind of outgrown some of our you know things have been so successful that we just need more space for art classes and um so love to invite you to that our annual meeting on May 5th and you can hear more about that process and if you have any questions we'd be happy to answer those but I know your time is tight. I didn't know if you all had a chance to really priorities through the information wanted to do this and every executive session ask questions or you just want us to I think maybe starting open if we get to a point where Ner then I'll turn it over. Uh so since we were here last time uh we've been a little more uh homework. We did have a structural engineer come and we do have the engineering report. Once we got that back, we um hired an appraiser to come in and we just got the the appraisal back last week. So, uh, taking those things into consideration and the fact that I think there was an insurance payout on, um, on the roof back in 2023. That's how we approached our bid. So, um, I put that in an email last week. Thank you. Yes.
Uh, do all of you have access to those documents? And if you've had a chance to look at them, we would love to answer any questions you might have. You should have all those in there, too. All out. And the only question I got, and maybe it's for the attorney more than anybody, is this is an abandoned street, right? Abandoned alley. Does this include vac? Yes. In the legal description, there'd be a reference eventually to the vacated alley. So, you're coming all the way up to I think there's three on each side here, right?
Correct. Yes. So I think four through nine would be the one that's you're pointing at right there. Yep. And then number nine's the kind of curves around in an S curve if you That's right. Yeah. But vacated it just goes have to each side of the vacation. Yeah. In my letter I just didn't add that extra sense with regard to the I got it. I figured it was vacant. I'm pretty sure. I will say you guys did a very good job.
I mean, the professionalism of the report, the appraisal reports saved us money having to go get an appraisal. I mean, we would use the same.
Well, we needed a structural engineer to let us know this wasn't just crazy. So, we had to do some due diligence on those two things anyway. Yeah. And of course, we needed an appraisal for for the banker back behind us. So, are you adding on to this building or just I don't know. They kind of want us to honestly, but I'm not sure. We have chosen I'm just curious. Yeah, we've chosen an architectural firm and after looking at how fast we've grown, they've actually recommended that we would add on. That is not necessarily in our plans or budget at this time, but it it could be a possibility.
That's good. I just thinking of the parking here. Oh, it would. Yeah, I know. There's not much parking there, but we would, you know, I think we could get rid of some of that backyardish area if we wanted to uh to uh expand or there's even if you came by foot out of the front, was that one of them? five or Yeah, we would probably come as far out as we could legally, you know, and expand the parking area. Yeah. Yeah. There's some there's some grass there. So, we could expand that just a little bit and we could even bring our
footprint of the building out by foot and give us a little more room if we wanted to, but I don't know that. We have to look at plans and everything, but I didn't know if you looked across the street if that were even for sale. It hasn't been. It almost looks closer than this out here across the street south or east. Yeah, I don't know. This is so close to the hospital. It just works really well for us. Yeah, sure. Um, yeah, I think the architect has this having like 34 parking spaces out front in their design. They're going to remove
right now. Same. Yeah. Yeah. I haven't talked to either one of these guys yet, but what I'm worried about, and this is long after I'm gone, somebody else sitting here 30 years down the road, would you guys entertain that the county gets first buyback
like a right of first refusal? It is it had been a thought I had had that they would probably ask about, but I don't know that I'd relate that thought to you all. Um, I don't have a problem. And I'm not, you know, the building's a building. I'm more worried about the the vacant lots, you know, as the hospital grows or we don't know what's going to happen. I don't have a crystal ball, but I I don't want to tie somebody sitting in this chair. I don't want so to speak. And I'm not saying it's a deal killer. I just wondered if if that was a possibility. Can't think of any reason that wouldn't be.
The big picture concern is it's always been the desire of the county, at least as stated to me, to maintain a medical campus on all of that ground. And so 25 years from now, you guys want to go somewhere else or do something else. We don't want a grocery store there or Dollar General or whatever else. Whether the county with all the upgrades is a whole different story. It just gives us that optionality. Yeah. I don't have any problem doing that. I don't either.
So that just so the public's aware of the process for moving forward. Um to use our resolution, the commissioners have to make a finding of special circumstances. Once they make that binding of special circumstances, we would publish notice of a hearing on a future date that gets published three times. That would include the name of the purchasing entity, the purchase price, as well as if there's going to be any additional things like a right or first refusal. We'd then have a hearing on it that's open to public comment. And assuming that all goes well and they want to move forward, they would vote to move forward. We'd execute a regular contract at that point that has all the contract terms. Gives you right to go get title and make sure you guys are comfortable with the title and all of that.
That's kind of what it would look like moving forward. And I do want to state we have talked to the hospital. They're fine with this. We have talked to our hospital board and they know about it. Yep. Yeah. Uh, do you guys want to talk about this later or I'm fine with it? I'm fine with it. Well, that's Do you have anything to add? I don't have anything to add.
I see where you came up with your purchase price and all that stuff. It's pretty black and white. you might let everybody know what to do. Yeah, formed yet. Great question. So, we are getting close. Uh, we've got a good draft that's being discussed by the potential member owners and I think that all is pretty much set in stone. I think there's a few details. We have a meeting set, not this week, but the following to hopefully knock out the rest of the details. So, I'd imagine the landowning entity would be created hopefully next couple weeks. I guess specifically the special circumstances consist of the following. protecting protecting the community's access to primary care physicians by providing necessary space for the expansion of the PRA family practice LLC and protecting the counting neighboring property interest through a sale to a health care provider that will use the property in a manner that is consistent with the county's use as a medical cannabis. We'll second the motion.
