Public hearing with respect to the adoption of a proposed resolution authorizing the provision and administration of Project-Based Section 8 Vouchers at Ansell Apartments by the Norfolk Redevelopment and Housing Authority.

The proposed resolution may also authorize the provision and administration of Project-Based Vouchers at other affordable housing developments in Portsmouth by other Housing Authorities, subject in each case to express approval by the Portsmouth Redevelopment and Housing Authority.

Public hearing pursuant to Virginia Code Sections 56-575.17(B), 15.2-1800, and 15.2-1813 regarding the proposal submitted by Ripley Heatwole Company, MEB, and their partners under the Virginia Public-Private Education Facilities and Infrastructure Act of 2002.

The proposal is for the construction of a new City Hall and Parking Garage on the former site of the County Street Garage at 220 County Street (the "Property"); and the potential conveyance of real property interests in the Property by the City in furtherance of the project.

(a) UP-25-16 WEST CRADOCK - Resolution granting the request of Community Housing Partners for a Use Permit to construct multi-family dwellings.

The project is on approximately 2.3 combined acres located at 2216 and 2220 Waldron Ave in the Multi-Family Urban Residential (UR-M) zoning district. The properties are owned by Portsmouth Afton Square LP. The Future Land Use Map of the Build One Portsmouth Comprehensive Plan designates this property for low to medium density single-family residential. Planning Commission recommends approval with conditions. (Electronic Roll Call)

(b) UP-25-17 PRENTIS PLACE - Resolution granting the request of C. Nesbitt for a Use Permit for the development of three townhouse units.

The project is on approximately 0.16 acres located at 1607 Prentis Avenue in the Multi-Family Urban Residential (UR-M) zoning district. The Future Land Use Map of the Build One Portsmouth Comprehensive Plan designates this property for Mixed-Residential uses. Planning Commission recommends approval with conditions. Adoption of an ordinance accepting funding in the amount of $33,235 from the Virginia Crisis Intervention Team Coalition.

The funds are appropriated in the FY 2026 Behavioral Healthcare Service Fund for use in furtherance of the Portsmouth Crisis Intervention Team program.

Adoption of an ordinance accepting $4,250,000 from the state general fund.

The funds are appropriated to the Sewer Pump Station Improvements project in the FY 2026 Capital Improvement Fund Budget for sanitary sewer pump station upgrades.

Adoption of a resolution authorizing the Norfolk Redevelopment and Housing Authority to provide and administer Project Based Vouchers at Ansell Apartments.

This is in accordance with Section 36-23 of the Code of Virginia.

Adoption of a resolution authorizing the negotiation of an Interim Agreement pursuant to the City Hall/Parking Garage PPEA proposal.
