Good morning. Good morning. Welcome to the uh storm water management board 26 2025 meeting. Um we'll start with the agenda drainage board cases. Well, good morning. Uh we only had one case to present to you today. First case is Nco case number SM25 0013. Uh this is Nesco is proposing to install a wood utility pole with down guys in our easement. Part of their Viper project along Lmberg ditch on the west side of the grave road north of Stone Avenue and then again Lmber ditch on the east and west side of Hamstone Road. um met before the swab Mexico made their presentation and the storm water advisory board approved unanimously recommending that this be approved. [Music] Any comments from the board? Entertain a motion

1:39 – 1:56Speaker 1

we approve. Second. We have a motion as well as a second for approval. All those in favor of of of For all those in favor say yes. I get it right.

1:54 – 2:39Speaker 1

That 3 weeks has been uh seems like 3 months. U motion approved. I apologize for that. Go ahead. My next item SM250014 is a NICO case. This time the gas they were not present at the meeting. Therefore, the motion of the item has been tabled and they will they're being asked to appear at the next slot. So, there's no action taken. Okay. Agenda uh storm water uh management board claims [Music] before you for approval. Recommend approval. Uh you want to read those off?

2:37 – 3:41Speaker 1

Sure. for the record work for Cornell dish $4,855 work in field zone subdivision which is progressing quite nicely $256,5.98 [Music] small work in Henderson ditch for $400 and no sense ditch $250 and no sense Liberty Miner $750 and no sense Meadow Glenn subdivision $16,568 and no cents. Pleasant Township Martin Ditch $5,500 and no sense. Reed's ditch $34,815 and no sense. And then various ditches. We're doing our annual herbicide herbicide application 48,876.99. small project in Windows for $4,715. [Music] Motion to approve.

3:40Speaker 1

Second. Right. Go ahead. Motion for approval as well as the second. All those in favor say I. I. Those opposing sign.

3:49 – 5:31Speaker 1

I just have a quick question. On the smaller gallery house, what are they billing for? Like for the 400, the 400, the 250, the 750. What are those? I can't ask answer that specifically, but usually maybe it's a sinkhole or it's a repair of a pipe or an inspection or something. It's typically maintenance. Director's report. Um, very little except to say that Chelsea Gordon is scheduled to return the first school week this September. We look forward to her return. Um, that's about all we have for you. Here's your report. I've got Chris with me here today. as Martin is at a very important nursing meeting because we talk funding for projects. So Chris De Antonio, our project manager is here to run through the report for you. Okay. Some changes from previous report. Uh bridge 80 is complete. Bridge 110 is complete. Bridge 109 on Lindberg Road is currently on schedule. Uh deck for probably next week the week after. Uh bridge 98 is on schedule approximately about 2 weeks ahead of schedule. Uh CR50 East road closure that was a total bridge that was closed uh the inner uh roadway that is back open and then also the small structure on Brumit uh just north of 1400 that is open as well. That was a CMP replacement. [Music] Is there any updates on the closure of 149 at 8:50?

5:28 – 5:54Speaker 1

Our understanding that this week is scheduled to be open checked with the project engineer on the job in I checked with the in construction area engineer and they both indicated this week sometime. Great news. Is there anything else you'd like to add?

5:52 – 6:35Speaker 1

Uh the only other thing would be bridge 132 on 200 West just uh south of Route 6. We are currently uh getting the uh scope from United Consulting for design of the boxings. I have uh been in contact with a supplier to get those accelerated hopefully so we can get that bridge. Again, everything is depending on foundation evaluations and tech foundations from the 1923. So, we're going to try to do some work in the house with the bridge crews to get that up to par and then hopefully get that going. Are we are are we certain that we understand the full extent of that?

6:33 – 7:15Speaker 1

I think at clarity what Chris said, I think what we want to do, we want to bring United in with their expertise as you were writing inspection. Okay. I think we feel confident if the end peers are uh adequate enough to continue that we could order the beams, have them installed and redecored [Music] is the satisfactory condition of the two end gears. Like Chris said, some of it was built in 1923 and I think it was modified and what was 75 1975.

7:13 – 7:56Speaker 1

So we want to get an inspection on those to make sure where our next step is because if those are not satisfactory then we got to do a whole replacement of the peers of the substructure and we may be coming back at it closed for more than a year in that case. Yes, it could. But we're working on every avenue that we have to replace here. If all we got to do is structural repair, not replacement in total. Correct. Then we could possibly still get that open hopefully later this year. Do we have any other bridges that were built at that same time or that same was it 43?

7:53Speaker 1

40 about 48. And have we taken a hard look at those those bridges since

8:00 – 8:52Speaker 1

last year? Here we did our inspection, our yearly inspection. So, but again, we're kind of looking at especially major. I think what the issue with this bridge was is uh 149 was closed. Uh, of course on Robbins Road, everything was being forced to 200 West. Of course, you got construction going on on 700 with the Niscoco stations and then also you had construction from State Route 6 to 700 at that time doing some underground. So, I think a lot of the traffic was just taking 200 westbound and not really paying attention of the, you know, truck and they were just using that and coming across 700 or going 149 and then taking that south to avoid stopping. How what could we have done in our to avoid something like that happening?

8:50 – 9:20Speaker 1

Uh, it's something you can really stop honestly. It's it's really maybe trying to monitor with maybe police. That's really the only other issue, you know, item that you could have did, but um I think maybe to answer Commissioner Gman's question more direct is um staff, myself, Martin, and uh and Chris have talked about what kind of inspection should we do on these 48 in the future? That's what I meant.

9:18 – 10:36Speaker 1

We can take a look at things such as deflection, how much they're deflecting. They have precise instrumentation that we can lay on there. Um, the problem with them is is they're think square hollow concrete box tubes and then they lay them down, put them side together, put a rod in, we hold them tight and then they just tape over the top of them, open the table over the top, you can't see the top of that beam crack. So in some cases where we feel sometimes you see leakage underneath on the bottom of the knee, that's an indication, but not always. Uh in some cases we can we talked about doing deflection measurements. We talked about uh scarifying the surface up on some of the older bridges and actually exposing it which is very costly but probably the only way you're going to find out. And eventually these beams will probably be phased out but they got our attention and we're going to be putting that in our program and we're kind of not that right now. Well, given the the age of those structures, I mean, we're really going to have to come up with some kind of plan to replace them, not as they break, but before they break.

10:34 – 10:47Speaker 1

Correct. Correct. But to do them in priority order, we're coming up with the inspection or techniques. Maybe we can identify the first ones first. Yeah.

10:45 – 11:39Speaker 1

Okay. The bottom line is when the bridges are inspected, you know, as they're want to be, uh, we're paying for the sense of the father, so to speak. They did some fixes that took care of it maybe for 20, 30 years, but now we're at Endlight again. And the best suggestion I guess that I heard was when they're planning for the bypass traffic for other bridge reconstruction is to look at the engineering plan and then maybe include enforcement the scales to prevent the use of these other bridges. So it's appropriate by just having that many bridges or having that many typo bridges that are similar in age.

11:37 – 12:02Speaker 1

It's hard for me to believe that this one would be the only one we have we got a problem with. We just have we're just not aware yet. And just because more traffic was vulnerable lately, it was inevitable. It was inevitable, right? Yeah. All that did was exacerbate. Mhm. Okay, thank you gentlemen. That's all we have. Okay.

12:00 – 12:24Speaker 1

Any questions for us? All right. Any other matter which may uh properly uh come before this board? Anybody like to speak? Larry, nothing. All right. Well, any any comments by board members? No. No. Nobody's got anything to say. Scott, are you good? No, sir. All right. No. All right.
