welcome facilities local income tax fund additional $ 24,1 15754 to2 3500 Building Maintenance and additional appropriation needed for prosecutor's office Victim Assistance buildout at at the courthouse so good evening um so here today with me is Ona Torres she's with the prosecutor's office Victim Assistance um she took over for uh judge botor who was promoted to judge recently so last year we had a discussion about um doing a um buildout if you would at the courthouse for the Victim Assistance uh for the prosecutor's office so um I'm not going to go into the details because she kind of is going to go through why we're doing it but I just wanted to let you know that uh the facilities department will be facilitating the buildout um and we've engaged um contractors to get the work done on that um in floring so Ona if you okay hi um we're hoping to get your support renovate the former victim assistant offices there's five offices there and we're in need of better support for our victims we want to give we have a concept of giving them a soft Landing we have victims of domestic violence that we want to educate main room we have a a soft interview room that we want to afford to our law enforcement Partners so that we can better assist our sexual assault victims we have a a family grieving room for victims who's who are survivors of um homicide um Mark vusi is a a person whose family member was um killed in his daughter um six years ago today and they

are partnering with us in order to create Comfort rooms for the families who are going through this process and he can share with us today some of what he experienced we can observe but and and tell you what the experience we see with our victims but he has that lived experience of what it's like when you go to court and you don't have anywhere to go to talk there's no privacy there's nowhere to grieve release your feelings Etc we also are creating a comfort room in their concept they have their own concept that we've aligned with Rebecca but andor's concept um for our sexual assault victim so imagine we have children ages 4 through 16 who who have to be um in the criminal justice process getting ready for depositions and preparing to testify at trial and we don't have an appropriate spot for them to uh talk to a prosecutor after they've been violated by a grown-up they have to meet more grown-ups who are scary and so we want a conducive space for them as well in addition the main space would be for educating domestic violence victims so that we can we can avoid having any homicides helping them get out of the domestic violence situation by educating them about safety planning um talking to them about resources in cooperation with the caring plays who's GNA who are going to co- facilitate um meetings with them and give them Direct Services um and so mark spedi would like to to have a few words if you don't mind thank you very much um like Ono said six years ago today uh we experienced the

murder of my daughter Molly L still um still hurts but uh Mr German's uh office was fantastic to deal with and but it's still they have to do their job you have to it you know it's cut and dry and here in the courthouse and as we've experienced at leaport and Lake County uh cour houses there's just nowhere to go when you get a 15 minute break you get that hour break right for lunch you have to either go out to eat you have to go the same common areas right and it's always been my wife and I who couldn't make it unfortunately today but it's always been our wish that we could have something to help with a room like unbelievably these these fine folks have come up with the same almost totally same concept as my wife did five years ago so I would appreciate you just listening and uh helping us out to make this come to fruition I would appreciate thank you is have done show plans what she was doing I couldn't we actually had like

yeah and we're not actually yeah we're not actually displacing anyone out of these offices so these this office suite of offices I should say there's like five offices on the fifth floor um is really a good location for this um and will work out really well I felt like yeah I went in there I was like this is really where you're going You're you know was yeah so we're going to get rid of the cold institutional environment and make it a little bit more warmer so Joe it you this is something and this has I support what you're advocating for 100% um and I'm sorry um I think actually I was talking to my wife the other day and it's been 43 years I think in two day two days from now be 43 years since her 18-year-old father was murdered in domestic violence so I understand um I'm sorry uh but additional appropriation in this line item you have I'm certainly budgeted money in the specific line item why not just do the project I mean and at the end of the year if you run out of money because you did this great project then you come back for it but you have the money to do it you don't an additional right now is right this was this was actually with the discussion with some of the counselors about additional appropriation specifically for this project so this is what we have budgeted is budgeted but this is kind of above and beyond there's always money at the end of the year as you just looked at the unallocated lit continues to grow there's $4 million in there so that means all the money usually is not being spent at the end of every year so it's just kind of perplexing when we have people asking for additionals when they have budgeted lines items to spend I mean you could do this project

reduction you haven't got any more of those do you by chance well I think it's part of a bigger thing here yeah if you got more reductions we more we do the reduction and walk away would come on Hey sir all right um so it's sort of an unusual request because ask reduce the staff of the prosecutor's office by one combining two salaries um that have already been budgeted into one and adding $10,000 to that uh to uh to create a salary level in prosecutor's office that's close to $91,000 I know that the general fund is pretty strapped with money back up I think we divers funds to support that $10,000 but it's important for me to start to to create uh an atmosphere in the prosecutor's office is good morale uh and also to to be able to hire good employers uh for the future what we're doing now um and what we do in the next year or so is not as important necessarily as what prosecutor's office is going to look like in five or 10 years as the crime increases the intensity and the complexity of the crime increasing um so uh this is a start in effect depending on whether the $10,000 comes from the general fund or from pre- Tri diversion you're actually saving the county either 10 or $20,000 because there's one less employee and there's one less benefit package which is the $20,000 I'm just asking that you approve that we really need help in our division

uh we are being overrun with cases that judge buckin for and our upper level colonies have increased signicant as I think I indicated to you I think you'll be an increase is in firearm violence some domestic violence cases have become more in they take a substantial amount of time and in addition our internet crimes against children are in the in we probably have one child solicitation case that we file every last weekend there were two excuse me the weekend before there were two this weekend another so we really help as I said in toage that the way that I want to manage okay so can I get a motion for the reduction of 8,976 I make a motion can I get a second second any discussion yes yes sirg just came out know support but I want to get this correct we're taken in inqu been open for three years and the child support funded 37433 that's been open since August 24 are you I me are we use any services on that side of the no we are not um so um when I talk to Laura who had of our childh Bo committee uh she's been able to assimilate the inquiries coordinator to the other staff in so there's no reason to replace that or hire someone the way it works because that position that Deputy prosecutor position would be federally funded we can't use that

prosecutor on our criminal if we do need another lawyer from time to time in child support we can easily take that lawyer from our Criminal Division and ask them to go to uh to the support court so it gives us more flexibility gives us as I said another lawyer goe no I saying G the reason why you cannot use a 4D devote uh dedicated prosecutor in the Criminal Division is because the federal restrictions on money that's correct but there's not that corresponding going the other way correct yes that question can we use this for and how much I guess it's the 8,700 800 whatever it is excuse me 8,976 is a watch so I'm asking that an additional $10,000 we added that to that to that Deputy prosecutor number 12 salary position and we had talked about this I stopped in at your office and said it was there another place uh that 10,000 can come from and you said the diversion um yeah we have a our infraction as opposed to general fund we we always talk about our infraction deferral program because that has historically been really strained although we're doing much better I have done much better lately um but our career trial diversion fund is really healthy right now so that's that's an easy option for you I think I just want to make sure the other side the child support yeah we're really good there our child support division is one of the best in the state their collections are up% told me how many millions they collect but it's that was one of the questions that I got asked you yesterday

salary how often do you upgrade them it's our first upgrade we've had it 18 we bought it in 2018 since 2018 is there a regular time frame is like every six years seven years or is the AI improved to upgrade basically they're pushing there's two ways you can do it they're pushing either the upgrade or you can actually buy a whole new scanner which is dope price so just doing the upgrade the UPG like a software upgrade yeah it's equip it is some is it it is some equipment but it is mostly so just for my own edification let's say next year they come up with a new upgrade that's not likely to happen not like we probably won't go for we wouldn't do it okay way would it interfere with your abilities if you didn't upgrade say a new one came in one or two years from now we talked to the salesman about whether or not we need to go with the cost of an entirely new system and he said that we we would be stable with this upgrade for at least five years for at least five years isn't it dependent on the techn of AI which is exponentially improving every day there is also a agreement that will come with us that will include we upgrade so that'll help catch you up okay okay yep and this actually was something that we had planned for during the budget we did we take it out of the general fund so I'm kind of just we're taking it out of one now okay wow yeah that's crazy stuff oh good good thing you got thing there so y okay any further discussion roll call please Reas yes

yesner yesz yes Harris yes thank you I have [Music] yeah we've had a extra patol detail um we did it for five weeks we did two officers one day on a weekend um we concentrated this Pastime um more of us or yeah us22 and six in the Portage area and through that actually we had over 212 stops um 14 arrests and most of those are U marijuana meth cocaine we had a few out of it also it's very effective we're trying to uh increase that for the entire County do it in certain areas give the guys extra overtime 22 guys per uh per week to do it and then we'll concentrate if there's a rasher burglaries in a certain area probably send those two guys out in that area Blitz that area you know try to get R out of it flip somebody possibly or even catch someone in act doing and you guys are partnering with some of the other city correct when we did this last one for five weeks we partnered with page um their main concern was the hotels up there so we helped them with that and um so they they had two guys out we had two guys out so he just had four extra guys on the road during that time which was very beneficial in my opinion it is my understanding from the sheriff after having talk to him about this particular program that uh one of the comments made by one of the individuals was he wasn't coming into because too many pce we had two we had one guy on face that one good the sheriff actually went into the a gas station right they asked what's going on and the sheriff explained to him he goes now I know why

my business is going down because squad cars every yeah we had another guy on Facebook um kind of bragged that he was skating past us getting away with coming in here uh we looked that individual up to see why you would make those comments and all that he had a warrant we wouldn't pick pred them so and you you went you went out of County and did it that you can do that but thinkr in a different County that that tells you there was no master's degree in that individual lot yeah that's it's been very beneficial we used our own overtime out of that it was approximately $4,000 we used I know the sheriff I think's been in talks about possibly getting additional funds for that to do that in the future well that that's a great job and I'm glad that it's helping stems even if a little bit the flow of uh ilicit drugs into this County Mr was that that well no I'm you should bring that up I was told uh just earlier this evening that they were told to back off because uh that money have been allocated but that's not my understanding Greg you're on that committee as well I am I asked them why not re submitted I mean not resubmitted but be there on Friday the 28th at 3 3:00 three o'clock because you're on there but yes ma'am I you know and I believe it would help your cause if you brought those numbers because it was my understanding from the other individuals who were there on the committee that uh you had pulled out which shocked me okay and I had mentioned this to Greg in he was shocked by it too so this this is news to us so we hope to see you at 3:00 on I I think just for clarity sake I think part of that and it wasn't me by

the way but was a thought that maybe the council should because this is such a tremendous program that maybe and and speaking to the mayor of Portage for a long time on this he was extremely thrilled by it as well um the thought from some other people were maybe this is something the council should bring on and have it more as a not a grant thing because that's what it would be with the opioid but more of a permanent thing so that's that's where that comes in but I would um I still think they should I I I would highly recommend you because because if if money is allocated to you for that then that gives us an opportunity to find money we have a metric from a general fund perspective and there's no guarantees but I think your hat should be in a ring just like everybody else's exactly let's let's say you do get some funds from that committee and uh you come back and you show a thousand arrest I mean that's that's got to be impressive and so you know if if it comes back to us as the council we can digest and say this is what we've had in this period of time and look what it's done and if we see from the prosecutor's office that maybe a few more uh criminals didn't quite make it you know that that'd be nice too but by all means please I hope to see you there I'm sure Greg is every little Penny helps you guys are doing a great job help out the uh prosecutors fraction program too yeah Mr I I think the 125000 counil are added coun mayside well I I was told tonight that that uh they were told that all the funds were already appropriated not to is that correct we had
