You please stand and join me for the pledge. I aliance to the flag of the United States of America to the reps nationisible and justice for all. Can we do the uh roll call? Mayor Bont here. Member Newell here. Member Lewis here. Member Farcus. Member Mleta here. Did everyone have a chance to look at the minutes? And are there any motions related to them? I'll make a motion to approve the minutes.
Mayor. Mayor, there's no minutes. There's no minutes. No, I didn't get them done. They're almost done. Oh, no. So, we Oh, yikes. Yeah, maybe we should table the minutes then. Sorry. I I guess I just revealed I hadn't read the minutes. I just trust the I'll make a motion to table the minutes. I'll second the motion. All right, we have a motion and a second to table. All in favor, please signify by saying I. I. I.
So, that'll bring us to new business comprehensive uh master plan with uh Whiteitman. I'm not sure if anyone's here to speak on that. So, uh just to put it uh simply, um we've been working on getting our city's comprehensive plan updated. Um it hasn't been since 2009. Uh the redevelopment commission has um uh pledged or already approved a portion of it to be paid um through Whiteman, the company that's doing that. We've identified money um within next year from a couple different spots to make our payments, but it's built in a monthly way. So really, it's approving the full like contract with uh Whiteitman I'll make a motion to approve the comprehensive master plan contract with Ray Whiteman.
I'll second. We have a motion and a second. All in favor, please signify by saying I. I. I. Jim's applications. Um asking a question with legal. Do these necessarily I believe these are all renewals. Do they necessarily all have to be approved um separately or could they all be renewed together? You could them all together unless unless uh one of the members has an objection to one and then you would just pull that one out on the police side. Um there's no concerns or objections. Right.
All right. I'll make a motion. We approve the precious metal and precious gem applications for another year for BJ Coins Jewelry, American Traders Incorporated, the East State, and Bunch Jewelers.
I'll second. We have a motion and a second. All in favor, please signify by saying I. I I we have the approval for IBB uh to pay Barnes and Thornberg um out of proceeds for the 2025 GO bond. Uh just put it simply um Barnes & Thornberg is the uh firm that handled that for us and I believe it's generally like the normal way that they'll get paid through the bond itself. Make a motion pay proceeds of the 2025 GO bond. Second. We have a motion and a second. All in favor, please signify by saying I. I.
That gets us to the 2026 live streaming contract. Um, with dark side of light delight. I think that if we don't pass this, the camera will turn off immediately. Just to [laughter]
if there are any questions. Um, but I I would just say that I think that the company continues to do a great job for us. I'll make a motion we approve the 2026 live streaming contract for Dark Side. I'll second. We have a motion and a second. All in favor, please signify by saying I.
I. We have an addendum deed of dedication at um 5854 Evergreen Avenue uh 2023. I can probably explain that one really quick. Um [clears throat] so staff discovered that uh the Portage Township trustee had given dedication for the uh for a right ofway for the address listed. That was back in September of 2023. We then saw in minutes for the October 24th, 2023 board of works meeting that there was a motion that was passed and the dedication was approved. However, we could staff could not locate a signed copy nor uh was it recorded. So, the suggestion here is that upon review by the board, um, we're looking for a motion to accept the dedication of the right of way for the address listed and we can handle it simply through a motion because it's already been passed once and we can then make sure we perfect the signatures and get it recorded. I'll make a motion that we proceed with the deed of dedication for the public right of way for 5854 Evergreen Avenue Portage.
Now a second. We have a motion and a second. All in favor, please signify by saying I. I. Gets us to bulk item appeals. Our first one is 5571 uh Lark Avenue. Good morning, mayor and members. on lark here. Let me look at that one up. Um, this is actually a uh wrong house. So, I'm asking the uh board to overturn the $40 charge on this. I'll make a motion to overturn the charge for 5571 Lark Avenue in Portage. I'll second the motion.
We have a motion and a second. All in favor, please signify by saying I. I. I. And the second one is 6944 Prairie Run. Um, this was also um it's a tight culde-sac, so it's really hard to tell the property lines on the culde-sac. So, this was actually placed on the wrong parcel. So, I'm asking the board to overturn this situation. I'll make a motion that we overturn the $40 charge for 6944 Prairie Run Avenue. A second. We have a motion and a second. All in favor, please signify by saying I. I.
I. And uh I I don't understand quite what happened in 2918 Christie, but um they've uh filled out an appeal form. So there was uh two pieces of items at the curb and there was no toers. They claim that we didn't pick it up, but I'm pretty sure we did. I can't prove it, but I'm asking the board in this type of situation to overturn the $40 if it's possible. I'll make a motion we overturn the $40 fee at 2918 Christy Street. I'll second. We have a motion and a second. All in favor, please signify by saying I. I. I. Thank you.
Thank you. That gets us to the claims that um well, I guess it's the 129 2025 claims I'll make a motion to approve the November 14th, 2025 payroll claims in the amount of 2,149,33563.
I'll second that motion. We have a motion and a second. All in favor, please signify by saying I. I.
That gets us to the payroll claims. Uh, similar to my question with the um precious metals, um, are these um, relatively the same enough that it could take one motion or is it better to do them all one at a time for record keeping purposes? There are all three different pay periods. There's 1114, 1128, and then the pension payroll. Make a motion we approve the payables for November 28th in the amount of 2,87,77843.
I'll second. We have a motion and a second. All in favor, please signify by saying I. I. I
thus to payroll um 1128 20225. I'll make a motion we approve the pension claims for November in the amount of $26,4762. I'll second. We have a motion and a second. All in favor, please uh signify by saying I. I. I. had to turn this over. Any other business deemed proper to be brought before the board? Mayor, did somebody vote on the um board of works claims for 129?
129. We voted. Yeah, we did. Um Yeah. So, we had one, two, we had four claims to vote on. Did we Did we vote on four? Oh, no. What? What happened was we we were looking at I believe the 1128 payroll, but then the motion that was passed was for the November 2025 pension payroll. So I think we have to go back and look at the November 28th payroll. Gotcha. Actually the November 14th that was not Oh, so Oh, I see. So what got skipped was the 14 did the 28th and we did the payroll or the pension.
So we need the 14th done. Got it. Okay. Would it be better to just revote it on all of them and then we could maybe watch the video after make sure we didn't miss one? If you want,
go ahead. Make a motion we approve the 129 claims in the amount of 669,882.64.
Second. We have a motion and a second. All in favor, please signify by saying I. I. Anybody else want to like motion anything? just to make sure we okay. Yeah, that's all right. It guess we do have some other business coming from the fire chief. How could I have not guessed that?
Uh I just wanted to thank the uh the board um for your contingent approval last board of works for our uh fire engine and the work of the clerk treasurer's office. Uh the bond was closed on. We were able to sign the purchase agreement for the engine. So it'll be here uh next year. I just wanted to publicly thank you all for your work and your approval and the clerk treasur's office for that the work that they put in as well. So, thank you very much. Any other uh business, Liz? Hey, I got the minutes for the meeting. I'm just going to hand them out to you guys or Oh, that's great.
Um, you want to look at them real fast? Sorry about that.
These are like the official on Yeah. So from Yeah. I believe uh we Yeah. So, if we're going to wait on this till next time, let's do a motion to adjurnn if you guys are ready. Motion to adjurnn. I'll second. We have a motion and a second. All in favor, please signify by saying I. I. I. Thank you.
