Moving on to Resolution seven a, Resolution 25 CRA-one.

A resolution of the Port St. Lucie Community Redevelopment Agency to request the City of Port St. Lucie extend the Community Redevelopment Agency in accordance with Section 163.37551 Florida Statutes from 09/30/2039 to 06/11/2055 providing for conflict, providing for severability and providing an effective date.

Thank you. Hi. Good morning. Good afternoon. Good afternoon, actually. Chair and Board Executive Director Maria Ho, thank you for calling the special meeting for the CRA to consider two items this afternoon related to the community redevelopment agency. The first item will be related to the agency itself, and the second will be related to the revised original area located on the East Side Of Port St. Lucie. For context, we do have several CRAs within Port St. Lucie.

The first of which was The US one original CRA within that incorporated within that was the East Lake Village CRA a few years thereafter. Along PSL Boulevard and near the river, we have the expansion area. And then our last CRA is out west at Southern Grove. So there are two action items that will be requested of you this afternoon in this meeting as well as two additional items at the city council meeting. They are companion items, and I will, clarify that as we go through each item.

The first item is the request as the agency for you to recommend to the, city council that the agency itself be extended into until 06/11/2055. The original CRA was created in 2001. Again, those additional CRAs followed years thereafter. Pursuant to Chapter 163 of Florida statute, we are requesting that the agency extend the date to 2055. As you may recall, there are existing conditions in the Eastern CRA that are very similar to those that were in existence when the CRA was created, and we'll be addressing that with the next agenda item.

Notice for the extension of the agency as well as the next agenda item were provided to all the six taxing authorities per statute. We did receive a response back from the water management district with a clarifying question, and we did receive a staff comment letter on Friday from St. Lucie County of which I would request that the city clerk incorporate that into the record. With that, we are requesting that you as the agency will be moving forward a motion to request that the city council extend the agency to 2055. Thank you.

Good afternoon, chair and board. For the record, Michael Manning. I'm here on behalf of St. Lucie County located at 2300 Virginia Avenue, Fort Pierce, Florida. I'm providing a letter dated 08/08/2025 from deputy county administrator Mayte Santa Maria to Port St. Lucie Community Development Agency director Jennifer Davis. If it's the city's preference, I can read the letter into the record. Otherwise, I will provide a copy to the city clerk and respectfully ask that you include it in the record.

A resolution of the Port St. Lucie Community Redevelopment Agency to recommend and request that the City Port Saint Lucie City Council approve an amendment and extension of the revised original community redevelopment area plan to 06/11/2055, providing for conflict, providing for severability, and providing an effective date.

Yes. As just mentioned, this is the second item for consideration, which is to extend and amend the original revised CRA area, which is the Eastern CRA along US 1, including East Lake Village, to the termination date to align with the agency's recommended termination date in 2055. As you know, again, many of the conditions on the Eastern CRA do still exist. This area has an overlap and is adjacent to the one opportunity zone within Port St. Lucie.

So we do still have some work to do there in redeveloping the area that will help remedy that. Also, as you recall, several years ago, we were able to acquire back the parcels within what was City Center and is now Walton and one after they have been held in receivership, not allowing any development in that area to occur. So the amendment that was presented to you in your agenda item, and again, this will be a recommendation for city council, is that it clarifies some language within the, the plan itself. It allows for some additional uses that were not contemplated in the original plan and then also incorporates the newly adopted Walton One master plan. The notices, as I mentioned, were sent to the six taxing authorities.

And we, as you just heard, provided feedback from the county on their information. So with that, we would request that the agency make a recommendation for the city council to consider amending and extending the CRA plan for the revised original area.
