Reports on conferences, seminars, and regional meetings attended by Mayor and City Council and announcements of upcoming events, and also items for future City Council consideration as requested by Mayor or Members of the City Council. Also, report updates from Council Ad-Hoc Committees are given at this time. Additionally, this is the time for Mayor and City Council to disclose on the record any contributions per Charter Section 1403. This section states “Prior to casting a vote on any contract, permit, or other matter requiring City Council approval where the applicant seeking approval is a person or business entity controlled by that person that has contributed more than five hundred dollars ($500) within the previous twelve (12) months to a Councilmember’s City election campaign committee, the Mayor or Councilmember receiving such contribution(s) shall disclose on the public record the receipt of said contribution(s).

PUBLIC PARTICIPATION
Public Participation – At this time, the public is invited to address the Council concerning any items not on the agenda. For in person participation, each individual must fill out a speaker card, which is available in the lobby of the Council Chambers. Speaker cards must be filled out and turned in to the City Clerk at this time. No late cards will be accepted. For remote participation, speakers must raise their hand in Zoom at this time. The City Clerk will call on speakers by their Zoom name/identifier entered when joining the meeting and will prompt speakers to unmute and turn on their camera when it is their turn to speak. Speakers should state their name and will be allowed to speak once for a maximum of three (3) minutes. The time limit may be reduced depending on the number of speakers. All speakers, audience members, and remote participants must adhere to the City Council Rules of Procedure and Decorum.
Approval of City Council/Housing Authority Meeting Minutes
It is recommended that the City Council approve the following City Council/Housing Authority Meeting Minutes: June 15, 2026 Regular Meeting Minutes July 6, 2026 Regular Meeting Minutes
Amending Fiscal Year 2026-27 Revenue Estimates to the Watershed Fund and Award of a Professional Services Agreement to Stantec Consulting Services Inc.; and Approve Tenth Amendment with the Cities of Claremont, La Verne, Pomona and San Dimas
It is recommended that the City Council take the following actions: 1) Adopt the following Resolution: RESOLUTION NO. 2026-105 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FISCAL YEAR 2026-27 WATERSHED FUND BUDGET BY INCREASING REVENUE ESTIMATES BY $211,008 OF WHICH $205,371 TO WATERSHED FUND FD592 | WATERSHED DEPARTMENT, CC8131 | PROJECT PROGRAM REVENUE AND $5,637 TO WATERSHED FUND FD592 | WATERSHED DEPARTMENT, CC8131 | ADMINISTRATIVE PROGRAM FEE 2) Approve awarding a three-year professional services agreement with Stantec Consulting Services Inc. (Stantec), for implementation of the coordinated integrated monitoring program (CIMP) and watershed management program (WMP) in the amount of $2,482,494 of which $527,419 will be funded by Project No. 81063 and encumbered by a separate PO than the remainder of the contract. (Attachment No.2). 3) Approve the 10th cooperative agreement amendment for cost sharing with the East San Gabriel Valley Watershed Management Group (Management Group), which includes the cities of Claremont, La Verne, Pomona and San Dimas (Attachment No.3) 4) Authorize the City Manager to execute an agreement with Stantec on behalf of the City and execute the 10th cooperative agreement amendment and any subsequent documents or amendments to the agreements.
Adopt a Resolution to Amend the FY 2026-27 Capital Improvement Program (CIP) Budget for Enterprise Resource Planning (ERP) System Completion for Worktag: Project 71048 - Financial Software Project
It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 2026-100 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, TO AMEND THE FY 2026-27 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET BY APPROPRIATING $47,250 OF WATER FUND RESERVES (FD571, WATER OPERATIONS | CC1410, INNOVATION AND TECHNOLOGY), $20,250 OF SEWER FUND RESERVES (FD581, SEWER OPERATIONS | CC1410, INNOVATION AND TECHNOLOGY), AND $202,500 OF CAPITAL IMPROVEMENT PROJECT FUND RESERVES (FD428, CIP PROJECT FUND | CC2590 CIP | SC263 TRANSFER TO CIP | PG107 CIP PROJ FUND RESERVES) TO “FINANCIAL SOFTWARE PROJECT” (FD428, CIP PROJECT FUND | CC1410, INNOVATION AND TECHNOLOGY | RC114 TRANSFER FROM OTHER FUNDS | WORKTAG: PROJECT 71048).
Adopt a Resolution to Establish a Residency Policy for Elected Officials and Candidates for Elected Office
It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 2026-95- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, TO ESTABLISH A RESIDENCY POLICY FOR ELECTED OFFICIALS
