Additionally, this is the time for Mayor and City Council to disclose on the record any contributions per Charter Section 1403. This section states “Prior to casting a vote on any contract, permit, or other matter requiring City Council approval where the applicant seeking approval is a person or business entity controlled by that person that has contributed more than five hundred dollars ($500) within the previous twelve (12) months to a Councilmember’s City election campaign committee, the Mayor or Councilmember receiving such contribution(s) shall disclose on the public record the receipt of said contribution(s).

Appropriation of Community Cleanup and Employment Pathway Grant Funding and Approval of Restricted Grant Agreement with Caltrans for Beautification and Workforce Development

It is recommended that the City Council take the following actions: 1) Adopt the following resolution: RESOLUTION NO. 2026-37 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, AMENDING THE FY 2026-27 OPERATING BUDGET BY INCREASING REVENUE ESTIMATES IN THE AMOUNT OF $205,000 IN FD215, GRANT - MISCELLANEOUS | CC2520 STREET MAINTENANCE | GRANT - STATE | GR-000015, CLEAN CALIFORNIA LOCAL GRANT AND CORRESPONDING APPROPRIATIONS IN FD215, GRANT - MISCELLANEOUS | CC2520, STREET MAINTENANCE | CONTROLLABLE CONTRACT SERVICES | GR-000015, CLEAN CALIFORNIA LOCAL GRANT FOR BEAUTIFICATION AND WORKFORCE DEVELOPMENT WORK AS PART OF THE CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS) CLEAN CALIFORNIA GRANT PROGRAM; 2) Approve the Restricted Grant Agreement between the City of Pomona and Caltrans; and 3) Authorize the City Manager or designee to execute the agreement and any amendments subject to approval by the City Manager.

Award Construction Agreement to CT&T Concrete Paving Inc. in the amount of $254,340 for "Sustainable Transportation Infrastructure for Pomona East End Village Project"

It is recommended that the City Council take the following actions: 1) Award a construction agreement to CT&T Concrete Paving Inc. for "Sustainable Transportation Infrastructure for Pomona East End Village Project" FD428 CIP Project Fund | CC2590 CIP | Project No. 68583 to include all Base Bid items in the total amount of $254,340; and 2) Authorize the City Manager to execute the construction agreement and any subsequent change orders on behalf of the City of Pomona, subject to review by the City Attorney.

Approval of a License Agreement with Bluepath Solar JCC Pomona LLC to Install Electrical Conduits on West Seventh Street

It is recommended that the City Council take the following actions: 1) Adopt the following resolution: RESOLUTION NO.2026-79 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, APPROVING A 35-YEAR LICENSE AGREEMENT WITH BLUEPATH SOLAR JCC POMONA LLC TO INSTALL ELECTRICAL CONDUITS ON W. SEVENTH STREET; and 2) Authorize the City Manager, or designee, to execute the agreement with Bluepath Solar JCC Pomona LLC, and any extensions or amendments thereto, subject to review by the City Attorney

Authorize a Single Source Purchase Order to SWARCO McCain, Inc. for the Purchase of Traffic Signal Cabinets and Related Materials

It is recommended that the City Council authorize a Single Source Purchase Order to SWARCO McCain, Inc. for traffic signal cabinets and related materials in an amount not-to- exceed $145,000 annually and not-to-exceed $725,000 for a five-year period effective August 1, 2026.

Authorize a Sole Source Purchase Order to Aqua Source Commercial Pool Products for the Purchase of Pool Chemicals and Supplies

It is recommended that the City Council authorize a Sole Source Purchase Order to Aqua Source Commercial Pool Products (Aqua Source) for pool chemicals and supplies in an amount not to exceed $150,000 per fiscal year effective retroactive to July 1, 2026 through June 30, 2031.

Accept Los Angeles County Measure A Funds for the Operation of the City of Pomona Local Solutions Funded Program for FY 2026-2027

It is recommended that the City Council take the following actions: 1) Approve the acceptance of $1,105,631 in Los Angeles County Measure A funds for the Local Solutions Funded programs; and, 2) Authorize the City Manager to execute all agreements, amendments, and any other documentation requested for acceptance of the award, distribution of the funding and operation of the Local Solutions Funded programs, subject to approval as to form by the City Attorney.

Award a Purchase Order to Westerly Meter for large and small water meter testing, calibration and repair services

It is recommended that the City Council take the following actions: 1) Award a purchase order in the amount of $250,000 to Westerly Meter for water meter testing, calibration services and repair services for a term of three years with two optional one-year extensions. 2) Authorize the City Manager to approve the purchase order and any extensions thereto, on behalf of the City.

Award of Agreement for Citywide Tree Maintenance and Emergency Response Services to Mariposa Tree Management, Inc. In Response to The City’s Request for Proposals

It is recommended that the City Council take the following actions: 1) Award a three-year contract to Mariposa Tree Management, Inc. to provide citywide tree trimming, maintenance, and emergency response services, at prices bid, for an initial three-year term retroactive to July 1, 2026 through June 30, 2029, with the option to extend for up to two additional one-year periods; and 2) Authorize the City Manager to execute the agreement with Mariposa Tree Management, Inc. including extra work, and any extensions or amendments thereto, subject to review by the City Attorney.

Consideration of a resolution approving conduit financing for the Terramonte at Foothill Apartments Project

It is recommended that the City Council conduct a public hearing under the requirements of the Tax and Equity Fiscal Responsibility Act (TEFRA) and the Internal Revenue Code of 1986 to receive testimony and comments and, upon concluding the hearing, adopt the following resolution: RESOLUTION NO. 2026-77 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA APPROVING THE ISSUANCE OF THE CALIFORNIA MUNICIPAL FINANCE AUTHORITY QUALIFIED 501(C)(3) BONDS IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $70,000,000 FOR THE PURPOSE OF FINANCING OR REFINANCING THE ACQUISITION, REHABILITATION, IMPROVEMENT AND EQUIPPING OF TERRAMONTE AT FOOTHILL AND CERTAIN OTHER MATTERS RELATING THERETO
