And we excuse council member Anderson and uh we have our other council members here this evening and a lot of our staff and we welcome the public who have joined us here this evening and also those who have joined us remotely. We'll start out with the uh pledge of allegiance by council member Leone after which we'll have opening remarks by council member Williams. and to the stands nation indivisible with liberty and justice for all. Our dear Father in heaven, as we come before thee this evening on our Pleasant Grove City Council meeting, we wish to thank thee, Father, for the many blessings which we have, the wonderful country that we live in, the city that we live in and the liberties that we enjoy. We are grateful, Father, to meet together today. We we are grateful for the ability that we have to meet peacefully and civily and and in accordance with the freedoms of this great land under the Constitution of the great United States. Help us tonight that we will be mindful of our residents, of our of our citizens, of people that we represent civily that we may understand their needs and come to an understanding of of proper roles. And these things we pray for, Father, in the name of Jesus Christ. Amen.

Okay, we're reconvene now as the board of canvases to consider for adoption resolution 2025-040 authorizing the mayor and the municipal council sending as the board of canvasers to accept the election returns and declaring and certifying the results of the municipal general election held on November 4th, 2025. And we'll turn time over to our city recorder.

Hello. I'm very happy to present you all with the results of the votes for the 2025 municipal general election for Pleasant Grove. For the mayoral race for Eric Jensen, there were 4,353 votes. For Sid Leone, there were 3,460 votes. For our city council race for Diana and Anderson, there were 5,113 votes. For Todd and Williams, there were 4,367 votes. And for Tamron Naylor, there were 3,586 votes. Eric Jensen won the mayoral race with 55.71% of the votes. And both Diana N. And Anderson and Todd N. Williams in the city council race. I would ask that if the board accepts the canvas that as you are making the motion, please name the resolution and then include sections two and three which designate Eric Jensen as mayor and Todd Williams and Diana Anderson as city council members. And then all of you please sign the canvas report.

Mayor, I'll make a motion to adopt resolution 2025-040. a resolution of the mayor and municipal city council sitting as the board of canvasers accepting election returns and declaring the certified results of the mun of of the municipal general election held November 4th, 2025 and 2025 where in section two the board hereby certifies that candidate Eric Jensen had the highest number of votes and declares him elected as mayor for the four a four-year term. and section under section three, the board the board certifies that candidates Todd Williams and Diana Anderson had the highest number of votes and declares them elected as city council members for a 4-year term and providing for an effective date.

Now move on to uh we do not have any board commission or committee appointments this evening or presentations and we'll move and our number 11 A B and C have been uh pushed to our next meeting. So we'll just move right to our action items this evening 128 and consider for resolutions 2025-041 of the governing body of Pleasant Grove authorizing the mayor to sign the first amendment to the interlocal cooperative agreement between Cedar Hill City Pleasant Grove City for the Harvey Boulevard widening project project 4000 north and Pleasant Grove providing for an effective date and we'll turn the time to our public works director. Thank you, Mayor Council. I'll give an update on the project uh as well. The the project has been designed pretty much 95% and we are ready to execute land agreements on 4,000 North to finish the the widening of from the Cedar Hills Park essentially up to First or Canyon Road. We could not move forward with the land negotiations until we had more money allocated for the project. Uh the project sponsor is Cedar Hills. We are acting as extremely heavy support to Cedar Hills. uh and so as such uh we are also cost sharing in the the match with MAG. So um we needed to update our interlocal agreement to reflect the new values

associated with the additional funding that MAG has granted. So to just highlight the the need for us to um continue to work with MAG and and the process is slow, but it's an important part of funding uh roads that qualify. We've uh been working together with MAG to get additional roads on the list to get additional funding in the future as well. and we are consistently working with them along those lines. So, what's before you today is the agreement between Cedar Hills and Pleasant Grove to simply update the numbers. The agreement is nearly identical and mirrors what we've already signed with them a couple of years ago, uh, reviewed by their attorney and reviewed by our attorney.

Any other questions for the director? I mean, it just it just appeared to me that we're just updating. They provided significantly more funding for the project. Yeah. And the only thing we're doing in the agreement is is changing that number to reflect their additional funds that they're asking. That is correct. Which the funding was considerable, very considerable in in volume and in percentage particularly. It was it was an effort to uh to make that happen. It's going to be a great road when it's [clears throat] Yeah, we're excited to long time coming to move forward with that.

Now go on to our next item 12 C. considered for resolution 2025-043 the [snorts] city council of Pleasant Grove Utah County Utah amending policies and procedures manual for the Pleasant Grove cemetery providing for additional policies for crematorans and providing for an effective date and we'll turn time over to Director Giles. Mayor and council, with the expansion of the cemetery uh and the Cook family park, we were uh allowed to bring in some new uh colariums for cream niches. Uh and doing that, we need to update our policy to handle those situations. [clears throat] As we did the update um in the introduction, we just increased our numbers to reflect what we currently have out there. Uh we completed the fee study uh in September looking at um nine other cities around us. Uh and those fees will be coming up in the next council meeting to to look at those and approve those. Um one [clears throat] of the things that we wanted to do was limit the purchasing uh of lots to 10 lots per person. Uh we do have some very large sections that residents own that are just not being used and so we wanted to kind of limit those to 10 lots per person. Uh along with the niches we need to address the earn size and we actually decreased the the number of cremations allowed in a a traditional lot from four to one. This allows us now to put those urns in a cremate niche in the columbarium.

Um we also came up with the rules. We we talked with a lot of cemeteries and came up with the rules for the uh shutters on the columbarium. This is the panel that will be engraved for that that ern. Uh we're not going to allow any photos, vases, anything like that on them. They've they found out that if [clears throat] someone puts a flower and they're down here and the flower goes up and it's tall, it it blocks the other the other uh niches. And so we're just recommending that there's not there's no decorations are allowed on the shoulders. We're also addressing the upright and the flathead stones in section H and J. This is the new sections. Uh with the non-restriction of height, we're requesting that we do two rows of flats and a row of upright uh headstones. This allows us to adequately water and also some of the the headstones that we have now the height is restricting us a little bit on getting the equipment in and being able to operate to you know to put the dirt and stuff in the dump trucks. So that's another request and then and then we've uh updated the the current ma with the map with the current layout of the cemetery.

Um, currently from Grove Creek north to Cedar Hills along the Metropolitan Corridor, uh, we have an agreement for our Valley Vista Trails and also the the Bonavville Shoreline Trail. uh with the sales of the Nimmer property and Metropolitan uh Salt Lake and Sandy uh gaining ownership over their property along from 200 South, sorry, from 200 South to Lyndon. Um they approached us and wanted to just tighten up our Bonavville Shoreline Trail Agreement. This agreement covers from Grove Creek now to the Lynen border on their property. So, this will give us access to to improve those trails when we when we have the funding in that to do that.

No, this just expands our trail system through from Battle from Grove Creek now to Lynen on their property. I wasn't in that meeting, but um I was informed by the city manager that you guys would like to see the staff reports uh earlier for uh legislative decisions. So we make some adjustments and now we have planning commissions on Thursdays. Thursdays night um Thursday night at 7 pm. We start at 6 but we have also working session and uh then we start meetings at 700. We usually end up around 900 p.m. So if if uh what we decide is to have uh Friday, Monday, and Tuesday of the next week uh to prepare the staff reports and send them to you guys. So you guys will be getting them on Wednesday right after planning commission. Okay? you will be getting the and we need it because after planning commission so you guys know the decision of the planning commission you guys will get the report of action saying what the voting was and you guys will be getting them by by Wednesday they will also be on the package but we'll work right after planning commission to be able to provide them to you okay uh for example we had planning commission this uh last past Thursday and we work on them today so they're ready to go uh to be email email to you guys tomorrow. So, that's going to be the the process how we're going to um let you guys ahead of time what we have. Okay, that's what I have. Mayor Council,

I know. Um things are good at the police department. We haven't uh you know we haven't talked for a while and I haven't done the uh briefing this week uh because there's we just been busy. We had our chili cook off this last week. Uh uh Councilman Williams was there. He was one of our judges. Uh we picked a winner. Uh we had nine chili chilies in our contest and a bunch of soup. So if you weren't there, you missed out. Um but it was a our second annual cookoff. So uh which which number one? I'd sneak out early to a for a meeting, but I don't remember which number it was, but it was Shay's one. It was Shay, right? Number one. Yeah. Okay. It should have been nine, but you know, hey, they were all great. It was a pleasure to be there.

Great event. Uh, and it was nice to get a lot of other members from other departments uh here in the building and uh just have a nice lunch with them. Uh, a lot of things going on in the city. Um, our speed trailer is out uh collecting data. We're down on 1300 West. Uh, apparently it is a freeway down there, but we had it there for 4 days. It's up on 7th east now. Uh, we're going to move that thing right. It'll be out all the time. So, if you have your favorite road you want me to put it on to see what uh speeds are happening, let me know and we'll put it out there usually four or five day stretches. But, it's a it's a data gathering machine. It's a it's pretty fancy. So, uh um it's providing us a lot of information on areas that are bigger concerns than others. So, uh we just want to make our streets safer and uh find the times of days that are the bigger problems. And right now, it seems to be, you know, middle of the day, at least for that stretch of roadway down there. Um so, we're focusing on that. There's a few parking problems we're trying to deal with in town. Uh that just comes with uh some of the housing and there's just never enough parking. So, we deal with some of those some of those issues. And we're going to uh be talking more about that this week with other city staff. Um few calls in the city. We've had had a few couple death investigations. Uh a lot of fraud reports, suspicious reports. Uh making a lot of traffic stops. We This is the time of year we don't a lot of salutations because, you know, money is pretty tight this year, but we are making a lot of traffic stops to slow people down and make our streets safe. Um couple of uh notable accidents, one with couple ebikes and stuff like that, but the injuries were uh were minor. So, uh just a lot of stuff going on in the police department. Uh officers in training. Uh one of our officers now off for a couple weeks. Him and his wife were going to have a baby. I just haven't heard what they had. Mitch

Two days in December will be uh delivering to about 15 families here in the city that we uh had some tough situations with this year. So, we're looking forward to the employees uh donating their money towards those and uh had a good meeting with the colonels today and they continue to support us in our endeavors and uh uh I just things are good. I like it like coming to work every day. I haven't like sitting on the back row on city council even though you did spot me. So,

It used to be there wasn't very much traffic on First East and so that was a favorite place where we would go but we didn't realize it and it was on a Sunday. I just have to fess up to this. And uh and uh uh so anyway, and uh what we didn't realize is that uh uh Judge Bullock, who was in the police department at that time, and the county sheriff were up the road a ways just I don't know, they were out having a smoke or something, I guess, and and we go blowing by and yeah, then it ended me in it was a pretty good find for it was exhibi exhibition of speed. Okay. So, so we were going pretty good. So, anyway, and I did win the I did win the race. Okay. I won the race. So, anyway, but yeah, my dad

We moved it to the 16th. That's at 6:30. That's going to be at Snook Farm. Um, I will be sending out a a doodle for uh locking down a date for our city council uh planning or our one-day work session uh planning retreat um with some possibilities. See what availability is for those dates.

Uh in regards to next week, um we're still working on the work session uh schedule, but we we talked about our fee schedule. We'll also uh set our meeting schedule for 2026. Um we have some stuff we need to do for our privacy policy as per state mandate. Uh we'll have surplus vehicle, tree city USA designation, our three public hearings that we continued from today. Um and probably a few couple other things. So December 2nd's going to be a little bit of a meeting. We do uh on the work session, we want to talk about our special events calendar for 2026. Uh we've been loading Andy Vinker down pretty well and so we want to go over the events and maybe streamline a couple. So we'll review that in our work session and then hopefully we'll have our updated information as requested by the council in regards to the pickle ball courts, tennis courts.
