All right, we'd like to welcome everyone out to our Oh, who? Oh, we'll wait. It's the last time I asked you, Scott. I'm too busy talking to her. We're ready. Okay. We'll welcome everyone out to our work session tonight on Tuesday, January 20 26 on the January 20th. We have all council members except for council member Rogers. We excuse him tonight. And with that, I'll turn the time over to our Mr. Scott Darington.
Thank you. Uh we have a training, we call it the leadership academy, uh that we ask uh certain employees to come participate in. Since all of you have been on the council for eight years or more, you've probably heard me talk about this numerous times. So this is our 14th iteration, our 14th group that has just completed u the leadership academy. And in a general sense, just so you you're aware, the public's aware, um we read a book called Endurance um about a expedition in the early 1900s down to Antarctica that has uh many issues and um we study the book particularly that of the captain Ernest Shackleton and talk about some of the leadership principles from there and then we turn around and train ourselves on those leadership principles. So, when we finish this, uh, we do recognize them in front of the council. Uh, that's why we're here today. And then we have a certificate for each of them. So, what I'm going to do, I'm going to read their name and they can come up and, uh, grab their certificate and then, uh, we'll do a photo when we're all done. So, why don't you come up, grab your certificate, maybe just stand off to the side that we do have a few that aren't here today. So, either um, they have a work obligation, okay, they do have jobs. Um or we have a couple part- timerrs that uh their schedule didn't necessarily work out to be here.
Is Nate going to give his presentation that he gave during the is who? Nate. Nate, are you gonna give your presentation? Okay. One minute. It's only one hour long. I mean, would be so entertaining. I thought he did too. That was John Goodman was the uh egg. Okay. All right. Uh so if we could have Derek Shamay come up and uh Trent College. Uh Derek's uh a lieutenant in the police department. Um Trent couldn't make it so I'm gonna if you can make sure Trent gets his, that'd be great. Um Stacy Martin, who can couldn't be here today. She had an event. Uh Sierra Pearson. while she was betting well on college football. You know, Scott, I I would love to know maybe just one or two things. What did they learn? Okay. So, I just got done with eight hours of teaching at UVU and this is that's important. I'll let you I'll let you designate who you guys want to hear from and they can they can represent the class on maybe some of the things. Nate Lloyd, he's in public works.
It's it's a really good idea by the to read this book in the summer. Yes. [laughter] While you're reading it and it's cold outside, you start feeling like you get a blubber. Diana was a she is a graduate of the leadership academy many years ago.
I think uh Lina Webb, did she was Lina able to make it? Okay. Kim Griffin, she's with fire department. You're welcome. Normally, we uh it's pretty much full-timers, but we've had a handful of part- timerrs that uh permanent part- timerrs that joined us. Kaden Bale, was Kaden able to make it? He's in the parks department. And Amber Wolfendon, she's also in in the recck department. She wasn't able to make it. So, let's give our graduates a [applause] and then I don't know if you want them to decide the spokesman or if you want to decide the spokesman and they can talk a little bit about what they learned
or or what topic what topic did you choose or do you want to hear from all of them? Hear from all of them. Yeah. Okay. Gam, do you want to start? Just here's not this is not no just like top two sentence. What did you what was the topic? Really? Yeah. Just Okay. So, the book was called Endurance. And this is the first thing I said when I came to the the the class was I don't think it should have been endurance. It should have been misery because I mean they went through hardship,
but they had an awesome captain that um was very positive, which I taught about um and um it was just it was just cool. So leadership, leadership, positivity. Yeah. With every positivity. Perfect. Nate, mayor, city council. Um, no. It's what I learned is uh never to go on a big boat to Antarctica because they didn't make it very far. I think you missed the point. Yes. No, I think nailed it.
But, uh, yeah. Um, what Kim was saying is leadership. That was that was a big we so we each had different topics that we did and I took this opportunity to make another game. So, um, it's like a full-on board game. I'm Yes. Yes. We will play that later
after hours for sure. But no, uh, yeah, just leadership and how everything that you planned out. It's kind of like here at work as well, like if we plan something out to do on a Monday and it goes through the weekend and once we that Monday hits, we just throw everything out the window cuz something else has happened. And so it's something that even though it was planned to do all these things, you know, we can have turmoil and still have a successful um journey out of it. So no, it was it was great. I I enjoyed it. I and I don't like to read and it was great. So good. Anyways, yep.

I'm the opposite of Nate. I love to read, so I really enjoyed this. Um, but like everyone said, it was really great to just hear everyone's topics. And then mine, I um researched leading through awareness. So, not only being aware of kind of your own leadership style, um, which Shackleton really represented. It's not like he really he knew who he was coming into the trip, but then also he was able to be aware of the people that he was working with and being able to adjust based on kind of their own personality styles, making sure he had people who maybe were a little bit more difficult to get along with. um being in the tent with him and different things like that and just how impactful that can be in leadership and making sure you know the people you're working with.
Awesome. Okay, officer Shamway, you have to double the time.
I won't accept it then. You'll have to take the class again. [laughter] Uh I really enjoyed it as well. Well, I did a couple topics, but the two things that um I took away was being able to adapt and then also uh kind of like Sierra said, um making sure that you're staying on top of of everything that's going on. I think one thing that we deal with a lot is uh when you have somebody that maybe doesn't have the right attitude, they can bring everybody down and that affects uh the whole morale of your team. and he did a good job trying to maintain and keep people in certain spots away from other people so that the morale would stay high, you know, because this was a a mission of life or death. So just a little bit of negativity that creeps in can bleed and that can ruin the whole organization and in and as it is in context with us but in his mission as well to where if that bleeds in and the morale's bad then you know lives are are at risk and people start dying. It's awesome. It's awesome. Yeah. For for me when I when I I've read the book a couple of times and it's leadership, positivity, and endurance,
right? So, or perseverance, maybe even more than endurance. Perseverance. Well done, guys. The leadership principles. Those are four that are normally Yeah. I mean, sounds like you're ready to go, Todd. Next time. I I could quote many topic, many aspects of that book. Can we do a photo? Normally, this is Sierra's job, but uh Okay, thank you. You sound like you're speaking from experience.

I think is it called The Flight of the Phoenix, where they get stranded in the desert with the plane and they have to work. It's the opposite. We're in the announce of Antarctica, but it has a little more action in it. You know, there's, you know, some this this book has plenty of action.
Okay. All right. Uh I think I'm going to reverse roles a little bit, Scott. I Let's talk about the agenda really quick and then we'll do staff reports. Is that okay? Okay. Yeah. So, I think we only have really two items, right?
Yeah. Uh we have uh we're going to do a proclamation for kindness month. We've done this, I think, for quite a few years. Uh, Mayor Jensen will be taking the lead on that when we get to that in our meeting. The public hearing 9A, we're going to continue. We would like to continue that to a date certain, February 17th. I sent you a text a little bit earlier just giving you some background, but we're dealing with uh building heights for residential construction and we have um I think three developers that are kind of mid- project and this was going to affect them mid- project and so we're trying to figure out a way to have those that have already started projects can play under the old rules and this would apply for anything moving forward. So Daniel and Tina were able to figure something out some something out. But because it's fairly substantive, we got to take it back through planning commission and bring it back to you. But we we think this time we're going to get consensus from the developers from our planning commission, whereas we were kind of divided uh leading into our meeting tonight. So that's that's where we're at. Uh if you want more details, I mean it gets pretty convoluted on some of the language that's in there and you can talk with Daniel or myself or Tina and we can we can do that. Uh 10A uh we'll have Tina present 10A to you.
10A is an addendum to our strawberry days um agreement. Um, as you're well aware, they have incurred a large amount of um, debt to do a capital improvement to improve the seating at the rodeo grounds, which will once it's installed become an impertinence to the property, which we own. So, in recognition of that significant investment, they have asked us to agree to allow them to hold additional events uh up to six, I believe the agreement says, during the year and not be charged a rental fee for that and that they will be able to capture the revenue from those other um extra events. But they would still pay the city for any um police presence or any permit fees or anything like that that would normally come with an event permit. So, Strawberry Days will manage the events.
Yes. And then just pay a leased, but they'll be thevenue. They'll be keeping the revenue. Okay. So, no lease. No. So, they're not leasing anything. Okay. They're they're basically giving the city the the upgrades for free, but in return, we're allowing them to recoup their investment by holding extra events and not sharing the revenue with the city. Okay. So, I thought that was the rodeo that was Well, the rodeo goes under the Strawberry Days Association. All right. That was my It's both of them. So, what? So rodeo because I
rodeo is a committee under is the rodeo the one that's incurring the debt or is it strawberry days rodeo strawberry days to my understanding. Okay. So they want to keep the strawberry days rodeo the strawberry days rodeo revenue the strawberry just for the extra band. So we're not making any changes to the original agreement with regard to the strawberry days rodeo. Okay. What we are agreeing to is to allow them to hold up to six additional events during a year. Do we know what those are? They have not decided yet. They're still in the process of figuring that out. But they'll still have to they'll still have to comply with our policies and procedures for special events,
but they'll use that revenues from those six up to six events to pay off the debt, the bleachers, whatever else. Concerts. Concerts and stuff like that. That's probably what I'd do. Maybe uh I don't see I don't see passing their passing their teams up. Okay. All right. You can't change up the dirt. That's can't step on the dirt. All right. Awesome. Okay. And and this agreement to allow them to keep the revenue from those additional events is only good through the debt payment. Once the debt's paid off, they will have to just rent the facility like everyone else. Okay. So, are they open to other events?
That's a good question. And I think the last one is Chief Engel, but yeah, J for you.
Really, this was just um just okay in the map that we have. This is for the WOOI uh the House Bill 40. They passed this last year. We're supposed to pass that the first before this year. We didn't have a map yet and we weren't quite sure where that was going to go because this can affect people's insurance and stuff like that. So, they finally we came with a mapping and it looks like it we've the way we put it was up around all of our neighborhoods on that east side all the way across. So, it really doesn't affect anybody. There's some that are fairly close. There's some places where if they do edge up in that area, there could be some issues with their insurance companies where they charge it or they be part of that, but that's pretty much all it is. So, and we are pretty happy with the way the map came out. And so, Yeah, that's all it is. In the packet. Yeah, it should be in the packet. Yeah.
So, and that's about all it is really. Just to make sure we were in the clear. We've been working with the these guys for a while and we've fill all their all their uh things they want us to do. So, we're we're in good standing with them. You might as well just stay right there and give us a staff report then. How's that? We go start. Fire away.
I'll go get dinner right after this. Perfect. Um no, everything's going good. Busy week for us. We So, we lost a few guys that we talked to about last time, Lieutenant somebody else. So, we kind of not in a rush, but we want to get things going. We want to try to keep things as as stable and normal as we can. So, we um had a testing process this last week. Um Zach Larson, who's our wildland guy, ended up on top. So, he's going to be our new lieutenant, fulfill that position. Um we did pick up, you know, I talked about last time an officer from Springville. He'd be starting here pretty quick. And then one of our part-time guys, we had an opening between those two, but one of our part-time guys, Cash Hollis, we picked him back up as a full-time employee. Um, good kid. Um, started here back in 2018 as an intern. Um, had some things doing his own business with his dad and but now he wants to come back and I think he'll be a good asset uh for us, the department, and the city. So, that now we're just looking at paramedic school for a couple guys hopefully in the next little bit here. And we got three guys that'll be graduating um this March, next month and a half. So we'll have three more paramedics we'll have on duty, which is really good for us. Kind of helps our staffing to where we staff our ambulances. And hopefully as time goes on, it'll cut back on some of our overtime as we try to keep some of these ambulances staffed. But that is going to be really good for us. And then that just a new year having fun and plugging along. So
it it can be it's there for a while. We you know I don't know if it's a generational thing and we had you know some issues with some you know just it was just kind of interesting these last two to three years. We've had a lot of really good employees. A lot of guys that are really into it. They're ready to work. They they've done their homework. They were out taking classes prepping themselves. as opposed to for a while I was interviewing people had no certifications of anything. They're just like, "Yeah, I want to do this. What do you have for me? What can you gonna send me to school?" It's like, "Well, have a little buy in or something like that." We've But this last past few years have been super good. Like this the guys we've hired now that this past three years I picked up they did this lieutenants test. We had we put open it up so it's out of department. We had two 17-year guys test with us for this lieutenant position. So they had a lot of years. They had some quality time. We had a couple guys from other departments help us do the testing. So we had a little we want to get some bias in there so we could have, you know, a little, you know, something we could bounce off of. But at the end of the day, our top three guys were our own guys and that came from some of these other guys in the department. They did super good. They were just on it. They were they were prepared. Um, you know, nothing against the other guys, but our guys just really showed even though they had three, four years, five years, they did super good. And so we're super pleased with that. We're we're excited with that. And um, yeah. Yeah.
Yeah. Oh, yeah. Yeah. 100%. Yeah. I think it is. I really do. Yeah.
It's it's it's good. Like I say, I'm not going to say we're not going to be the highest, and I've told the guys, we're not going to be the highest ever. That's And I totally get that. We We do We do pretty good with our stepping grade that we got going that we put into place a couple years ago. It it works out well. I mean, we're always going to need to be working on it. It's not like it's done and set and over with, but it works out because I can sit down with my guys and I can say, "Hey, you do this, you do this, you do this. Here's where you can be in the next three to five years, six years, and they can, you know, look that out." And so, you know, there's always going to be these little battles and we can't fix everything. We'll do what we can. We try to make a good environment so they like to be here. I try to tell the guys, I don't want this to be a job for you. You got to come here and have fun and have a good time and and be willing to serve and do do what we do and have a good time with us. So, but I think I think it's where we're at.
Yeah. Make sure we're on the right track. Yeah, I think we are. I mean, say we're always working on it. We always need to kind of keep up like say I don't want to get into right now, but you know, Manning is always an issue. Try to keep up with our call volume and how many personnel we have. But, yeah, that's that that's later on day, but it's you know, we're I think we're doing good for what we got going. We're we're aheaded at least. So, yeah. Appreciate it. Thanks, Steve. Thought I would just tell you about um some of the things that we've been doing um since Stacy came here a year and a half or so ago and told you that she's working trying to to take care of some of the groups that we that get neglected a little bit. Um, one of them was five to eight year olds. Um, because they're not in preschool, but they're not in the older kid stuff yet. Uh, and we've we've got regular programs going for them now, like Toun Troop, which is a a music program that that happens after school for them that Emory is doing. Um, Emory, if you don't all know who Emory is, you if if you look at our Instagram, you know who Emory is because she stars in most of them and creates most of them. But she's doing our music programs and they have been growing like crazy. Like she is super popular um with those. Um and so she's doing the tune. Um we also have um I should have brought my notes. Um anyway, we have a couple others that we're doing just for that age group and they're doing really well. And then another group that um we were focusing on was the 18 to 30 year olds u because that group also gets a little bit neglected. And so I've told you about the trivia night, the bingo night. We also have a financial workshop that um is geared more for that age but works for anybody. Um and then we um we also have um they're working on creating grant granny skills classes which is a trend now. I don't know if you've heard that.
Yes. all the those types of things the the traditional grandma skills. Um that is [laughter] have you come teach them?
So but that's a a big trend and so we're also working on those for that age group and of course all adults are welcome but we're trying but those are some of the things we've done to focus on them and um people are coming out. It's been fun. Thanks. Thank you, Chief Brown. Do you have anything?
Good afternoon, Mayor Council. Um, couple well, a date coming up we want to make you aware of. On February 11th is our annual awards uh banquet. It's going to be at the Grove Station February 11th, 6:00 to 8:00 PM down there. Um, be we're looking forward to have dinner and some awards down there. Um, other happenings in the police department. We do have another officer leaving our department going to Saratoga Springs. So, we'll be running short-handed again and and looking uh posting for a new job opening here. Uh, what actually puts us down two at the present time. Um when we talked last time I told you about uh how busy our officers are out there all the time and we'll talk more about this in our meeting in February. But just some short um you know stats that start we start taking note of you know when you look at 25 in comparison to the here's 23 and 24 you know we're uh where there was 105 more arrests in 25 three uh charging 385 more offenses. We wrote uh 1,200 more citations uh that covered 1,600 more violations. We took at least 700 more incidents. We had 16 more DUIs. We made uh just under 2,000 more traffic stops during the year. Took 29 more accidents. So this uh this trend of being busy and stuff, some of the stuff we generate when we're doing traffic stops and looking for stuff and others calls that comes our way. So those are trends that just are increasing. We'll get more numbers when we talk about overall calls for service and stuff like that. But, uh, in the midst of being busy on calls that come, the officers are very proactive out there trying to make our streets safe. We, uh, utilize that speed trader every week. It's back
on 3300 North. We've been doing studies on Loader and Locust and 600 West. And, uh, like I say, it's back on 3,300 North. So, uh, um, I like what we're doing. I like how we're addressing the problems that are presented before us. And now we're going to be for a couple more people to uh supplement our numbers. But uh that's what's going on. Any questions? Question about the speed trailer. Where do you decide where to put that? Is that based on like callins from residents on complaints or do you just have a pattern or
uh I haven't had any requests for a while? There's never been a request from the citizenry that wasn't addressed uh by use of a speech right? So, right now, because I haven't had any requests, we're starting uh you know, I've got a list of roads that are um on my mind as far as traffic um volumes of traffic and stuff like that. And so, now we're starting some of these for a second time. So, we're back at 3,300 North. That is certainly the one that has garnered a lot of discussions [snorts] recently. So, we're back there just to confirm our presence and our awareness of what's going on on that street. So, uh, and if you have a street that you're interested in seeing what the results are, just let us know and we'll put it out there. It collects a lot of data. Pretty impressive stuff.
And so, then you take the data and then what do you do with it at that point? Like, do you put more officers in on that road or what do you do? Well, you know, it's it's certainly an idea to give you an idea uh the time of days where you're likely to find some higherend offenders. I mean, uh, Loader Avenue, the highest you're getting is is 58 miles per hour on there, which is, uh, which is unacceptable for 25
on 1300 West, you're getting cars at 80 miles an hour in a 25 at certain times of the evening and stuff like that. So, it gives these guys an idea if you want to a place to go look for traffic volumes and and potential of of offenses, it certainly gives you some uh helpful hints. It's like uh watching a bar if you want to look for a DUI. It's kind of kind of goes without saying, right? So, that speed trailer just shows you some trends that are going on in certain neighborhoods. And when they say that when some of them say that their road uh seems like a freeway, sometimes they're right. People going too fast. So, we're out there uh collecting that and then the officers will go out there and provide some enforcement. It's not all about citation. It is about making traffic stops and contacts and getting people to slow down and make our streets safe. So,
I have a question, Chief. Maybe when we meet for a budget. I know we like to call it Todd's non retreat, but uh maybe we could have a few examples of some of those roads, just quick statistics maybe from the some of those. I can bore your afternoon kind of statistics. I would just put it on a piece of paper and uh top three and just have a handout or some I don't know, whatever works for you. Yeah. Just so we can see an example. It's Yeah. Yeah. Uh some of the numbers are are like disturbing, a little shocking to find out that people will go those speeds and uh
uh you know, nobody wants people driving that fast on your street. Well, everybody feels that way, right? So, there's certainly areas that uh command some attention and they're getting it. So, Awesome. Thank you. Yeah, sure. Thanks.

I I don't have any algorithms. Um I didn't do anything much different than I did the last couple years. I guess it just all works out. Even a blind squirrel finds a nut once in a while.
So, there we go. Um, one update to give. January, it is the W2 season. Bryant, our payroll clerk, is working hard on those. Um, but just to give you a little bit of an update of what to expect, um, by the end of this week, you should get an email from Bryant with your digital W2. Um, and the way you access that, it's the same system where you would find your pastub. It's in docu liy. Um, we are like last couple years, we're also doing print copies. Um, those will be available sometime next week and if you don't come get the print copy, we're going to put it in the mail um, at the end of next week. Um, we'll have instructions going out in an email with all that, but one thing to be aware of is that Docu Livery is changing their um, security. So, if you have go gone in there for payubs or W2s, likely you're going to have to create a new password when you go in there. And like everywhere else in the in about two weeks, they're going to start doing multifactor authentication. Yeah, I'll I'll reintroduce myself. It's been a minute. Um, I'm Britain Johnson. Um, and I'm the management analyst intern. I'll be here with the city until the end of April. Um, so under the direction of Sierra and David and Scott to some degree. Um, yeah, just working on some projects to help improve the city. It's already in a great place and hopefully we continue onward and upward. So, so in school, out of school. Yeah. Um, I am doing a masters of public administration at BYU currently. I'm in my second semester. Uh yeah, very good with an emphasis in local government and wanting to help where I can. Thank you.
Um as far as like anything to update you on, um it's mostly internal. We're working on an employee internet right now um to
provide intra yeah um to provide some resources to employees with a one-stop shop for contacts, documents, and forms, things like that. Um what will uh probably be relevant to you is that um I'm currently doing a compensation and benefit analysis. So we're doing a study of some neighboring cities um and you kind of alluded to this Todd earlier um and looking at what a a midyear adjustment would look like for um some of our different departments, some of our different full-time employees. Um we'll discuss that more later, but that's kind of what I'm working on as far as projects. Awesome. Perfect. Thank you.

Fitness fair has finished up and so we are finally done with that crazy week, which was it was a great week. little bit over last year. So, we feel pretty good about our sales that we're we're doing this year. Um, hold on. So, so where are we in far as sales? Tw We're last year over and under. 12K over last year percentage wise over and under. 12K over. So, what's that a percentage?
I'd have to pull the percentage. I do not know off the top of my head. Like it was 12,000 more, but what's our average? What's what what is our revenue and um I would have to look at that number. I don't have that off the top of my head. Um, we Well, uh, I want to say, no, I don't. Nope, I'm not. Just shoot me a text. I think it's like Yeah, I'll shoot you a text. I'll look it up. I've got it back on my computer, so I'll let you know. Um, we are, we did have our membership increase in prices. So, actually, the number of memberships is basically the same, but our revenue is higher. Got it. So, that gives you a little bit better picture.
Um, so yeah, excited about that. We brought back the wreck uh pool combo pass. So, that was a good hit to bring that back and get people back onto that option. Um, but we we had a great week. Uh, great fitness fair. So, that was fun. It was busy. It was crazy. It was nuts, but it was fun. Um, some upcoming things just kind of maybe some more updates kind of again in the adaptive world. We just continue to grow and find more opportunities there. Alicia, our coordinator, has now started once a month Friday night um kind of parent night where they can drop off their child and then go on a date and then we just provide activities for their child. So that'll happen once a month on Fridays. So this first this Friday is our first one for that. Um so I think that'll be great opportunity there. And then pilot program she's kind of working on in the summer is kind of a lifelong learning. One of the demographics in adaptive is when they graduate high school, they kind of lose all of their structure and community and friends and things like that. And so it's a really that age group is a really hard transition for them. Um, so we're partnering with a a group called United Angels. Um, where we will do three times a week in the summer. Um, and it might be a finance class, it might be a, you know, physical activity and just getting out there. Uh, Wednesdays will be kind of a field trip day. They'll meet somewhere and and do some things out in the community as well. So, it we'll see how that runs. See if that ends up being a high need or or what that looks like, but it hopefully gives them some opportunity to continue learning kind of lifelong skills. maybe all of our high schoolers need this class as well. You know, finances, things along those lines and then just continue to meet with other friends and and have a group to to connect with. So, so we're excited about that happening in the summer. So,

It was a well played game of football overall. I did not have a dog in the fight. Uh, but to use Scott's analogy, the public works team is a lot like that offensive line, and I'll even extend it to the defensive line because that's where those games at the national championship level are one. Yeah. Yeah. So, so Fernando won the Heisman and and great catches across with Decker and different things. Just some amazing plays, but I get to play Scott Vanpelt and just present to you five minutes of highlights of what happens with public works and specifically public works projects. But there's a lot happening in public works on a day-to-day basis that that just continues and just happens and and it's helping us win the game because I think we're winning the game. But I'm still getting calls about deer mitigation, believe it or not. Uh we get calls often about water shares. We get calls often about uh roads, stop signs, lots of different things, sidewalks, water leaks, you name it. We are still getting calls. we go take care of stuff. Uh so I just wanted to bring that point up because it was a great game last night. Uh the water supply that we're looking at is scaring me,
but I'm not scared yet. In 2019, we had less water at this time
uh in the year and then we got some storms. I start to get worried in about March. So, we'll keep a close eye on that, but we are putting contingencies in place for that and and already making uh preparations if it continues. So, so know that we're thinking about that and it's only January. Um, obviously we keep keep up on uh street sweeping during this time of year even though we'd normally be plowing. Salt budget, I'm I'm taking credit. Best salt budget ever for January 20th. We're in good shape uh on our salt budget, but overall Denise and I are cranking up meetings in preparation of spending some time with you guys on February 4th, and we'll dive into a whole bunch of stuff then uh related to certain things that that I just don't have the time to go into now. Uh but but certainly we had a we had a pre-bid meeting today for two different projects that you're well aware of. the Battle Creek trail head uh will be opened I believe yes before so we'll have numbers on that before our uh budget planning meeting and then also a ma our major roadway project will be 800 north 680 north area and a couple of norths over there from uh North County Boulevard up to 1300 west five or six million dollars worth just in that project alone of water line and roadway and some sidewalk there. So, uh that is my report. I think I made it under my six minutes. Uh but I'm happy to take any questions you might have.

And and I get a lot of phone calls about where are we with Maglebe? And we all want to attend and and be patrons of Maglebe. They um, of course, they needed to do a tenant improvement. I mean the the construction of the the interior and they we're just waiting for them to call us for their final. So they haven't finished their final. Once their final is completed, uh that's when they usually submit for a a business license. And that usually takes us about a week and a half to two weeks. So as soon as they pass their final, then I tell you two weeks from there, and that's usually when when they when they're ready to open. But the that's where they are. They're almost almost crossing the finishing line. Okay.
I drove by this morning about it was probably close to 8 and there was a lot of people there. I saw there was a chandelier that was in.
They're trying to their best. Yes. Yes. Yes. They're trying I'm pretty sure they're doing the the the finishing details which they're always what takes the the longest to complete, right? Like the the Yeah. Um uh on the other hand, we have a state house on the Grove and they are on on they haven't been to planning commission yet. Okay. So that project is they're working with the DRB. There are with the uh as you guys are aware a lot of these uh national franchises they uh they have already set up boxes buildings what they want to bring and usually when we have a a specific code for a specific zone they need to do certain changes here and there in regards of colors materials and facads and stuff like that and that's that's what they are. So we haven't brought them to planning commission yet they went to one session of the design review board and they're going to go to their second one pretty soon. Okay, that's what those two projects are. I'm looking forward to the the non- retreat or we're gonna call it retreat.
It's up to Council Member Williams. Okay. When When I think retreat, I do not think about a seven-hour meeting discussing numbers. Totally. I'm with you there. I'm with you there. Call me crazy. No, you know what? Yes. But uh so but it's not that it's not that big.
I'm looking forward at that meeting. At that meeting, I'll give you a more uh comprehensive uh report on the commercial projects that we have in our city. Okay? We have a map and we're putting where exactly those projects are and where they're standing at. We're doing some phone calls um to some projects that are stalling a little bit and see exactly where they are. So, we'll we'll give you guys a report on that on February 4th. Um last week on Thursday we had the the opportunity to do the kickoff meeting for uh revitala revitalization master downtown plan and this was for the for the stakeholders. So it was a meeting for it was focused more on the property owners and business owners. I have a meeting set up for my city council just my city council and I'm thinking about the third week of March. So, I'm going to be sending you invitations probably tomorrow. Today or tomorrow uh just so we can select the day because I will uh I would like everybody to be there. That meeting uh you guys will get a report uh of what's being done, but also you guys will have a a chance to have a a um hands-on on the project. In regards to that, for example, I I talked to the consultants and I want I'm going to make sure you guys have a chet. Cherret is we have some some plans, right? there's some some drawings and I want something interactive for my city council. So, I'll work on that uh for the third week in the month of March. Okay. So, that will be your opportunity to get to give us some some uh some input on what we've already done so far. Um I think we we done uh a lot of uh background work. I have a document that I'm going to I'm going to email it to you guys. I received a document last last week that contains the existing conditions, a technical memo with existing conditions. And in that, for example, we did a a parking analysis of the downtown and and it's very clear there that we have no problems with parking the downtown. So, and that you guys will have the
opportunity to review that document. There was just a couple uh tweaks that we have to do, but it's pretty much done. Um, so yeah, that's what I have. Please answer to my poll question that I'm going to answer to you guys to make sure that I have everybody on that. I I I will appreciate if every council member has because that's or opportunity to to have some input on the on So Daniel, when you're you're talking about a poll question, it's going to be availability, right? You're going to give them some dates and times. Correct. There's the they'll choose that. That's that's the best way to figure out.

So, just wanted to make sure all of those I have sent calendar appointments for you and um just reiterating that that's what we have going on. So, I will uh the agenda for uh February 4th, I'll get out probably by Friday. Okay. So, you'll have a a week and a half to review it and see if there's any anybody wants to add anything.
Um I got the email from Council Member Rogers on the trails that's been added to the agenda. So, if there's something else on your mind that you want to talk about as a group, let me know and I'll throw it on there. Uh Sid, do you have anything? Where are we at with the contract in the pickle ball courts since we met? Yeah, we met with him this morning. Uh me and Neil, um we're going to have a phone call with the installer with the company that actually does it uh to ask some more specific questions about um the surfacing. For those that were able to make the the trip, um there was two different surfaces we looked at. One was indoor, one was outdoor. Indoor was a non-starter. Outdoor, I think the outdoor is different.
It's a maybe. Uh we we just need to ask them some questions. So, we also talked with the uh the contractor about plan B. If we choose not to do that, you know, what what are going to be the options? So, we started heading down that road. Um we want res I mean, we told them we'd really like next week at the latest to have this phone call with the supplier um because again, we're getting anxious to get some decisions made on what we're going to do out there. I mean, we've invested a lot of time, effort, and money into having something similar to well, should be similar to veterans courts up there. I'd like to hear I mean, I'd like to hear Sid and Diana's thoughts. You traveled there, Sid?
I mean, veterans are probably the nicest, most beautiful courts probably close to all of Utah. And I'm not saying that I'm with you from my house. We have people that travel a long ways to come there. The they've held up just it's a beautiful setting. and just everything about those courts. They should be similar to those courts in standard and quality. And if we can, that should be our goal is to make them similar to veterans because they're beautiful courts. Now, I I wasn't there. Yeah, I had another conflict. But why wouldn't we just say do veterans? We want that. Well, so here's here here was the discussion we had after we were done. Okay.
Um the discussion was let's follow up with the supplier one last time. Okay. and let's ask a few more questions about that. The surfacing was okay. I mean, it was but if if we're heading a different direction, just let us meet with the supplier and if this is something that's just a complete non-starter, then we're going back to the contractor and now we're going to be talking about replacement and which is going to be a little bit of a different discussion. You're much more patient than I am. Well, hey, it's good work. We we got to work with these guys. I mean, we can I get it. Yeah, we we can go blow it up if we want to and I don't know if that gets us in litigation for the next three years or what, but I mean we're trying to figure out a solution here that is going to be a long-term solution for us,
but we should have an answer by next week. No, no, we're going to talk to the supplier by next week. If the supplier is a non-starter, then we'll we'll we'll have the follow-up discussion with the contractor about what we're going to do. Could you give us update maybe on our non retreat? Well, no. I just didn't know if we were participating in some way and kind of what other cities were doing and how we could be involved. So as long as we're doing a little something, that's great. Okay. We're Yeah, it's in in the works, but the intention is we will do something for that day. Fe July 4th is a Saturday this year. Okay. Um and and I don't know if we want to beef up the fireworks a little bit as part of that or what we want to do, but we'll come back and bring some things to you to talk about.
So, right now the library has um walk 250 flyers um where you can walk 250 miles. Oh, wait. Starting now? Um starting in January. That sounds terrible for a little behind. 250 miles really isn't that much. Um, I mean that's good though. That's a good That's one event. But last Friday, Stacy and Andy and I can't remember Andy's assistant name. Andy's assistant Ashley Ashley Ashland and I met to talk about this specifically um and brainstormed a whole bunch of ideas and
like 250 books read or something. Well, we could do that. All [laughter] All of them on American history. Yeah. Um but but we actually have quite a few ideas. Okay. Awesome. Combined and separate. I guess Scott, I guess we could start the step challenge a little earlier. Hey, I guess what we're saying as staff is yes, we're planning anything necessarily solid to bring you right now. If we've already decided that that outdoor court to put lifetime isn't going to be the quality that is the same as veterans or that we want, can we just bypass waiting for the supplier? Sure. It's just our discussion the other day. That was the direction I got. That's why we met with the contractor today to arrange that. If the council right now is saying that's a non-starter for us, we don't want to do it, then let let me know that. And
what what I would like to know is that the indoor was like said non-starter. That was just no. Um, the outdoor was similar, but I just I don't think it's what they were they're discussing. Personally, I I looked at the edge and it just didn't look like what they had in at least the brochures that we got. Not even close. It's not the same as veterans. Yeah. I think what you had up at Lifetime Outdoor was just a simple coat of cement over the top of old courts personally, but I'd be curious what they say and then we can move pretty quick from there. My my goal is a long-term solution that we can all be happy with.
