Chuck, one, two. Welcome to the 05/18/2026 City of Plano Planning and Zoning Commission meeting. I'll now call the meeting to order at 6PM. If you all please rise and join me in the pledge of allegiance. Thank you very much.
Consent agenda.
The consent agenda will be acted upon in one motion and contains items that are routine and typically non controversial. Items may be removed from this agenda for individual consideration by commissioners or staff.
Commissioners, would anybody like to remove an item from the consent agenda? Commissioner Lingenfelter. I move that we approve the consent agenda as recommended by staff. Commissioner Bronski. Items for individual consideration. Public hearing items. Unless instructed otherwise by the chair, speakers will be called in the order registrations are received. Applicants are limited to a total of fifteen minutes of presentation time with a five minute rebuttal if needed. Remaining speakers are limited to thirty total minutes of testimony time with three minutes assigned per speaker. The presiding officer may modify these times as deemed necessary. Administrative consideration items must be approved if they meet city development regulations. Legislative consideration items are more discretionary except as constrained by legal considerations. Non public hearing items. The presiding officer will permit limited public comment for items on the agenda not posted for a public hearing.
The presiding officer will establish time limits based upon the number of speaker requests, length of the agenda, and to ensure meeting efficiency, and may include a total time limit.

Agenda item number one, Hinkley Addition, Block A, Lot 1 R, religious facility on one lot on 4.4 acres located on the West Side of Los Rios Boulevard, 2,130 feet north of Merriman Drive, zone plan development three 20, estate development, and plan development one seventy three estate development. The applicant is the Church of Jesus Christ of later Latter Day Saints. This item is for administrative consideration.
Good evening, commissioners. My name is John Kim, senior planner with the planning department. Here is the aerial. The property is located on the West Side Of Los Rios Boulevard. Here is the replat. Highlighted in blue is the portion of the abandoned right away that they are incorporating onto their lot. The replat is recommended for approval as submitted. I'm available for questions.

Agenda item number two, Christ United Methodist Church, Block 1, Lot 1 R religious Facility on one lot on 14.1 acres located at the Southwest Corner Of Coit Road and Parker Road. Zoned single family residence seven. The applicant is Christ United Methodist Church. This item is for administrative consideration.
Evening, commissioners. Tiara Clark, Planner with the Planner Department. The subject property is located on the Southwest Corner Of Parker Road in Coit. This is the site plan. The purpose of the revised site plan is to expand the north entrance of the religious facility and construct an additional canopy and a drive aisle on the property.
The image on the left is the northern portion of the property and the image on the right is the southern portion. The purpose of the repo add is to abandon and dedicate easements due to the site improvements. And staff is recommending approval subject to additions and or alterations of the engineering plans as required by the engineering department for the preliminary replat. And staff is also recommending approval for the revised site plan.
Do we have any technical questions for staff? Seeing none, this is a public hearing. I'll open a public hearing. Do we have anybody registered to speak on this item?

Foster survey, abstract number 332, located on the east and west side of Park Vista Road, 160 feet south of Glenscapes Circle in the city of Plano, Collin County, Texas, presently zoned, planned development four ninety eight multifamily residence three and located within the Expressway Corridor Overlay District. The petitioners are Park Residence Plano West and Park Residence Plano East. It is being requested that this item be tabled to 06/15/2026.
This image here is an aerial image of the subject property located along Park Vista Road. And as mentioned earlier, the applicant has requested to table the request to the June 15 Planning and Zoning Commission Meeting. Staff recommends accepting applicants request to table.
