Placer Vineyards Property 1A - Development Agreement Amendment and Small Lot Vesting Tentative Map Modification (PLN25-00085). Supervisorial District 1

1. Conduct a public hearing related to the Placer Vineyards Specific Plan Property 1A and make the following recommendations to the Board of Supervisors: a. Determine the actions are consistent with the Certified Final Environmental Impact Report and Addenda for the Placer Vineyards Specific Plan and do not trigger further environmental review pursuant to the California Environmental Quality Act Guidelines Sections 15168 and 15162. b. Adopt an Ordinance approving the Third Amendment to the Second Amended and Restated Development Agreement related to Section 2.6.1 and 2.6.5, between the County and Lennar Homes of California, LLC, a California limited liability company and St. Anton Placer Creek Affordable, LLC, a California limited liability company relative to Placer Vineyards Specific Plan Property 1A. c. Approve the modification to the Placer Vineyards Specific Plan Property 1A's Small Lot Vesting Tentative Map (PLN17-00265) Condition 221, subject to the Recommended Modified Conditions of Approval. Project Location: Placer Vineyards Specific Plan (PVSP) Property 1A is bounded by Baseline Road to the north, the old Walerga Road alignment to the east, Dry Creek corridor and the PVSP Property 2 subdivision (under construction) to the south, and Placer Creek Drive (under construction) to the west, in the unincorporated Roseville area Assessor Parcel Numbers: Refer to Attachment A to the Staff Report for a complete list of Assessor's Parcel Numbers County Staff: Christopher Pahule, Planning Director and Michele Kingsbury, Deputy County Executive Officer

Ritz-Carlton Residences, Lake Tahoe Mountain Chalets - Martis Valley Community Plan Amendment. Rezone. Tentative Map. and Conditional Use Permit Modification (PLN2200168). Supervisorial District 5

1. Conduct a public hearing and consider the Ritz-Carlton Residences/Lake Tahoe Mountain Chalets project and make a recommendation to the Board of Supervisors to take the following actions: a. Adopt a Resolution adopting the Addendum to the previously certified Northstar Highlands Final Environmental Impact Report and amendments to the Mitigation Monitoring and Reporting Program (State Clearinghouse Number 2003012086) prepared pursuant to Section 15164 of the California Environmental Quality Act Guidelines and Section 18.20.110 of the Placer County Environmental Review Ordinance. b. Adopt a Resolution approving the amendment to the Martis Valley Community Plan land use designation for the project site (Assessor's Parcel Number 110-051-012000) from Medium Density Residential to Tourist/Resort Commercial. c. Adopt an Ordinance to rezone the project site from Residential Multifamily-Design Sierra Planned Development $=5.8$ dwelling units/acre to Resort Design Sierra Planned Development $=15$ du/acre to allow the proposed condo-hotel use of the condominium units. d. Approve the Tentative Subdivision Map for 38 condominium units, separated into 18 separately saleable "chalets" on a 3.4 -acre parcel, subject to the recommended Modified Conditions of Approval. e. Approve a modification to the Northstar Highlands (PSUB20040898) Conditional Use Permit to construct 38 condominium units divided into 18 separately saleable "Chalets," a 184-space partially subterranean parking garage, a new tunnel and elevated walkway to connect the project site to the Ritz-Carlton, Lake Tahoe Hotel, subject to the recommended Modified Conditions of Approval.
