Sandretti/Woodbridge Ranch Subdivision - Conditional Use Permit Modification (PLN2500179), Categorical Exemption, Supervisorial District 4
1. Conduct a public hearing to consider modifications to the Woodbridge Ranch Subdivision project and take the following actions: a. Determine that the proposed modification is categorically exempt from environmental review pursuant to Sections 15301 and 15305 of the California Environmental Quality Act Guidelines, and Sections 18.36.030 (Class 1 - Existing Facilities) and 18.36.070 (Class 5 - 15305, Minor Alterations in Land Use Limitations) of the Placer County Environmental Review Ordinance. b. Approve a Modification to the Woodbridge Ranch Conditional Use Permit (CUP 722/SUB 109) to facilitate adjustment of the mapped and recorded boundaries between Lots 14 and Common Open Space Lot A, subject to the Recommended Conditions of Approval. 2024 Annual Development Agreement Review, All Supervisorial Districts
3. Conduct a public hearing to receive a report on the annual review of Development Agreements to ensure compliance with the terms and provisions of the agreements, pursuant to the California Government Code Sections 65864-65869.5, and Sections 15.20.120 and 17.58.250 of the Placer County Code and take the following actions: a. Determine that the developer entities for the Bickford Ranch Specific Plan, Placer Vineyards Specific Plan, Riolo Vineyard Specific Plan, Regional University Specific Plan, Placer Ranch Specific Plan, and Homewood Master Plan have made a good faith effort to comply with the terms and conditions of their respective Development Agreements during the 2024 annual review period. b. Determine the proposed action is not a "project" pursuant to California Environmental Quality Act Guidelines Section 15378. Twin Rocks Estate Winery - Conditional Use Permit and Zoning Clearance (PLN22-00412), Supervisorial District 4
5. Conduct a public hearing related to the Twin Rocks Estate Winery, located at 6635 Cavitt Stallman Road in the Granite Bay community, and take the following actions: a. Adopt an Addendum to the Mitigated Negative Declaration, prepared for the project pursuant to Section 15164 of the California Environmental Quality Act Guidelines and Section 18.16.090 of the Placer County Environmental Review Ordinance, and amendments to the Mitigation Monitoring and Reporting Program. b. Approve a Conditional Use Permit to allow for an Accessory Use - Restaurant at the existing Twin Rocks Estate Winery, and grant Zoning Clearance to conduct up to 208 agricultural promotional events and 12 special events annually, consistent with the allowances set forth in Placer County Code Section 17.56.330 (Wineries and farm breweries) subject to the Recommended Conditions of Approval. Eagle's Nest Reclamation Plan Amendment - Conditional Use Permit (PLN24-00384), Supervisorial District 5
1. Conduct a public hearing to consider the Eagle's Nest Mine Reclamation Plan Amendment and take the following actions. a. Adopt a Mitigated Negative Declaration (State Clearinghouse Number 2025081053), and Mitigation Monitoring and Reporting Program prepared for the project pursuant to Section 15070 of the California Environmental Quality Act Guidelines and Section 18.16.010 of the Placer County Environmental Review Ordinance (Negative Declarations). b. Approve the Conditional Use Permit to amend the previously approved Eagle's Nest Mine Reclamation Plan (PMPBT20050399) to allow for establishment of a new overburden waste materials dump site (Dump Site 6) of approximately one acre for the disposition of materials extracted during the mining process, subject to the Recommended Conditions of Approval. c.
