PUBLIC COMMENT

The public will be offered the opportunity to comment on matters not included on the current agenda. The length of time devoted to this public comment period shall be as determined appropriate by the Commission Chair.

Determine that the proposed actions are within the scope of environmental analysis evaluated in the previously certified Final Environmental Impact Report for the Bickford Ranch Specific Plan and subsequently adopted addenda.

Adopt an Ordinance approving the "Fifth Amendment to the Corrected Amended and Restated Development Agreement" relative to the Bickford Ranch Specific Plan to modify provisions related to the relocation of the Equestrian Staging Area, revise the timing and funding obligations for construction of Sierra College Boulevard Segment 2, update the Sierra College Boulevard Fee, and amend reimbursement provisions associated with construction of Sierra College Boulevard Segment 2.

Approve modifications to the corollary provisions of the Bickford Ranch Specific Plan Phase 1 Small Lot Vesting Tentative Map Conditions of Approval to facilitate their consistency with the above-described changes to the Development Agreement.

Determine the project is categorically exempt from environmental review in accordance with Section 15305 (Class 5 – Minor Alterations in Land Use Limitations) of the California Environmental Quality Act Guidelines and Section 18.36.070 of the Placer County Environmental Review Ordinance (Placer County Code Chapter 18).

Approve a modification to the previously approved Rolling Greens Subdivision Final Map to expand the building envelope for Lot 7, subject to the Modified Conditions of Approval, and direct the county surveyor to record a certificate of correction reflecting this modification.

Adopt the Mitigated Negative Declaration (State Clearinghouse Number 2026030857), erratum, and Mitigation Monitoring and Reporting Program prepared pursuant to the California Environmental Quality Act and Section 18.16.010 of the Placer County Environmental Review Ordinance.

Approve modifications to the Final Maps for Phase I and II of the Loomis Ranch Subdivision to remove the Wetland Preservation Easement areas on Lots 7 and 11, and allow construction of two driveways to access the rear of the parcels, subject to the Recommended Conditions of Approval, and direct the county surveyor to record certificates of correction memorializing these modifications

Determine that the proposed Alchemy Surf Resort project is consistent with the land uses and zoning identified within the previously certified Sunset Area Plan/Placer Ranch Specific Plan Final Environmental Impact Report, Mitigation Monitoring and Reporting Program, and addenda, and there are no project-specific significant effects which are peculiar to the project or its site; therefore, no further environmental review is required.

Approve a Tentative Subdivision Map for the approximately 32-acre project site property, subject to the Recommended Conditions of Approval.
