HEARING ITEMS to be considered for action as time allowsItem 1

Hanson Fence Height Variance (PLN25-00157) – Appeal of the Zoning Administrator’s Denial of a Variance. Supervisory District 4

Take final action on the Hanson Fence Height Variance, continued after the close of public hearing on January 29, 2026, through the following actions: a. Grant the appeal filed by David and Annin Hanson and approve a Variance to allow for construction of a five-foot-tall open fence within the front setback, approximately 16 feet or further from the edge of the public road easement, subject to the recommended Conditions of Approval. b. Determine the project is categorically exempt from environmental review in accordance with Sections 15303 and 15305 of the California Environmental Quality Act Guidelines and Placer County Code Section 18.36.050 (Class 3 – New construction or conversion of small structures) and Section 18.36.070 (Class 5 – Minor alterations in land use limitations). Sheba Estates at Eden Roc – Rezone. Vesting Tentative Subdivision Map. Conditional Use Permit and Variance (PLN22-00413). Supervising District 4

Conduct a public hearing and provide a recommendation to the Board of Supervisors to take the following actions: a. Adopt a Resolution adopting an Addendum to the previously adopted Mitigated Negative Declaration and amendments to the Mitigation Monitoring and Reporting Program, prepared for the project pursuant to Section 15164 of the California Environmental Quality Act Guidelines and Section 18.16.090 of the Placer County Environmental Review Ordinance. b. Adopt an Ordinance rezoning a portion of the Sheba Estates at Eden Roc project site from Residential Agricultural, combining a minimum Building Site of 4.6 acres to Residential Agricultural, combining a minimum Building Site of 4.6 acres, combining a Planned Residential Development of 0.44 unit per acre. c. Approve a Vesting Tentative Subdivision Map, subject to the recommended Conditions of Approval. d. Approve a Conditional Use Permit to allow for a Planned Residential Development in accordance with Placer County Code Section 17.54.090 – 17.54.110, subject to the recommended Conditions of Approval. e. Approve a Planned Residential Development for Sheba Estates at Eden Roc for consistency with Placer County Code Section 17.54.090(B). f. Approve a Variance to allow a reduction in the Planned Residential Development Open Space requirement from 20 percent to 11.4 percent, subject to the recommended Conditions of Approval.
