Approve the Design Review Agreement for the development of an affordable housing project on an approximately 11.43-acre vacant site, including the construction of twelve (12) apartment buildings totaling 240 units and two (2) community buildings, subject to the Recommended Conditions of Approval.

Approve nine (9) development standard concessions and waivers, as detailed in Attachment C, pursuant to the State Density Bonus law (Government Code section 65915), for which items (1) and (2) are concessions, and items (3) through (9) are waivers, and in the alternative, concessions.

Grant the appeals filed by the applicant, USA Properties, Inc., and YIMBY Law, and deny the appeal filed by Placer Citizens for Neighborhood Rights based upon the aforementioned actions.

Determine the project is consistent with the previously certified Housing Needs Rezone Program Programmatic Environmental Impact Report (SCH# 2023100581).
