I think the website has closed out for, uh, surveys. So, uh, again, thank you for those who have done it. Moving on to item eight, hearing of the citizens. Each person addressing the board under hearing the citizen shall be a resident or landowner of the county or the registered agent of such landowner. Each person shall step up, give his or her name and district in an audible tone of voice for the record, and unless further time is granted by the chairman, shall limit his or her address to three minutes. No person shall be permitted to address the board more than once during the hearing of citizens. All remarks shall be addressed to the board as a body and not to any individual member thereof. Hearing of the citizens shall last for a maximum of 45 minutes. Any individual that has signed up to speak during said section who does not get the opportunity to do so because of the aforementioned time limit shall be given speaking priority at the next board meeting. I'm here once again to speak about this solar stuff that keeps going on in our neighborhoods and how it came in on the sneak, very deceitfully, with this rezoning stuff that you're constantly doing. It was only told that they were going to build a house and some hay across the street, but that's not what it was. There is a house going over there, but solar also is coming in with that rezoning. They're tearing down trees right now. And that certified letter that I got, the man I was supposed to contact who would not call me back is from your economic development committee. And his name and his number is also on that Pennsylvania County solar website. Same guy, same email. And so we lied about why we needed to be rezoned. And then we're supposed to trust you with more economic development? Are you out of your minds? What is really going on here? We're being plowed over. This is a wrecking ball in this community. You are destroying our neighborhoods. You are destroying our farms right at a time where, you know, they're selling out beef to other countries and there's problems with lettuce and genetically modified and lab-grown everything. And I'm speaking to everybody, not just the board. This is getting ridiculous. We have to support our farms and our farmers. This is your food. This is what you people eat. What are you supposed to eat? You're not going to eat solar. I mean, all it's doing is wrecking farmland. You know, one of you has mentioned the Bible. I don't think he's here today. I'm not allowed to address you specifically anyway. But I'll address the Bible too. Psalm 50 verses 10 and 11 says that all the beasts of the mountains and the animals of the field belong to him. And he knows every bird of the heavens. They belong to him. You know, your goldfish, Fluffy, that ain't yours either, so you better take care of it and give it fresh water and food every day. Because he's going to take account of that. Not one sparrow will fall without his knowing of it. That's what the Bible says. So how many sparrows have fallen to your crappy solar? Huh? Are these animals being relocated? Have they been to some Indian reservation? I hope so, because they care more about the land than you guys do. This is ridiculous. You are ruining everything about this county. And I'm speaking to all these citizens. Where are you tonight? You were warned about this. You were crying about this on Facebook and everywhere else, but you don't show up. None of you show up and then you cry because it's in your backyards. When are you people going to stop? You keep approving it. You give everything he wants to because he writes you checks. We were also told the last time, this is one of the few people that are writing you checks that are asking for more favors. Well, which ones aren't writing their checks? And are they still in operation? Are their bulldozers still plowing over box turtles and everything else? You know, what about the pileated woodpeckers and the Chatham Eagle? I haven't seen him since that one went on in Tight Squeeze Road. That's the last place I saw him when it was a field. It is no longer a field. It is a nightmare. This is getting really, really disgusting. I am so sick of this county and the decisions that you make are just absolutely horrific. You don't care about your citizens. We write you checks too. Every single citizen writes you a check or you confiscate our land. Like that belongs to you as well. It does not. It belongs to him. It all belongs to him. But you destroy it. And you care nothing. And these citizens, they care nothing either because they're not here. What is going on? Why do we not care about this land and this blessing which he has given us? And the food. What are you going to eat? Don't come banging on my door because I'll throw a rotten egg at your head. I'm sick and tired of this. What are you going to do? Eat your revenue? I hope you choke. My name is David Jordan. I'm the owner of Burt Mitigation LLC. I purchased the property about a year ago. It's about 220 acres and it's four parcels. It was already put into a conservation easement with Blue Ridge Land Conservancy. But it only gives two subdivision rights and there's four parcels. So it doesn't make sense to have four partials and only two subdivision rights. So I'm consolidating the property, but there's an issue with one of the properties of it being R1, so I can't consolidate it with the other properties. I just want to explain a little bit of my business. I do wetland mitigation work, wetland and stream mitigation. It's all hydric soils in that floodplain, so we'll be doing a wetland mitigation bank, restoring Reed Creek, restoring the tributaries of Reed Creek, and planting about 600 trees per acre on the site. So that's what I'm planning on doing on the site. Just wanted to give you some heads up where it's going. Anyone have any questions?

I live in Caswell County, just across the line, maybe 300 or 400 yards from the access point. And my questions are just purely informational. Will any other parcels be affected adjoining adjacent parcels? Will the exclusion zone, will it ever be increased to include any other parcels besides the parcels that are listed in the permit? I've got a couple parcel numbers for that. Has the NCDOT been contacted? Because there will be probably increased road traffic on Cardwell comes in from Highway 62. Also, Hunt Road and River Bend come in from the other side within probably 300 or 400 yards of where this access point will be. I'm just curious about the increased traffic there and how it will impact the roadways in Caswell County adjacent to that. I know Caswell is not the concern here, but has the NCDOT been contacted? I called the division office yesterday and they had not heard anything yet. And what's the likelihood or possibility of this becoming a permanent access road? I'm sure we'll have to have some additional permitting and things like that for this to be a permanent road surface.

There is, to one of the supervisor's points, aside from being narrow, there's a lot of low hanging vegetation. You know, in that area that I have a camper that's about 11 foot 6, and I drag the trees when I go through there. So there will be a lot of truck traffic coming through there that probably needs 13-6 clearance. So there may be some considerations there. And mud and debris. I know I work for Duke Energy, and I know how construction entrances are, and they get to be muddy and they've got to be maintained because we'll have a lot of it. That's almost a daily driver for me. If I'm coming to Danville, that's my route. If I go to Roxburgh, I'll take a different route through the other side. But will these areas be maintained and kept clean and all like that? And finally, traffic obstructions. To the gentleman's concern about the narrow road, it is a narrow road, and delivering equipment and materials and things like that. But also, what other traffic obstructions can this cause? And it's just purely informational, and I'd just love to hear some rebuttals to those questions at some point. Okay. Thank you, sir. Sir.

Yes, sir. My name is Chris Mullally and I, like Rob, am a Caswell County resident and we're butted up against the project. But I was invited to, I don't know that I was invited to speak necessarily, but I got a letter that said, hey, this is happening, feel free to come to this hearing. So I just have a couple of questions also. Do, should I go ahead or? Go ahead. First off, thank you so much for including us in this. We're obviously not Pennsylvania residents, but for you guys to send us a letter, that really means a lot. And it was notarized, or signature required, so I was guaranteed to get it, and I really appreciated that. So being informed in a major project like this, and congratulations obviously for Larry and his family too, because this is a huge development for you all to bring a lot of clean energy to the region and also It's a good development for the area in general, in my opinion. But I guess my concerns would basically be somewhat similar to what Rob had mentioned. But we live on Hunt Road, which is a small road. It's maybe 700 feet long. And I'm pretty much the only one, probably in the whole project, that the road bypasses, or excuse me, it bisects our property. So we have property on one side of the road on the other. And we hold that property very dear. It's well mowed. It's well maintained. Most traffic that comes through there that's local, like Larry and his family and like anybody who's just coming through, are very respectful overall of the property. But if there's out-of-towners or people that are doing jobs in the area, typically they'll drive a lot faster. They'll drive over the grass. They won't get the corners right on both ends. It'll be kind of, not scary, but like, Both my wife and I work from home, and so it's hard to carry on business calls when that much or with that excitement of traffic is coming through. You know, somebody who doesn't live here. So I know a lot of these guys that are coming through on these trucks potentially have a job to do. They need to get there quickly. They need to be efficient. So I just want to see, is there any information necessarily about the traffic Is there a possibility that we convert it on Caldwell to that entry point rather than on River Bend Road or Mountain Hill Road that comes to Hunt Road? If there's any way to do that where you're having the traffic come in through that highway on Caldwell, if you know what I mean, I would sincerely, sincerely appreciate it, considering that my wife and I both work from home, and it would be quite a nuisance to have to deal with 12 to whatever truck drives a day. Yeah, that's basically it. And then I guess if there's anybody that I can contact in the future, if we have complaints, like if we continue to see like any behavior that's like obstructive to our way of life, you know what I mean? If somebody could provide us a contact info for that. But yeah, that's basically my concerns that I wanted to share. So thanks a lot for the opportunity. Anyone else?

Sorry, yeah, so again, Adam Peterson, Firefly Energy LLC. Just to start with, you know, this will need to get permitted and reviewed by VDOT. I don't have the answer about how VDOT will interact with NCDOT. One, UNIQUENESS OF THE FIREFLY PROJECT IS IT'S RIGHT ON THE SOUTHERN BOUNDARY IS RIGHT ON THE BOUNDARY OF VIRGINIA AND NORTH CAROLINA. SO THAT'S ACTUALLY A QUESTION WE'LL ASK. WE KNOW WE HAVE TO GET OUR PERMITS FROM VDOT IN PITTSLVANIA COUNTY, BUT I'M NOT SURE IF THEY HAVE ANY INTERSTATE COORDINATION. TO THE POINT ABOUT AFFECTING OF ADJACENT PARCELS, THIS IS, YEAH, THE EASEMENT IS SHOWN FROM CARDWELL LANE INTO THE PROPERTY. That one uniqueness of Firefly, it was the first one approved after the ordinance revision where landscape buffers went from 15 feet to 100 feet. Also property line setbacks went from 150 to 200 feet. That was an increase from 35. So anyway, just kind of that place in time of where Firefly was. It was approved in April of 22 after the solar ordinance had been revised to decrease effects to adjacent neighbors. In terms of the mud track out, that's, yeah, a big issue in construction. One thing in the state of Virginia, obviously you guys know VDEQ will have to have a stormwater management permit. The entrances are all tied to that stormwater management permit. They'll also need a sediment erosion control and ESC permit from Pennsylvania County and inspections from both county and state folks. And part of that stormwater permit, which is to govern drainage within the project, is also to govern track out and bringing mud onto roads. And yeah, we'll be handling SOPs as far as making sure that doesn't happen. In terms of the, you know, we'll be doing a traffic analysis. VDOT definitely recognize we always want to make sure You know, kind of during construction, there's a, yeah, it's a very big project, and it's going to take approximately 21 months to construct. However, that's not all happening at one location at one time. So it is kind of a beehive of activity for like, let's say, the area we're talking about here for like two or three months. During that time, yeah, traffic plan. We need to run through VDOT and also Pennsylvania County and make sure we're going from point A to point B and there's not scattered traffic going on to some of these smaller feeder roads, which you mentioned. I think I covered everything. We'd love to get you all's information and we can continue the conversation and answer any other questions. But I'll kind of defer to you all if I kind of covered all the questions.

First item is a conservation easement request. David Jordan for Hurt Mitigation LLC is proposing a conservation easement on 219 acres located on Batterman Road in the Chatham-Blairs Election District and shown on tax maps as GPIN 2425-92-1329. The Pennsylvania County Comprehensive Plan Guidelines for Conservation Easement state, conservation easement requests have to be reviewed and approved by the Planning Commission to verify that the area of the potential easement is proposed for agricultural or conservation use on the future land use map, or that protection of the specific parcels involved is consistent with the overall intent of the future land use map, and there is a public benefit to that easement.
