Good evening. It is now 6 p.m. the scheduled time for this public session. My name is Caroline Ristow. I am the planning officer of the city of Pittsburgh and would like to welcome you all to this public information event about our changes to the land use plan to cover the need for living space. We have a short presentation for you this evening, to which a question will follow. At this point, the package went to the city council, which decided to separate a part of it that concentrated on the minimum property size. This change went through the city council's procedure separately, was introduced in March 2025, said goodbye in May of the same year and signed by the then mayor. The remaining parts of this change package were brought forward together. And in September, the city council held a public hearing on these points. And in the years since then, we have found that this was not an effective approach for the city of Pittsburgh. And so this is one of the areas of our order in which we have pasted banners on banners for decades to make these regulations that do not fit our city fit. And the result was not successful. And we also observe this in other cities that have implemented a park space reform, which is better suited to a denser urban environment, by allowing pedestrian-friendly mixed areas, lowering housing costs and increasing the economic use of existing buildings. At the moment, the Building Regulation provides minimum parking space requirements, defined by use, and our proposal is to replace these with updated parking space upper limits and an approach to traffic control for projects of a certain size. The changes also create more predictability for the mobility management plan, in which a formalized point system is introduced that is proportional to the size of the project and the selected measures. And to the selected measures. The last component of this proposed change application is the bonus program for affordable living space. This is, in part, a reaction to our experience in recent years with the existing program for speed bonus, especially in these newer zone districts. Depending on the percentage of housing units and the rate of availability, it depends on how many points can be achieved. Could have been achieved. So the more available the housing is, the more points you can earn. Another change between the designs from October and June is that the October design saw an inspection after two years, in which the city planning office should submit the city council report and, if necessary, submit improvement proposals. This was mainly covered in the June design for two reasons.
