Co9-04-17, LEE PLAZA, L.C. - VALENCIA ROAD REZONING Mark Road, L.L.C., represented by Presidio Engineering, L.L.C., requests closure for an approximate 95.4 acre rezoning (Parcel Codes 210-23-003C, 210-23-003D, 210-13-003E, 210-13-003F and 210-13-003G) from the GR-1 (Rural Residential) to the CR-4 (Mixed-Dwelling Type) zone on approximately 44.2 acres and from the GR-1 (Rural Residential) to the GR-1® (Rural Residential - Restricted) zone on approximately 51.2 acres, located approximately 600 feet north of W. Valencia Road and west of and adjacent to Mark Road. The subject site was rezoned in 2006, received time extensions in 2011, 2016 and 2021 and expired March 21, 2026. APPROVAL OF CONSENT CALENDAR

UNFINISHED BUSINESS (6/23/26) Short-Term Crisis and Emergency Resources (STCER) Grants, New Round

Discussion/Direction/Action: Utilizing the same framework, rules, and expedited timeframe of the Round 2 Short-Term Crisis and Emergency Resources (STCER) Grant Program approved by the Board of Supervisors this past Spring (background materials attached), take roughly 10% of the currently forecast Available Unrestricted General Fund Ending Fund Balance (forecast at $9.99 million in the May 2026 Financial Forecast transmitted to the BOS on 6-3-26), and implement an additional round of STCER Grant Program funding, with the application period being in August 2026, overseen by our Outside Agency Citizen Review Committee. Total budget: $1.0 million, from FY26 available unrestricted General Fund ending balance (after adjustments) of $9.99M. (District 2)
