Clarification of Records of Planning Commission approval on December 3, 2025 for Specific Plan Amendment 22-05280, Financing Tentative Parcel Maps: 22-05279 (TPM 38576) and 24-05150 (TPM 38985), Conditional Use Permits 22-05295, 24-05141, and 24-05142, and Development Plan Reviews 22-00028 and 23-00021 – A proposal to consider the following entitlements to facilitate the construction of Perris Gateway Commercial Center in two phases on 20.28 acres, located on the north side of Ramona Expressway between the I-215 freeway and Webster Avenue within the Commercial Zone of the Perris Valley Commerce Center Specific Plan:
1. Specific Plan Amendment to rezone 6.84 acres of the overall 20.28-acre project site from Commercial to Business Professional Office Zone to facilitate the construction of a self-storage facility with a Conditional Use Permit; 2. Financing Tentative Parcel Map 38576 to subdivide two (2) existing parcels into four (4) parcels in Phase 1, and Financing Tentative Parcel Map 38985 to subdivide one (1) existing parcel into four (4) parcels for Phase 2; 3. Conditional Use Permits to allow a self-storage facility, six (6) drive-through fast-food restaurants, two (2) vehicle fuel stations, and the off-sale of beer and wine (Type 20 Alcohol License) at the Maverick convenience store in conjunction with a Determination of Public Convenience or Necessity; and 4. Development Plan Reviews for the reviews of the site plan and building elevations for the proposed commercial project consisting of a 157,928-square-foot self-storage facility, two commercial buildings totaling 12,000 square feet, six drive-thru fast-food restaurants totaling 18,400 square feet, two convenience stores totaling 10,039 square feet, two vehicle fuel stations, and a 5,425-square-foot self-automated car wash. REQUESTED ACTION: Adopt Final Resolution 25-24 recommending that the City Council certify the Final Environmental Impact Report (SCH #2024080050), adopt the Mitigation and Monitoring and Reporting Program, Findings of Fact, and Statement of Overriding Considerations, and approve SPA 22-05280; Financing Maps TPM 22-05279 (TPM 38576) and TPM 24-05150 (TPM 38985); CUP 22-05295 for the self-storage facility, CUP 24-05141 for three (3) drive-thru restaurants, CUP 24-05142 for the off-site sale of beer and wine (Type 20 Alcohol License) at the Maverik convenience store in conjunction with a Determination of Public Convenience or Necessity; DPRs 22-00028 and 23-00021 for review of the site plan and building elevations to facilitate the construction of the Perris Gateway Commercial Center consisting of a self-storage facility, a Maverik branded fuel station and convenience store, three retail buildings and three drive-thru restaurants located on 20.28 acres, based on the findings contained in the Resolution and subject to the Conditions of Approval.
Conditional Use Permit 24-05060 and Development Plan Review 24-00001 – A proposal to consider the following entitlements to facilitate a commercial development project on a triangular-shaped 10.64-acre site, surrounded by Case Road, Goetz Road, and Ellis Avenue, in the Employment Plaza (EP) designation of the Perris Downtown Specific Plan:
1. Conditional Use Permit to allow a 138,672-square-foot self-storage facility, a 5,974-square-foot convenience store (Beyond Food Mart) with a drive-thru and an ancillary vehicle fueling station, and a 1,667-square-foot automated car wash; and 2.
