YOUTH ADVISORY COMMITTEE COMMUNICATIONS:
PUBLIC COMMENT/CITIZEN PARTICIPATION:
This is the time when any member of the public may bring a matter to the attention of the Mayor and the City Council that is within the jurisdiction of the City Council. The Ralph M. Brown act limits the Mayor's, City Council's, and staff's ability to respond to comments on non-agendized matters at the time such comments are made. Thus, your comments may be agendized for a future meeting or referred to staff. The City Council may discuss or ask questions for clarification, if desired, at this time. Public comment is limited to three (3) minutes.
Consideration to approve the minutes of the Regular Joint Meeting held on May 26, 2026 of the City Council, Successor Agency to the Redevelopment Agency, Public Finance Authority, Public Utility Authority, Housing Authority, Perris Community Economic Development Corporation and the Perris Joint Powers Authority.
Consideration to award a Professional Services Agreement with R Hanna Architects in the amount of $140,000.00, plus a 10% contingency in the amount of $14,000.00, totaling $154,000.00, for architectural and engineering design services for the 227 North D Street building, for a term until December 31, 2028.
Consideration to award a Public Works Contract to Chrisp Company for on-call street striping-related services city-wide in an amount not to exceed $250,000.00, plus a 20% contingency in the amount of $50,000.00, totaling $300,000.00 for a one-year contract term with up to two additional one-year extensions.
Consideration to approve Amendment No. 1 to the Professional Services Agreement with IDS Group for architectural and structural services for the Bob Glass Gymnasium Community Program Enhancement Project (CIP F072), in the amount of $85,699.90, which includes the contingency, and increasing the total contract amount from $232,937.10 to $318,637.00, as originally approved by the City Council on November 12, 2024, and extending the term of the contract through December 30, 2027.
Consideration to approve Amendment 2 to the existing Agreement (Specification No. FCD 1-2023-2024-01) with Downstream Services Inc. for storm drain system maintenance, inspections and related services for the North Section, extending the contract term for one additional and final year in the amount of $334,786.39, plus a 10% contingency of $33,478.64, totaling $368,265.03.
Consideration to direct staff to review the Conflict of Interest Code and identify any necessary revisions by submitting an amendment to the code reviewing body pursuant to Government Code §87306.5
Consideration to adopt Proposed Resolution Number (next in order) adopting the revised and updated Personnel Rules and Regulations.
The Proposed Resolution Number (next in order) is entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PERRIS, COUNTY OF RIVERSIDE, STATE OF CALIFORNIA, ADOPTING REVISED AND UPDATED PERSONNEL RULES AND REGULATIONS
Consideration to adopt Proposed Resolution Number (next in order) denying the adoption of Mitigated Negative Declaration No. 2403 and the Mitigated Monitoring and Reporting Program, and denial of the associated cases for the Acacia Pointe project: General Plan Amendment 23-05247, Zone Change 23-05245, Planned Development Overlay Zone 23-05246, Tentative Tract Map 23-05244 (TTM 38775), and Development Plan Review 23-00019 – A proposal to facilitate the development of a 141-unit townhome-style condominium project on 11.6 acres, located south of Nuevo Road and east of Wilson Avenue. (Applicant: Ryan Woosley, D.R. Horton)
The Proposed Resolution Number (next in order) is entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PERRIS, COUNTY OF RIVERSIDE, STATE OF CALIFORNIA DISAPPROVING AND DENYING GENERAL PLAN AMENDMENT (GPA) 23-05247, ZONE CHANGE (ZC) 23-05245, PLANNED DEVELOPMENT OVERLAY (PDO) ZONE 23-05246, TENTATIVE TRACT MAP (TTM) 23-05244 (TTM 38775), AND DEVELOPMENT PLAN REVIEW (DPR) 23-00019 FOR THE DEVELOPMENT OF 141 TOWNHOME-STYLE CONDOMINIUMS AND ASSOCIATED AMENITIES ON 11.6 ACRES, GENERALLY LOCATED SOUTH OF NUEVO ROAD AND EAST OF WILSON AVENUE
Consideration to award the Public Works Construction Contract to Estate Design and Construction Inc. to furnish and install pedestrian safety improvements in 'A' Street (CIP S146) for a contract amount of $478,600.00, plus a 20% contingency in the amount of $95,720.00, totaling $574,320.00, for a 60 working day contract term.
Consideration to approve IDI Logistics request to extend the full road closure of Ellis Avenue between Case Road and Goetz Road to August 31, 2026.
Consideration to approve the City's Monthly Check Register for May 2026.
PUBLIC HEARINGS: NO PUBLIC HEARINGS
The public is encouraged to express your views on any matter set for public hearing. It is our procedure to first receive the staff report, then to ask for public testimony, first from those in favor of the project followed by testimony from those in opposition to it, and if there is opposition, to allow those in favor, rebuttal testimony only as to the points brought up in opposition. To testify on the matter, you need to simply come forward to the speaker's podium at the appropriate time, give your name and address and make your statement. After a hearing is closed, you may not further speak on the matter unless requested to do so or are asked questions by the Mayor or a Member of the City Council. Public comment is limited to three (3) minutes.
Consideration to approve Amendment No. 4 of Agreement with ShotSpotter Policing Technology, extending the term of the agreement.
