February 6, 2026 to order. And speaking of January, let's talk about let's talk about what happened this month in Pendleton history provided by the Pendleton Historic Foundation. On January 1st, 1800, the Pendleton district was formed by an act of the South Carolina Legislature. Now, please stand for our pledge of allegiance. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all.
Before we get into tonight's agenda, I want to take a moment to reflect on the people, places, and traditions that make Pendleton so special. for those of you that attended the Christmas parade. It was awesome. Um, and congratulations to all of our award winners. Um, also this town, I mean, you all know you're amazing. Um, donated 1,300 uh pounds of food that was given to the Clemson that was given to Clemson Community Care. Lindsay, such a fabulous job with Sensory Santa. That was awesome. I'm one of very few towns to do any initiatives like that. So, thank you. Um the Chris Kendall Market um in Christmas and Pendleton was actually ranked as one of the the best small town Christmases in South Carolina. And so once again, Lindsay, great job. And thank you to all for showing up and making Christmas and Pendleton just so incredibly special. Um uh it was it was awesome. And I also want to thank the YMCA of Anderson um to coming coming here to Pendleton to talk to our town about the services they offer and potential partnerships. Um, now on to our recognitions. Um, tonight and I don't know are Pagan Ernie here? I don't have I seen you. Hi Pagan Ernie. Hi. Came in hot and I didn't see you. Anyway, all right. So, tonight I'm thrilled to recognize Peagan Ernie Wagner, the owner of Swamp Box Distilling, a business that has truly raised the bar and the spirit here in Pendleton. Uh, [clears throat] their ROM isn't just locally loved, it's inter internationally recognized as some of the best in the world, which means Pendleton can officially say that we punch well above our weight in the rump category. But what makes Peg and Ernie exceptional
isn't just what's in the bottle. I must try not to cry. Um, it's how generously they pour themselves into this community. From supporting our fire department to shop with the cop to always saying yes. Hint hint. Every time Pendleton needs a partner, you show up. Now, let's be honest, free tastings have also gone a long way towards building community morale. But Swamp Fox, or the Rumbar, as I like to call it, has become a place where people go, gather, laugh, celebrate, and maybe stay a little longer than they planned. It's not just a business, it's an experience. And while we're celebrating tonight, uh, while we're celebrating tonight, I do want to publicly acknowledge that Peg and Ernie have earned a little rest and they'll be closed for the rest of January. And frankly, if anyone deserves to enjoy a well- earned break, it's Peg and Ernie. But don't worry, they'll be open on February 5th on Peag and Ernie Day, as it will be known in Pendleton. Refreshed. refreshed, recharged, and ready to welcome us back with open arms and open bottles. On behalf of the town of town council and the residents of Pendleton, thank you Peanut Ernie for your generosity, your leadership, and for reminding us that great businesses don't just serve customers, they build community. Um, council and members of our community, tonight it is my honor as mayor to recognize someone whose dedication to the town of Pendleton spans 35 years. This is a remarkable milestone and one that speaks to loyalty, pride, and an unwavering commitment to public service. Mr. Willie Greenley has been the cornerstone of our public's works department for more than three decades. And for many residents, he is someone they may see in passing driving one of our um sanitation trucks. But for those who work alongside aside him, excuse me, Willie represents the very best of what public service looks like. For 35 years, Willie has shown up day in and day out, working hard and doing a great job with a level of de uh dependability that is truly rare. When a route needs to be covered, when the work is demanding, and when a long day turns into a longer one, Willie is the person everyone knows they can count on. What makes Willy's service especially meaningful is the pride he takes in his work. Public work of often operates behind the scenes, but Willie has always understood that his work directly impacts the quality of life of our residents here in Pendleton. He keeps Pendleton clean, safe, and moving. And he does so with professionalism, consistency, and quiet strength. 35 years of service to one town is no small accomplishment. It reflects integrity, dedication, and a genuine love for this community. Willie, you have earned the respect of our of your co-workers, the gratitude of council, and the appreciation of the town of Pendleton. On behalf of town council and the residents of Pendleton, thank you for your decades of service, your dependability, and your commitment to this town. We are so proud to recognize you tonight and even prouder to have you as a part of our public works team.

Hi, I'm Chris Murray. I live at 181 East Queen Street and for the past two years I have served as president of the Pendleton Area Business Association. So tonight I'm here, madame mayor and town council and town administration to introduce you to the incoming officers for the Pendleton Area Business Association so that you can see their faces and also recognize them for their work that they have done with the business association over the past two years in supporting me, supporting the community, supporting the town. Um we are very dedicated to ensure that we support strategic business growth, that we support the community growth, and that we are supporting each other uh within the association. Peg and Ernie are a prime example of what it means to be a Pendleton business. Uh to care about each other and to care about the community. And with that in mind, I just want to say I can't I don't think we could have gotten a better incoming president. I'd like to introduce Kathy Moore as president-elect of the Pennington Area Business Association. Kathy is with Foothills Plan and Patio. Linda Mchuan is here tonight as well. You all know Linda. We thankfully have retained her on our board as our member at large. We know the legacy knowledge she has is incredibly invaluable. Not with us tonight due to some conflicts, we have Amethyst Amo who is the manager of Pendleton Mills Loss. She will serve as the corresponding and recording secretary. We also have um Colleen Snow
who is coming in as our presidentelect. So Kathy will serve in the upcoming year and then Colleen Snow will follow her as president um the next year. So uh treasure, we're still actively seeking a treasurer. If anyone's in business or has financial background knowledge, please let us know. But I just wanted you to be able to see their faces because one of the things I think I have been so impressed with is the hand and glove that the businesses want to have with the town and helping you achieve your strategic vision. My name's Alex Savorski. I'm living at 1200 Cherry Street Extension. My wife um whom I'm speaking for this evening sends her regrets. She's busy with the uh Amberson County Council meeting at the moment. I've got a note from here I'd like to go ahead and read into the record this evening. It says, "I regret missing this important meeting. The items on tonight's agenda are truly beneficial and changes that I have long hoped for. For years, residents within both Anderson County and the town of Pendleton have watched as clearcut ruined subdivisions disrupted natural drainage and increased storm water runoff, drastically altering the look and feel of our landscape. Recently, Anderson County took a stand prohibiting [snorts] developers from such clear-cutting and flattening entire developments at one time. Their ordinance 2025-057 is a major update to county land development through restricting the practice of mass grading. Developers will now be required to follow natural contours [snorts] and outline important trees to be protected. Along with these changes, Anderson County is incentivizing builders who exceed environmental standards, and those of them who preserve significant open spaces and integrate low impact storm water practices may be eligible for incentives. These changes aren't merely good for the environment. These standards will help deter the cookie cutter home, [snorts] safeguard property values, and help to establish neighborhood character. Promoting development that harmonizes with the land rather than forcing the land to fit the development would greatly benefit this town and all its current and future residents. I
sincerely hope that town council will consider adopting these or similar standards. We ask you to safeguard the aesthetics and environmental qualities of Pendleton. Thank you for your time. And as [snorts] her footnote, preparedness is far cheaper than regret. And for my two cents, I see that we have several items uh on the agenda tonight of an environmental environmental protection nature. Uh so happy to see that and I encourage you to go ahead and approve all those. Thank you. Thank you, M. Other [clears throat] public comments, [clears throat]
uh, Byron Edwards, 220 North Broad Street, Pendleton. Um, as a member of the UDO advisory committee, I notice one of the items is to thank us for our time. I would like to request that you give us time to review it further. There are several of us on the committee that have spent quite a bit of our personal time looking at that and there we didn't get an opportunity to talk about that at the last meeting and I would like that to extend at least as a courtesy to our group before you turn it over to the planning commission. Secondly, I I second what was just said, the three three items that are on the agenda to be adopted into the current zoning, the tree ordinance, the uh the water shed
and um sorry I thought I had it on my computer. I can't remember the third one now, but they were all the historic district. Those are all very good additions and I highly encourage you to approve. Thank you. [clears throat] All right, we are going to close public comments. Next, we're going to move on to departmental um reports. We'll begin with the police department. Chief Pollson, thank you for being here. Will you please present your report?
Mrs. Mayor, good evening, council. Happy New Year. During the month of December, the Penel Police Department answered 713 calls for service. Those calls included 21 reports, five of which were cleared by arrest or warrants issued. Um, additionally, 83 warning tickets were issued and 23 stateations were issued during the month. During the month of December, the Pendleton Police Department participated in the conclusion of a more than a year-long investigation into narcotics and weapons violations inside the town of Pendleton. Working together with the United States Drug Enforcement Agency, the Anderson County Sheriff's Office, the 10th Circuit Solicitor's Office, and the City of Clemson, we executed multiple federal search and arrest warrants around all three jurisdictions. These uh investigations resulted in arrest of several individuals and and the seizure of illegal narcotics and weapons off of the street of town of Pendleton. Um that also happened in all three different locations. uh because of this investigation, possible additional investigation are ongoing as a result of this incident. This uh working together with these agencies really showed our partnership between the different agencies and our commitment to public safety. And um it's always good when you can get drugs and guns off of the street. Officer Thin pre-academy training, was hired at the end of last year. He goes through a pre-ac academy training at the sheriff's office to set him up for the training they get at the academy. He is now at the academy. He'll be graduating in February and hopefully he'll be getting on the road very shortly off from that. The last thing we have on report is our shot with a cop. I'm going to tell you this was a great event this year. And if anybody is having a bad day, come out this one particular day and be with these children that come out here. If you take 42 kids and put them on a bus and drive them to Walmart and tell them they got $250 to spend anywhere they want, it'll make you smile. So, I know Chief Crosby and the police department worked really hard on this event and it was a really great great thing. It's just so much fun to watch those kids have a ball. Again,
42 children participated this year. It's six more than we had last year. This as much of a as a difference this makes between the relationship from the police department and the community. We could not do this without the donors and the people people responsible for dedicating their funds to this event. Um, I want to take just a quick second. I had a whole list of all of them. Unfortunately, I left it on my desk, but if you go on the website, every donor is listed on there. I personally from from Chief Crosby and the police department and the town of Pen want to thank every donor for every dollar they gave because if you take 42 kids and multiply it by $250, that's a pretty good number of of kids that we helped and that we raised. So again, thank you so much. We really couldn't do it without you guys. Last thanks I want to give is I don't want to give any secrets away, but we had Santa Claus there and Santa Claus did a great job. Came all the way from the North Pole. Um he said it was a long trip but he had a good time and we really wanted to thank Santa Claus for coming. Um but we really really this is just a great event. So please if you get a minute go on our website check out the donors who were there businesses that gave please go visit them and and the res and residents and everybody else just tell them thank you. Um last thing I have is is the speed trailer that we use a lot. It's uh it's down. We're having some issues with the batteries. I don't know it won't stay charged. So we're working on that. So hopefully we'll get that back up and running and get that back on the street as soon as possible. Um that's all I have. Mr. Mayor, Council, if you have any questions, I'll be glad to try and answer them.
I don't have a question, but I do have a comment. Yes, ma'am. Um the 42 families that were served and the staff helped us prepare 160 nice meals for Meals on Wheels that same day. So it is an opportunity for those who are receiving to also give to the community. So I want to thank you and the staff who have helped make that possible. Yes, ma'am. And let so all 42 children were from the town of Pendleton inside our town. So that was just an add. Great. Thank you, Mrs. Mayor. Thank you, Chief Pollston. Uh we I appreciate your service. Um our next report will be from uh Steve, who will be presenting um his report as well as our planning department's report.
Um for the month of December, the planning department issued 11 uh new home permits. uh three new interior renovation permits, one roof, one electrical mechanical, one new sign, and one new driveway. [snorts] They had three code enforcement uh investigations that had going on. But I do want to make one comment. Uh myself and the attorney signed off on 35 notice of violations in Village Hills that were mailed today. So that's not in here. Um so those are actually out the mail. And just par by town of Pendleton does have three coming to us. So the uh we did not exempt ourselves from that. Um the uh we did locate six businesses operating without a license within the town limits. That was $527 in business license fees and $25 in permit fees. Uh we had several meetings throughout the month. The BZA had several tough items they had to tackle. They had three items on their agenda uh that you can see listed in there. And the planning commission had a preliminary plat approval that they they denied the preliminary plat uh for the developer at Villages of Town Creek. They did that on December 13th. I'm sorry. They did that on December 11th. Um of course, uh the planning department did help the shop for cop as Chief Pollson went over. And then we do not have a planning commission meeting this month. We will probably have one in February. So the uh for the month of December uh we did bill on 1219 uh 8.6 million gallons of water for $87,640 and 8.3 million gallons of sewer for 110,248 and $35,000 in flat sewer bills which are uh sewer customers that do not have water from us. Uh and we had a total of 4551
connections. We rented a depot building nine times and Barracks Place shelter three times. We collected $2,437 in business license, $29,718 of motor vehicle, and $367,860 in property tax. Uh we had $822 in-house transactions for $963,22. And you know, you will not have to hear me say this again after December 31st of 2026, but the bulk of that is [laughter] Clemson and Anderson paying us to manage the wastewater treatment pro process. The um uh in December 2024, we had 1,19 transactions online for $86,29. As a comparison, uh Clemson Community Care assisted three customers and we collected a whopping $58.80 80 cent from set off debt. Um the uh some general updates uh for council. Uh if anybody wants to know how good a Christmas it was in town of Pendleton, uh we collected 58.02 tons of garbage, which is 116,040 pounds of sanitation in the 3 days after Christmas. That required three trucks running for three days with nine people, I'm sorry, 12 people. uh running the trucks [clears throat] and that was about 10 tons more than the average wheat that we collect. So on average we collect somewhere between 40 and 48 tons a week. Of course we do that over five days and not three days. Um we uh you might notice we finished boarding up the doghouse. We do we will come back. We ordered some vents to go up top uh to replace where the roof vents are in the doghouse and they're going to put those in when we take down the Christmas tree. Uh our other knuckle boom uh is down. It
needs a new turbo. Um it is that is a very expensive fix for turbo, but luckily the uh the turbo blew before it blew the engine in there because that's a more expensive fix. Um and our leaf back, our old leaf. So, we are very thankful for the new leaf act that came in just in time because our old leaf act the uh cylinders that run the arm are completely gone and due to age we cannot find them. So, they are having to run that back by hand. Uh and Jackson Street, if anybody's wondering why Jackson Street is closed, we know it's closed. Uh there's other ways to get around Jackson Street. Luckily, there's actually not a house on Jackson Street. Uh it is closed because we have a line down there. We repaired it, but the line split and so we have to bring in a contractor to put in what's called an insertter valve, which is something we can insert a valve in the line while it's live. Uh and we need to insert two of them so we can cut that whole line out. And it's just the fact that it's such a small street, you can get around it. We're we're not going to pay to rush to have a contractor come in there.
[clears throat] I mean, the valves are already $13,000 put in. There's no reason. You mean on Morris Street or Jackson? On Mor Street, sorry. More street. Um, the valves are already so expensive. There's no reason to pay a rust charge out and come in. Just get it scheduled. So, it's a little bit of inconvenience, but you can drive around that site and, you know, it's not not like we're blocking anybody in. Um, East Queen Street and Broad uh for people. We also have a leak there. Unfortunately, that leak is under a power pole.
It's getting worse. Yeah. So, we are coordinating with Duke Energy to come in so that they can either remove or rering or hold the pole or something while we dig underneath it and repair the leak. Um, couple things on Winston Street. Uh, we poured all the sidewalk down Riverside today. Um, we have most of it finished. We're going to be realigning Keith Street in the coming weeks. Uh, we had the drainage in for Keith and Mechanic all done. Uh the tip district, we have a pre-bid for our infrastructure tomorrow. Uh by March, y'all should have a tenative uh notice of award and then we have to send that to the state, get the state to sign off on it because they're giving us a grant for that. Uh Duke Power has on the Westinghouse. Uh they have notified the county because this this this part of West House is the county's thing, not ours. Um, but they have notified the county they're going to move that pole in protest because uh in order to get our project moving so that we can keep moving through with ours and our contractor came in and paved our section of it yesterday or the day before yesterday and got that done, but the county and Duke will still be whatever they need to do to settle their issue on the poll. Uh, but that's going to be moving forward and they were up there today. Uh, drilling the foundations for the stop lightss for uh and that's a state job. So if you wonder how complicated that job is, there's town money in there, there's state money in there, there's private money in there, and there's county money in there and all of us have different [cough and clears throat] parts of managing. Um so that's that's slowly moving forward. And we have on the waste treatment plant, um December was kind of a slow month for them. uh they're going to be really cranking it out coming forward [clears throat] by August. Our tenative date by August is to have our reactors
up and running and running our first batch of sewer through there. Again, that's only exciting for me probably in the room, but you know, so but it it is happening and then we will be at substantial completion. We're on track to be there uh by December 31st. So, and then y'all have your Seymour uh to give us some representatives for your Seymar tonight on your agendas. Okay. Can I ask you a question? Yes. With the um at Western House, the lighting for the crosswalk and the crosswalks will put be put in as soon as the pole is moved or um we can't do any of that in the intersection until that pole's move and we drill Well, they they drilled some [snorts] of the foundations today for the new stop lights,
but we don't have to wait on Anderson County. I mean, we can Yeah, that has to be that has that section's all on on them. Okay. So, all right. And how about the crosswalks? I appreciate the lights have been thanked um or the stop signs at the corner of Depot and Maine. Yeah. And but I think we're going to have two crosswalks [clears throat] there. Any idea when those going to be put in? Um no, but we're meeting with I got to look back at my email. Nick Rdervich is coming up here in January to meet with us on a couple things and [snorts] uh we can ask them then. I mean they put in all the it's just getting on. Yeah. And they even poured the the pads too. So yeah.
Are we going to be able to put some reflectors on those poles on those stop signs cuz when you come up at night they're don't they don't stand out like you would expect them to. Um we may be able to do that. So, I have to ask cuz you there are they do make some reflectors or we may put a may put a street light up right there. Oh, you could. Yeah. [snorts]
Um I I just want to say I've been in several of those meetings with you and dealing with Westinghouse Road and I want to thank you for advocating like so hard for our town to get that moved. I don't I did not [laughter] was I definitely underestimated uh how much work it was going to take and I I really want to thank you for getting that taken care of. You're welcome. So, I'm as happy as everybody else. [laughter]
Okay. Um All right. Um Barbara is our liaison to the fire department and is also a non- voting member on the board of the volunteer fire department. Barbara, will you share your report with us, please? Yes. During the month of December, the Pendleton Fire Department responded to 70 calls for service, 49 calls were within the town limits, 20 calls inside the Pendon Fire District outside of town limits, and one call assisting outside the Pendon Fire District. One South Carolina Fire Academy course was attended by members within the department. Engine 214, rescue 2, grass 2, and unit 2 attended the town of Pending Christmas Parade on December 7th. 13 members attended. On 12:21, Rescue 2 attended the Caps Lock Trail Christmas Parade. Two members attended this event. On December 15th, the Append Fire Department held our annual Christmas dinner and awards ceremony. The following awards were presented. Firefighter of the year to Daryl Yan. Junior firefighter of the year to William Taylor. Bobby Puit Training Award to Emily Sanders. Most events attended to William Love. Top fundraiser, Candace Love. 50 years of service, Frank Krenshaw. 40 years of service, James McConnell. 30 years of service, Lester Morgan and Michael Sloan. 25 years of service uh to John Olive. 15 years of service to Jason Poston. 10 years of service to Dawson Brock and William Love. One year of service to Patrick Brock, Payton Taylor, William Taylor, Emily Sanders. At this event, a previous engine 21 was changed
to engine 214 as a memorial for the late David Krenshaw as his fire department identification number was 214. David died in the line of duty serving others. This engine will forever remind us of the servant David was. um on our stipens. [clears throat] There was a total amount paid out of $6,000 a se 197 calls of service for the date range that would this covered. Also, I'd like to mention and um I just want to mention this and it's not disparaging for any others, but Michael Sloan, Charles Privet, Daniel Perry, James McConnell, and Shawn Privet, they all waved their stipens. So, and they are it's to me that says a lot about their commitment. Um, but that doesn't say the others aren't committed because only they know their finances. And you know, I fought to make sure they got this and if they want to turn it down, that's fine. It's just an incentive to inspire others to join the volunteer fire department and we're very appreciative of the service that we get from the Penelis Fire Department. Thank you. Thank you, Barbara. And uh I feel and Jeff this Jeff had no warning. I think like I asked like two weeks ago. That's all right.
And Jeff is our liaison from for the um Pendleton Recreation Association and is also a non voting member on their board. Any announcements or um updates from the PR? their fall, their winter seasons are up and running and uh one of the good things again is we they uh their concern has always been about security and we've had uh we're able to have security at all the basketball games now. Uh it also is um the big thing is the they they were the board some of the representatives participated in the Y meeting and they're very excited about that. Tomorrow is the P meeting. So, it'll be fun to hear what they have to say in a more broader sense in regards to the opportunities that are down the road with the possibility of partnership with the Y.
Perfect. Thank you, Jeff. Um, Lynn, I guess our final report of [clears throat] the evening is the strategic plan update. Uh, but before I turn it over to Lynn, we had a strategic um I don't I want to say a strategic planning party. It felt like a party. It was really fun. Um, and I just want to thank you for that. I had a really good time and you're um, you have been doing a lot of work on the strategic plan and I'm really excited to see what's going to happen as we move forward. And I know a lot like you know Chris, a lot of us um, a lot of us attended that and so thank you for for putting that together for us. Um we did meet in December quarterly meeting um and we were joined uh added at that time mayor Sarah Stacowski and Councilwoman Nancy von Meyer and Lisa Kefir to to the team. Um brand uh team one is working on branding initiatives. Um that is coming from the overarching vision components of engaged community identity and the key vision elements of branded information sharing and built connections through services, places and transportation options and specifically in the action areas. They're working on branding. They have reviewed all of the bids that they've received and then they start their interviewing process next week. Um team two is bolstering personnel success. That's coming from the overarching vision of personnel and performance. The key vision elements of assessed and addressed personnel needs and coordinated and reliable public works and um action areas there are bolstering personnel success. They have um started I think the annual reviews um it's based on this this year is to set a baseline and kind of get everybody in understanding what the process is. Um all the departments will follow the guidelines set by the sherbet and associates. The purpose of the review is to increase efficiency, assist
employment development and ensure a high quality staff. They've also um that team is also doing a survey to to of all the employees about the current benefit package and to evaluate interest in alternative benefits to ensure that we're um maximizing our satis employment satisfaction. Um team three is align planning and economic impact. That's over the overarching vision components of planning and development implementation. Their key key vision elements are adherence to a unified property and development standards, strategically planned business development, completing responsive and timely capital projects and built built connections through services, places, transportation options. Um they are currently working on um the business plan aligning business and economic plan. They we have not met that committee has not met um recently but we'll start in next actually tomorrow. Um obtaining retail data from current businesses and other sources both in the normal time as a business as well as when we're having events. complete a business inventory and an available space inventory, obtain information from PABA, meet with the Main Street program, and coordinate this plan, our plan of action with the branding initiative team. So, that's where we are today.
Um, in this report, I don't know how how these are are recorded or whatever, but me personally, um, I think we need to change the wording. instead of saying to ensure a highly trained staff, it kind of takes that the staff we have is not highly trained. And I think that's a negative look, but I know for a fact that they are highly trained based on what is available for their training. So, if there's a way that we could change that to where, you know, even if it says to continue um with, you know, ensuring that the town has a highly trained staff, I think would be a better word choice because otherwise it makes it sound like we're just having Joe blow off the street with no sense whatsoever.

Well, thank you, Lynn. I really appreciate [clears throat] all your work on the strategic plan. Moving on to 7A, solid waste and recycling services public hearing. Um, next we will discuss uh next we have a discussion item regarding our solid waste services. Uh, this item is not a vote to change any services tonight, but rather it is to have a discussion about whether to schedule a public hearing for February 3rd so we can hear directly from our residents. Um, the potential topics for the public hearing would include possible changes to curbside recycling, cardboard collection, and bulk container services. These options have been discussed by prior councils and are being revisited due to increasing costs and operational challenges. So, tonight we're simply deciding whether to direct staff to schedule um and advertise a public hearing so the community has an opportunity [clears throat] to provide input before any decisions are made. Um, at this time I'll open the floor to council for discussion.
I make the motion that we do schedule the meeting. Do I have a second? Just the end of the day. Just no discussion. I'll go ahead. Second. No, I'll second it. Okay. I Okay. Um, as part of the public hearing, I think it would be good if we could, if we have the resources to share with the citizens, how much tonnage of like Steve reported tonight, the regular garbage tonnage kind of on some sort of a I don't know what you think, Steve, monthly basis or something, whatever you think's appropriate that people can understand. I don't want to make it so fine that it's confusing, but something that makes sense for people. And then I think people need to be aware of how what the approximate tonnage or volume of recycling that we're picking up because that's going to end up in Jay's sanitation trucks. I guarantee, you know, I'm not going to guarantee that, but I mean, my anticipation is that the things that are currently being curbside recycled, they're going to end up in the garbage truck. And I just think understanding that tonnage impact might be an important factor for citizens to understand at a public hearing. And then lastly, I'd like to know what the impact is on our Queen Street selfrecycling center and what the potential cost estimate would be to have a equivalent recycling facility on the west side of town. Uh maybe off of Dalton Drive someplace so that the citizens on that side of town can get to a recycling place more easily rather than coming all the way across to Queen. I know all these things are expensive and I know they're not but I just thought to make a decision in a public hearing maybe it would help the citizens to know these things.
So what kind of information are we going to have at the public hearing and who's going to be coordinating that public hearing? Have no idea. We can have we can do a short presentation before uh some of the information that we we get we have to file. Typically your public hearing is just like a public comments. They come in but it's specifically for those issues. So they want to give you testimony like you know I really enjoy recycling or I find it difficult or
so so we're this will be not a um drop in style. This will be at a council meeting and just or a separate meeting and where people will just come and bring comments. When when you talk about starting and stopping services because services are are made by ordinance and to permanently start or permanently stop them, you typically have to have it done by ordinance. And then you have to have a public hearing to take the public's input on if they want you to start or stop that because it's their dollars that we're spending. And once that's authorized, then then we start working through a business process. But in particular, recycling bulk container, cardboard, um, in your sanitation ordinance, you have just what we put in the agenda packet, but there's actually more. We basically have to rewrite the whole sanitation ordinance just to stop those services. And that's part of it. And all I was thinking was we might get more informed comments if we provide people with more information about the service other than you put your blue bin out on your garbage date.
But couldn't we also if we're going to have this information to me it doesn't do any good to have the information when the people get here. Can we not put that information on the under on the town website under public works so people can read and see what it is so that they can come and um I do put their spin on whatever it is they need to say because I think it's better to have the information before you come instead of just having a presentation here and then people you know right because then they're just reacting what they just heard. Um,
and also could we also have a cost analysis in there? Because that is really what this is boiling down to is how much recycling is costing us. And I think if people knew um that we were throwing good money after bad, it it would make a difference. So I would just say if y'all want to produce a lot of that and we need to push the public hearing probably closer to June. Okay. Um, and because we're going to have some of that that will be developed in the budget, but it's it's to do it in the next 10 some odd days. Probably not not doable.
But there is information already if they go online. Am I correct? Oh, yeah. We file stuff, right? And also there I know we discussed this two meetings ago. Yeah. So, so that it would be in the minutes. It's on the record.
It would be in the minutes, but if you really want like the tonnage we haul, we get weight tickets every day. Um, that's how we know what the truck that's. That's why we know that where we used to run one car truck, we're having to run two because we're overweight and we're only allowed to carry 46,000 pounds on these trucks, which were class B's. [snorts] And so, [cough] [clears throat] we have to get those back underweight. And then your recycling truck, you know, we can tell you what that is. And we can also tell you that most of the recycling gets sent to BL because it gets contaminated.
And that's your that's your real that's the real thing. You're running three trucks a day for us to take one truck to one site and immediately have to take it to another site. Mhm.
Could we get something together by February, by in the next couple weeks to get it on the the website just for people to view before? Because I I mean I the Barbara and I were at the last meet the mayor and this was actually something that was brought up and the feedback was was actually positive and it was more like why are we still doing this? But we just want to make sure that, you know, people are having an informed decision. I don't I don't personally [clears throat] think it needs to be crazy in depth as much as it I think just something like we're losing $2,000 a week having recycling, you know, like um only 5% of what's being recycled is actually being recycled. Like I think things like that, maybe just like a quick fact sheet. Would that be doable?
We can we can we can tell you what it takes for us to run that recycling crew a year. Okay. uh we can tell you um what it how much tonnage we've had. We can do that. But if you want to cost analysis so we just need like a quick fact she quick fact sheet would be doable. Yep. Okay. So, um, so are we sticking with the February date? Staff has reviewed each request, including logistics, insurance requirements, and public safety considerations. It also authorizes the formation of an ad hoc seasonal decoration committee to develop recommendations for council's considerations. Um in addition, uh Anderson, uh Anderson County is doing a big fireworks show which we were previously unaware of um for July 2026. Um, the intent is to invest in longlasting seasonal improvement to support our downtown business's community pride as well as Pendleton's historic character. The action before council is the approval of the res resolution as presented. Any discussion? Is there a motion?
Well, geez, I make the motion that we accept and approve. Second. Do I have a second? Just to clarify, we're we're um [clears throat] the resolution is to for the process for to have the committee as well as as the spending of the money. But will that committee report back before the money is spent or we would or we're just authorizing that committee? Is
no. The committee would bring recommendations to council of how the money would be spent. So, I I might suggest we might modify that to say that let's go ahead and make the appointment to the committee and then maybe the committee could come back to us with an idea how much money they do need, okay? And how they plan on spending it rather than allocating the specific $10,000 for it because we might need to spend $10,000 on the current Christmas tree. I mean, you know, I just think we I just think rather than saying I think we need to allocate that that's the pool they have. So, I think they should come back and tell us,
right? What I'm [clears throat] saying is that [laughter] they don't have to come and tell us what they're going to spend, but we need to make sure we have a limit in the budget. And if they come and say, "Oh, we want to do this, but it's going to be $12,000 because the import fees or whatever, but but we know this is what this is the amount that's in the budget to go towards that."
I disagree. I mean, I think [clears throat] that they should just come back and say how much they need and we can look at prioritizing what it is they're trying to do. I mean, maybe they only need 2,000. Yeah. And that's that's what I'm saying. All I'm saying is that we as a council need to know this is the amount in the budget that we have to work with for that. That's all I'm not saying. I agree with you. I think they need to come with us come to us and say this is how much. But they don't need to they don't need to play to the amount is what you're trying to prevent. You're trying to prevent us from saying you got $10,000 and they think, "Oh, we got to spend $10,000." as opposed to what we need is only going to be $1,000. But since we got $10,000, let's pay10,000. That's what you're trying to. We're on the same page basically. But I just want to make sure that this is the pot of money that's there for that purpose. That's all I'm saying. I don't care how we do it as long as we know that money is not going to go anywhere else in the meantime. [clears throat]
All right, Amber, I need some help with my resolution. Okay. Okay. So, what I think council is saying is that um they we so the the resolution would be to reallocate the $10,000 from the fireworks towards enhancing like a what am I trying to say? Seasonal efforts on the square.
Is that all that needs to be said or do we need to do anything different? So I think the whole point of this mayor is to basically take that 10,000 that was allocated toward fireworks and to say that you are going to create this committee that will have at a minimum right now $10,000 at their disposable at their disposal to bring back to you all for approvals on what will take place downtown between fall and December for that amount of money. Now, that committee I could see wanting to spend more money, but I also see that committee having to come back before you offer that because it's all part of the budget process.
And I'd also like them to coordinate with a brand new committee so we don't end up with yet another color scheme. I agree. I agree. Um I originally proposed the uh fireworks for the 250th to continue the fireworks that we had had in the past for the past few years. Uh but um having heard recently that uh since it's the 250th anniversary and most of the fireworks companies are already taken care of. So I I'll u support this even though I wouldn't if I had that information before. All right. So are there any motions?
All right. Just want to clarify. You said a minimum of 10 or a maximum of 10. So, [laughter] I know, right? So, you're basically taking that $10,000 that you allocated to fireworks and you are allowing the mayor to create a committee to spend that $10,000 downtown from the fall to Christmas season. However, they choose to present to you all for that approval. Now, like it was stated before, that $10,000 is going to get you what? Y'all know what your vision is for downtown. So, that committee may end up making a recommendation to you all during the budget process that it needs more money allocated. But right now, we're just strictly talking about that $10,000 that was allocated previously to fireworks. We're not doing anything on We're not going to put anything on Dalton Road. This is just downtown.
Yes. Does Dalton Road want decorations? Well, I would like Dton Road to be a part of Path and I would like it to have the same banners that we have downtown to be honest with you. I mean, I would agree with that and know 76. You wouldn't even know it's a holiday going on. I agree. So, yeah. And I think I mean I think that's something that you know the committee can definitely talk about is I mean my vision is no secret is I want this to be the fall in the Christmas town. But if we if we already get there
if I even have a committee if we already know we want decorations for lack of a better term just going to broaden it out on Dalton Road and across 76. Why don't we just take the money and go ahead and buy the flags and things to put out there? What? I mean, we can't do every row, but for 10,000, I don't even know how much flags cost now. So, but I'm just saying, why go through all this back and forth process when if that's your goal to have decorations on Dalton Road, decorations on the Adam 76, then let's just do that. [clears throat]
Just just clarification. There's already money in this current budget council approved money install some fences and some trees on D road. Okay. So, and we just haven't got around to doing that yet, but we got to order benches and then pick a location on D. So, that helps in this deliberation a little bit. You know, we do have some money to go out there. I think it's 15,000 off the top of my head.
And and that's good, but like I said, I just don't see the need to have a committee to decide on this. If you know what your goal is is to incorporate Dalton Road and the the um areas out on 76, then we just need to look at we need to incorporate those areas in our current town decorating. I had several people come up to me at treelighting with ideas and visions for what, you know, to I guess for what it for what they saw for the square. And I was taking notes and I talked to Amber about having a committee because I've had several people approach me to serve on a committee to help us achieve this vision and what that would look like. Um, so that was my idea for the committee. Um I I think if our residents want to get involved and we have a chair of the committee that we can that the chair can communicate with the branding committee and the ch you know if we have like the right steps I I think it could be really positive. I think there we have a lot of talent in this town that I don't think we're utilizing. But can we make a can I make a motion that we establish a committee to look at fall and Christmas decorations for the town with an emphasis on the on the village green and that that gives them the option to go to the expanded areas whether it's Mtown Mechanic Street across so that I I'll make that motion.

Uh rights uh right ofways and sidewalks within the preserve at Pendleton subdivision. See you Dave. Um worked hard for this. All required repairs and inspections have been completed. All acceptance of these roads would make them town-owned and maintained. The item before council is the approval of the resolution um accepting the con convenience of the deed. Um and I also want to I guess disclose I live in the preserve at Pendleton and I have talked to Stephen Amber about about that and they said that it's not a conflict of interest because we would do this for any neighborhood in the town. But I just want to make sure that I I say that. Um anyway, so are there is there any discussion?
I guess I got a question. How long does this process normally take when we have development come on?
Um it can take well at a minimum when they start development they they lay when they start building the roads we do a lot of different roof rolls. We do cing. We do everything else. They lay everything but the top two inches of asphalt. We will not let them lay the top two inches of asphalt until they're essentially at substantial completion of whatever phase that project is. Once they do that, they have to give us a year. We we go out there in a year and we will inspect it. Then we will give them a punch list. And it's and it's there's two key items to that. It's up to the developer to notify us that they are ready to start their year. And it's up to the developer to finish the punch list we give them. We will not do anything until the the developer has to start. If that developer doesn't want to start it, if they don't want to comply with us, if they don't want to build our standards, if they don't want to do anything else, we will never go out there, we will we will not do anything to initiate something for council to take the road. So the developer has to come in and they have to do it and and they have to do whatever you know our crews and our engineers tell them to do in order to get that road to a point that we feel like we take it into the system because we're looking to take something in and not have to do serious maintenance on it for 20 to 25 years.
Okay. So the preserve is been around a little bit. So this that's a normal amount of time that it takes for the this process to play out. No, that developer that that was an an additional amount of time because that developer I don't want to say was nonresponsive. It just wasn't an urgency from that developer to to do all the things in order to get it turned over. Last thing they had to do is develop this deed. We we do [clears throat] if we don't have something recorded on the plat we will not take stuff over they give us a de legal document that we get in on
so if we ever want to expand the trail out the and connect into the uh preserve um are we is this [snorts] this only includes a road so we we'll have to get another easement from the HOA if we want to have a pathway way to connect to the others. That's not included here. That's not That's not included. [cough] The roads are public road. You can walk on the roads if you get off the road. So going through one of those outlots to connect that would mean going back to the HOA to get that permission. Yeah. Or or whoever on that out.
Oh, right. Right. Right. Right. And there's an emergency um there's one out lot that's an emergency exit that I don't think people realize actually goes down to Hilldale and make a deal and so you can bring emergency vehicles up hill. That's where I was thinking way supposed to be maintained. That's where I was thinking we could put a path. Well, and isn't this something we can address in the UDO as far as the when new developments come in that they do have access to future that they do provide access to future trails and things along that line? Is that something we can cover in the UDO? It is. I mean, you can there's several ways to address it.
It's mainly what you have in your ordinance and what you have to produce. Um, and it's only the stuff off the public rideway. Right. Right. So, and also doesn't whether or not when roads get turned over, isn't there some consideration on the developer as to when they're finished their building? To us. Yeah. I mean just like if a developer is developing the land and or whoever people are building houses don't you generally wait until all that's completed build out or or I guess you can do it in phases too if if it's but for the roads to be turned over to the town.
Yeah. Falls hand is an example that was phased. Yeah. And then we would do things or like they couldn't have heavy equipment on certain rows and then they had to have it on one time and we made them rebond one whole section of road and then that whole section of road had to get reinspected when they want that other section taken in because those trucks cause damage to it. It's not it's not the town's responsibility to fix
the damage of you bringing in concrete trucks and everything else on a road that was perfectly fine at that point. We do it until you get off of these um when you get on these non primary roads is where you really have the authority. But we we also do SC at certain places when people going in. We make them bond entryways and everything else. you have something to go back on. And it's included in those bond documents when y'all when we take. Is there further discussion? A motion. Um, I would like to um amend it to send the the UDL and allow the steering committee to review the document and meet again before sending it to the planning commission.
I agree. Item three of the ordinance that's as listed here um rather than just having it thank you would be that the staff telling staff would schedule a final meeting of UDO and would convey the final UDO delivery to the steering committee before that meeting. After that meeting, the UDO steering committee will decide if they think the document is ready to be transmitted to planning commission. Um, and then they would be disbanded after that, not before.
Well, I think they need to have the one final meeting. Um, but in order for this to move on, I think people need to realize when it goes to planning commission, then it has to come back to the council and that can go on 10 more times, five more times, whatever. So, this this does not say the UDO whatever whatever the committee says this is what we're going to accept. We don't know, but there is still work to be done. But in order for us to move this UDO on, we need to get it back into the hands of the planning commission. Now, that's not to say thank you, see you later. I agree with Byron. We need to have um another meeting with the committee so that they have their final say and can put things in. And it gives them that last opportunity with the knowledge knowing that this is now going to the planning commission and they will go through it and do whatever amendments or additions and and subtractions that they need to. Then it comes to council. We will look at it. If we feel that it's it's it's doable and and and at that time it can go forward, fine. If not, fine. This is not to put a period at the end. This is more or less just moving it along. I agree I agree with Barbara. I I I think we need to move this forward and I have had extensive conversations with our town attorney with with Steve with Amber on how to do this. This is the only way that we can continue to move forward. We cannot have a we cannot place a moratorum on building until we have a UDO that's six months out. The only way we can have a UDO that is six months out is to continue to move it forward. So, I I'm fine with having the um the UDO committee look at it one more time, but it has to progress. It has to
Well, I have some concerns because the planning commission is not is not involved. So, it's going to slow down the process if we don't send them a document that's that's really prepared to be reviewed. So, I hate to limit it to just one more meeting. Um, so I I don't have a problem with sending it back, but I don't think we have to say just one more meeting because I it there are a lot of things in the document that need to be reviewed. And I think that committee knows more about it than anybody on the planning commission and it will move faster if it's a a solid um instrument before we send it back to a planning who does not has has not been involved in the process.
It's been it's been three years. Yeah, I was very excited. It's been 18 months since the committee was formed. But the thing is y'all, we need to move this forward because here's what's going to happen. We need to move it forward because like she said, if you want a moratorum, you can't do it till you have UDA. We can't pass this UDO until it come. And to say that the planning commission, the commission as a whole, they may not know, but I I I do believe that planning commission knows some of the things that's going on. And I think that we need to move this along. That's not to say that the that that the people who are on the committee won't have a say. We'll have tons of public hearings.
It's just moving this along and we need to get it going because there's a I don't think people realize the amount of development that is getting ready to blossom in this area. It is a huge amount because you have things coming in for central because you have, you know, I'm looking at so many houses coming in because of this vet center and you're not understanding this. Plus, you got arthrex out here already. You know, I'm like, my god, what are they going to put in all that space? They already are laying roads and things. If we don't get this UDO where it gets to where we can move on it, we're going to be cut caught with our pants down and our butts on fire because we have got to have something in place legally.
Well, I would like to comment that we do have a zoning ordinance in place and in fact in this meeting we're I've written up a bunch of things. We're going to look at addressing beefing up our current zoning ordinance to the extent we can, which is a much more rapid process. Adopting a UDO is a very lengthy process. The idea is to strengthen our existing ordinance as a barrier against that as best we can because we also are kind of down on the planning department as well. So, the idea is to get as much into our current zoning ordinance as we can while concurrently advancing the strengths of the UDO. and you've commented many times about how long that document is, it needs some work. And so all I'm suggesting is that in the ordinance that you proposed is that item three be revised as I suggested and then I believe we need to edit item D um so that it just starts with the word general design standards. That initial paragraph is redundant, but I think that that would take care of at least letting the steering committee meet one more time and see the document. And if at that time the steering committee advises us that they think they need one more kick at the can that we can tackle it at that point in time. Let's not anticipate. Let's let them do their job.
I I mean I'm all for having the being on that committee for the 18 excruciating months. Yeah. Um I'm I'm quite happy to meet again and just and just take it from there though. I mean do we have to in this resolution state a specific end time? I mean, I I agree with you guys. It's gone on way too long. We got to we got to have some finality in it. And um but do we have to have it in this resolution? Can we just say we're going to meet with the UDO committee and then send it to the planning commission? Do we have to say this and this will be the last time they meet? Do we have to say that or do we want to say that?
I thought that we have to correct me if I'm wrong, Steve. I thought that we have to like formally relieve the committee committee of their duties in order to progress it. Yeah. The committee has to be dismanted. Yeah. They have to be Yes. The council has is the committee is a formal committee council and for committee to finish it has to be formally dismissed by council but the entire council meets with UDO. So it's actually a meeting of council. So at that meet So at that steering committee meeting that is a meeting of council and at that meeting of council if the steering committee is done we can dissolve it at that point. Yep. That has to be an action item. Have to be an action item on the agenda be to consider it.
You would have to carry that action item every time. Every time which is great each time. Yeah. We would have to draft some maybe an action item because it is a meeting of council. Okay. What's our thoughts? So Nancy, what's your motion?
My motion is to um amend item three of the ordinance as presented to say the town staff will schedule I'll just say a meeting. Jeff, is it a final meeting? A meeting with the UDO steering committee. Then we'll convey the final UDO delivery to the steering committee before the meeting. After that meeting, the UDO committee will be disbanded and the council will vote about forwarding the UDO to the planning commission with guidance after hearing from the steering committee. And I'm also asking that item D [cough and clears throat] item C says emphasis will be placed on interconnectivity, walkability, and historic context. And then item D repeats that. And I can just start with general design standards should be clear, practical, and appropriate to the scale and character of the town. and the unified gold [clears throat] can be the way it is.
