And of course, with that, it'll come bringing the building, beautifying it.

So some of you may recall this application from late last year. We were here before this very board requesting a variance to exceed the permitted number of online pickup and delivery parking spaces, which application was approved. And unfortunately, at the time, didn't realize that if we wanted to add wayfinding signage within our parking lot to help folks navigate to those spaces, that that would require a variance. So we are back to request to add wayfinding signage, specifically four signs, which I will show you in just a moment, to the parking lot to help folks navigate to the parking spaces. I do want to clarify for the record because our application materials reference the number of signs.

That is not the issue. The issue, as pointed out in the staff report, is to allow signs at all. Because the building is visible from the street, we need a variance in order to have these wayfinding signs at all. Hence, we are coming before you. So again, last year we recognize this. This is taken from our presentation from last year. The location of the online pickup spaces, which was approved. And here's the new request, which is the wayfinding signage. There are four signs proposed. They meet the city's code requirements for sizing.

Again, this is just best practices, something that Walmart does everywhere to ensure that folks know how to get to the online pickup spaces. That is essentially the request. Normally, it was in a shopping center type situation, they would have arrows going to different places. But this is singular for Walmart itself.

Also joined by Bill Feffer, who is with Bowman Consultants, who is Walmart's dedicated engineering and design team down here in South Florida for all of their projects. So shifting gears now, we just looked at the other Walmart within Pembroke Pines.

This is the second Walmart location within Pembroke Pines. You know the address, 12800 Pines Boulevard. Unlike the previous one, this one's tucked into a larger commercial development. It is not a standalone, although Walmart does own this property. It is part of a larger commercial development pattern.

And that's important because I believe we do not need a wayfinding signage variance in the future. So we will not be back hopefully for that later. But just to clarify the specific variance request here, it is to have a total of 31 online pickup delivery spaces, which is the same thing that we got approved at the other location last year. We're asking for essentially the same thing at this location this year. And I do need to clarify for because

store, year. Which there are. But according to staff, they brought it to our attention that there are only 10 approved. So there are four that may not be approved. I just wanted to be completely upfront with that because our materials do say there are 14, and I wanted to clarify that for the record. So that's why we're asking for technically an additional 21 online pickup spaces. And the reason for that is because the way that the the city zoning code is drafted, this is the framework on your screen for online pickup spaces anywhere in the city. So if you're a building of less than 10,000 square feet, you get three. If you're between 10,020, you get up to five. And if you're more than 20,000, you get 10.

So there's no way to exceed 10 by code no matter how big you are. Of course, we are quite big. This Walmart's about 136,000 square foot building. So that is about seven times the catchall category. And I've placed on this screen this is our draft. This is not the city's. The red shows that proportionally we are well within the range of, I think, the spirit and the intent of the code, which is proportionality. And that's why we're proposing well, we'll get into why we're proposing the specific number 31. But again, just to reiterate, this is a large building. It's a large property.

Walmart owns it. It's 22 acres. This is not a variance request for a parking variance because we will still provide excess parking at this location, surplus parking beyond what the code requires. So there will be no parking problem here. This is simply to exceed that cap that's in Pembroke Pines' code of 10 for anyone anywhere.

And I should also mention, and Bill can elaborate on this, but this is consistent with other online pickup at comparable Walmart stores throughout Florida. And then the whole purpose of this is to meet existing demand and future demand projected out to a certain threshold. And again, Bill can get into how we arrive at the number 31.

It's not arbitrary. It's based on data information, internal reporting, and demand because the whole point of this is to have ideally a few more spaces than you actually need so that there's never a congestion issue. People are never fighting for a space. There's never stacking or backup. So we can continue to provide this service that quite frankly since COVID has become necessary for, if not convenient than necessary for a lot of folks.

And really with the advent of online technology, online ordering, it's really convenient for folks who maybe have health issues, maybe don't want to go into the store, maybe have kids. So it just serves a very wide variety of folks. And of course there's always going to be folks like myself who want to just go in the store and buy off the shelf. But for a lot of people this has been really great. And obviously Walmart wants to extend the same level of service that it provides elsewhere in Florida to this particular location in this particular community. This is just the data chart, if you have any questions about the numbers, Bill can get into it. Again, this is the site. And this is the specific location. So I'm just going back to the aerial so you can superimpose to see where it's going. Again, there are already 10 existing spots in this location.

They have an established operation here. They know how it works. This is best scenario because they can follow best practices. That is intentional.

These online spaces are designed to be essentially the equivalent of handicap accessible. Although they're not handicap spaces, they have extra space on each side of they're wider spaces so that associates can come and navigate and deliver product and accomplish their mission as cleanly and efficiently as possible. I did want to give, through the chair, I'd love to give Bill the opportunity to explain why 31 if the board would like that. Otherwise, we can just answer questions.

So I think the answer is yes, but it's not at issue today nor will it be an issue for the board because there's no variance.

Good evening. Bill Feffer. I'm the Southeast Regional Manager for Bowman Consulting. Office is at 13450 West Sunrise Boulevard. Bowman represents Walmart all over the country for planning, engineering, traffic, and surveying services. And me and my team here in Florida, we've worked with Walmart across the Southeast on these online pickup delivery projects going on a decade now. With its inception, we started with the planning process with Walmart. We've kind of worked through COVID and how the customer experience really changed during COVID. And I want to talk about some of the three key factors that go into how we determine the number of spaces. So for a site like this, Walmart has national standards that we use.

But I want to emphasize the fact that we make it site specific. Because a site in South Florida isn't going to operate the same way a site in rural South Georgia does. So even though we have national standards we use, we like to make each when we're determining the number, we make it site specific. So the three big factors are the size of the grocery component sales data, both looking back and then projecting out forward into the future so we can meet the customer demand and then the big one is site constraints. Do we have enough parking to accommodate the number that we would really like to see to accommodate this particular operator moving forward?

And this site checked all the boxes to accommodate 30 plus parking spaces, which is what we felt we need. And we came up with 31 because that kind of fits within the rows. And just from an operational standpoint, it made sense. So not rocket science, just kind of using what the customer behaviors are and then projecting out forward and making sure we've got enough spaces to accommodate it on the site.

This is in the West part of the city, so very close to US 27, close to the industrial complex. Essentially, it is a 2.5 acre site that will be serving as 47 trailer parking spots to help facilitate the operations in the facility across the street that belongs to the R and L carriers.
