1:21 – 2:3413

NELSON CODE COMPLIANCE SUPERVISOR PEMBER PINES POLICE DEPARTMENT. A ROUTINE INSPECTION WAS DONE ON DECEMBER 13TH OF 2022 AND A VIOLATION WARNING WAS ISSUED ON THE SAME DATE AFTER INSPECTING THE PROPERTY. THE PROPERTY WAS STILL IN VIOLATION UPON REINSPECTION AND THE NOTICE OF VIOLATION SUMMONS TO APPEAR WAS ISSUED ON 10-5 OF 2024. THE PROPERTY WAS REINSPECTED AGAIN AND STILL IN VIOLATION SUMMONS TO APPEAR FOR A HEARING AND ORDER OPPOSING A FINAL LEAN WAS ISSUED ON MARCH 27, 2026. THE PROPERTY IS NOT IN COMPLIANCE AT THIS TIME. SUMMONS TO APPEAR FOR A HEARING FOR AN ORDER OPPOSING A FINAL LEAN WAS POSTED TO THE PROPERTY ON MARCH 27, 2026 AT 11 A.M. THE SUMMONS TO APPEAR FOR A HEARING FOR AN ORDER OPPOSING A FINAL LEAN WAS SENT CERTIFIED Verified by BCPA on March 30th of 2026 at 2 p.m. Certified mail was verified by USPS tracking receipt and showed that the mail was delivered. Photos were taken of the violation throughout the process, and as of yesterday, property still is shown in violation of Code Ordinance 155.313, unfinished permit for a driveway. City records all this research yesterday, and the permits are not completed, no activity, or requesting that we certify the lien.

2:3512

Okay, thank you. Sir, come to the podium.

2:383

Identify yourself, please. Good morning. Alexander Soto.

2:4112

Okay, sir. So the city's asking me to recognize that the property is not in compliance and certify the lien, which is right now at $9,450. What's happening?

2:52 – 3:503

The issue that I have is I hired, I don't know if this is the same experience with everybody here, but I've hired a couple permit runners. So yesterday I was told that I didn't need to come, and then yesterday she gives me a phone call and says, you need to appear in person. It seems to be like a miscommunication. She's assisting me with the doors, walk path, tree, and the fence that I also did without permits. We opened and closed all those. Those were already all resolved. The only thing that was left was the driveway. To my understanding, she was in the process of taking care of that. That's where we left off. She calls me yesterday, tells me to come in person and to basically, I spoke to a gentleman upstairs and they said that I need to ask for a variance since I have less than 30% of concrete in my house, that that was something that they were going to take a look at and see if they can get approved. That's where I left off on the driveway.

3:51 – 5:0512

Okay. So the process is that the city is asking me to certify the lien, which means that the Property, actually, a fine is already continuing to run, has been. If and when I certify the lien, it means simply that you have more time in which to come in compliance. And then in this city, like in most, after you're in compliance, you can come back and ask for a reduction in mitigation of whatever that fine or lien amount is. And there's a procedure to do that. Here, it's administrative. You meet with the department heads, and they will help you with that. And there's instructions on how to do that. This will give, in order to certify the lien, it really just needs a couple of things. One is that you have notice of the hearing. And two, that the fine doesn't continue beyond the compliance date, which of course it has here. So I'm going to certify the lien and give the city the opportunity to do that. But that gives you the time that you need to bring it in compliance. However, it is a lien that is recorded against your property. So you should proceed as diligently as you can. And then once you're in compliance, Go ahead and follow that process to get the reduction of that lien amount and deal with it so that it will be corrected completely. Any questions I can help you with?

5:08 – 5:523

This is something that I was explaining to Nelson, and he's been kind enough to extend the time frame for me to resolve this whole issue. I mean, I don't know anybody's situation here, but I'm going through a hardship right now financially. I've been trying to be in compliance with the city and do what I need to do to not have any liens on my house. I don't know if there's anything that I could ask from anybody here to extend this a little longer. It's not like I'm trying to dodge you guys. I'm trying to resolve it. I've resolved all the other ones. I paid a lady who I thought was taking care of the driveway. to find out that I have to be here in person today to resolve this. It's a little frustrating because I've paid a couple of permit runners already, and I'm really tapped out on cash right now.

5:53 – 6:2312

You don't have to do anything with regard to the lien. It sits there as a record against the property, but the city is not going to seek to enforce the lien. It can foreclose the property if it's not homesteaded property, but that's not what they're doing. They're going to give you the time in which to come in compliance to continue what you're doing. whether it be a week from now, whether it be a month from now, whether it be two months, you can still, once you're in compliance, come back and follow that process to get that lien, whatever that amount is, reduced.

6:24 – 6:373

Any recommendations on permit runners that you guys can refer to deal with driveways? Because this is so frustrating. I keep throwing money at this, and it's like I'm not getting it resolved. And I really am trying to get this resolved to be in compliance with the city.

6:3812

So sir, all the things that you're saying now are the basis upon which you request for the lien to be reduced? That's all the information? Oh, I'm sorry.

6:453

I don't know. Yeah. This is all foreign to me. It's the first time I'm hearing it. No, no.

6:48 – 7:4812

That's why I'm having the conversation with you, because I do realize that. And there's other people, I'm sure, in the audience that are having the same problem. There's a number of certification requests that are before me today. So you're not alone in regards to this. the best thing I can tell you is that just let the inspector know what you're doing. Keep him apprised to the frustrations that you're having and the problems that you're having so that when the time comes for you to end compliance, he can attest to the circumstances, the facts, and what you've done, what you've already indicated. You've corrected a number of of previous violations that were in addition to this that's beneficial to you. Those are all benefits as to why it's appropriate for reduction. But keep the inspector apprised of what's happening and work with whoever you hired to bring it forward as quickly as possible. In other words, stay on them. Don't let them disappear. All right. Thank you. OK. Lena is certified.

7:50 – 8:067

Number two, page two, case numbers 240701996, owners KRG for KS Pembroke Pines LLC, site address is 14956 Pines Boulevard. Violation is for resealing and striping of Cobblestone Plaza without permits or city approval. Court officer is Thomas George.

8:08 – 8:2312

Is there somebody here for that case? Okay. Okay. We'll let the, sir, if you want to come up and just identify yourself. I'll come to the microphone so I can make sure I record it. Yes, sir.

8:244

Jonathan Strout with Kite Realty Group.

8:2612

And you're representing the property owner?

8:294

Yes, sir.

8:2912

With the authority to represent them? Yes, sir. Okay, thank you. Step aside, let the inspector come forward, and let me hear what he has to say.

8:37 – 9:430

Thomas George, court comrades officer from Brook Plains Police Department. A complaint was received on 7-3-2024 and a violation warning was issued on the same day. The property was in violation and a notice of violation and summons to appear was issued on October 7, 2025. The notice of violation and summons to appear was posted to the property on October 7, 2025 at 1.45 p.m. The notice of violation and summons to appear was sent by certified mail to the property owner verified by BCPA October 8 25 at 2 p.m. Properties shown in violation for court ordinance one five five point three one three and one five zero point one one and permit no permits No permits is not completed and the work is also not completed as of today so the city is recommending 30 days to come into compliance or face a fine of a $150 a day thereafter.

9:4412

Okay, thank you, sir. You heard what the city has to say. The 30 days that the city is requesting for compliance is June 27th.

9:524

Yeah, that'll not be a problem. I think this project is... In the home stretch, we're almost done.

10:00 – 10:1712

Okay. And that's simple enough. Yeah. All right. I'll find the violation doesn't in fact exist. The compliance date of June 27, and a fine of $150 a day will commence. If not in compliance by that date, make sure you notify the inspector when you believe you're in compliance so that no fine starts. Okay. And there's an administrative fee of $150 that is assessed for today.

10:1812

Okay. Thank you.

10:194

Thank you. Thank you.

10:30 – 10:487

10:5812

Okay, so that's a continuance you're requesting, right?

11:002

Yes, sir.

11:00 – 11:1112

Okay. Good morning. So if you want to just identify yourselves for the record so you get credit for being here, the city is requesting I continue the matter to July 23rd, which I'll do unless there's something that I should hear about.

11:1211

I'm Michael Hudson, the homeowner with Leslie Scheiblick, and this is...

11:166

I'm Kristen, I work for the general contractor that's going to take over the after the fact permits.

11:2012

Okay, so you understand the city is giving more time.

11:24 – 11:436

Yeah, we're a little behind on engineering, and that's the reason why. We have some that are submitted and in plan review, and then he has four violations. So two, for the gates and the awnings, searching for an engineer, and we had to have a site plan and all that, so we're a little behind. I've hired an engineer to do the after the fact.

11:4312

So the city is requesting the continuance. I'll grant the continuance to July 23rd. That means it comes back if you're not in compliance by then at that next meeting.

11:526

Okay. Okay. Have a good day. All right. Thank you. Thank you.

If you would, just rise and raise your right hand so we can get credit for that. As long as we're told the truth, the whole truth, nothing but the truth, so help you God.

12:284

Sorry if I took away your job, but more efficient.

12:3312

More efficient, yes. OK. Inspector, yes.

14:13 – 14:3212

Good, good. So the city's asking that I give you 30 days, which is June 27th. That should give you time. However, if for some reason you're not able to come in compliance because of whatever circumstances that you find, I suggest you notify the inspectors. Let him know that. Because if nothing happens after June 27, a fine of $150 a day does automatically start.

14:3310

I understand. I'm actually in the process of taking care of it today. Good.
