Amendment to the Rodeo Bar's Conditional Use Permit to update the Alcohol Beverage Control (ABC) license CUP02-10, AMD26-01, P26-0007
Amendment to Conditional Use Permit (CUP) 02-010 for a bar establishment at 622 12th Street. The Amendment (AMD26-01) modifies site specific condition number 2 on CUP 02-010 to update the Alcohol Beverage Control (ABC) license from a Type 42 (On-Sale Beer & Wine – Public Premise) to a Type 48 (On-Sale General - Public Premise). Development Plan for a 2-building commercial/light-industrial development with 8 lease spaces totaling 22,412 square feet and Site Plan Modification for a 7.5-foot-tall screening wall (PD25-13, MOD25-09, and P25-0058). Address: 2940 American Way / APN 025-434-013 Applicant: Micah and Lacey Utter CEQA: The project is exempt from environmental review as a class 32 categorical exemption for infill development pursuant to the State's Guidelines to Implement the California Environmental Quality Act (CEQA), Section 15332. Recommended: Staff recommends the Planning Commission adopt Resolution 26-XXX approving Development Plan 25-13 and Development Plan Modification 25-09, based on findings and subject to conditions of approval.
Oak at Ardmore Residential Subdivision (Previously Develop Commercial space) PD25-14, RZN 25-03, VTTM 3255, CUP25-05, OTR 25-09, P25-0080
The Project is a 154-unit residential subdivision on a vacant property located at 2930 Union Road. The Project is an alternative to the previously approved "Covelop" development at this same location, which was originally entitled in 2024 and consisted of approximately 240,000 square feet of commercial/light-industrial space. The new Project requires approval of a zoning map amendment to apply the Mixed-Use Overlay zoning designation which will allow residential uses, including a request for an allocation of 154 surplus density units; a Special Planned Development overlay zoning designation to accommodate modifications to specific development standards; and an Oak Tree Removal request. These actions will require final approval by the City Council, therefore, the Planning Commission will be making a recommendation to City Council (PD25-14, RZN 25-03, VTTM 3255, CUP25-05, OTR 25-09, P25-0080). Address: 2930 Union Road / APN: 025-362-050 Applicant: Covelop, Inc. & MD3 Investments CEQA: On February 20, 2024, the City adopted a Mitigated Negative Declaration (MND) for a commercial/industrial project ("Covelop") consisting of 240,000 square feet of floor area spanning six buildings for this project site. Staff recommends the Planning Commission recommend to City Council approval of an addendum to the 2024 MND for the original Covelop project. The Addendum is the appropriate document under CEQA to analyze the consistency of the residential Project with the type and intensity of development previously analyzed for the site in the MND as provided for in CEQA Guidelines section 15162 and 15164. Recommended: Recommend the City Council approve the project by adopting: a. Draft Resolution A, recommending the City Council adopt an Addendum to a Mitigated Negative Declaration for Planned Development 25-14, Rezone 25-03, Modification 26-04, Vesting Tentative Tract Map 3255, Conditional Use Permit 25-05, and Oak Tree Removal 25-09; and b. Draft Resolution B, recommending the City Council approve Rezone 25-03 regarding updates to the El Paso de Robles Zoning Code and Zoning Map; and c. Draft Resolution C, recommending City Council approve an allocation of 154 Surplus Density Units to Parcel 025-362-050; and d. Draft Resolution D, recommending City Council approve Planned Development 25-14, Conditional Use Permit 25-05, and Modification 26-04; and e. Draft Resolution E, recommending City Council approve Vesting Tentative Tract Map 3255; and f. Draft Resolution F, recommending City Council approve Oak Tree Removal 25-09.
