Amendment to the Sign Ordinance
Amendment to Chapter 21.52 of the Paso Robles Municipal Code to update standards related to “Temporary Signs”, “Prohibited Signs”, and other minor text modifications (RZN25-07, P25-0117). Location: City Wide CEQA: Staff recommends the Planning Commission find this action is not subject to the California Environmental Quality Act (CEQA) because it does not qualify as a “project” under CEQA. State CEQA Guidelines §15060(c) provides that “[a]n activity is not subject to CEQA if ... the activity is not a project as defined in Section 15378. Recommended: Recommend the City Council adopt an Ordinance to amend Section 21.52.040 of the Paso Robles Municipal Code by adopting Draft Resolution PC 26-XXX based on findings.
Ravine Waterpark Conditional Use Permit Amendment
Request to amend Conditional Use Permit (CUP) 00-020 and Planned Development (PD) 00-023 for the Ravine Water Park at 2301 Airport Road. The Amendment (AMD25-02/P25-0124) includes construction of a recreational pool, spa, and cabanas within a pre-disturbed portion of the site. Address: 2301 Airport Road (APN 025-433-012) Applicant: Ravine Waterpark, LLC CEQA: In compliance with the California Environmental Quality Act (CEQA), an Initial Study and Mitigated Negative Declaration (Planning Commission Resolution 04-042) was prepared as part of the original approval of CUP00-020 and PD00-023. Staff recommends the Planning Commission find the proposed amendment is consistent with the approved environmental documents and does not require additional review under CEQA pursuant to CEQA Guidelines 15162, because no substantial changes to the project or to the circumstances under which the project was undertaken are proposed, and there are no new significant environmental effect or a substantial increase in the severity of previously identified significant effects under the existing MND. Recommended: Staff recommend the Planning Commission adopt draft resolution PC26-xx, approving Development Plan Amendment AMD25-xx. To allow construction of a recreation pool area at the Ravine Water Park, based on the findings and subject to the conditions of approval.
Development Plan for 24 Residential Units for Montage Condos
Development Plan for 24 residential units including an Affordable Housing Density Bonus. The project is designed as 12 duplex buildings where each unit is a separate condominium. The project includes a request for a fence height modification, a permit to remove 10 oak trees, and a 1-lot tract map for condominium purposes (PD24-07, MOD25-09, OTR25-04, Tentative Tract Map 3254, P24-0100) Address: 420 Creston Road (APN 009-541-010 and 009-541-011) Applicant: Stephen Ross representing Montage Development, Inc. CEQA: The project is exempt from environmental review as a class 32 categorical exemption for infill development pursuant to the State's Guidelines to Implement the California Environmental Quality Act (CEQA), § 15332. Recommended: Staff recommends the Planning Commission recommend the City Council approve Development Plan 24-07, Site Plan Modification 25-09, Oak Tree Removal Permit 25-04, and Tentative Tract Map 3254 by adopting Draft Resolution PC 26-XXX, based on findings and subject to conditions of approval.
Zoning Amendment to allow Commercial Cannabis Delivery Offices
Amendment to Chapter 21.60 of the Paso Robles Municipal Code to allow the operation of non-storefront (delivery-only) cannabis retail establishments serving both medicinal and adult-use customers. The proposed amendment would update and expand definitions for consistency with state law, clarify and consolidate regulations for non-storefront (delivery-only) retail serving both medicinal and adult-use customers, establish a firm cap of three (3) such businesses, extend the 600-foot separation requirement to include public parks and City-owned parks, strengthen operational and enforcement provisions, and make technical and organizational improvements (RZN25-08, P25-0077) Location: City Wide CEQA: The proposed ordinance is not subject to the California Environmental Quality Act (CEQA) because it does not qualify as a "project" under CEQA. State CEQA Guidelines §15060(c) provides that "[a]n activity is not subject to CEQA if ... the activity is not a project as defined in Section 15378." Recommended: Recommend the City Council adopt an Ordinance to amend Chapter 21.60 of the Paso Robles Municipal Code to allow up to 3 non-storefront retail cannabis businesses in the RSC and C-3 districts by adopting Draft Resolution PC 26-XXX based on findings.
