If no one else is saying anything, we can move on to the fifth topic of the agenda. The opportunity to discuss and the opinions of the audience. We can talk to the audience about each topic. One person has two minutes. Each topic has a total of eight minutes. Good evening, Madam. Good evening, Mayor, Council Members. Tonight, I will give you an update on the medical insurance plan of residents in the city for the next six months.
In the last few years, the Council has provided an inter-fund of 6.5 billion Indian Rupees to establish the medical insurance fund of the city. In 2026, the city changed its plan on how to fund and manage the plan. Today's question is very simple. Have those changes started to see results? It would be good to explain how such plans work before examining the results. It is a system that the Municipal Assembly itself provides support. This means that the town hall and the residents are contributing to a special fund. From that fund, the residents and their families are paid for their actual health and safety expenses. Different from the traditional insurance plans with a fixed premium, the town hall's expenses can be reduced by a month. The severe diseases that come to a few people can be affected by the fund as a matter of medicine or special medicines. The Municipal Assembly has a stop-loss insurance to protect itself from claims that require a lot of money. But the fund itself is responsible for the costs of claims and certain amounts of money. The details announced tonight are as of June 30. This is a preliminary assessment. This is the last accounting of the Finance Department to be discussed in detail. Excuse me, in detail. So, the next slide. When these changes were announced, the Municipal Assembly focused its attention on three points. 1. Maintain the system. 2. Make it financially sustainable. 3. Continue to provide quality information to the residents and their families. From Nagarasabha First Choice Health to Premierai and Blue Cross Blue Shield Network. This made it possible for the population to reach out to local and state-owned doctors and healthcare providers. The same kind of medical assistance continued as before. Nevertheless, the Nagarasabha introduced common safety measures such as pre-requisites for high-cost services and medicines. To put it simply, the treatment for some diseases or medicines should be done in accordance with medical science, only then can the method be applied properly. The aim is to ensure that the funds are being used responsibly and that the funds are being used in the right way. All these measures, along with the health system, are aimed at maintaining a strong financial balance and maintaining a sustainable economy. Keep that slide. This slide shows the initial financial results until June. Medical and medical expenses were about 5 billion dollars. By the end of June, the Municipal Assembly had set a budget of approximately $5.8 billion for the same period. In other words, the reported expenses are $8,111,000 less than the budget allocated for the first six months of the year. This does not mean that the Municipal Assembly has too much money to spend on the $8,111,000 budget in the fund. This means that the monthly expenses are less than the budget allocated. This type of funding should be used to rebuild the land and also to restore the natural resources. This is a huge improvement compared to the funding that was received in 2025. However, before we decide on the actual status of the fund, we need to look at the financial figures. Next slide. There are two reasons for the lack of accessibility. First, the city has made a change in the amount transferred to the medical fund, so it represents the actual cost of the system more accurately. Second, claims have been low so far this year. The claims have been reduced from $1,806 per capita per capita to $1,487 per capita this year. Therefore, this increase was not only due to higher premiums, but also due to more realistic funding and reduced health insurance claims until June. This does not mean that the method is completely reversed. This means that the method is moving towards a more healthy direction. Next slide. In total, 86% of the waste that was collected in the first six months of the medical and medical expenses year. Dental expenses are close to 98%. The benefits of medical and medical expenses are negligible, but since the city is paying for the claims, the expenses will not come immediately after the rain. Some medical expenses can be converted into benefits such as claims or stop-loss reimbursements. Therefore, it should be seen as a good start without seeing it as the last benefit of the year. Next slide. This slide shows why medical expenses are so expensive. Until June, medical expenses for 5 people or medical claims for 5 people were more than 1 lakh. Among those, claims for 3 people were between 1 lakh and 2 lakh and for the remaining 2 people, claims were more than 2 lakh. This year, about 25% of our medical expenses were the claims of these 5 people. The city has taken stop loss insurance to get protection from major personal claims. Normally, if one person's appropriate expenses are deducted, the above deducted money will be returned to the city by the stop loss insurance company. Up to June, the stop loss reimbursement of approximately $3,43,700 has been returned. That insurance helps to reduce the responsibility of the city, but it does not reduce the cost of claims below that threshold. Next slide. Looking towards 2027, we expect that the city will have to cut off more budget for medical, medical, and dental protection. The increase in health insurance costs, the need to stop the health insurance fund, and the return of the national fund is reflected in this. In the short term, the initial results show that many of the city's reforms have started to take place. The monthly expenses are less than the amount determined in the first six months of the year. The claims are less than the previous year due to the spending of the funding plan. So, our next steps will be to review these reports regularly with the accountants, and to closely monitor claims, major claim reimbursements, compensation, and return of interest. Can you tell me about the $9,50,000 in pharmacy rebates? And I think it belongs to Primera Blue Cross. My question is, why about 1.5 million? Yes, there are a lot of rebates in the case of medicines.
Unfortunately, our former party administrator had to face a lot of difficulties in getting those rebates in the evening. By moving to our broker Alliant, they were able to work effectively with TBI. Made Impact was the prescription ITPA of the day. They were able to recover the losses that we did not get. Now that we have moved to Primaria, we are more confident with their ITPA Express Script. You may remember, an option that we tested and approved, was to switch from our self-funded plan and join the statewide pool with EWC. That was a way of return. In their statement, they said that there is a significant increase in costs due to the global trend of health care. Most plans and this year's insurance are seeing an increase of about 15% premium. According to our initial discussions as a service provider, we are calculating a 4% increase in the budget in 2027. Therefore, So, by maintaining this in a certain way, we can expect some other plans and give less premium to our lives. Anyway, today's good news is promising, especially after the bad news that we had to deal with last year.

I can't say for sure, but I think it is an opportunity to talk about the Interfund WIBA for the public. We have a lot of funds. The council handles all of them. But they are all different. So count them as special bank accounts. Each one has its own needs. Your vacation fund cannot afford to buy and sell many things. It's the same again. So there are rules for it. The local government has other measures to ensure that we have the resources we need. LGIP is one of the most available options. This is a pool of insurance that can be sent to a specific organization in Washington state. Usually, you get a running policy of 3%, 4%, and now almost 4%. Another option is treasury bonds. You will get less interest in it. I would like to say something using this opportunity, even if it is not such a good thing to have to pay 6.5 billion dollars to our health fund. The money given by the fund has a benefit from this, because they get a higher rate than what we get in the fund. Good evening, Mayor, Council Members. Please wait patiently at the time of this announcement. This year, after opening to the public on June 27, we will be reviewing updates on the operations of the Pasco Aquatic Center. I will try to make my dream come true. Without wasting time like that, we can quickly move on to the main thing. As of April 2022, the voters have approved a 2% increase in sales. Pasco Public Facilities District has helped the Pasco Aquatic Center through an inter-local contract to build it. Pasco is the city that manages the activities of this center. At the same time, the Pasco Public Facilities District is funding the activities through the revenue and sales from this center. The opening of such a huge facility is definitely a big step forward. These first seven weeks allowed us to learn things from our team, to implement them, and to better understand how this local facility community is being used. Instead of saying more jokes in my face, I admire the person who has been fully involved in the activities since the opening of this facility. Aquatics Manager Tony Tech will explain about the activities that will be coming up in the future, such as participation, programming, and lessons learned. So Tony, you have to talk now.

Thank you for giving me the opportunity to speak before the Mayor and the Council. Thank you. I would like to talk to you about the Pasco Aquatic Center and about the Hazard State. After opening on June 27, we were lucky enough to be able to get 45,000 people to come to the Aquatic Center and make use of their programming and wonders. I think we are sometimes forgetting that all of this is for the sake of wonder. But I would like to ask you to check this out. The experience of people living here and those who do not live here is about 50 by 50. It felt pleasant. But again, I am not going to read you these statements. You can read them yourself. Next slide. Again, it is said that fortunately, 45,000 people have made use of this facility. I know that this facility was a big topic of discussion, but it was successful in showing its popularity and use. Excuse me, I can't remember an example related to sleep. Next slide. But one thing I can't ignore is safety. The total number of indoor and outdoor activities is approximately 5,50,000. Excuse me, 550 people. Due to safety reasons, we expect a lot from the people we serve, i.e. lifeguards. Most of them are under 20 years old. Try to recall your experiences when you were 15, 16, 17, and 18 years old. The reason I am saying this is because I have greatly improved the understanding of people who are able to afford it. We started with 300 people. After two weeks, when we talked to the residents and gave general feedback, we started to allow more than 50 people every week. So we reached the level of 450 people. One of the unexpected results of this was the experience of the volunteers. They told us that they did not feel that the place was crowded and that they did not have to stand together. We got good responses from them. I will happily accept such comments whenever I get them. Next slide. In the beginning, we had to hear a lot of criticism from the volunteers. Who knew that we would get so many people? The software we used was not ready to deal with this pandemic, so we made efforts in terms of booking. We also had difficulties in connecting via phone. Then again, everyone had to reach there at the same time. But I was not ready to give up on security, so we tried our best to inform people. We have good news. We have bad news. I don't want you to have to stand in the queue. We will only let a certain number of people in. Please ignore that. I think it was a good thing in and of itself. We accepted the offer and agreed to work with a software company. We made the reservation process happen. We accepted the way we called back. We received more than 100 voice mails a day. Phone calls, people's interest, and the way of life are really troubling us. Who, what, when, and why. I think we are all dying for all of this. Using the digital resources of the city, we reached more people. How-to videos, how to make reservations, ways to connect with us easily, and what to expect when entering the facility, we told them. Next slide. Entry with help. Thus, when the entrance was expanded, the nature of the rescue operations also improved. More people, more opportunities. The most important thing to note is that the drop slide is in the outside part. This may be because many people in the memorial had muscle memory and old habits. When you get into the pool through the slide in the memorial, there is only 3 feet of depth. The outside drop slide has 9 feet of depth. So, for those who want to be safe in the shallow part of the drop slide, more than 10 people are diving into the water in one shift. In the beginning, we received a lot of complaints about the Lacey River. It's not that lazy or lazy. Those who make use of it know that you will be drowning in it. Numerous people were standing on their feet and shaking their hands on the rocks. Because of the speed, we had to do a lot of small tests. But we worked with the construction company. We controlled the speed of the flood. Now the number of cases of flood in Lazy River has decreased. Next slide. You have heard that the most important thing here is to ensure that the equipment is ready and safe. I am happy to have been able to work with our best team. I have something to say to those who make use of the service here. Every one of our lives is being tested once every two weeks. We have ensured that they are always ready for rescue operations. The 12 weeks from Memorial Day to Labor Day are very busy. Over the past two weeks, they have been serving in more than 1600 shifts. Thank you to everyone. Thank you to the team. We regularly conduct mob drills. These are called white-cap drills. In these, we also conduct rescue operations. Some of them even go from Ambar. They did not understand why they were doing all this during the operation. But it is a fact that I am committed to the rescue operations. We focus our attention on the safety and safety of the rescue operations. This is something you always hear from me. Next slide. Now let's talk about the team. We newly appointed 180 people. From February to May, that is, right before it opened. Out of the 180 rules, 150 people are still working. I felt that some of the 30 people who left were not interested in becoming lifeguards. After completing the lifeguard certifications, we were able to thank the team who had given so much training to so many people in such a short period of time, and even had to make them study in their sleep. Thanks again to the instructors who worked hard for it. Along with the cashiers, lifeguards, and management team, we had a lot of shadowing shifts. It was a safety advantage. I wanted to give everyone the opportunity to pay attention to others and understand the events that were to come. We had weekly meetings. Even though we haven't reached Sheshi, I am proud that we are very close to it. We listened to the needs of the community, and the needs of the families were wonderful. That is what we tried to deliver. We will continue to deliver it in the winter, winter and spring seasons. One thing that was not mentioned is the creation of local businesses. The wisdom, knowledge and skills that are given to our youth and those who have chosen to work with us are important. Cross-categorical activities at the workplace. For those who don't know, the largest outdoor high school in Washington state, Neendal Malsaram, is going to be held here. It will take place in September. I think it will be September 19th. I don't know how to say this, but in connection with the enforcement of the code, I have received a lot of complaints about the buildings in Road 68 Meghalaya. This week, I was wandering around. Knowing how things are going will help us to discuss the things we need to pay attention to in the budget season. As far as I am concerned, small things such as life-threatening problems, games, and basketball courts in the middle of the street are included in this. So, instead of making complaints the only way, we can think about the end of the year when the court enforcement officers directly see things and start talking to the victims.
