Good evening, everybody. Uh let's see. We'll go to public comment. Public comment. No action will be taken on these items. Public comment is an opportunity for town residents and other interested individuals to speak about items that are not on the agenda. This comment period is limited to 30 minutes of total time with each individual allowed a maximum of 3 minutes to speak. You must sign up ahead of time in order to comment and that sign up begins 30 minutes before the start of the meeting. The council will accommodate as many speakers as possible during this time with preference to town residents. But if public comment extends beyond the allotted 30 minutes, town council will continue the comment period at the end of the meeting prior to adjourning for those who signed up before the meeting. As any matters raised by individuals during the public comment are not on the agenda and other potentially interested parties would not therefore be aware of discussion of these matters. The town council will not engage in dialogue regarding any items raised during public comment. With that, I have nobody signed up. Thank you, Mr. Mayor. Uh, yeah, I attended the Touch a Truck event at uh O'Brien Park uh last yesterday and that's it. Thank you, Ann
Here. Use No, it's all right. Um I attended the uh state of loan tree on the 7th and also there's a lot of stuff that we did this week. I'll just let everybody else update because it was probably a lot of the same things. Sorry I wasn't more prepared. Thank you Ann Brandy.
Yeah. So, u myself along with council member Bington um and a few others, I'll let them if they want to add, we attended the homebuilders association summit where we got um not like a legislative update but an economic update on the vitality of the housing market right now, not just in Colorado and the Denver metro area, but across the nation. So, that was very eye opening to see just where we're at with when it comes to housing availability, affordability, and the tracking of that. Um, and then myself along with council member Bington did the planning commission interviews on both the 13th and the 14th. We had an amazing pool of candidates that wanted to volunteer to come and be a part of our town and our planning commission. So, it was wonderful to get to see all of them and if you know we had it our way, we would have given every single one of them a spot, but we're limited to the spot. So, I'm very excited about the candidates that did move forward. Um, and then I think I'll leave that to you, but if you skip it, then I'll bring it up again. I don't know what that is, but Okay, John.
Thank you. Um Um I on the 7th I had an E470 board meeting uh topics. Uh we we received our financial audit. There's it was a clean audit. So kudos to staff as well as our new auditors, CLA, Clifton, Larson, Allen. We are we're also presented with a traffic and revenue study. That's sort of just a sort of an ongoing uh review of of how our how our tolls and um traffic and revenue are going so we can potentially make some decisions from a capital stackwise as well as projection. Um and uh on the 12th um I I dropped by we we had a employee event um the Parker 45th birthday we had a um a churro I think a churro um thing and it was good to see uh staff there. Uh I think I arrived a little late but um heard it was well attended so I appreciate those activities to see um see see some of the staff we quite honestly just don't see without these events. So I appreciate that.

Uh thank you for myself. Um I let's see. Last week we I think we touched on a little bit. We had Loan Tree State of the Town, State of the City, excuse me. Um with Mayor Harmon. Um very well done. Uh economic focus. Uh great great uh great group of people there. Um enjoyed uh getting that uh early in the morning then on with the day. Um and then we uh few of us attended the HBA housing summit. Um uh very informational. Heard from uh the National Association of Homebuilders chief economist um about projections for the future and uh some dire but uh some for Colorado better. Um then I raced out of there headed over to the Aurora State of the City with Mayor Kaufman. Um and he did a great presentation um focusing on his wards and districts and council members um and uh picked a little uh little something from each one. So uh incredible. I found out an interesting fact. Um, Aurora has um the um um shoot ARNC and now I can't remember what it stands for. It's a homeless um um uh institute that helps out uh with with with different people. They have different tiers. Mayor Kaufman shows up there every Friday and and sleeps there and and talks to the people. And so not a lot of people knew that. He shared that uh publicly for the first time um at the state of the city. So, I thought that was pretty impressive and he talked about some some people and then they were uh in the audience at state of the city. Um, but it talked about the different tiers they have and you start out you're on a cot in a big gym and then you move up to a nicer room and if you stick with the program they they give you life skills you go into your own room eventually. So, incredibly uh incredible uh um um program and and really glad I got to go to to learn that. Um, and then we had that evening, I'm sorry, then we had the churros and then we uh that evening we got to meet our u meet and greet with our new
community development director uh Brian Isham who's in the room but uh great guy. Welcome to the team Brian. Um and then the next day um I had um um Veil Academy. I had a sophomore um design um that I got to help them with their uh presentations and uh always incredible to help kids. The next day I had scout night. Um so I had a room full of brownies and I got to teach them about local government and it was it was absolutely entertaining. Best part of the job. And I think that is all I had. Nope. One more you covered for me. On the 7th.
On the seventh. That's why I don't see it. Sorry. On the 7th, I got to attend um first time in a long time the Douglas County Outstanding Youth Awards. Um youth award outstanding youth awards are incredible. Um they are kids that have overcome um something traumatic uh tragic in their lives and gone on to lead by example. Um I always use the example that I know near and dear. um a a young woman lost her father to uh suicide and then she went on to create a website and a group for children that lose their fathers to suicide. So just a incredible group of of teens um in this where we are in this district and what we do. We recognize um the athletes and we recognize the band kids and we recognize the theater kids um but hidden in those groups are the gems. And so this uh this gives us an opportunity to recognize those kids that deserve the incredible recognition and they all got a $500 scholarship and uh just a a really great group of kids. Um so I was honored to attend in Councilwoman um Wilsstead. And that's all I have. Thank you. Appreciate that. Next up we have consent agenda. Consent agenda items are considered to be routine and will be enacted with one motion and vote. There will be no separate discussion of consent agenda items unless council votes to remove an item for individual discussion. Ordinance in front of you tonight is ordinance number 5.35.5 on second reading, a bill for an ordinance to amend title 7 of the park municipal code by adding adding section 7.06.050 to authorize local enforcement of vehicle registration requirements and presenting tonight the one and only Miss Lisa Greyman.
How do I make this? Oh, it just works. That's okay. I don't have to push something. Good evening, mayor and council. Um I am here to present on this bill. This is something um this ordinance we've been working towards for a while. If council remembers in the 2025 legislative session, the legislature decided to remove the prohibition on municipalities being able to write registration for vehicles into municipal court with some caveats. It can't make your own registration. You can't say if you live in Parker, you have to register your vehicle here. Um, but it does allow us to write them into municipal court. If the vehicle is registered within 4 months of the expiration date and before the first court date, it does require that the court is allowed to dismiss it if it would like still have to pay $30 dismissal fee to a municipal court only. And so this is something that the police department and the courts have been looking for to be able to have some more local control. And so we have this before you today and I'm happy to answer any questions.

So the only question I have is I know there's been some discussion about like when our officers are driving through like the Walmart parking lot for example and they see a vehicle is very outdated registration. Does this change that at all? Do they still have to be on a public street or can they now write citations if they see those?
This does not change how the stat state statute is written at all. You still have to follow the state statute and with any case law and things of you know you didn't see it on a public roadway but did it teleport there? Those are still things they can consider. Okay. Thank you.
And Todd, can you just talk a little bit about the history of the bill that changed this law if you have it? Sure. So, for a very long time and there are still several sections in the traffic code that says municipalities, you don't get local control over certain things. You can't have your own DUI laws. You can't have your own if you hit and leave an accident laws. And it used to also have specifically you can't have your own registration laws. And therefore, those are things that you can only write into a state court. with this amendment to the statute. It is now a possibility as long as the local government passes an ordinance. Golden has passed one. I'm not sure if other people are in the process, but they're the ones who've completed it all the way. And now if with tonight, Parker would be also on that list. But it's pretty simple. I think a lot of the municipalities wanted to be able to write these and handle these in their local courts, but legislature also wanted to make sure we weren't doing something where if you live in Parker, you have extra fees you have to pay and we can make our own registration laws.
