Madam town attorney, we ready? Madam Town Manager, Madame Town Clerk, I got a theme going, I will go ahead and call this meeting to order and reconvene this meeting at 7 PM. This is the April 20th, 2026 meeting of the Parker Town Council. Um, in front of you are your agendas. Um, we will start actually if you would please join me. The colors are in the corner with the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.
Thank you all. Um, first item in front of us are special presentations and we have a special presentation. So for your students, uh, when I came to you earlier and said we didn't, I lied. I forgot we do have one. And so it is my honor to read that presentation into the record. We have Heather from Covered, I believe, joining us. Um, and she will speak after the presentation is read into the record. But you're welcome to come join us now. And you can stand up there awkwardly as I read this whole thing. All right. Proclamation. National Crime Victims Week, April 19th through 25th 25th, 2026. Whereas crime victims and survivors in our community deserve dignity, respect, and access to just justice. And whereas National Crime Victim's Rights Week is observed annually to honor victims, recognize those who advocate for them and reaffirm our commitment to supporting their rights. And whereas this observance emphasizes the importance of collaboration and empowerment for all victims of crime. hand. Whereas local organizations including nonprofits such as Covered Colorado, law enforcement and service providers work tirelessly to assist victims of sex sex trafficking and other crimes, providing resources resources for healing, justice, and prevention. And whereas raising awareness about victim's rights strengthens our community and ensures that all individuals affected by crime receive the support they need. Now for there there now therefore I Joshua Rivero, mayor of the town of Parker, do hereby proclaim April 19th through the 25th, 19 or 2026 as National Crime Victims Week in the town of Parker, Colorado, and encourage all residents to join in activities that promote justice, healing, and hope for victims of crime. No action will be taken on these items. Public comment is an opportunity for town residents and other interested individuals to speak about items that are not on the agenda. This comment period is limited to 30 minutes of total time with each individual allowed a maximum of three minutes to speak. You must sign up ahead of time in order to comment and that sign up period begins 30 minutes before the start of the meeting. The count the council will accommodate as many speakers as possible during this time with preference to town residents. But if public comment extends beyond the allotted 30 minutes, town council will continue the comment period at the end of the meeting prior to adjouring for those who have signed up before the meeting. As any matters raised by individuals during public comment are not on the agenda and other potentially interested parties would not therefore be aware of discussion of these matters. Town council will not engage in dialogue regarding any items any items raised during public comment. With that said, I have no one signed up. Sure. Uh, recently I attended my notes. I will go to Brandy or No, we'll go to Ann. Sorry. Let's go to Brandy. We'll go to Laura. Who's ready? Anybody? Anybody? I'm ready. All right, Laura, the floor is yours.
Thank you. Um, so since we last met, I went to an allied security summit in Aurora at their chambers. And at this security summit, we had a retired twostar general from the Air Force brief us. We also had the director of security operations from um Rocky's uh baseball association brief us and they went over many of the issues regarding security that we now have at a local level and at a bigger event venue. Of note, um there's a lot of drone issues at the Rockies baseball field right now that they're trying to get a handle on. Um, I also attended a uh HOA summit with all of us here where we had uh residents and all of the homeowners associations come to a summit and learn about the um what Parker has to offer and ask questions and it was very enlightening for our residents and our staff and ourselves as well with some great staff presentations. We then had the Parker Police Department awards this past week and we learned about some of the heroic life-saving awards that some of our police officers received saving people's lives in Parker. And contrary to popular belief, our police officers engage in life-saving measures on a routine basis. uh they're just not out there writing tickets or arresting people for criminal behavior. They are also saving lives and so we did um honor them properly for those lives they've saved and a lot of the wonderful great detective work as well. And then I also attended Parker Advent Hospital in in councsel patient meeting.
And this meeting is a group of us uh local local folks in the community that are trying to improve the standards for patient care at Parker Adventist Hospital. We come together as a group and discuss these things. Thank you. Thank you, Laura. Eric on the same mic. um since we last met, you know, really I was I was actually on the road both weeks these past two weeks, so didn't have a lot of opportunity to spend time in town, but um was able to participate in the HOA summit with all of you guys.
Thank you. Um yeah, on the ETH we had a link on demand ribbon cutting. Uh what link on demand is it's it's an Uber lift type of system that um has worked very successfully in Loan Tree. Uh the the county commissioners um uh saw saw a potential to expand that service have done so in Highlands Ranch um and and uh offered um uh the ability to uh partner with um Parker as well as Castle Rock. And um you know that's that's a pilot project for about 2 to 3 years uh for part of Parker. We're going to see how that goes. Try to try to requ acquire some information, see if it's successful and and then uh potentially approach some other partners to see if we can find ongoing funding. uh on the 9th uh at an E470 board meeting. Um a couple of procedural things, communications, brand update, as well as um some some pavement marking, maintenance, uh contracts, and this morning I had a finance committee meeting with E470. Uh we had our auditor's report. Um we're almost about done. The audit results were provided. Uh we also had a traffic and revenue study uh report out. uh traffic is continuing to increase and that will be used to kind of evaluate how we um how we identify our capital projects as well as do we increase tolls or not. And um the thought of the board is that we're going to keep tolls the same as long as we possibly can. And we also had a 2026 uh market update that's uh regarding rates. Uh there is a portion of the $1.2 2 billion of E470 debt that needs to be refinanced this year and we were asking our financial advisor Piper Sandler about um how the market is. That is all.

Uh so on April 7th, I with the mayor went to the um Parker Youth Commission awards ceremony where they give out the Parker Proud scholarships that's also supported with the Chamber Foundation. And it was just wonderful to see all of our junior high kids and a couple high school kids um really show their Parker proud through their artwork and their expression and to be able to give them the the money and see how happy they were. That was just that was wonderful. It's one of the highlights of the year for me. On April 11th, I attended the Kitty Kitty Academy ribbon cutting. So, we did their groundbreaking ceremony about a year ago and now they've officially opened and it was just it was heartfelt touch. I don't So, it made me want to cry just to see how happy they were to bring their family together and to accomplish this dream. And then, ironically enough, they um they had like a fair for the community and it was also the ribbon cutting. We did a little impromptu ribbon cutting for S'mores Time because they don't have a brick and mortar, but they just opened their business up and they had a tent there. So, kind of two ribbon cutings in the same day. And then on April 13th, I had my public safety and crimerevention federal advocacy committee meeting where we introduced new resolutions. So, um, every March we have resolutions that we take up to the capital and, um, fight for. And then every November, we do the same thing where we start talking about the resolutions that we're going to approve before the next trip to DC in the following March. So, we introduced, um, six resolutions for this one. So, we'll see if we can narrow that down, but it's always good to see the municipalities across this um, nation get together and figure out where where we want to come together on public safety. and then um also had the police award ceremony. But then on the 17th, I got to be a guest judge for the Lincoln's Revenge Debate Tournament. Um I didn't realize how much goes into these professional debate things for these high school students and sitting there and listening and being one of seven judges and being thoroughly impressed with they had to introduce a resolution and then so one side was the for it and one side was against it, but
they didn't know which one they were going to be arguing until the debate. they flipped a coin and whoever won the coin toss got to decide if they wanted to be the for or against side. So it was wonderful just to watch them go through this and to be asked to be one of the judges for that. So that that's all that's my weeks. Thank you Brandy and
so on the 7th I was supposed to go to the youth commission awards but I showed up an hour late so I apologize that I got my schedule messed up. Um, on the 8th I attended the downtown business alliance meeting and also the link on demand meeting which or ribbon cutting which was really fun. I'm just wondering if anyone here has actually ridden anybody in the audience have you taken advantage of the link on demand yet? It's free Uber basically. Um, and then on the 9th I attended an employee event, a town employee event. And did you know that there's a national grilled cheese day? We were two days early, but um, and then also the HOA summit. And then on the 15th, I also attended the the Parker Police Awards. And they are all very near and dear to my heart, to all of our hearts. But um one in particular I've known since he was a baby. So to see him get an award was really special for me. And then this week I have the Douglas County Housing Partnership meeting on Thursday. And then we have a ribbon cutting for a new senior center that's it's an sorry senior affordable community and um it's in Lone Tree but it's pretty close to Parker. So we're excited about that. there you go. Yeah, it seems like you go last. You don't have to say anything. This is great. No, it was a very busy two weeks, I think, for for all of us. I started two weeks ago in uh Fatma's 9:30 class, second period. Does anybody have that class? Second period. So I saw you guys. That's right. I recognize you. And then I've got Fatma this Wednesday, two weeks from now, 7:30 class, period 1. Anybody in that class? All right. So, I'll see you guys in then. Um, so we're doing lessons in local government, which is what you guys are here for. Um, that is a busy time right now. Um, a great way to start the week though. And then, uh, youth awards is was stated, link on demand, HOA summit, grilled cheese. Um, I also went on the 9th. I went to the state of Douglas County School District um um hosted by the superintendent and found out um a lot about the school district in the coming year and how the past year has been a great very informative event. And then the 10th I had a pizza party with the mayor at American Academy Lincoln Meadows. Um so it was first graders. Um they did not care that I was there. There was pizza and soda. So that was fun. Um but no, it was awesome actually. It was really really cool to talk to them. It's fun because I get to talk to to you guys. I get to talk to third graders and then once in a while I get to talk to first graders and you really have to make the conversation appealing to them and and and so they don't understand government yet. They understand snowplows and the fieldhouse. So that's what the that's what that's what the competition that's what the conversation stays on. Uh ribbon cutting on Saturday as was mentioned. Um apologies. Um I had a uh mayor a metro mayor's caucus. We had a Zoom meeting about um ALPRS or license plate readers and uh red light cameras. Um it's the hot topic right now and a lot of people are concerned about data retention and we learned a lot
which I believe we'll bring back to council make everybody a better representative. Parker police uh awards was uh incredible very heartfelt incredible evening. Um, and then on Thursday I had uh Cherokee Waterbased Quality Authority and then Douglas County Community Foundation uh to finish out the week. And as I said, I'll see you in Fman's class on Wednesday morning. Um, with that, we will move on to consent agenda. Items on consent agenda are considered to be routine, will be enacted with one motion and one vote. There is no separate discussion for consent agenda items unless council votes to remove an item for individual discussion. Ordinance on consent agenda agenda are for introduction only and will not be removed for uh discussion. Council, in front of you are consent agenda items 5A through E. I would entertain a motion

Um I recommend um especially students go take a look at it. It's got a ton of information um of what the town is doing or has done um but full of information and comes out quarterly, right? This is a spring issue. Um and parents also um anybody is interested. Full of information, things to come this summer. Um all kinds of great information in there. Um, next up items seven is our ordinances. Item 7A is first Newland cross and I'm sorry this will be we will have a presentation for item 7A which is parts one two and three one ordinance and two resolutions. Um this is new crossing filing number three tracks ownership clarification with ordinance number 1.60 6 670 second reading. A bill for an ordinance conveying certain real property by a quick claim deed for tracks G and H. Newand crossing filing number three to 98 West Parker LLP. And then after that, read them all into the record.
Yeah. Resolution number 26-031, a resolution accepting a quick claim deed from 98 West Parker LLP conveying tract P Newland crossing filing number three. And then also resol item number A3, a resolution number 26-032, a resolution accepting the quick claim deed from Milrose Properties, Colorado LLC, conveying tracks D, J, and P, Newand Crossing filing number three. Alex Mest, the floor is yours, sir. Thank you, M. Thank you, Mr. Mayor. Good evening, Mayor and Councel. So, as the title suggests, the purpose of this item and the sub items below it are to clarify the ownership of several parcels at the Newand Crossing Development. Um, the there's quite a bit of detail and background that goes into this. I will try to be as concise as possible tonight, but a brief explanation is that several parcels were proposed to be transferred between developers and the town in accordance with the annexation agreement for the property. This was attempted to be done through the Nuland crossing filing number three plat. That plat did come to coun town council for approval back in 2024. However, the Douglas County assessor ended up not accepting those conveyances via plat. And so currently those parcels are shown with joint or multiple owners um in the Douglas County assessor website. So um to that end, the town attorney's office has prepared some quick claim deeds that can be recorded separately to clarify the ownership of these parcels. Though this presentation tonight covers two resolutions in which the town will accept ownership of these parcels and then one ordinance in which the town will quick claim ownership in quick claim interest in two parcels. So to set the stage with the vicinity map, um this is a Newland crossing development. It is at the northeast corner of Chambers Road and Main Street. Directly to the east is the Carousel Farms neighborhood. Directly to the north is Stonegate. The site is roughly divided in half um north south by a major drainage way, Newand Gulch. You can see um the red line there indicates there is a a segment of a the new Gulch
regional trail that was constructed with this property on the west side. The bulk of the property is either already been developed or is currently under development as residential housing. Lenar Homes is is the builder out there. The exception to that are the two properties shaded in yellow. Those are zoned for future commercial uses. There's not been any construction on those or or any applications made to date. So, those are still sitting vacant. So, this is a summary of the quick claims before you tonight. We'll go through each one of these in detail, but I wanted to set the stage with the summary. The ordinance before you tonight, um 1.670 will have the proposes to have the town quick claim their ownership to tracks G and H. Those are the future commercial parcels for development. And those will be quick claim to the property owner out there, which is um 98 West Parker LLP. The two resolutions, the first one is 26301 that has one D where the town will be quick claimed tract P which contains a section of the regional trail mentioned earlier by that same property owner 98 West Parker. The last one, the resolution 26032 will have the residential developer which is Lar Homes in this case their subsidiary for this project, Milrose Properties Colorado. They will claim three separate tracks to the town. One is that same tract P that contains a regional trail. One is track D, which is a portion of a parcel that used to hold a storm water detention pond that's no longer needed. And then track J, which is kind of a wedge-shaped parcel down in the Gulf that is necessary to make a connection to the regional trail. So, let's see. There. There we go. This this map shows a summary of those parcels just so you can see them on a map. They're all west of Newland Gulch. So they're on the west side of the development. Starting from the north, the parcel in blue, that is track D. That is the the remnant of a former detention pond track that will be quick claimed from the residential developer to the town. The two parcels in green
are the future commercial parcels. Track G and H. They will be quick claimed by the town to that property owner. Towards the bottom of the screen, the long skinny red one, that is track P that contains the regional trail. That will be quick claimed by both of the prop uh both both developers. property owner and the residential developer to the town of Parker and then tracked um track J I'm sorry it's labeled incorrectly the the orange wedge-shaped one there at the bottom adjacent to Main Street that um will also be quick claimed by the residential developer to the town. It contains a trail connection to the regional trail. So to go through these one by one and bear with me I'll try to make this as concise as possible. Um, resolution 26031. Again, there is one deed associated with that one. That is, uh, 98 West Parker will quick claim track P for the regional trail to the town of Parker. Just some quick background, uh, the developer was obligated to construct this segment of the Newand Gulch regional trail with this property. Um, the trail was designed and constructed along the west side of the Gulch. It's on it was honor adjacent to the future commercial parcel. So track P was um created to contain that tract contain that trail and allow the town to to maintain and operate that trail. So the town's parks, recreation, and open space department has agreed to accept ownership of that 20 foot wide track P again to allow the maintenance and operation of the trail. So you can see it on in red on this parcel on this parcel map. Resolution 2632 again there are three prop three tracks being deed to the town with this uh this resolution. Track P again is is the same regional tract regional trail track previously mentioned being quick claimed by this the residential developer as well. Track J, which is shown in orange at the bottom there. It's a small parcel. It includes a portion of Newand Golt and some of the associated flood plane. It is being accepted by our parks department to accommodate a trail connection from a segment that we're building under Main Street to connect to the regional trail constructed by this developer. to kind of illustrate that. On this next slide, um on the left side is an aerial that kind of shows the the
land there and then the the tract in question highlighted on the right side of the page you see a snip from the construction plans for the town's trail project. So that shows the um the trail going under the main street bridge and then we have to kind of cut up that hill through this tract to connect to the main trail and tract P. So parks, recre, and open space has agreed to accept this track as well to accommodate and maintain this trail connection. And the last track is is track D, which is the remainder of the storm water detention pond parcel. And there is a bit of history with this one. Um, Chambers Road adjacent to this property is owned and maintained by Douglas County. When Douglas County constructed Chambers Road in this area, they constructed two storm water detention ponds on parcels on this property to accommodate the stormwater runoff from Chambers Road. when it became clear that this property was going to uh develop within the town rather than Douglas County, they deeded those parcels to the town so they could be integrated into the development of this property. So to that end, through negotiations, it was agreed um and codified in the annexation agreement that a new detention pond will be constructed on this property that would accommodate the storm water flows from Chambers Road that were previously going to those two ponds. So it was agreed when that was completed and the new ponds were online and accepted these two pond parcels could be dedicated to the developer and integrated into the development as a as a developer property. So to illustrate that um this map is prior to any development on the west side. This is from the filing number two plat but you can see in blue there are two parcels that border Chambers Road over there that contain or in one on the south side the pond is still there but they contain storm water detention ponds that serve Chambers Road. So upper fulfilled their obligation they constructed a new detention pond with newland crossing filing number two that accommodates the storm water that was previously going to those two ponds. So with that um ready with that completed the town was able to convey those tracks to the developer. So the residential developer LAR um did include a portion of that north contract within their
filing number three residential development. However, the owner of the the commercial parcels did not wish to accept the pond tracks adjacent to the commercial at this time. Um, so that required us to subdivide the north parcel. You know, again, the northern part of that parcel was used with LAR and filing three, but the town has to retain the remainder of those pond parcels until the commercial developer is ready to accept it. And this map illustrates that. Starting from the north side there, you can see kind of the brownish portion of that northern contract that was platted into the residential filing number three with LAR, but the blue part, the the blue remainder of that to the south, um that was intended to stay with the town until the commercial developer is ready to accept it. So um that with with this resolution that is the third track that is being quick claimed by the residential developer to the town of Parker to retain until the commercial developer is ready to accept it. And the last item is ordinance 1.672. I think this is probably the the most straightforward potentially. All it is the town is quick claiming our any ownership interest in tracks G&H which are the commercial large commercial parcels to be developed later. Um I think somewhere along the way the county must have with the with the conveyances on the tract attached the town to one of these parcels. Obviously they were intended to remain with that commercial developer originally. So we are quick claiming our interest in those two parcels. So to again summarize I know that was kind of a lot and a complicated history but the ordinance 1.670 670 that is seeing the town quick claim our ownership to the two commercial parcels tracks G and H. Resolution 26031 um 98 98 West Parker will quick claim the regional trail track to the town track P and then 2632 the residential developer Milrose properties or LAR will quick claim uh the three tracks. Track D which is a remnant of the detention pond parcel. Track J, which is the wedge-shaped parcel that will contain the trail connection, and then track P, which will contain the main section of
the regional trail. A few other notes um just again make sure it's clear. All these described property transfers were negotiated and codified within the whole process of the annexation or the subdivision process for the property. And they did, this plat did come before the town council back in 24. No direct payment has been proc proposed originally or at this time for any of these property transfers. It was negotiated as annexation conditions. So there was no price attached to these parcels. And then lastly, um the town attorney's office, community development, parks, recre, and open space, my department, engineering public works have all reviewed and approved these deeds. I just had the pleasure of presenting this to you. So that is all I have for now. Staff does recommend approval of ordinance 1.670 in the two resolutions, 2631 and 2632. And I'm happy to answer any questions you might have. Thank you.

I don't have that number on me, but um the track, let's see, the um the detention pond track, I mean, that is a temp. We'll have that temporarily, right? Because someday we will convey that to the developer. So really the only land we got was the regional trail portion which is 20 feet by a couple hundred feet. So it's and then um then that small wedge down in Newand Gold. So um I would say it's it's definitely less in the land we gave back to the developer with the contracts but the town didn't spend any money on any of those parcels. Thank you. No other
questions questions. All right. So, we're basically just repapering something that was already papered, creating a cleaner trail. Exactly. It's it's really clarifying the ownership with the Douglas County Assessor's Office. Um they for whatever reason they didn't like how it was conveyed via plat, so they want separate deeds to be recorded really showing who owns the property. So, that's what we're doing through these quick claim deeds, recording this with the assessor saying the town does not have ownership interest or the developer does not have ownership interest in these tracks to clarify that. Beat me to the question, but that's it. So, definition of a quit claim is exactly that. You're quitting any claim you have to said property just for the record of the assessor. We've already gone through this process on the plat. These properties were already done, but the assessor wanted to make thorough record that essentially the town is coming tonight and with council's vote saying, "We are done with these properties. You are free and clear of any claim we have to these properties." Is that correct? Correct. All right. No further questions for staff. With that, we'll open public comment at 7:32. Um, supportive and Eric supportive. Laura, um, I think there was good cooperation between the town, Milro Properties, and Douglas County Assessor. And I also thought it was a good
good um idea that Douglas County did want to separate out the deeds recorded to make this more clear. So, I think that's a really good example of government in action that you had the town involved, you had a private developer involved, and you had the county involved and the county caught an issue and brought it back to the town and the developer to try to clarify who actually owned the property, what tract, what size, um, and then propose a resolution for that. So, um, great teamwork there and, uh, as always, thank you public works and engineering Yeah, thank you, Alex. Excellent. Very, very thorough and clear description or uh presentation. Council, with nothing else, uh no more deliberation, I'd entertain a motion on the resolution first, please. I'm sorry, the ordinance first, please.

So sorry, Parker Water in your own building. I almost cut you short. Item 7B, ordinance number 16.72 on second reading, a bill for an ordinance conveying a water pipeline easement to Parker Water and Sanitation District over a portion of lot one Enclave property filing number two. Alex.
Thank you, Mr. Mayor, uh, council, before you tonight is a request for a small waterline easement, um, from Parker Water and Sanitation District within the town's disc golf park at the Enclave. So, a this map shows the the project and e proposed easement location. This is within the very kind of the western area of the town's disc golf park. Um, the Enclave Apartments are to the south there. So, this site is generally between Pine Lane to the south, E470 to the north. Um, Cherry Creek is just off this map to the east for a general location. So, the easement is being requested in association with a planned waterline extension project that Parker Water is proposing in this area. The project will be a new 12-in water line that will connect existing lines within the apartment complex and then within the existing um adjacent disc golf course. They're doing this to provide additional connectivity and redundancy within their system to give them more flexibility to shut down lines, do repairs without putting customers out of service. The the proposed alignment is almost entirely within an existing park or water easement within the dog park or the disc golf course area. A very short segment it sends outside that easement. So that is where they are requesting an additional easement dedication. A few details about the easement. It is 30 feet in width as per their standards. Um it does use a standard agreement form that's approved by both the town attorney's office and Parker Waters Legal Council. It connects to a similar easement they've already obtained within the apartment property. Um, being within the disc golf course, the town's parks, wreck, and open space department has reviewed and approved the alignment. And as is typical with Parker Water, this easement is proposed to be granted with no direct payment. It's part of an ongoing easement and rightway cooperation agreement between our partner agency and Parker Water a few. This is a sheet from their construction plan set. So, if you um north is to the left on this diagram. If you look on the um on the right side here within the apartment complex where the project starts, essentially they're going to tie on to an existing water man that was
deadended or or turn to the turn to the east within the apartment building. Come through their parking lot out into the disc golf course. They are going to kind of go around some of the mounds and amenities that are um associated with the disc golf course to minimize their impacts. And then they do connect to the existing Parker water line there kind of on the left side of the page. So you can see there on the right um in red kind of where the where the proposed easement is needed um very small area. 01 acres so not a large ask but necessary for them to get through this area and and do their project. A few more details about the construction. Um the access to the work area will come from an existing maintenance access road that's already in place there. So they won't need to be trumping through some nice uh disc golf area. They will coordinate any disruptions to the disc golf course. They should be minimal, but they will be coordinated with our parks and rec staff. And then as always, all restoration and revitation of the area will be secured through a grading permit that public works will administer. So with that, staff does recommend approval of ordinance 1.672 granting an easement to Parker Water. I think somebody from Parker Water may be present. They want to say a few words. Great. Yeah, luckily it's it's on the far west side, so it should it shouldn't interrupt much. They can reaffirm piggybacking off of Eric's. So, will there be any disruption to the residents in those apartments because I know you're doing this to increase their um connectivity, but will it need to be temporary shut off for them?
Um, there won't be any shut offs for them. Um, we're going to do a live tap on that section of the pipeline.
